TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

The 1.1 Ga Midcontinent rift of North America has many similarities to the geology of the Voisey's Bay region in Labrador and the geology of the Noril'sk region in Siberia. These similarities include the hosting of large volumes of sulfur- undersaturated and trace-element-enriched basalt, having igneous centers characterized by crustal contamination, being characterized by metal depletions in some mafic units (an indication of prior sulfide segregation) and having known occurrences of Ni-Cu sulfide mineralization. These similarities along with new geophysical data and refined models for Ni-Cu sulfide deposits suggest that the Midcontinent rift probably contains undiscovered Cu-Ni [±] PGE sulfide deposits, some of which could be the size and grade of a Voisey's Bay or Noril'sk deposit. In particular, intrusions and related feeder systems that occur in northern Michigan and Wisconsin, as well as to the southwest along the rift margin, deserve serious examination.

The Baltimore Red Line Project is a proposed 22.7-km (14.1-mile) long east-west light rail transit (LRT) line envisioned to connect the areas of Woodlawn, Edmondson Village, West Baltimore, downtown Baltimore, Inner Harbor East, Fells Point, Canton and the Johns Hopkins Bayview Medical Center Campus. The Red Line LRT System has two tunnel segments - the Cooks Lane Tunnel (CLT) and the Downtown Tunnel (DTT). The CLT segment is roughly 1,920-m (6,300-ft) long. It commences at the west portal located at the highway ramp for I 70 (to be removed) and terminates at the east portal that is at the intersection of Edmondson Avenue (U.S. Route 40) and Glen Allen Drive. This segment of the project consists of the following construction components: approximately 1,458 m (4,786 ft) of tunnels, 143 m (469 ft) of cut-and-cover tunnel, and 318 m (1,045 ft) of retained cut (U) section. The approximate horizontal alignment for the Red Line LRT Project is shown in Fig. 1.

The basis for the selection of the ultimate pit for an open-pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau while the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-mak-ing range is significantly reduced and the process for select-ing the ultimate pit becomes more consistent, replicable and defensible. The technique outlined in this paper provides an approach to including risk in the process used to select the ultimate pit.

The hydrophobic character of sapphire surfaces in SDS solutions was examined with respect to the aggregative nature of the adsorbed surfactant phase. It was found that, at equilibrium, sapphire surfaces having adsorbed SDS bi-layers exhibited no contact angle. Conversely, when the adsorbed SDS was found to be mi-cellar in nature, sapphire surfaces developed significant hydrophobic character. The surface states as detected by Fr -IRIIRS conformational analysis were found to be reversible with temperature. The variation in adsorption density with temperature was studied by in situ Fr-IRIIRS. The isosteric heat of adsorption was calculated to be -1.6 kcal/mole. Although the adsorbed SDS was found to undergo a reversible phase change between 25 and 32°C, similar to SDS in solution, the extent of adsorption was not reversible with temperature.

"This paper provides an overview of the current use of auxiliary ventilation products and the challenges with limited air quantity in dead-end entry or working faces. The PVC’s low frictional factor, low physical constraint and minimum leakage properties were ideal to develop as ventilation duct in conjunction with the concept of ""Made in the US and Used in the US"". The PVC duct supports the operational and total cost of ownership with on-going success. This paper will discuss the continuous improvement made in ventilation ancillary products for optimum results. The paper will also cover mine site usage of second generation PVC vent duct underground and the results from the operational and technical side making a difference in health and safety and overall auxiliary ventilation. INTRODUCTION The Barrick Turquoise Ridge Inc. (TR) is located in northern central Nevada, and is situated within the Basin and Range province, near the northeast end of the Osgood Mountains (see Figure 1). The TRJV mine consists of typical Carlin type- gold mineralization characterized by low strength rock of altered limestone, siltstones, and mudstones. The weak nature of the ground facilitates the need for underhand cut and fills mining methods.Mining Method; Underhand cut and fill: The mine uses underhand cut and fill method which has 12’x12’ and or 14’x14’ top cuts with several different size undercuts. The ore body is accessed off of a secondary tertiary heading, utilizing a heading with a cross section of 14W x 14H or 15W x 15H configuration. In the wider and more massive zones, two headings in a production panel may be worked at any one time. Drift round lengths are determined by the ground conditions and drift dimension. An example of a typical topcut and associated undercut layout is shown in Figure 2."

Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. Mixed integer linear programming (MILP) production scheduling models can be used to evaluate if tonnage improvement projects will deliver value over all time periods and whether new bottlenecks will be created. These MILP models can evaluate the interconnected effects of mine and process capacities, mining locations, cutoff grades, stockpiles, and orebody grade/tonnage distributions. A case study compares potential value creation from a mine capacity increase, a mill capacity increase, or a simultaneous increase in all capacities. For perspective, project valuations for capacity increases are compared against valuations for cost reduction projects, mine planning improvements such as phase design, dynamic cutoff grades and stockpiling, and the impact of geostatistics improvements in the areas of block model accuracy and ore control selectivity.

In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

Coal conversion to electricity or to substitute natural gas requires a significant quantity of natural and human resources including, in addition to the coal resource base, land, water and the construction and operating labor force. Each method of coal conversion has its advantages and disadvantages relative to conversion efficiency, preferred method of resultant energy transportation, resources consumed, and impact on the environment. Regulations which have been passed in recent years to maintain or restore the pre-project environment can add significantly to the capital and operating costs of both a conversion facility and its associated mine.

In the present study, X-ray diffraction (XRD), scanning electron microscopy (SEM), X-ray absorption near edge structure (XANES) spectroscopy, and Raman spectroscopy were used to investigate the effect of chloride ions on chalcopyrite bioleaching and chemical leaching at 25 °C. The leaching results show that the addition of chloride ions suppressed the dissolution of chalcopyrite in both chemical and bacterial leaching. In chemical leaching, the solution redox potential in the experiment without Cl− stayed in a range more suitable for chalcopyrite dissolution compared with experiments with Cl− . In bioleaching, the bacteria activity was suppressed by Cl− leading to low dissolution rates of Cu. Surface morphology and chemical speciation studies confirmed the formation of potassium jarosite on the surface of the chalcopyrite leach residues. In addition, S K-edge XANES indicated the formation of trace amount of elemental sulfur and covellite on the mineral surfaces.

A thermal plasma assisted laminar flow reactor has been used to evaluate the kinetics of converting alumina to sodium aluminate in flight. Free energy minimization calculations were used to determine experimental conditions. The experimental variables include: alumina particle size, alumina/sodium nitrate molar ratio, temperature and residence time. A mathematical model for the conversion was developed and validated. Experimental and mathematical results are presented.

A number of Federal laws affecting safety and health in the mining industry has been enacted and revised over a period of many years. We have tended to classify these laws and their applicability into three categories: 1) coal mines, 2) metal and nonmetallic mines, and 3) mines with Federal supply contracts. With the growing attention which is being given to mine safety by the Federal government, the entire mining industry should keep aware of all developments in the administration of each of these laws.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently studied several redirected scrubber discharge configurations in its full-scale continuous miner gallery for both dust and gas control when using an exhaust face ventilation system. Dust and gas measurements around the continuous mining machine in the laboratory showed that the conventional scrubber discharge directed outby the face with a 12.2-m (40-ft) exhaust curtain setback appeared to be one of the better configurations for controlling dust and gas. Redirecting all the air toward the face equally up both sides of the machine increased the dust and gas concentrations around the machine. When all of the air was redirected toward the face on the off-curtain side of the machine, gas accumulations tended to be reduced at the face, at the expense of increased dust levels in the return and on the curtain side of the mining machine. A 6.1-m (20-ft) exhaust curtain setback without the scrubber operating resulted in the lowest dust levels around the continuous mining machine, but this configuration resulted in some of the highest levels of dust in the return and gas on the off-curtain side of the mining face. Two field studies showed some similarities to the laboratory findings, with elevated dust levels at the rear corners of the continuous miner when all of the scrubber exhaust was redirected toward the face either up the off-tubing side or equally up both sides of the mining machine.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

The operating lifetime, or production rate, selected for a mining project is among the most important factors influencing the design and ultimate economic success of the project. An incorrectly-determined lifetime can lead to the erroneous rejection of projects as uneconomic as well as the suboptimal exploitation of producing properties. This paper examines the calculation of the optimal lifetime using both traditional discounted cash flow and recently-proposed option pricing techniques. Using each method, the production rate is determined as that rate at which the net present value of the project is maximized.

Consider a deep gold orebody with grade of 4 g/t (0.11 oz/st). At the time of this writing, with gold prices at historic highs, it could be a good, but not great, prospect. But if it is a vein deposit, and those veins are 200 g/t (5.8 oz/st), it would be significantly more attractive if there was a way to produce directly from those veins, leaving the rest of the rock in place. It has been a viable commercial technology for more than five decades.

NKK has developed a new cold bonded pellet process. The features of this process are; 1) it is a continuous process with 10 hours curing. 2) Products can be used as materials for various metallurgical furnaces. 3) Various kinds of slag are used as binders if necessary. 4) The quality of products is excellent. The pilot plant completed in 1981 is now being successfully operated. We are also constructing a commercial plant at our Niigata works. We produced cold pellets containing carbon as material for ferroalloys (Si-Mn), by pilot plant and used them in furnaces. Consequently, considerable economic advantages were obtained.
