Canada produces close to 42 million tonnes of coal per annum of which some 38 million tonnes is produced by surface mining methods. The two Western Canadian provinces, Alberta and British Columbia, produce 31 million tonnes of coal by surface mining. These two provinces provide the bulk of the metallurgical coal for export. The geological conditions in the Western provinces particularly in the mountain region are complex. The coals are friable and the seams are steeply inclined, sheared, intensely folded and faulted. There may be as many as 15 to 20 coal seams present with true thickness ranging from 2.5 m to over 8 m. This paper reviews the surface mining methods used to extract such seams. The difficulties associated with steep seam and multiple seam mining of friable coal resulting in lower coal recovery, high dilution and the problem of cleaning fine coal in the wash plant have been highlighted.

"Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of standing support and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data.INTRODUCTIONA hydraulic load cell, more commonly known as a flat jack or JackPack, is a device installed to determine the loading characteristics of the roof-to-floor supports. These standing or roof-to-floor supports include, but are not limited to pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports.Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. Preloading helps to keep the supports, such as timbers props and cribs, in place during the dynamic loading associated with blasting (Barczak and Tadolini, 2004).Flat Jacks are manufactured in various shapes and sizes depending on the application; common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed, as shown in Figure 1. These load cells are produced in South Africa and can be formed into several different shapes depending on the application (Barczak, 2003). The sheet metal that makes up the bladder is comprised of 19-gauge or 1.11 mm (0.04 inch) thickness; the top and bottom pieces of sheet metal are resistance-seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow fluid to fill the unit, and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1,724 kPa (250 psi), the pressure relief valve keeps the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure.The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements, a pneumatic powered pump, hydraulic pump, or hand pump may be required to inflate the load cells."

The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.

Injecting water under pressure to wet the coalbed in advance of mining reduces mining-generated respirable dust. Owing to economic and geological barriers, water infusion for longwall dust control in the United States is currently limited to the Pocahontas No.3 Coalbed in Virginia. Water is pumped into the coalbed through underground boreholes drilled horizontally from the headgate toward the tailgate side of retreat longwall panels. This paper theorizes that the barriers to widespread utilization of water infusion for longwall dust control could be overcome by long-duration, low-pressure water infusion through vertical gob gas boreholes. Currently, 43% of the 72longwall mines in the United States employ vertical gob gas boreholes. Computer coalbed reservoir simulation suggests that one vertical surface borehole could infuse the same longwall panel area as four horizontal boreholes in the current water infusion system for longwall dust control in the Pocahontas No.3 Coalbed.

The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

The milling plant of Bicroft Uranium Mines Limited has been in operation for a period of 2 years. During this time many changes, both physical and chemical, have been made in an effort to improve plant efficiency. Investigational work has been facilitated greatly by the fact that the Bicroft mill consists to a large extent of two parallel circuits; however, the number of inter-related variables is great, and it is difficult to measure, let alone control, all of them simultaneously. The Bicroft mill staff feel that much progress has been made, but there is much yet to be done and many questions still to be answered. The property of Bicroft Uranium Mines is located in Cardiff Township in the Highlands of Haliburton County, southeastern Ontario, some 140 miles northeast of the city of Toronto and 70 miles due north of Lake Ontario. The ore-bearing dikes are classed as mafic, non-segregated, syenite and granite pegmatites. Microline, microline perthite, quartz, uraninite, uranotharite, fluorite, titanite, cyrolite, calcite, pyrite, pyrrhotite and molybdenite as important accessories. The mill was designed for a nominal capacity of 1,000 tpd with all sections except grinding, leaching and clarification capable of 1,500 tons. Feed was entered to one mill unit on October 29, 1956 and to the second parallel line on November 13. The total feed rate was at 1,000 tpd on November 15. The first precipitate was produced on November 12. By August 1958 the average entry had been increased to 1,410 tpd without the installation of any additional major equipment. The overall recovery has been greater than 93,0 pet do several months, but a recovery of 92.5 pct appears to be most economical. Operating time for 8 months in 1958 has been 97.1 pet although all grinding mills were relined during this period.

Watertightness is of central importance in hydraulic and underground structures but has always been associated with a risk, as demonstrated by the very high impact that water inflows have on the damage of linings and infrastructure (Howard, 1991; Sandrone and Labiouse, 2011). Concrete is vulnerable to groundwater and chemical contaminants in the soil. These can leach into the pores and cracks of the concrete and degrade its integrity, causing spalling and corroding the reinforcing steel. Moisture migrating into the building can also degrade structural elements over time and lead to mold and other hazards to occupants’ health. In this connection, the demands placed on the setup and detailed design of the seal depending on the negative influence by water on the one hand and on the other hand on the function of a construction in view to its watertightness classification. Thus, the reliable functioning of a seal is of particular significance in the case of traffic tunnels, which are not easily accessible for all subsequent repairs after the construction in seepage water and especially when located in a pressure water zone (risk–cost assessment). Requirements for the long-term efficiency and quality of underground structures have increased in recent decades. Today, the standard lifetime requirement for an underground infrastructure project is 100 to 120 years and, in some cases, even higher. This calls for high increased attention to the durability of the whole structure and of each individual element. Standards, which started as application guidelines given by the manufacturers, are available in the market since the 1980s and are constantly adapted to the current developments in various technical committees. Differentiations are made between: Manufactures application guidelines, case studies or published articles Test standards for the laboratory to guideline the testing procedures (air temperature, type of test equipment, dimensions, test speed, test duration, concentration, type of liquids, monitoring, tolerances, interpretation of results, documentation, etc.), developed by committees based on material and laboratory experts Application standards, which include test standards but also the related minimum performance requirements (values) for material, processing, and quality assurance (practical tolerances), developed by committees based on a wide range of experts (e.g., designers, construction companies, applicators, manufactures, owners, test institutes, quality engineers) and therefore also based on a wide field of experience, different views and up-dated case studies. Microcomputer technology has begun to revolutionize petroleum engineering. Petroleum engineers' use of relatively inexpensive personal computers (PC's) is likely to continue expanding rapidly. Since 1982 SPE's Microcomputer Applications Committee has developed a Society-wide users group, a bi-monthly newsletter (MICROCOMP NEWS), an SPE Short Course, a hardware and software distribution program, and a world wide electronic network (SPE NET). The purpose of this paper is to share SPE's experience in creating a dynamic program for meeting the individual member's need in the application of microcomputers to petroleum engineering. My hope is that this will encourage other engineering and scientific organizations to provide similar programs for their members.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration's CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.

Evaporation and crystallization processes are used extensively in the mining industry to provide many pro-ducts. In the case of solution mining evaporators are used to concentrate, or to concentrate and crystallize the raw materials being mined. In the case of underground, or strip mining dissolving and crystallization are used in many processes in order to purify the ore to saleable materials. Presently evaporators and crystallizers are being used in the production of sodium chloride, potassium chloride, sodium carbonate, sodium sulfate, lithium chemicals, aluminum, and many others. The evaporator is a device designed to remove water or solvent from a solution. In an evaporator the energy released by steam condensing on one side of the heat transfer surface is transferred to the product solution on the other side of the heat transfer surface. As long as the boiling temperature of the product liquor is below the condensing temperature of the steam, the product solution will absorb heat. This heat absorption causes vaporization of the water (solvent) in the product solution resulting in concentration of the product. The simplest evaporator is the single effect evaporator. If we assume the feed introduced into the single effect evaporator is at its boiling point, ignore radiation losses, and assume the steam into the heat exchanger is dry and saturated, then the heat transferred will correspond to the latent heat of vaporization. Therefore, one kilogram of condensing steam will produce one kilogram of evaporation. Economies in energy usage compared to the single effect evaporator can be made by using multiple effect evaporators, or vapor recompression evaporators.

DC Water’s Clean Rivers (DCCR) program involves the construction of approximately 29 km (18 mi) of CSO tunnels in Potomac Group soils in the Washington DC area. Soils include an upper predominantly over-consolidated fine grained plastic material facies (P/A) and lower predominantly coarsegrained facies (PTX). As earth pressure balance (EPB) tunnel boring machines (TBMs) are mainly used in such soils, the correct approach to soil conditioning can make a considerable difference in TBM performance. Soil conditioning laboratory tests are often completed during the planning phase prior to TBM excavation to develop a baseline for soil conditioning, reduce risks, minimize costs, and improve performance. However, only a few basic tests are standardized to date, and conditioning regimes are fine-tuned during the mining phase. The paper illustrates the effort carried out to identify the correct soil conditioning regime for both PA and PTX facies to improve TBM overall performance and reduce ground movement during the excavation of the Northeast Boundary Tunnel (NEBT) in Washington DC.

Industrial shale-oil operations in North America and Europe predated the Drake discovery, but, since then, most have succumbed to competition from petroleum. However, the existence of enormous oil-shale resources in the Green River formation of Colorado, Utah and Wyoming [estimated at over a trillion bbl of shale oil in place] and the advancement of United States oil- shale technology by research and development programs of government and industry during the past 15 years point to a natural partnership of petroleum and oil shale to meet the accelerating energy demands of the future. The utilization of oil shale is not a question of limited petroleum supplies, but one of economics. Two factors are expected to improve the economic outlook for industrial shale oil production -- a rise in petroleum replacement cost and further advances in oil-shale technology.

A continuous on-line particle size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 microns) to 20 microns are discussed in de- tail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from a practical and theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

Many cases of derailments, train accidents and traffic interruptions due to the slope failure and rockfall have been reported in the past on Konkan Railway trackline because of unstable rock slopes. The authorities installed stability enhancement measures such as wire netting, rock bolting and shotcreting which were found insufficient. The failed geotechnical measures prompted authorities to excavate the unstable slopes. Rock blasting is generally not preferred for the excavation of slopes along the transportation route. Stabilisation and widening of slopes by blasting need closure of the route for a considerable time. Discontinuing traffic on Konkan Railway route was undesirable as it connects two important port cities Mumbai and Mangalore. The paper presents an innovative directional controlled blasting (DCB) technique for excavating three unstable slopes (i.e. cuttings) in hilly terrain without disturbing the traffic. New empirical formulae for small geometry blasting to estimate burden and throw have been developed. A unique sequence of firing and excavation with powder factor varying between 0.04 and 0.39 kg/m3 irrespective of the actual free face was used for rock blasting. The process controlled the throw of blasted material over the track and resulted in a smooth and stable wall. The slope angle has been changed from 80 to 82° to 45–47° and probability of wedge, planar and toppling failures was eliminated. About 100 such accident-prone slopes (52 km cumulative length, 7% of total route) situated at discrete locations along Konkan Railway route were stabilised using the technique. No incident of rockfall and slope failures along these slopes has been observed after the stabilisation.

The technology employed in the processing of nickel- and cobalt¬bearing ores is a continually developing process for utilizing the natu¬ral resources available at a given time. Most of the nickel-bearing ores of commercial importance fall under the category of sulfide or lateritic ores. While the occurrences of both types of ore have been known for over a century, until 1960 sulfide ores largely from Cana¬dian mines have constituted the chief source of production for com¬mercial nickel in the Free World. Sulfide ores are readily amenable to some physical means of concentration, but the lateritic ores are not readily concentrated, and to compete economically with the sulfide ores only the high-grade garnierite ores (a type of lateritic ore) found in New Caledonia were processed to any great extent up to the time of World War II. Around 1960, a gradual shift in emphasis towards latetitic ores as a commercial source of nickel became evident. See Fig. 1. New discoveries of sulfide ores, usually located underground, had not kept pace with the steadily increasing demand for nickel. The lateritic ores, found near the surface of the earth, could be readily surveyed and mined. Lower cost processes were being developed for the extrac¬tion of nickel from lateritic ores and for a time it appeared that, based on pre-OPEC economics, the lower grade lateritic ores-down to 1.2% nickel-could satisfy an increasing share of the world demand for nickel. The sharp increase in the price of crude oil in the 1970s, however, slapped an economic damper on the lateritic ores. Processes for treat¬ing lateritic ores consume large amounts of energy; as the nickel industry entered its deep recessionary period in 1981-83, nickel pro¬duction from lateritic ores became less and less profitable than from sulfide ores. At the same time, new sulfide ores were discovered and brought into production, notably in Australia and South Africa. The chapters in Section 17 were prepared in 1973. Recent improvements in mineral dressing techniques since then include Inco's pyrrhotite separation process which can remove additional pyrrhotite from nickel concentrates, resulting in reduced sulfur dioxide emission from the Sudbury smelter, by some 25%. The chapters in this section dealing with nickel are grouped in line with the two broad categories of nickel ores. Starting with the description of nickel and cobalt ores in Chapter 2, Chapter 3 deals with the processing of sulfide ores, and Chapter 4 deals largely with lateritic ores. The intermediate steps to produce a suitable feed for extraction plants and refineries are similar in principle within the same categories, although dissimilar between sulfide and lateritic ores. Thus Inco in Canada employs flotation and so does Western Mining Corp. in Australia, although Inco's plants were started before World War II, and that of Western Mining only recently in the late 1960s. Treatment subsequent to the ore dressing step, however, shows some interesting differences. Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.

The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State&apos;s first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. ISO 14000 series are voluntary international standards that address environmental management system standards, environmental auditing, environmental labeling, environmental performance evaluation, and life-cycle assessment. An environmental management system (EMS) is a facet of an organization&apos;s structure that addresses the immediate and long-term impact of a company&apos;s products, services, and processes on the environment. Many companies in the United States are taking a cautious wait-and-see approach before embracing ISO 14000. A few mining companies are reviewing the standards and using them as guidelines.
