Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity', innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

In late 2007 Neptune Minerals Plc. commissioned Genesis - a leading consultancy and engineering company affiliated to the Technip group - to undertake a Seafloor Mining Conceptual Study for mining of Seafloor Massive Sulphides (?SMS?) in Neptune?s New Zealand licenses. A key deliverable of the study was information to de-risk the perception of SMS mining for investors the minerals, and that deep-sea mining of SMS material is technically feasible, commercially viable and can safely be managed as a sustainable marine resource industry. The aim of the study, completed in April 2008, was to evaluate alternative existing marine technologies for seafloor mining, ore lifting, dewatering and surface offtake, considering the following parameters: ? A stable and continuous leaching process for niobium and tantalum extraction from ferrocolumbium tantalum (FT) was developed. The effects of initial concentration of HF and H2SO4, grinding fineness, leaching time, and temperature on the leaching rate of Ta, Nb, Fe, and Si were studied. Experimental results show that the leaching rates of Ta, Nb, Fe, and Si were enhanced by the increase of acid concentrate, fineness, leaching time, and leaching temperature. The optimum process conditions are HF initial concentration of 5 mol/L, H2SO4 initial concentration of 2.5 mol/L, − 74 μm percentage of 65%, leaching time of 20 min, and leaching temperature of 25 °C. Continuous leaching of FT was carried out by feeding ore and acid every 20 min. By leaching with HF − H2SO4 for 4 h, then adding appropriate amount of HNO3 into the solution and keeping for another 1 h, a high Nb extraction rate of 99.8% was achieved. The established method provides a promising technique for the high-efficiency separation of niobium and tantalum from FT.

A study was conducted to remove iron from sulfate solu¬tions using Eichrom'sDipex®extractant, PP'-di(2-ethylhexyl) methanediphosphonic acid (H2DEH[MDP]). It was found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. More than 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. The North Auckland Line (NAL) in Northland, New Zealand, is being upgraded to pass Hi-Cube containers. The line includes many tunnels and bridges which need to be refurbished to improve structural clearances and line capacity. Tunnel 2 along the line, the Makarau Tunnel, has posed special challenges. Opened in 1898, the tunnel suffered multiple collapses during construction and has shown significant distortion during operation. The tunnel has been repaired many times since opening. Successfully enlarging this delicate and distressed structure has involved historical research, advanced analysis and design, and careful construction. The results provide lessons for dealing with brick lined tunnels and poor ground conditions

In the plant where the 800m diameter cyclone was tested, 500 STPH of 50m x 0 raw coal was pulped in a heavy medium tank and pumped originally to four 700mm heavy medium cyclones. For the test one of these units was replaced by an 800mm diameter cyclone with the subsequent feed pressure for both units sets at approximately 15.0 psi. Since this was a feed to zero plant, an appropriate bleed of heavy medium to the dilute medium circuit was established to en- sure that the cleaning of the 500m x 0.5mm raw coal would not be adversely affected by high levels of 0.5mm x 0 fine coal present in the heavy medium. The medium gravity measured varied between 1.41 and 1.43. During a three-hour test on June 10, 1983, the raw coal sample was collected from the feed belt while the clean coal and refuse samples were collected separately at proper locations along the product streams of the two different diameter cyclones. All of these samples were shipped to the laboratory for screen and sink- float analyses. The raw coal screen and ash analyses are shown in Table 1.

Cationic flotation of quartz is currently utilized in the concentration of iron ores and the cleaning of phosphate concentrates. The present work deals with depression of quartz in the presence of aluminum aqueous species during cationic flotation. It was established that aluminum species depress the flotation of quartz with an amine, especially under neutral and slightly alkaline conditions. With an amine as the collector, studies of the adsorption (abstraction) of Al species on quartz surfaces, as a function of pH, correlated well with the depression of this mineral. The presence of Al species also enhanced the depressant action of corn starch on quartz. In addition, the sodium salt of ethylenediaminotetraacetic (EDTA) was found to be an effective complexing agent to suppress the depression caused by aluminum ions.

Surface mining in arctic regions is characterized by many unique problems. Continuous and discontinuous permafrost (perennially frozen ground) occurs in most of the arctic and subarctic areas. Permafrost presents special problems of slope stability. Stability of permafrost depends on its temperature, moisture content, and material type. Permafrost slope fails due to solifluction, disturbance of ice-rich slopes, and liquefaction. Drilling and blasting of frozen ground present special problems. Depending on their degree of saturation with water, freezing soils and rocks have a number of important characteristics that affect blasting efficiency. Metals used in mining equipment and mining structures require special selection. At low temperatures, many steels lose most of their normal ductility and toughness (resistance to brittle fracture). This paper discusses engineering solutions to unique problems of arctic mining.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

A short review of the current practice and recent developments is followed by a description of a newly developed approach for the solution of the optimum ultimate pit limit problem. The new approach utilizes the network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson. Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method will automatically include several optimal solutions based on predetermined number of benches to be included in the analysis.

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies. REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). Designing and constructing tunnels in seismic prone areas present unique challenges to both designers and contractors. The Westside Purple Line Extension Project– Section 3 in Los Angeles requires crossing an active fault that may subject the tunnels to extreme structural demands. In order to ensure that the linings will safely accommodate the fault movement, a revolutionary composite section—steel plate embedded in the intrados of the precast concrete segmental tunnel lining was finally selected. Additionally, continuous expansion steel plates over the circumferential joints will be installed to mitigate the potential opening of the circumferential joints.

A detailed study of ponding phenomenon relative to surface subsidence due to longwall mining was conducted for various surface stream conditions. Based on field monitoring, the stream-ponding process and three forms of stream water are described. Also discussed are the criteria of stream ponding and the influences on the ponding process by two key factors: the angle of stream flow and the change in the stream-bed gradient. A numerical (mathematical) model, which combines trend surface technique that describe the topographical features in the vicinity of a stream and the modified influence function, which represents the profile of the surface subsidence trough (or basin), is constructed to predict the formation characteristics of stream ponding in terms of location, boundary and accumulated water volume of migratory and stationary ponds produced by the stream-ponding process. Three cases are analyzed using the model to predict the interaction of the underground operations and the environmental impact due to stream ponding. The feasibility of various mitigative measures are assessed.

The U.S. Energy Research and Development Administration (ERDA) is currently conducting a national program to survey for uranium the conterminous United States and Alaska by 1980 using airborne and surface techniques. This paper discusses the techniques used and some of the results of airborne surveys conducted to date by Geodata International, Inc. Airborne gamma radiation and the earth's magnetic field data are measured to provide data leading to regions potentially more favorable for the exploration and discovery of uranium ore. High-sensitivity radiometric and magnetic field data have been gathered from an aircraft with an average surface altitude of 400 feet (Figure 1). Under most conditions, data are usable up to an aircraft surface elevation of about 1250 feet where limitations will be discussed. Results of data analysis under GJO-1632, GJ0-1644, GJO-1654 and GJO-1663 will be discussed.

Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

The scheduled replacement of Inland's A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

My subject this morning is coal liquefaction technology. Actually, coal liquefaction involves a number of technologies in a very complex system. The first slide shows the major components of such a system with arrows to indicate appropriate flows. The components are the facilities for coal feed preparation and handling; the coal hydrogenation or base liquefaction section; facilities for product separation and recovery, and in addition, facilities for the production of hydrogen from coal-based sources. A very rough break- out of the investments involved in these areas is given at the bottom of the slide. Investment is spread about equally among the three areas of operations Another way of looking at it is that the investments in what might be called support facilities are of the same magnitude as the base investment in the hydrogen facilities. Therefore, it is appropriate in a discussion of coal liquefaction technology to treat it as a system composed of a number of technologies. The next slide lists the various functions in the feed preparation section along with an indication of technology status. Storage, crushing, grinding, drying of coal all have been in commercial practice for a number of years. The slurrying and pumping of coal at least in water slurries, is practiced commercially also. The heating of coal slurries in oil to high temperatures under pressure is not in commercial practice and development and testing is going on by a number of people in this area. Some rather complex phenomena occur when coal oil slurries are heated to high temperatures.
