The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facilitate research on the fundamentals of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, but Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing adit has an advantage over an active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin in September 1936, with a crew of four laborers under a resident engineer. The laborers were recruited from nearby farms, and although they had no previous mining experience, they have developed into satisfactory miners.

This report is one of a series published by the Bureau of Mines describing methods and practices at various mines throughout the United States. A previous program, conducted from 1928 to 1939, was well received by the mining industry and technical institutions and provided much source material for engineering textbooks and technical handbooks. The stringent wartime demands on the mining industry, the rapidly changing postwar economic situation, and greatly accelerated technologic growth have combined to render many of the previous data obsolete. The objective of the present program is to assemble reliable technical information on mining methods and practices throughout the country and present it for the use of the mining industry, technical schools, textbook authors, and other interested persons. This report deals with the design and development of the Berkeley open- pit mine at Butte, Mont., owned and operated by The Anaconda Company. The Berkeley pit is but one facet of a well-organized and integrated copper-mining operation involving the entire Butte district. Vein-type mining, important for 75 years, is still in progress at depths from 600 feet to nearly 1 mile; on intermediate levels, low-grade ore left untouched by earlier vein-type mines is being extracted by block caving entire ore zones,3/ and secondarily enriched but lower grade near-surface portions of the same ore zones are being mined by open-pit operations (fig. 1). The Berkeley pit itself is named for the Berkeley mine, one of the old mines that extracted copper ore from high-grade veins in the area that now will be mined by open-pit methods.

Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2

Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. Enhance the availability of respirable dust-related information utilizing several technology transfer avenues."

This paper is the fourth of a series of annual reports covering the activities of the division since July 1, 1936. The studies outlined in this and preceding reports of the series have been conducted under the direction of the author and the respective unit leaders to whom specific credit is indicated.

The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

The work of the metallurgical fundamentals section during the past year, representing active experimental investigation or thermodynamic study, may be summarized as the following problem subjects: 1. Low-temperature specific-heat investigations. 2. Development of a method of concentrating gases. 3. Thermodynamic properties of metallic carbides and nitrides, 4. Production of pure chromium from chromium chlorides. 5. Thermodynamic properties of the hydrates of calcium, sulphate. While this list is not identical, with officially designated problems, due to overlapping of subjects and to new developments within specified problems, presentation upon the basis of this subdivision will best serve to review the work of the section.

In the summer of 1937 the authors began a series of time studies of the various processes employed in' the production of crushed stone. These studies, made at quarries situated in the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible, it was decided to publish summaries of the studies made to January 1, 1939, as a series of progress reports. The first of these dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The second, issued in September 1939 as Report of Investigations 3467, dealt with quarry haulage. The present report discusses analyses of time studies of primary drilling at the same group of quarries. OBJECT Or STUDY Pressure of business problems frequently requires the entire attention of quarry management, and in consequence internal plant economies often are neglected. Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that technical studies at a number of plants, made by impartial engineers, might disclose opportunities to reduce costs or improve efficiency in internal plant processes.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. This study describes the principles involved in the design of a booster fan installation, the basic requirements, and the provisions needed to guarantee a safe operation of the unit. It also describes how a booster fan should be selected and what measures should be taken so that events such as uncontrolled recirculation of air in a mine can be avoided. A computer program called MFSELECT is presented to assist the ventilation engineer in the design process a For a given mine ventilation network, the program determines the duties of fans and regulators that will fulfill the airflow requirements of a mine and minimize the total power consumption. The application of the program is illustrated by the detailed solution of a sample problem. A Case Study based on the Jim Walter Resources' No. 7 Mine is utilized to describe the basic requirements for the design and operation of booster fans, and illustrate their potential benefits in mine ventilation. Finally, the study discusses a process control system designed to evaluate the safety conditions in the mine and report on the status of both surface fans and underground booster fans.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1973 figures because adequate world information was not available beyond that date. Moreover, 1974 was an anomalous year with respect to prices, supply, and demand for many commodities. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of "information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

Rock deformational structures in a deep mine were analyzed by petrofabric techniques to learn (1) the relative magnitude and direction of the principal stresses involved in tectonic deformations prior to mining, (2) the preferred orientation of rock planar discontinuities which define rock anistropy prior to mining, and (3) the relationship of mining-induced rock failure to inherent rock stresses and inherent rock anisotropy. Rock fabric elements used for petrofabric analysis consisted of bedding planes, faults, joints, fractures, foliation, sericite plane (001), quartz axis [0001], quartz deformation lamellae, and microfractures. Structures and structural symmetries from different areas within the mine and from different scales of observation were compared to learn the nature of rock anisotropy and the orientation of the principal stresses defined by rock deformations. Analysis of such fabric as regional and macroscopic faults, b-c joints, quartz [0001], sericite (001), and microfractures, indicate that during the epochs of tectonic deformation, the maximum and minimum principal stresses were horizontally oriented and acted along northwest and northeast axes, respectively. This condition of regional stress appears to have continued during folding and the associated period of faulting. The most recent tectonic deformation represents a rotation of the minimum principal stresses into a vertical position, as shown by the development of a tensile joint system, quartz deformation lamellae, and microfractures. Good interscale correlation and statistical homogeneity of tectonic fabric indicate a stress field homogeneity in this area during tectonic deformation. Rock physical anisotropy is genetically associated with tectonic fabric and consists of preferentially oriented planar discontinuities intersecting along a nearly vertical axis. The mining-induced deformations were correlated with the inherent rock anisotropy which either directly controls or greatly affects their development. This phase of rock deformation shows a greater degree of stress field heterogeneity than was the case with tectonic deformations This is explained as a result of nonconfinement afforded by underground openings and the increase in ground stresses due to mining activity"

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. The Florida phosphate industry currently produces more than 80 pct of the total U.S. marketable output of phosphate rock. Because phosphate is one of three principal nutrients used in formulating a complete fertilizer, it is imperative that an uninterrupted supply of this material be available to meet the agricultural requirements of the United States while maintaining a viable phosphate industry which is competitive in world markets. As a result of an evaluation made by the Bureau of Mines, five areas were identified that affect the overall production and projected growth of the phosphate industry in Florida. These areas relate to the technological ability of the industry to comply with environmental regulations and performance standards by using the best available technology. The most significant technical problem facing the industry is the management of the clay fraction rejected during the beneficiation of phosphate ores. Other areas of concern are environmental restrictions and regulatory requirements, issues associated with mining and reclamation of wetlands, reclamation of other disturbed lands, and consumptive water use. Each of these areas is reviewed, with major emphasis placed on the current state-of-the-art processes for treatment and management of phosphatic clays.

The program is directed toward the abatement and control of machinery noise in underground coal mining operations. The study conclusions and specific problem areas which led to the definition of the recommended program are also briefly described.
