Lidding over or tunneling existing transportation infrastructure is currently under review in several U.S. cities. The main reasons for this are the use of the created space for urban development, the reduction of noise and exhaust fumes for the residents, and, thus, a significant increase in the quality of life. The main aspects to be considered during the planning process are (1) total investment and operational costs, (2) impact of construction works on current traffic, (3) safety and fire protection, and (4) socio-environmental issues. The paper presents some basic planning principles, and experiences of recent urban highway coverages are shared.

Principal factors influencing equipment selection can be grouped into five basic categories. Tonnage Requirements, Ore and Waste Loading, transporting, and ground preparation equipment are largely determined by tonnage requirements. Generally, the greater the tonnage requirements, the larger the equipment size selected. Large size equipment is appropriate for a production of about six million tons (total) per month, medium size for three mil- lion tons, and small size for one million tons or less.

Some of the defining characteristics of narcissists include a grandiose sense of self-importance, preoccupation with success and power, a sense of infallibility, and a supreme confidence in their ability and intelligence. Ironically, many of these characteristics are rewarded in business organizations, which may explain why there seems to be so many narcissists in management positions. Assuming we will be dealing with narcissists throughout our career, it makes sense for us to understand what makes them tick, and more importantly what we can do to work with them in a constructive manner.

BHP Iron Ore initiated research programs in January of 1995 to develop long term plans for decommissioning of the waste rock material at their Mt. Whaleback operation. More than 2 billion tonnes of waste rock were deposited during the past 30 years. Ultimately, the operators will deposit a total of approximately 5 billion tonnes in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semi-arid climate adjacent to Newman, Western Australia, approximately 1200km north-northeast of Perth, Western Australia. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. A laboratory program and the soil-atmosphere modelling completed to design the horizontal field test plots are described. The construction of the horizontal surface field test plots are discussed together with the field instruments installed to monitor performance. The key components of the instrumentation program are the design and installation of large scale field lysimeters to measure the unsaturated flow of moisture into the waste rock from the base of the cover layer. The cover system is designed to maximize infiltration during wet periods for subsequent evapo-transpiration while minimizing surface runoff. The result is a near zero net infiltration to the underlying waste material. A key feature of the design is the use of pit run waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long term performance.

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950's. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

Most of the reported coal spontaneous combustion events occur in surface and underground mines where low rank coals (i.e., subbituminous and lower for this particular studies) are extracted indicating their high propensities for spontaneous combustion. Low rank coals have high moisture content (15 to 45%) and are capable of absorbing more moisture in dried condition. However, it is hard to induce the initial stage of self-heating process for the low rank coal using the current laboratory R70 testing method — a method widely used in the coal industry. Like a sponge, dry low rank coals can absorb water vapor in the air while the heat contained in the moist air is transferred to coal and served as the required activation energy to initiate the coal self-heating process. In order to prove this theorem and quantify the effects, the R70 adiabatic oxidation testing method has been improved to introduce a controlled moist flow into the coal reaction vessel. Tests using the new method and its setup on low rank coals showed that the initial self-heating process of coal sample can be greatly accelerated by the added water vapor — impossible with the regular R70 method. Once the self-heating is sustained, the removal of air moisture can further accelerate the process.

The strength of rocks and soil is a crucial design parameter in engineering projects, and it can be determined through various test methods such as uniaxial compressive strength, tensile strength, and shear strength. The point load index test is a popular indirect test method for predicting the uniaxial compressive strength of rocks. However, the reliability of the point load index’s estimation of uniaxial compressive strength of rocks is questioned due to the wide range of coefficients that are used to predict uniaxial compressive strength of rocks using point load index values. Factors such as the shape and type of rock specimen, practitioner, and test apparatus used can affect the accuracy of the point load index test. This study investigated the effect of four different specimen shapes used in point load index test (diametral, axial, block, and irregular lump tests) in predicting the uniaxial compressive strength. The rock samples were tested using four test procedures which are called diametral, axial, block, and irregular lump tests. The results showed that the irregular lump test was the most accurate in predicting uniaxial compressive strength, with the highest correlation coefficients and lowest mean absolute percentage errors. The point load index test can be used as a reliable predictor of uniaxial compressive strength of rocks when the irregular lump test is preferred.

The Authors compiled a dataset of projects constructed in the Toronto Area between 1990–2020 procured either Design-Build or Design-Bid-Build. Data were analyzed identifying independent cost variables across the two methods. Overall industry efficiency further comparison with historical information demonstrates the costs of engineering ongoing escalation due to rising trends in environmental requirements and public consultations stirred through modern communicative platforms. These hard to predict and estimate costs need to be included in the risks evaluated and managed by Owners and not by Contractors

The focus within the economical optimization of projects, which are conducted underground, shifts more and more towards the conduction of construction work underground. Underground operations can be defined in a wide range of various projects, from underground mining tasks to the construction of engineering structures. Within these projects the conduction of construction work cannot only be defined as absolutely necessary, but sometimes also as optimizing for underground processes (e. g. installation of workshops underground to support the mining processes). Even though the conduction of underground construction might cause positive outcomes concerning the productivity, it also tends to be challenging due to local (sub-surface) conditions and influences. To minimize the risk of failure and sudden events within in the conduction of construction work underground, the tool “work preparation” shall be used. Under the given constraints, such as local influences, expected construction work and set time frame, the conduction of the construction work will be planned in advance by consideration of the construction logistics as well as the selection of a fitted construction technique. PROBLEM DEFINITION Economic Challenges - Raw Material Extraction Enterprises in the construction, mining and raw material extraction industries are increasingly under the pressure to perform economically to sustain their position on the global market. Profitability, efficiency and productivity are the basic conditions to be an active participant on the global market as well as a business partner and contractor for mining and construction projects or projects related to the extraction of raw materials. The completion of large-scale as well as common construction projects above ground has been under the pressure to minimize costs and time whilst maximizing the potential outcome, in the meanings of quality and economic gain, for more than a decade now. Whereas the construction industry has to fight the competition on the market with efficient project outcomes, the mining industry has to find ways to perform efficiently to further conduct the extraction of decreasing raw material deposits. The ongoing exploitation of existing raw material deposits to satisfy the constantly increasing raw material demands world-wide, led to the predicament that economically mineable deposits have decreased dramatically. Even tough mineral deposits do still exist on a global level, near-surface deposits decrease rapidly. Therefore, the extraction of raw materials within mining operations will be relocated further away from the surface in greater depths. With the growing distance from the surface to the mineral deposit, the extraction costs will increase many times over. With that in mind, the extraction costs will increase whilst the economic efficiency will decrease. The extraction of certain deposits will no longer be profitable with the common approach. To further extract raw materials efficiently even in greater depth, companies have to change their practice in different ways. That leads to the fact, if the deposits are in the depths, where the extraction processes won´t be economically, other (support) processes have to be in order to guaranty an economical corporate process itself. This precept will divert the focus from the actual mining process to support processes, where potential for optimization still can be found, as shown in figure 1.

The Society for Mining, Metallurgy & Exploration’s annual conference and expo, MINEXCHANGE 2026, will take place Feb. 22–25, 2026, at the Salt Palace Convention Center in Salt Lake City, UT. The event will foster a hub for innovation, technical exchange and policy discussion for the global mining industry. Over four days, attendees will take part in short courses, technical sessions, field trips and networking events that highlight the advancement of the mining industry. The conference’s keynote session, titled “Regaining America’s Mineral Dominance,” will start at 8:30 a.m. on Feb. 23 in the Grand Ballroom E–J. The speaker will address the sweeping policy actions now shaping the nation’s mineral future, following a series of executive orders issued by the Trump administration designed to bolster domestic mineral production and energy security. These directives, including Immediate Measures to Increase Domestic Mineral Production (EO 14241) and Establishing the National Energy Dominance Council (EO 14213), have set in motion a coordinated effort across the Departments of Interior, Energy, Defense and Commerce to enhance the United States’ position as a global leader in critical minerals. The invited speakers include Utah Governor Spencer J. Cox and Nate Foster, managing director of Rio Tinto Kennecott, who will examine how policy and industry are converging to meet surging demand for minerals essential to modern technology. Governor Cox is expected to highlight Utah’s long-standing role in American mining, from the early development of Kennecott Copper to its current position as a producer of 40 of the nation’s 50 identified critical minerals. Foster, meanwhile, will offer insights into Rio Tinto’s extensive operations in Utah, including the Kennecott Copper Mine — one of only two operating copper smelters in the United States — and the company’s ongoing efforts to build more resilient, sustainable supply chains. Rio Tinto’s work in critical mineral production, from copper and tellurium in Utah to new operations in Arizona, has made it a fundamental figure in the U.S. mineral economy. Projects such as the Resolution Copper development and the revival of Gunnison Copper using Rio Tinto’s innovative Nuton technology illustrate how private-sector leadership is driving sustainability in domestic mining. Stainless steel swarf is a typical by-product produced from stainless steel processing, which contains a significant level of valuable metals, such as iron, chrome, and nickel. About 1 million tons of stainless steel swarf are generated in China annually, but as mixed with impurities such as Al and Si, stainless steel swarf is not suitable to be directly smelted into stainless steel through refining process. In this study, stainless steel swarf was applied as a strengthening agent during limonitic laterite sintering process. The effects of adding stainless steel swarf on green bed permeability, the yield and quality indexes of the sinters, and the microstructure of the sinters were evaluated systematically. The results showed that the concentrated distribution degree of granules and green bed permeability were improved after adding stainless steel swarf. As the additional amount of stainless steel swarf increased from 0 to 3%, the tumble index and yield of the sinters rose from 50.07 to 54.69% and from 62.04 to 67.35%, respectively. The addition of stainless steel swarf would not change the phase compositions, and had little adverse impact on the metallurgical properties of the limonitic laterite sinters.

Newmont has been on a focused path of improving operations for many years. After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50 million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

A low-grade cassiterite-magnetite ore from Sichuan province, China, is finely disseminated, assaying 0.39% Sn and 23.20% Fe, respectively. Mineralogy studies show that the fine-sized cassiterite is mainly disseminated in iron minerals and gangue. Moreover, the embedded size of cassiterite is very fine and must be ground to -0.01 mm to achieve a degree of liberation of about 90%. Therefore, fine grinding needs to be conducted to get a high quality tin concentrate and a great loss of tin cannot be avoided when treating the ore by gravity concentration. Based on the above facts, a two-stage separation, with a low intensity magnetic separator and a shaking table, was selected to test the ore. Compared with other similar plants, a relatively good separation has been achieved. Three acceptable products for smelters were obtained as following: iron concentrate assaying 61.69% Fe with a recovery of 75.09%, tin concentrate assaying 27.21% Sn with a recovery of 56.97% and a sulfur concentrate assaying 40.86% S with a recovery of 32.03%, respectively.

Assessments of the stability performance of open pit highwalls have traditionally been based on consideration of surface movement rates. Although generally accepted in industry, this approach presents challenges for establishing appropriate threshold values to allow for safe mining operations and does not address the issue of total strain. Surface movement monitoring data from a limited number of open pit mining operations in North and South America has been evaluated in terms of highwall strain, rock mass quality and inferred mechanism of instability. Threshold strain levels for key stages of highwall stability proposed from previous work have been reviewed and are generally endorsed based on evaluation of additional data. An empirical highwall strain criteria for the assessment of highwall stability performance is postulated based on the observed trends in highwall strain data from the case histories presented.

"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."
