INTRODUCTION Two promising innovative tunnel support systems are being developed by the Civil Engineering Department of the University of Illinois. One of these is a lining which can be placed by a slipform located immediately behind and contiguous with a tunneling machine. Recent advancements in construction materials appear to provide the breakthrough required to make such a system feasible and practical. The lining material which permits this construction scheme is wire fiber reinforced concrete made with high, very early strength regulated-set cement. Parts I and II of this paper relate to this slipformed liner. Part I discusses the material and equipment required to install the liner. The "Extruded Liner System" (ELS) has been devised to place the lining. This ELS concept is briefly described and a tentative development program is outlined. In Part II, the physical properties and practical construction aspects of the liner material are discussed and a program for structural testing of 10-ft diameter prototype tunnel supports is presented. Part III contains descriptions of improvements to conventional steel-rib tunnel supports. It is shown that square tubular box sections are structurally superior to wide flange sections for complex loading conditions often encountered in rock tunnels. Analytical studies and tests on connections have been performed to evaluate their structural behavior. These are presented along with a program for comparative large-scale tests on horseshoe-shaped frames with a 10-foot span. This research is being conducted by the Department of Civil

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft3/sec) of water into Southern California. The 13 km (8-mile) tunneling project is well underway and consists of two, 5.8 m (19-foot) diameter TBM bores through extremely variable geological conditions. The tunnels lie near the base of the San Bernardino Mountains and several significant faults including the San Andreas Fault run within one kilometer (0.6 miles) of the tunnel alignment. Numerous other significant faults cross the tunnel alignment and water pressures in the tunnel have been recorded as high as 20 bar (300 psi). This paper describes some of the problems and challenges encountered and the solutions implemented to advance the two hybrid TBMs under conditions that ranged from hard rock with no water inflows to full-face granular material under 10-bar pressure and in excess of 32 l/sec (500 gpm) inflows. Due to the range and severity of ground and water conditions actually encountered, the Owner-Contractor-Designer team eventually found that adjusting the means and methods to be more responsive—virtually on a day-by-day basis—was needed to suit the conditions

The empirical rock failure criteria play an important role in predicting the mechanical behavior of rocks, since affecting parameters on the behavioral properties of rocks are complex and numerous. Usually the empirical failure criteria are obtained by statistical methods, namely by means of fitting the mathematical function onto the experimental data. For evaluation and verification of the results, however, the quality and accuracy of the fit must be considered. This paper studies the efficiency and accuracy of conventional empirical rock failure criteria using a new approach, which is based on the analysis of uncertainty amplitude on the constant parameters of each criterion. The approach adopted here, is based on the combination of some parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), type of function, degree of freedom and the confidence level of constants. Correlation coefficient (R2) is then a comprehensive test and can be used effectively for comparison and accuracy of empirical rock failure criteria.

The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

Froth flotation is a widely used, cost effective coal cleaning process. However, its high process efficiency is limited to a narrow particle size range between approximately 50 to 600 µm for coal and 10 to 100 µm for minerals. Beyond this range, the efficiency of froth flotation decreases sharply, especially for difficult-to-float coal fines of weak hydrophobicity (e.g., oxidized coal). This study was aimed at enhancing recovery of an Illinois fine coal sample using a flotation column featuring a hydrodynamic cavitation nanobubble generator. Nanobubbles that are mostly smaller than 1 µm can be formed selectively on hydrophobic coal particles from dissolved air in fine coal slurry. Results indicate that combustible recovery of a -150 µm coal was increased by 5-50% for different size fractions in presence of nanobubbles, depending on process operating conditions. Other major advantages of the nanobubble flotation process include lower collector dosage and air consumption since nanobubbles are produced from air naturally dissolved in water and they act as a secondary collector on particle surfaces, thereby resulting in considerably lower operating costs. To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

U. S. Steel's Oak Grove Mine experienced several top hinge failures on their caving shields. It was determined that all the caving shields needed to be replaced with new caving shields before more thilures occurred. The cost and amount of time needed for several scenarios of caving shield change outs were compared. This paper discusses how Oak Grove Mine decided to and did change 126 caving shields in six specially designed jig stations underground during a longwall move using their own UMWA employees.

Luminescence excited by electron bombardment, or cathodoluminescence (CL), is a very useful tool in petrographic examination of rocks, minerals and ores. Differences in luminescence colors and intensities allow detection and delineation of mineral species and composition zones difficult to separate visually by normal polarized light microscopy. The cold cathode CL chamber at Indiana University is used with a binocular microscope that has interchangeable attachments for a normal film camera, a digital camera and a fiber optic spectrometer. This allows imaging of the specimens as well as limited spectrographic analysis of the emitted luminescence. The chamber on this CL unit is large enough to accommodate several thin sections, polished mounts, grain mounts or rock slices at one time. Luminescence petrographic techniques were used to study alkali syenites and carbonatites from the Arkansas. Alkali feldspars in the syenites reveal a history of growth, fenitization and replacement through color and intensity differences. Primary orthoclase luminesces bright blue and is often zoned with a duller blue overgrowth of microcline. Fenitization of the feldspars is demonstrated by dull to bright red luminescence and replacement veins of albite often have a bright yellow green luminescence. Late microcline and perthites from the syenite pegmatites have a dull yellow to orange luminescence. Easily visible on this background of feldspars are grains of apatite (yellow), fluorite (violet), zircon (greenish), sodalite (orange) and mosandrite (green). Complex pseudoleucite syenites from Magnet Cove, Arkansas show similar minerals but also include xenolithic quartz (violet), manganwollastonite (bright orange), benitoite (intense blue) and lorenzenite (green). Carbonatites from Arkansas contain a wide variety of calcite textures and intensities of luminescence. Grains of carbonatite in well cuttings are easily distinguished from sedimentary calcites by their complex “flame” luminescence and the frequent presence of euhedral apatite grains (yellow). Apatite crystals separated from the Arkansas River Valley carbonatites by acid digestion show complex zoning. The cores of these apatites are yellow luminescing due to CL activation by Mn enrichment while the rims are violet luminescing due to REE enrichment. Complex zonation between the cores and rims is easily visible using CL.

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners’ health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry’s experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards.

Introduction Since the last decade the iron ore processing industry has undergone drastic changes from supplying screened and natural ores to manufacturing tailored concentrates and pellets. Increased need for the beneficiation of lower grade iron ore deposits and the increased demand for higher grade concentrates necessitate finer grinding of iron ores before concentration. The normal filtration stations used in the past are experiencing difficulties in dewatering the finely ground concentrates to moisture levels acceptable for balling. In addition to finer grinding, applications of complex beneficiation techniques has decreased the filterability of the concentrates and create problems in filtration of iron ore concentrates. An overview of the filtration literature indicates there are few research reports on the dewatering of iron ore concentrate slurries. There exists a need to understand the principles and mechanisms involved in the filtration of iron ore concentrate slurries with a goal of developing more efficient filtration techniques. This paper presents the results from the first phase of our research program that included the development of a reproducible benchscale filtration technique and the investigation of the filtration behavior of eight iron ore concentrates.

This paper addresses historical aspects and construction sequencing of the subway complex under Columbus Circle in Manhattan; the structural elements of the rehabilitation and new construction; and the challenges associated with design and construction. PB is providing engineering services to New York City Transit (NYCT) for the rehabilitation of the 59th Street/Columbus Circle Station Complex that services over 150,000 customers daily. The project involves structural repairs, modifications and new construction requiring underpinning and temporary supports, custom framing details, and construction staging procedures to meet stringent limitations within the operating transit station and around the Columbus Circle street intersections.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. There are hundreds of passive treatment systems accepting mining influenced water (MIW) throughout the world. Some systems do not perform to design expectations while others, including volunteer systems, have successfully operated relatively unattended for decades. The primary reasons for this situation include the common misconceptions that (1) a “cookbook” approach to design is valid for a wide array of MIW chemistries and site conditions, and (2) low maintenance means “no maintenance.” Passive treatment systems for MIW are typically manmade ecosystems that are designed to handle a specific range of metal loading conditions and MIW geochemistry. Thus, when design conditions are exceeded, the suite of microbial to macroscopic ecosystems may be slow to recover or mature. This should be no surprise to designers. But when a particular system fails, it may be inappropriately attributed to the technology, not the design. This paper presents a standard “phased” design protocol that appears to work and provides examples of sub-par performance of selected passive treatment systems.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.

The United States Antarctic Program (USAP), through its principal support contractor Raytheon Polar Services Co. (RPSC), has recently completed a three-year project comprising nearly 936 m (3,071 ft) of undersnow utility tunnels at Amundsen-Scott Station, South Pole, Antarctica. The tunnel serves the new station facilities that are currently under construction. It houses the piping that conveys fresh water from current and future water well sites, as well as waste water to repositories in abandoned wells. The undersnow tunnels permit year-round access for system operations and maintenance. The network of tunnels is entirely unlined and unsupported. And, for the most part, it maintains a rectangular cross section of 1.8-m-wide x 3-m-high (6 x 10 ft).The tunnel runs from 6 to 14 m (18 to 45 ft) below the surface. Eight 1-m- (3.3-ft-) diam raises bored from the surface serve the network as emergency escapeways.

Deposits of rare earth elements (REE) are found in NM, but they have not been important exploration targets in past years because demand has been met elsewhere. However, with the projected increase in demand and potential lack of available production from China, the New Mexico deposits are being re-examined for their potential. REE-Th-U veins are found in the Gallinas, Caballo, Capitan, and Cornudas Mountains and Laughlin Peak-Chico Hills. Past production of bastnaesite has come from the Gallinas Mountains. Carbonatites are found in the Lemitar and Chupadera Mountains, Laughlin Peak-Chico Hills, Lobo Hill, and Monte Largo (Sandia Mountains). Although carbonatites have not been found in the Gallinas Mountains, they are suspected to occur in the subsurface based upon mineralogy/alteration. Disseminated Y-Zr deposits in syenite are found at Pajarito Mountain, Mescalero Apache Indian Reservation near Ruidoso. In 1990, Molycorp, Inc. reported historic resources of 2.7 million short tons grading 0.18% Y2O3 and 1.2% ZrO2 as disseminated eudialyte. Two additional deposit types have potential for REE in New Mexico: Cretaceous heavy mineral, beach-placer sandstone deposits and pegmatites. Exploration is ongoing in the Lemitar, Gallinas, and Cornudas Mountains.

Asking the question, “What do the world’s leading corporations and cutting-edge practitioners of sustainability put forth to guide a given mine site for planning and action toward ‘sustainability’?”, this paper explores the spectrum of methodologies and mindsets in available literature, then constructs an example for the large near-closure facility at Kennecott Utah Copper. Values, opportunities and constraints spring from physical, unutilized byproducts, from critical ecosystems and wildlife populations, from location relative to those ecosystems and proximate communities, and from the political will to perform adequate feasibility investigations. Patience, determination and thoroughness are imperative. Identifying most productive and, simultaneously, most protective and restorative, practical methods to approach ‘sustainability’ has become a central mission of industry and business, worldwide. A survey of recent international initiatives finds no single approach that establishes either a readily adaptable methodology or an appropriate set of ‘attention’ points, or agenda, to guide individual mining operations at specific locations toward the elusive but essential goal of ‘sustainable’ mining. Untying this convoluted knot of contending factors requires willingness to recognize and work within ecological constraints for community long-term needs. Occasionally, the task requires the sword of Alexander the Great. Through integration that is unflinchingly honest ethically, culturally, economically, ecologically and scientifically, fully cognizant of place and community at whatever scales are of greatest significance, and integrative of both problem-response and opportunity, we may envision a mineral extraction and beneficiation future that achieves the best, most nearly sustainable, results possible. Industrial ecology (IE), with its clear emphasis on community, ecosystems, and sustainable economic stimulation, presents a sufficiently broad and adaptable discipline to facilitate planning and management toward sustainable mining. The creation of sustainable jobs encapsulates IE’s analogy to the niche survival strategies of organisms in nature. Open to common-sense recognition of faults and opportunities at appropriate scales, IE is less a discipline or prescribed methodology than a mindset, willing to be rigorously scientific when science is imperative, but also willing to exercise “art” when creativity or community engagement are needed. IE is also capable of future-looking compassion for peoples and nature. Looking beyond what has occurred to date, the case of Kennecott Utah Copper provides ample illustration of possibilities for community economic development, environmental management, and significant initiatives beneficial at regional and planetary scales, to become recognizable as deserving of the label, ‘sustainable.’ Through what this researcher terms “whole mine, whole region, whole planet” thinking, strategies become visible and subject to serious consideration, presenting a path to best possible accomplishment in mining. Constituting a maximal broadening of mining’s “traditional” scope, the integrative approach proposed here is the ‘paradigm shift’ being made by many other industries around the world. In aggregate, these steps are the only hope for avoidance of environmental, social and economic risks that threaten to curtail resource development and impair mining companies’ ‘social license to operate.’

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.
