Mineral aggregate, the most widely used mineral resource globally, has attracted little academic or public interest. Of all mining developments, the aggregate resource is seldom factored into resource management decisions. This lack of recognition to the strategic aggregate resource has significant economic, environmental, and social implications. Impact to the economics, the environment, and the community coincide with the key elements of the United Nations concept of ?sustainable development?. To build on the concept, the mining sector contracted the International Institute for Environment and Development to assess how mining activity contributes to sustainability. As a result, a useful assessment process was developed by the Mining, Minerals and Sustainable Development (MMSD) Task Group entitled ?Seven Questions to Sustainability: How to Assess the Contribution of Mining and Mineral Activities.? In Alberta, recent opposition to mineral resource development by community residents offers an opportunity to employ the MMSD?s assessment procedure. The public opposition to the mining activity was addressed through a stakeholder planning process initiated by the municipal council of Sturgeon County, Alberta. As a result the Calahoo/Villeneuve Area Structure Plan (CASP) was formulated and adopted. To measure the effectiveness of the CASP planning process in terms of sustainability, this paper applies the MMSD?s Seven Question assessment to the Calahoo/Villeneuve Area Structure Plan.

Rock excavation for tunneling projects occurs on a regular basis in the Cleveland area. These tunnels are being constructed to increase the capacity of the sanitary sewer system. Controlled blasting must be performed to remove rock in a number of phases of the project. The rock excavation for construction of a junction chamber is just one case where blasting is the safest and most efficient method available.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

A switching system for high fault current 300 and 600 volt DC trolley and haulage systems, as used in the mining industry is presented. The system consists of paralleled main and auxiliary contactor circuits with a liquid metal current limiting device (CLD) in series with the auxiliary contact-or. Upon detection of a fault, the current is commutated into the CLD circuit. The liquid-metal vaporizes, increasing the CLD resistance and Considerably decreasing the actual current to be interrupted. This system will materially reduce the wear and tear on contactors because of the reduced interrupting requirement. the CLD is pressurized; when the current is interrupted, liquid metal flows back into the bore. Thus, it is resetting. Electrical and mechanical design principles are presented as well as materials for use, as found satisfactory in field tests on the device.

Because of complex geological environments, a number of coal reserves occur in inclined or dipping coal seams in certain parts of the world. Longwall top coal caving using split-level a singleentry panel system (SSPS) has been widely used for extracting such coal seams with large thicknesses (greater than 6 m) in China because SSPS can reduce or mitigate problems of coal outbursts, gate road deformations, overturning of shields, downhill sliding of shearer and armored face conveyor (AFC), and so forth, during mining of inclined coal seams. Depth of yield is the range of yield coal from the rib of the pillar to the boundaries where yield ends. It plays a significant role in maintaining the gate pillar stability. This paper presents a study on the stability of an unconventional water-obstruction gate pillar (UWGP) formed by SSPS to prevent water inrush in mining of an inclined thick coal seam in a coal mine in China. As the shape of this pillar is non-cuboidal, nonparallelepiped, a conventional empirical or analytical method is not applicable for studying its stability.

This document, prepared for the U.S. Bureau of Mines Regional Mineral Assessment Program, presents data pertinent to the mineral resource assessment of the Needles 1° x 2° map quadrangle (excluding the Arizona portion), located in the Mojave Desert southeastern California. The U.S. Bureau of Mines (USBM) mineral survey of the quadrangle, conducted from 1991 to 1993, was done to provide the minerals data necessary to support effective land use planning and resource decision making. To this end, this report (1) inventories historic and current mining activity, (2) inventories identified resources, (3) provides an economic analysis; of identified mineral resources and estimates their feasibility for development, (4) delineates areas of exploration and development potential based on current geological, geochemical, and geophysical information, (5) supplies information on land status, transportation networks, power supplies, water availability, and regulations, and (6) analyzes socio-economic impacts of potential mining. The Needles quadrangle is in the Basin and Range province of the southwestern United Van. The area is underlain by a lithologically and structurally complex Proterozoic crystalline basement of gneiss and granite that is overlain by sparse, scattered outcrops of deformed and metamorphosed Late Proterozoic and Paleozoic sedimentary sequences. Mesozoic granitic plutons, particularly in the western half of the quadrangle, intruded the basement and sedimentary rocks, resulting in metamorphism and deformation responsible for the formation of high-grade gneisses and mylonitic rocks (core complex) in the eastern part of the quadrangle. Voluminous Tertiary volcanism unconformably overlie some older sequences. The structure of the area is dominated by Basin and Range extensional block faulting; in the eastern part of the area, block faulting is accompanied by widespread low-angle detachment faulting associated with core complex development.

This paper describes the economic study of longwall versus bord and pillar mining using all continuous miners for a colliery located at the South Coast district of New South Wales, Australia. In this district longwall mining appears to be a better economic proposition than bord and pillar. The internal rate of return on investment is found to remain approximately constant for each method irrespective of life. The economic importance of percentage extraction of coal is shown to be small for high values of minimum rates of return, becoming more significant as the minimum rate of return decreases.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

Some important mineral fields are referred to in discussing the formation of placer deposits in Australia.Testing methods include boring by hand, with percussion rigs, with auger and pit digging drills, and by vibro drilling.Sampling errors are minimized by the use of correct techniques and equipment for boring, sampling and sample dressing. A hypothetical set of data is used to demonstrate the final process of evaluation, and somerelevant taxation provisions are discussed.

Spontaneous combustion in underground coal mines has become a serious problem particularly in the caved area (gob). Recent statistic has shown that approximately 17% of total 87 underground coal mine fires in the United States are attributed to spontaneous combustion (De Rosa, 2004). Spontaneous combustion results from a self-heating process in exothermic conditions. The accumulated heat, if not removed, is conducive to the rapid increase of temperature and may result in mine fires or explosions. It is well accepted that the interaction between oxygen and coal substances is the main cause for spontaneous combustion, while other factors such as pyrite, moisture, and bacteria play a secondary role to the self-heating of coal. Therefore, only coal oxidation is considered in this study. Coal oxidation occurs as coal comes into contact with air. This process involves complex phenomena in terms of heat transfer, chemical surface absorption, and energy balance related to inherent properties of coal (Wang et al., 2003). For simulation purpose, overall reactions can be simplified as suggested by Mitchell (1990): C + O2 CO2 + heat [65°- 94°C] (1) CO2 + C 2CO + heat [100°- 150°C] (2) Stoichiometric reactions (1) and (2) show that 2.66 grams of oxygen are required to oxidize 1.0 gram of carbon. Once the temperature exceeds 100°C, the reaction has little chance to stop. The crucial step in reducing spontaneous combustion risk is locating the ignition point of spontaneous combustion (hot spot). This information is useful in the effort of developing a preventive method effectively. In this study, this was conducted based on the best gathered information: ventilation surveys conducted in an existing longwall mine located in the western US; the laboratory experiments performed on a physical gob model; and the CFD models to investigate the flow behavior in the gob, the oxidation of coal, and heat transfer phenomena. The hot spot location is determined as a function of oxygen concentration and gob temperature. The critical values are the following: 5% (by volume) for oxygen and 100°C for gob temperature. CHARACTERISTICS OF GOB MATERIAL AND MODELS Permeability Concept Permeability is one of the key parameters in any study dealing with porous medium. This is determined by particle size and the ratio of void volume to the total volume (porosity) of porous medium. This relationship is known as the Carman-Kozeny equation (Scheidegger, 1957) and is given mathematically as [ ] where k* = theoretical specific permeability, m2 dm = the mean particle size, m n = porosity However, permeability tests with various particle sizes were carried out at the University of Utah?s ventilation model (Figure 1) to verify this relationship. These tests indicated a necessity to modify this theoretical relationship. A factor of 0.898 was obtained to make up the different between theoretical permeability and the experimental one. The modified version of (3) is given by: [ ] This equation is used to determine permeability of the simulated mine gob throughout the study. [ ] Mine Gob Material The gob is represented by zones filled with material of given size distribution. For physical measurements and CFD simulations, the material used were crushed rock and coal. Due to compaction, three different characteristics of gob material were used in the model: unconsolidated, semiconsolidated, and consolidated. In the real condition, the largest coal-rock particles are more likely to be located in the area behind the shields. This material is freshly broken and unconsolidated. The size of these broken particles is based on a study carried out by analyzing images taken from the area behind the shields in three coal mines in the United States (Pappas and Mark, 1993). The results have shown that the mean size of materials behind the shields is about 1.22 m. The permeability associated with this size was then obtained from (4) and permeability tests. This was 4.68 x10-7 m2. For semiconsolidated and consolidated zones, due to the lack of experimental data, these were determined through CFD simulations. These simulations were designed by assigning a permeability of 3.15 x 10-8 m2 for consolidated zone and 7.98 x 10-9 m2 to the other zone. The airflow pattern in the gob assigned with given permeabilities was expected to follow the experimental distribution (Brunner, 1985). The mean particle sizes for the semi-consolidated and consolidated zones were 0.02 and 0.006 m, respectively; smaller than those of the unconsolidated zone. Figure 2 shows the 3D view of permeability changes in the gob.

This paper highlights several management practices from the oil and gas industry to support the proposition that financial performance in the finite, non-renewable resource business relates more to upstream rather than downstream activities. Based on the analysis of nine oil and gas companies, this study supports a previous study involving fourteen mining companies that showed reserves growth is one of the main levers of value creation in mining. Interestingly, this study also finds that the oil and gas industry has been historically more profitable than mining. The reason, it is argued, is that oil and gas companies count on management practices that focus primarily on the upstream segments of the business, compared to the traditional downstream focus of mining. This paper delves into these ideas to conclude that what mining may need to improve its competitive advantage is a new organizational framework. Another conclusion is that the upstream management focus is vital not only for strategy formulation in the resource business, but also for policy formulation in economies based on the export of finite, non-renewable resources.

I hope that after the long evening and all the exercise that some of you took you won't be completely exhausted to listen to a little bit about pile testing. The topic that 1 have been given is pile testing. It seems to me useful to break this topic into some smaller pieces so that we can try and organize our thought a bit. As I understand the terms "pile testing", I believe we are really referring always to capacity, one way or another, so I am suggesting that we organize the things we are doing in terms of measurement of soil capacity and pile capacity. There are obviously two failure modes and we frequently speak of pile integrity rather than structural pile capacity, but it's really capacity that we are concerned about. Further within these breakdowns I am suggesting that we might look at the topic of soil capacity in terms of static methods and dynamic methods and, finally, within each one of these, measurements of axial capacity and measurement of lateral capacity. Also here some of these subdivisions might be there for the purpose of symmetry and finally the same sorts of breakdown in Pile Capacity area.

Bulk sampling programs are typically applied in coarse gold mineralised systems to verify resource/reserve grades. In recent years, there have been controversies surrounding some results of underground bulk sampling exercises compared to the predictions using diamond drill data. Just how realistic is it to predict 100 t lots from drilling that was designed to model blocks of several thousand tonnes? This study looks at the variation of relatively small units within larger planned mining units and compares some of the geostatistical techniques which purport to provide tools for such studies. Relative difficulty of application, computer timings and summaries of results will be used to illustrate the likely variation in bulk sampling units as opposed to mining units and large-scale planning units. A case study based on publicly available data from a gold project in North America is presented. A simplistic and unconditional geostatistical simulation model demonstrated that up to 50 per cent of a relatively high-grade mining block could show as uneconomic low-grade subblocks. A subsequent study will consider a similar demonstration using uniform conditioning. Erroneous impressions of early sampling results can lead to unsupported prejudgements of the final results. Bulk sampling programs require detailed planning based on ore characteristics, where protocols must fit the mineralisation type. Any program requires definition of aims and data quality objectives across grade, geological, geotechnical and geometallurgical parameters.CITATION:Clark, I and Dominy, S C, 2017. The guide includes information on interpreting physical and cultural factors that must be considered in planning and implementing a mining and reclamation program, achieving environmental protection objectives, and improving community/industry cooperation. Included as appendices are a summary of state laws and a list of additional readings on the subject.

Aluminum production in the Pacific Northwest has a new potential for expansion and increased stability of operation. This new potential results from greater availability of power; lower freight rates on alumina and aluminum; good market prospects for the metal, including western aluminum market expansion following a decline in defense requirements in the 1950's; and possibility of developing bauxite deposits in the Pacific Basin as well as other mineral resources. INTRODUCTION This is a report of a special study by the Bureau of Mines of the primary aluminum industry of the Pacific Northwest. It outlines developments relative to the United States as a whole.

"The Williams Mine, Canada's largest gold mine, processes over 6,000 t/d of ore utilizing SAG/ball milling, leaching and CIP, carbon stripping, electrowinning and refining to produce gold dare bullion.Grinding accounts for over 50% of milling costs with grinding media, power and mill liners making up over 75% of grinding costs. Since 1991, several changes in these areas have been made which have significantly reduced costs, while fineness of grind and mill recovery have both been increased.This paper discusses the changes made in the grinding circuit over the past few years and assesses their impact on operating costs and mill operations.IntroductionThe Williams Mine is located in the Hemlo area of northwestern Ontario, about 40 km east of Marathon. It is operated by the Williams Operation Corporation, which is equally owned by Teck Corp. and Homestake Canada Inc. Canada's largest gold mine, the Williams Mine commenced operation in October 1985 at a rate of 3, 000 t/d. Mill throughputs have typically exceeded design, averaging 3, 397 t/d in 1986, and 3,380 t/d in 1987. In August 1988, production was increased to 6,000 t/d. Throughput averaged 4,212 t/d in 1988. Production increased over the next few years averaging 5,477 t/d in 1989, 6,248 t/d in 1990, 5,987 t/d in 1991, and 6,283 t/d in 1992. With a recovery of over 95.5%, production for the first three quarters in 1993 is averaging 6,408 t/d.GeologyThe main ore body is a steeply dipping conformable zone of microcline-quartz-muscovite rock. It occupies the contact zone between hanging wall metasedimentary rocks and foot wall felsic quartz feldspar porpyritic rocks of possible volcanic or subvolcanic intrusive origin. The ore body is enveloped by muscovite schists which are thickest on the footwall side. The schist is enriched with tourmaline, pyrite, and green mica containing vanadium and barium. The ore body contains pyrite and barite which occurs mostly in laminae and bands to veinlets and breccia fillings. The gold occurs as free (native) grains, 20 to 30 µm in size at grain junctions of the microcline and quartz. Visible gold is rare in the main zone. There are commonly two or more discernable layers of economic value which are separated by weakly gold mineralized material which usually consists of muscovite schist, barite rich zones or sulphide poor-microcline-quartz rock and in the upper and western fringes by biotite rich schist with feldspathic fragmental characteristics. Molybdenite is a common constituent as very fine disseminated grains in the microcline-quartz rock and is most prominent with gold enrichment. Stibnite and realgar are two of the more common accessory sulphides."

"The Schlumberger configuration used in geoelectrical sounding is slightly adapted here to obtain reliable data for both shallow and deep penetration depths from the same survey. In this configuration, two kinds of current electrode half-spacings are used: the first enables construction of vertical electrical resistivity sounding (VES) curves for shallow depths (<50 m), and the second for depths =250 m. For a given VES location, two field curves are measured and interpreted using two standard approaches. Practical characteristics of such a modified configuration are illustrated with two field applications in Syria. The first aims to characterize the structure of Quaternary and recent deposits in the Al-Ghab depression region, and the second deals with exploration for phosphatic sedimentary units in the Al-Sharquieh mine. La configuration de Schlumberger normalement employée dans les levés géoélectriques a été légèrement modifiée afin d’obtenir des données fiables à faible et forte profondeur durant le même levé. Dans cette nouvelle configuration, deux types de demi-espacements des électrodes sont utilisés : le premier permet le développement de courbes de sondage de résistivité électrique verticales (REV) pour les faibles profondeurs (<50 m), et le second atteint des profondeurs =250 m. Pour une localité REV donnée, deux courbes de champs sont donc mesurées et interprétées grâce à deux approches standardisées. Les caractéristiques pratiques de cette configuration modifiée sont illustrées par deus exemples d’application en Syrie. Large mining companies generally follow the distributed ownership corporate model, with a board of directors responsible for decisions that affect both shareholder value and stakeholders of the company. The board is simultaneously responsible for setting the culture and values of the corporation, which drive performance and priorities. Companies listed on the Johannesburg Securities Exchange (JSE) commit to sustainable development in various ways, either by virtue of implementing the King Code of Governance 2009 (King III) and/or through their own public reporting on social and environmental matters. Many mining companies make public statements regarding their support for environmental stewardship, ethical behaviour, and fair treatment of communities. It is a local, regional, and indeed, global phenomenon that companies fail to deliver on these statements. Research was carried out through the Institute of Directors of Southern Africa in 2007, and followed up in 2012, regarding directors? understanding of sustainable development issues, the relative priorities, what is needed for ?radical change? to effect sustainable development, and what enables or constrains the latter. Pertinent findings of both surveys are presented in this paper, and it is suggested that ?on-the-ground? performance may be indicative of the nature of leadership and decisions in the topmost ranks of the company. The results indicated that environmental concerns fall consistently below social issues. Financial capital ranked most important, and while environmental issues are recognized as being of strategic concern for the long-term, they ranked as being the lowest importance of all ?Five Capitals? (Financial, Manufactured, Social, Human, and Natural). Social capital ranked second lowest, with black economic empowerment being the only high-priority social issue. There is also evidence that certain companies within the mining sector fail to recognize their absolute dependence on natural resources. Much is made in academic and popular literature of the need for a new type of leadership for the radical shift to sustainable development: at company level this implies therefore a new type of director. The research found that only 14 per cent of directors felt that board decisions are consistent with their personal values; while intentions are strong to behave ethically and serve sustainable development, actions to give effect to these intentions lag significantly. Respondents indicated that the top impediments to courageous leadership for sustainable development related to personal issues of maintaining the image of being a director, fear of appearing weak, fear of being a lone voice, and bowing to board-colleague peer pressure.

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.
