INTRODUCTION Cross, et al. (1974), produced a retrospective study of standard setting for underground miners. This report had two distinct components; i) criteria of importance for the protection of the miners, and ii) economic considerations for standard setting. The methods for setting radiation safety standards reviewed were: dose calculations and consensus methods; epidemiology; pathology; bioassay; animal experiments; sputum cytology; chromosome aberrations; and, the Mantel-Bryan Model. By looking back, the authors intended to enable officials to look ahead in making future decisions based on reasonable conclusions. Now it may be time to consider underground miners' protection from another perspective: are there miners who may be especially susceptible to toxic environments?; and if so, are there any biomedical assays that might be indicative of exceptional sensitivities to toxic substances? The human population is genetically very heterogeneous. The data of Saccomanno, et al. (1973), reveal great variability in individual response to radon daughter exposure and only a small portion of the miner population subject to toxic inhalants develop squamous cell metaplasia (Saccomanno, et al., 1970). The majority of the miner population is either not susceptible or is resistant to the toxic agents. This information suggests the existence of a small subpopulation with increased sensitivity or reduced resistance and underscores the need for indicators from biomedical assays that might prove of value for the detection of such individuals. The heightened awareness of the contribution of pollutants in the environment for the potential induction of mutations and carcinogenesis lead to a profusion of short-term bioassays to circumvent the high cost and time-consuming large toxicity animal studies. Over 100 bioassays across taxa from microbes to man are at various stages of use or development (Hollstein, et al., 1979). Less than a dozen tests currently offer early promise for application to[ in vivo] effect studies of man. Many are still in early development, lack the sensitivity needed for a retrospective or prospective study at current permissible exposures, are impractical to conduct in the field, or are not cost effective. The purpose of this paper is to review some of the bioassays that may now, or in the near term, prove applicable for the detection of individual underground miners with increased susceptibility to toxic agents. Throughout this statement, it is assumed that any single test may give false negatives or false positives and, therefore, a tier of tests should be investigated. The possible tests are in various stages of development; some tests better proven than others with a firmer data base and, therefore, with greater probability of usefulness. Some of the less proven assays are not ruled out if they have practical or theoretical promise as indicators. Table I summarizes the assays critiqued for their potential to monitor the effects of [in vivo] exposure to genotoxic substances. POTENTIAL INDICATORS OF HIGHLY SENSITIVE MINERS Assays of Body Fluids It is desirable to have data on the agent(s) to which subjects are exposed when humans are monitored by biomedical effects. Obviously, to varying intensity, the underground mining environments are monitored for radon daughters and it is recognized that the miners are also exposed to other pollutants, most notably, uranium ore dust and diesel fumes. Further testing for the metabolites of the pollutants can be done on body fluid, urine. [High Performance Liquid Chromatography (HPLC)]: This is a very sensitive method for the detection of mutagenic metabolites in urine. The urine is treated with the enzyme sulfatase and beta-glucuronidase to permit identification of substances that are made nonmutagenic by conjugation as glucuronides. The sample is then passed through an XAD-2 resin column and the absorbed organic molecules eluted with acetone. The sample is then split and evaporated to 1 ml and used for direct chemical analysis using HPLC. One drawback to the test is the inability to measure cumulative exposure, but multiple samples can be obtained and comparison to baseline (control) and exposure samples can reveal qualitative differences as a consequence of exposure to mutagens. [The Ames/Salmonella Microbiological Assay]: The Ames/Salmonella microbiological mutagen test is the most extensively used short-term bioassay, with over 2,600 chemicals having undergone testing by this method (Hollstein, et al., 1979). The method, thoroughly worked out and tested for 10 years, consists of taking the second split urine sample from the HPLC preparation, evaporating to dryness and dissolving in dimethylsulfoxide (DMSO). Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality over time. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

The purpose of this paper is to describe the roles of cement and concrete in construction in general and, more specifically, as construction materials of the Southeast. For purpose of this discussion, the Southeast will include the geographic area composed. of the following 13 states: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and West Virginia. In one sense, cement by itself is not a construction material. It is a finely ground manufactured mineral product, usually gray in color. Cement is mixed with water and sand, gravel, crushed stone, or other aggregate to form concrete, the rock-like substance that is the most widely used construction material in the world. Because cement is seldom used by itself for construction but is usually a component of concrete, there is no such thing. as a "cement" sidewalk, a "cement" highway, or "cement" building. Neither is "portland" a brand name. It is a generic term used to describe any cement that hardens in the presence of water and is made to standard specifications .. For all practical construction purposes, therefore, all cement is "portland." The name "port-land" was selected by the English inventor of the product in 1824 because concrete made with his product resembled natural building stone quarried on Portland, an English island. Although portland cement is not the final material which finds its way into completed construction, as the principal component of the most widely used construction material in the world, the location and process of its manufacture warrant some discussion

Germanium has found major uses in infrared optics, fiber optics and a revised vigor as a catalyst for PET plastic production. Other advanced applications are in various stages of development. The solid state electronics industry has been the driving force behind the accelerating demand for gallium since the late sixties. Past developments of substrates for light emitting diodes, lasers and magnetic bubble memories are paling in view of the current excitement over the use of semi-insulating gallium arsenide for high performance integrated circuits. This application requires gallium metal and gallium compounds of extraordinary purity.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . IBC Advanced Technologies, Inc. (IBC) and Fluor Daniel, Inc. formed a strategic alliance in late 1994. The goal of the alliance is to combine IBC's scientific expertise in the MRT field with Fluor Daniel's engineering capabilities in the metal­lurgical industry. Efficient particle classification is essential to enhance gravity and magnetic separation stages in one iron ore beneficiation plant. This study investigates the use of high-frequency screens to process finely ground iron ore, focusing on two size cuts: 400 μm and 100 μm. Pilot-scale trials were performed on four ore blends using a full-scale screening unit. A total of 48 tests were conducted, evaluating the effects of panel aperture, solids concentration, wash water, and feed particle size distribution. Results showed that wash water improved efficiency by up to 5%, while a solids concentration near 40% w/w delivered high separation performance with minimal ultra-fines in oversize streams. Apertures slightly larger than the target cut sizes yielded better precision in particle separation. Feed particle size distribution had limited impact on efficiency. The investigation successfully identified optimal screening conditions, including aperture selection, to achieve the most effective separation performance for downstream concentration processes.

Over a considerable period of time great interest has been shown in selective dry concentration of fine ferromagnetic particles, although it is only recently that new permanent magnetic materials have been made available to permit building of such permanent magnetic separators. It is well known that the conventional drum separator does' not efficiently separate fine materials. The centrifugal force on any drum acts in accordance with the particle size and gravity, which may beat varying magnitude-.opposite to the magnetic force, especially when the material is not closely sized. The Magnetic-Mechanical Separator (MMS) is designed for the concentration of fine, unsized magnetic materials where the percentage composition of magnetics to nonmagnetics, or the nature and texture of the materials, is such that its unique agitation and shake-out action with no centrifugal force provides greater efficiency than is obtainable by conventional magnetic separation equipment. This machine consists of a complete double belt conveyor unit with a premagnetizing Axial Pole Agitating Pulley at the feeding end of the lower conveyor belt and a special agitating concentrator magnet above the lower belt of the upper conveyor.

The U.S. Department of Energy (DOE) has entered into a $l.5 million Cooperative Agreement with Alpine Equipment Corporation/Astro International Corporation ("Alpine") of State College, Pennsylvania, for the evaluation of water-jet-assisted (WJA) mechanical cutting of oil shale under actual mining conditions. A commercial-sized, heavy WJA mechanical miner is being assembled based upon the successful "factory testing" of a smaller prototype miner utilizing standard tungsten-carbide and Polycrystalline Diamond Composite (POC) bits in large oil shale boulders. Actual field testing of the machine will be conducted in an oil shale mine located in the Piceance Basin of Western Colorado. In-mine logistical support is being provided by several oil shale companies through the Colorado Mining Association (CMA) and the U.S. Bureau of Mines (USBM).

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity,' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

Fine coal cleaning by froth flotation has become common practice in the U.S. with more than 80,000 tons treated in this way per day. In spite of this large tonnage, developments in the automatic control of coal flotation circuits have lagged significantly behind those for mineral systems. One reason such developments have been limited is that instruments have not been available for the on-line measurement of carbon or ash and another critical variables in coal slurries. A second reason is that the influence of the operating variables on coal flotation has not been completely understood. During the last few years some of the required instrumentation has been developed and an improved knowledge of the flotation process itself has occurred through mathematical modeling; as a result certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, DYNAFLOAT. After constructing a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables have been analyzed. In order to develop combined grade and recovery control strategies, the authors found it necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known final, feasible grade/recovery operating conditions. Finally, an advanced strategy which uses an on-line model to identify disturbances and take control actions is proposed.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Some of the members will probably ask themselves what close relationship exists between hydro-metallurgy and a wet scrubber, but we are sure that as soon as deeper thought is given to the matter it will be realised how vital scrubbing, operations are in metallurgical plants. In ordinary metallurgical installations or pyro-metallurgical processes ore concentrates are first of all shifted from place to place and dust is created. In other cases the ores or concentrates are crushed or dried or roasted, and in each one of these operations dust and fumes, are created. All suspended particles and fumes originating from the abovementioned conditions not only, in many instances, provide health hazards which disrupt production and endanger the personnel in the plant, but also are the source of economic losses through extra maintenance and wear to moving machinery due to abrasion and corrosion. Further losses are incurred by the waste of fine, very often valuable, components. The Party who once said that in several metallurgical plants the bulk of the profits was discharged into the atmosphere by the stack wasn't stretching the truth. There is a place in Africa where a gold producing concern used to lose over 5 oz. of fine gold per day out of a total production of 3000 oz. per month. In another instance, copper concentrate going as high as 80% Cu was discharged into the atmosphere at the rate of 4 tons per day. Realising the value of removing and collecting solids and fumes created in metallurgical plants, a thorough study was made of the available plant and equipment offered on the market. Some units were found very efficient, but very expensive; some others also very efficient but with temperature and maintenance limitations. Some others were also efficient but prohibitive from the point of running costs.

Lamco Joint Venture is operating a Dravo Pelletizing machine to produce pellets from the natural slimes of an earthy hematite ore. The grate area of the machine 3.3 x 106 m equal to 350 m2 (3800 sq. ft.) and the installed fan capacity is 8200 HP. The limiting factor for production is normally fan capacity. This means that the processing fans can not pull the additional air (i.e the additional calories or BTUs) through the bed which would be required for increased production. A way to increase production without major modifications is to supply the additional calories needed for increase production by adding coal to the pellet feed. After successful laboratory tests following method of coal addition has been chosen and the following results have been obtained. 1. The ground coal is added to the slurry prior to the filters and the rotary dryer. 2. By adding 0.6% coal, an increase of about 15% in production rate has been obtained. 3. No significant changes of metallurgical properties have been observed (i.e. tumbler index, compressive strength, ferrous iron content, reducibility, Linder degradation and swelling). 4. No unexpected operation problems have been experienced. The pellet discharge temperature increases and is the limit for how much production can be increased by coal addition without making plant modifications.

A process for recovering manganese from low-grade manganese oxide ore through a reduction acidolysis-selective leaching method is investigated. Two types of biomass, sawdust and straw, were used as reductants. Reduction acidolysis, using concentrated sulfuric acid, was used to disrupt the structure of the biomass, allowing the biomass to be hydrolyzed into monosaccharides. Analysis by X-ray diffraction revealed that Mn2O3 was reduced to MnSO4. Then, in the selective leaching process, iron was removed through the formation of goethite. The optimized experimental parameters are as follows: reductant to ore mass ratio of 0.4, sulfuric acid to ore mass ratio of 0.9, water to ore ratio of 0.5, aging time of 18 h, leaching temperature of 95 °C, leaching time of 90 min, and solution pH of 2.5 to 2.8. Under these conditions and using sawdust as the reductant, the manganese leaching efficiency and iron removal efficiency were 91.8 and 99.2 percent, respectively.

The present study examined a process for precious metal recovery (silver and gold) from difficult minerals which exhibit refractory characteristics to cyanidation and ammonium thiosulfate leaching (low extraction and high consumption of leaching agent). It is well known that mangano-argentiferous minerals are mainly composed of manganese, silver, gold, and iron. In this research, a mineral sample from Monte del Favor mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay, and atomic absorption spectroscopy (AAS). Two-stage leaching was carried out: first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent and sulfuric acid (H2SO4) and a second stage to dissolve silver and gold with sodium hypochlorite (NaClO) and hydrochloric acid (HCl); the results show extraction around 96% for Mn and 98.73% and 83%of Ag and Au, respectively. The usefulness of high acidity and Na2SO3 to obtain good results in Mn and Ag leaching is discussed along with the roles that HCl and NaClO play in the dissolution of Ag and Au values.

The title of my paper, "A Company's Response to Federal Coal Leasing," brings to mind a picture of a dog chasing its tail. This is what the coal industry, has been doing since the Federal coal leasing moratorium went into effect in 1971. We've gone around in many circles, but we are only very slowly, if at all, getting closer to catching our tails, i.e., efficient, economical, and rational Federal coal leasing. My companies, The North American Coal Corporation and its four Subsidiaries, The Falkirk and Western Plains Mining Companies and The Coteau and Missouri Valley Properties Companies, together hold in excess of 4.5 billion tons of lignite reserves in North Dakota. Some of our North Dakota properties are substantially interspersed with Federal coal, with the government holding title to the minerals in every other section. This checkerboard pattern of Federal ownership has made it difficult to develop and market some of our reserves, and, as a result, it has become imperative that we be familiar with and active in the Federal Coal Leasing Program.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine.
