The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

A Bureau of Mines study is in progress to determine the effectiveness of passive water barriers in suppressing coal-dust explosions. A 2.9-ft3-capacity water-filled plastic tub was found effective in suppressing dust explosions propagating at speeds of 250 to over 1,000 ft/sec. Work directed at determining the limitations of water barriers showed that the passive water barrier technique is also feasible for the suppression of weak dust explosions propagating at speeds of 100 to 250 ft/sec. For relatively slow accelerating flames, dynamic wind forces appear to be the important quantity governing fragmentation of the plastic tub and subsequent water release and dispersion, whereas dynamic impulse appears to be the significant quantity for rapidly accelerating flames. The acoustic approximation (relation between static pressure and flame or wind speed) is shown to be valid in a long single mine entry. This relationship appears to be useful in predicting the regions within a long single entry where passive water barriers are effective in quenching a dust explosion.

The Bureau of Mines is experimentally converting cellulose, the chief constituent of organic solid waste, to a low-sulfur oil, All types of cellulosic wastes, including urban refuse, agricultural wastes, sewage sludge, wood, lignin, and bovine manure, have been converted to oil by reaction with carbon monoxide and water at temperatures of 350° to 400° C and pressures near 4,000 psig, and in the presence of various catalysts and solvents, Cellulose conversions of 90 percent and better (corresponding to oil yields of 40 to 50 percent) have been obtained. A continuous reactor for use at maximum conditions up to 500° C and 5,000 psig has been operated successfully, Using sucrose as a feedstock, operation in this system has permitted a simplified and preliminary chemical study of the conversion process. Oil yields of over 30 percent have been obtained with this unit.

In producing feed for a lead blast furnace, concentrates analyzing 70 to 80 pct Pb are sintered to produce a physically acceptable low-sulfur product which contains only about 50 pct Pb. Mixtures of PbS with varying amounts of SiO2, CaO, Fe 20., and ZnS were heated in an oxidizing atmosphere at 1,000° C; the products were cooled and examined to determine the problems involved in producing sinter with substantially higher lead levels. Microscopic and electron microprobe studies of the above products as well as experimental and commercial sinters indicate that sinters consist essentially of lead silicates, lead-zinc silicate, calcium zinc silicate, and spinel (ferrite). Lead oxide and lead sulfate areas appear to result from insufficient mixing of the materials prior to sintering. The data give an insight into the process and show that sintering results from a complex interaction of all constituents and that sintering is not simply a matter of diluting the mixture to control the oxidation of lead sulfide.

Because of the importance of recovering more oil from known petroleum reserves, increased emphasis has been placed on the application of secondary-recovery methods. It is hoped that these reports will stimulate interest in improved waterflooding techniques, thereby discouraging premature abandonment of oil leases. Previously published reports3 4 5/ have described the results of water-flooding in Roane, Pleasants, and Wetzel Counties, W. Va. (fig. 1). This report describes the South Penn Oil Co. Yawkey waterflood property, Berea sand, Griffithsville oilfield, Duval District, Lincoln County, W. Va. (fig. 2).

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. The damage zone behind a typical smooth-wall blast in the open pit was assessed by visually examining diamond drill core to identify blast-induced cracking, mapping core rock quality designations to identify changes in fracture frequency and conducting uphole seismic testing to determine changes in rock mass characteristics. The results from the three techniques show reasonable correlation. They suggest that major damage, in the form of fracturing of intact rock, occurs at least 7 m behind the smooth-wall blast and significant damage, in the form of opening and extension of calcite-filled fractures, at least 12 m from the blast. At greater distances the dominant damage mechanism is the loosening of existent joints within the rock mass. In the trachytes at El Soldado these damage mechanisms correspond to peak particle velocities of 2 000, 900 and 500 mm/s respectively

The upgrading process of an inferior grade of zircon to a superior opacifier for ceramic applications was investigated. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated in this study. The morphology of the treated and untreated zircon opacifier samples were investigated by SEM micrographs and the colours of zircon samples were characterized on the grounds of the Commission Internationale de l`Eclairage (CIE) standard procedure (CIE L* a* b* measurements) after application on a bisque ceramic tile. It was found that the treatment improved both the milling as well as the opacifying properties of the treated inferior grade zircon concentrate and renders it equivalent to or better than prime grade zircon opacacifiers currently produced. Detailed regional geophysical and geochemical surveys, ground surveys and drilling were undertaken to follow-up the federal-provincial Uranium Reconnaissance Program (URP) over the 27,OOO-km2 Kasmere-Munroe area in northwestern Manitoba. An analysis of the URP data showed a fair correlation between the regional airborne radiometric results and lake-bottom geochemical results, both of which also correlated with the regional geology. More detailed surveys defined anomalies with greater precision within the broad zones outlined by the URP. The ground follow-up indicated that URP anomalies can be caused by varying degrees of uranium concentration in the rocks. Mineralization of interest was found in leucogranites at several locations within the survey area. Anomalous uranium concentrations were also found in coarse pegmatites and Hudsonian granitic intrusions. It can be concluded that large-scale regional surveys can be followed up in relatively short periods of time to yield meaningful results if a properly planned exploration sequence is employed, each stage of which successively narrows the area of interest.

La seule production de columbo-tantalite réalisée en Côte d?Ivoire est effectuée dans les éluvions et alluvions du gisement d?Issia, localisé au Centre- Ouest de la Côte d?Ivoire. Même si un lien direct avec les roches granitiques est suspecté, aucune attention particulière n?a été accordée à l?étude de la minéralisation primaire en relation avec l?évolution des granites et des pegmatites associées. Ces granites, qui sont en intrusion dans les roches sédimentaires du Protérozoïque inférieur, comprennent : le granite orienté à deux micas (Lobo), le granite orienté à muscovite dominante (Bitapia) et le granite porphyroïde non orienté à muscovite dominante (Issia). Les résultats de cette étude indiquent que les pegmatites à Nb-Ta-Be-Li sont liées au granite de type Issia. Les observations de terrain et les analyses sur roche totale des granites montrent que: (1) les trois principaux granites de la région sont de type- S et peralumineux dans leur composition, (2) ils ont été formés pendant la période tardi- à post-Éburnéenne, (3) le granite d?Issia fut le dernier à se mettre en place. Les pegmatites liées au granite d?Issia ont été classées en quatre types : Apegmatites stériles; B- pegmatites à Be; C- pegmatites zonées à Nb-Ta-Be; et Dpegmatites zonées à Be-Nb-Ta-Li. Les pegmatites zonées comprennent les zones suivantes: I- zone à aplite; II- zone graphique; III- zone à albite, microcline, béryl et columbo-tantalite; IV - zone à microcline massive; V- zone à quartz. Ces pegmatites présentent une zone d?altération métasomatique externe. La minéralisation de Ta, Nb et Be est liées à la zone III des pegmatites de types C et D, et celle de Li est associée aux greisens qui peuvent être observés n?importe où dans les pegmatites de type D. Les données de terrain et de laboratoire indiquent que le granite d?Issia est la roche parentale des pegmatites à éléments rares de la région. Les pegmatites minéralisées sont distribuées seulement autour du granite d?Issia et les patrons des terres rares des granites et ceux des pegmatites à éléments rares sont très similaires. Les analyses de la composition totale montrent un lien génétique entre le granite d?Issia et les pegmatites à éléments rares. Il est suggéré que les pegmatites ont été formées durant le transport et la cristallisation fractionnée du magma.

In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff-of the Explosives Division of the Bureau of Mines and are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. The approximate geometry of these emissions about 1 millisecond after the shot is fired is illustrated in figure

There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.

Several universities and colleges in Australia, Canada and the United States, recognized the need to establish or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this, a cooperative study with industry in one state or province from each country was initiated. These include Tasmania in Australia, British Columbia in Canada and Alaska in the United States. The objective of this work was to develop a diversified geoscience educational model at the two-year technical, vocational and continuing education level that provides the source from which any nation can draw the proper educational tools to create a new geoscience program, modernize an existing program or strengthen a weak program. More than 100 mineral industry organizations provided information regarding their specific training needs for support personnel. The data gathered have been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration. These included geological, geochemical, environmental and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model was developed for the three levels of training. The international need for a study of this type was recognized as early as 1980, following numerous contacts from domestic and foreign geoscience educators regarding the structure and success of training within the University of Alaska Fairbanks Mining Extension program, located in Fairbanks. Contacts, correspondence and visits included educators from Australia, Brazil, Canada, Mozambique and the conterminous United States. The need was magnified between 1985 and 1989 at the University of Alaska Fairbanks, when an attempt failed at initiating and developing a two-year geoscience vocational-technology program leading to an Associate of Science degree.

Marine disposal of mill tailings has been practiced worldwide for over a century. However, only recently have the environmental effects of marine disposal been systematically studied. Some early attempts at marine disposal of tailings resulted in adverse impacts to marine life. However, recent advances in tailings disposal methods have included the introduction of engineered submarine tailings discharge systems, advanced environmental assessment and monitoring methods, and oceanographic modeling systems. Successful submarine tailings disposal (STD) has occurred at several mines. The U.S. Bureau of Mines (BOM) has undertaken studies of the disposal of mining and milling wastes in the marine environment. The BOM Alaska Field Operations Center, Juneau, initiated a review of the technology, regulations, and economic aspects of STD. The review illuminated the need for organization of literature on the subject, therefore the Bureau compiled this extensive bibliography on marine disposal of mill tailings. The bibliography presented here contains 1483 references and is also available through diskette in the Word Perfects format. A review of the references indicates that literature on submarine disposal inadequately covers the subject. The majority of the references listed only peripherally relate to the subject. Published literature on the engineering and environmental aspects of STD is severely limited.

The paper describes procedures used to predict the settlement performance of drilled shafts constructed under slurry through water bearing deposits to a dense bearing strata, considering both side resistance and end bearing. A full scale instrumented drilled shaft load test on a Jersey City, New Jersey highrise project is used as a case history to compare with prediction.
