The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

This report is the 24th in a series summarizing research on coal and related investigations3 by the Bureau of Mines. The coal programs of the Bureau of Mines include a wide range of theoretical and applied studies--such as fundamental studies of coal structure and properties, the development and evaluation of new mining techniques, and work toward more effective processing and utilization of coal. The scope of these programs is indicated, in topical outline, by the table of contents. These investigations are integrated into a broad but coordinated effort to develop information on coal that will benefit the coal mining industry and the coal consumer while promoting the wise conservation and utilization of our national coal resources. Any attempt to summarize in one volume the progress in all of the program areas indicated must necessarily be limited to a brief review of developments, without detailed reporting of the data. However, while the brief discussion in each section will present only the highlights of the Bureau's work during the year, details of many of the operations or investigations described here can be found in the publications cited throughout the text. Other work, reported here for the first time, will be covered in greater detail in later publications.

"INTRODUCTION The Lookout Mountain coal deposits were examined by J.L. Stratton, an engineer of the Bureau of Mines in April and May 1943. The area investigated includes that part of southern Lookout Mountain in townships 4 to 8, south, ranges-9 to 11 east, and contains approximately 140 square miles in DeKalb and Cherokee Counties in northeastern Alabama (fig. 1.)Six coal seams having a minable thickness of 18 or more inches are represented in the area. The third seam, known locally as the Hill seam, has been correlated with the Upper Cliff No.1 seam and is referred to as such throughout this report. The preliminary investigation indicated that the Upper Cliff No. 1 seam is a low-volatile, high-grade coking coal. The work done on this project was confined principally to determining the amount and grade of coal in this seam.The only existing maps of mines in the area were one of the Lookout Fuel Co. at Lahusage, Ala. (fig. 2), and one of the Lookout Mountain Iron Co. at Battelle, Ala. (fig. 3), Consequently, to gain some knowledge of the grade and tonnage mined, surveys of the other mines were necessary. Many of them were caved, and many were filled with water, necessitating considerable preliminary work."

The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

Airy kind of a power system is a complicated network of various electrical components, such as cables, transformers, electric machines, circuit breakers, etc. For a system to work continuously and efficiently, each of the components has to be in perfect operating condition. The failure of any of these components can cause serious interruption of the supply and may in several cases involve a lot of precious time and labor in removing and replacing the damaged equipment it may also give rise to dangerous overvoltages on the system, thereby causing a safety hazard. Any piece of electrical equipment can have two likely modes of failure. The first would be the degradation of solid insulation material due to overheating, mechanical damage or a combination of the two, In this mode of failure it is possible that If the insulation damage is not an instantaneous phenomenon (a cable damaged by severe mechanical, Stress) that a detectable leakage current will do lop prior to the faint. The fault would probably he a result of heating and deterioration of the insulation by the leakage current.

This report contains Bureau of Mines routine analyses of 492 samples of crude petroleum from 470 United States oilfields, each of which produced 2,500 barrels a day or more during at least 1 of the years 1946-56. The fields are listed alphabetically by State and field names in table 1, with information on the geographical and geological sources of the samples. Table 2 summarizes the general characteristics of the crude oils and analytical and computed data determined from the analyses. A previous report 4 contains similar analyses of 283 important United States oilfields; some of them are repeated in this report. Many fields for which analyses previously were published are represented by new analyses, which include data not previously reported. Refractive index nu and specific dispersion, ng minus nD divided by the density, for some of the distillate fractions are included in the analyses of 316 of the crude-oil samples. This is the first Bureau of Mines report on analysis of crude oils to contain such data, and their use in calculating hydrocarbon-type composition of the fractions is explained.

An essentially chemical technique has been developed on a small scale for the efficient utilization of certain domestic titaniferous iron ores. Three main steps are involved: (1) Sintering the ore at 1,050° C. with carbon and soda ash to reduce the iron to metal powder, retaining the titania in the slag, (2) separating the powdered iron from the slag, after wet grinding, by magnetic or gravity methods, and (3) sulfuric-acid decomposition of the titania fraction to produce pigment and certain byproducts. The technique was first applied to the tailings from the Bureau of Mines bauxite-concentrating plant at Bauxite, Ark. A good grade of powdered iron was produced from this material. Subsequently, the work was diverted to the study of the titaniferous magnetite from the MacIntyre Mine at Tahawus, N.Y., because of the potentially higher recoveries of iron, titanium and vanadium. Ninety percent of the iron in this ore has been recovered as an iron powder analyzing 90 percent metallic iron and containing 2 to 3 percent TiO2. The remaining titania was found in the slag and was recovered as pigment-grade TiO2 by application of a suitable technique. The vanadium was distributed between the TiO2 fraction and the alkaline liquor resulting from the wet-grinding and magnetic-separation operations, with only a minor proportion retained by the metallic iron.

This document is the final report of a study aimed at defining the relative contributions of various sources of respirable airborne dust on longwall faces. In order to define the contribution of various primary sources, continuous dust level data were recorded on five longwalls for an average of five shifts at each. By analysis of these data with records of face activity, it was possible to determine the overall contribution of each of the major elements of the longwall system to overall respirable dust exposure at various face locations. Average levels were determined for roof support generated dust, conveyor and intake dust and for dust levels during various shearer activities. When average levels are compared between mines, a significant degree of consistency is noted. The next phase of the study was aimed at differentiating the various dust sources associated with the shearer. To this end 'fly cuts' varying from 6 in. to 30 in. were closely monitored as were dust levels at operators' positions over the various segments of longwall cycle. These data indicated that the clearance ring of the shearer drum as a disproportionately heavy contributor to shearer dust make. A statistical analysis of the effect of shearer haulage speed on dust make revealed that high haulage speeds are associated with low specific dust make.

During World War II the shortage of ore revived interest in eastern iron deposits, among which -!2..c "Ile Massachusetts and Connecticut limonites. The Cheever mine, in the Richmond-Salisbury area of Massachusetts, was formerly a large producer of limonite ere. The Bureau of Mines investigated the lateral and downward extensions of the Cheever ore body, which was mined from about 1850 to 1892, by ap open cut 1,000 feet long and also by underground workings. even holes aggregating 1,723 feet, were drilled by the Bureau during the winter of 1943-44. They comprised three diamond-core drill holes, two churn-drill holes, and two rotary-drill holes. A geophysical survey of the Cheever mine area and adjoining ground was made in conjunction with the drilling program. Although this survey did not locate the limonite ore beds, the data were of considerable assistance in locating the limestone contact which forms the footwall of the ore beds. Drilling disclosed two beds of limonite with a heavy overburden of glacial till.

"INTRODUCTION The Edison mine comprises workings on two irregular spodumene-bearing pegmatite dikes which outcrop near the town of Keystone in the southern portion of the Black Hills of South Dakota. The Bureau of Mines conducted an investigation of the Edison mine as part of a comprehensive study of the lithium mineral-production possibilities in the Black Hills area. The work was undertaken during the Second World War, when the demand for certain lithium salts and compounds exceeded the then small productive capacity of the industry.During the course of the project, the Bureau of Mines completed 13 diamond core-drill holes, aggregating 2,114.5 feet of drilling. Twenty-six cannel samples were taken from the main Edison shaft, and 13 miscellaneous samples were obtained to permit analysis of the efficiency of phases of mining and sorting operations. Metallurgical tests were made by the Bureau of Mines to investigate the feasibility of beneficiating spodumere-bearing ores from the Edison mine. 3/"

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

Recommendations from 44 mining industry workshops are summarized and reviewed in the context of Bureau of Mines research and development programs on-going during the period 1974-1977. Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This study estimated (1) radon and radon daughter emissions from underground uranium mines; (2) the reduction in radon that would be released to the surface by using control techniques such as bulkheads, sealants, backfilling, and positive pressure ventilation; (3) the cost for radon and radon daughter removal from total exhaust air; and (4) total radon and radon daughter discharge for lower occupational exposure limits. For 13 large underground uranium mines, estimated yearly radon emissions from each mine ranged from 900 to 3,400 Ci. The estimated age of air emitted from the mines ranged from 11 to 37 min. Potential radon removal methods for the total mine exhaust were evaluated. The cost of these methods was prohibitive. Diurnal and seasonal changes may affect radon emission over short periods of time, but do not affect the total emissions over the long run. Radon and radon daughter emissions would be little changed by increased ventilation requirements needed to achieve lower occupational exposure limits. The concentrations in the exhaust would be lower, but the total release would be the same

"Methods and costs of rock-dusting bituminous coal mines have been discussed in various publications by the United States Bureau of Mines and others.3 This paper discusses the present methods and cost of dusting at the Swastika mine of the St. Louis, Rocky Mountain and Pacific Co., Raton, N. M.In the Swastika mine the recommendations of the United States Bureau of Mines with regard to rock-dusting are followed at least as well as in any mine in the States of Wyoming, Colorado, and New Mexico. This mine is located at Swastika, N. M., approximately 4 miles west of the town of Raton and is in the Raton coal seam. The mine is rated as gassy and produces approximately 1,000 tons of coal per day.A mining system known as the ""room-and-pillar with cut-offs"" is used which results in recovery of nearly 100 per cent of the coal. The mine employs approximately 250 men.Ventilation is maintained by a Sirocco fan so arranged that the air current may be reversed and exhausting approximately 130,000 cubic feet of air per minute at 3 inches water gauge. This fan is supplemented by two auxiliary fans for emergency use. Three main entries penetrate the hill in a straight line for approximately 8,000 feet. The haulage is through the center entry, which is also used as the intake in conjunction with a two-compartment concrete-lined shaft located at the end of the entries. The main return for 3,000 feet inby the fan is 12 feet wide and 7 feet high. For this distance the ribs have been reinforced by a wall made of coke-breeze blocks plastered over with cement. Solid concrete blocks are used for the top row of blocks of the wall. Steel 10-inch I-beams spaced 40 inches apart center to center are supported on these solid blocks and thus support the roof. The next 1,000 feet inby has the same area, but the cement blocks extend to the roof, as no crosspieces are needed. The airways are kept clean and well rock-dusted.A rather unique system is used to handle gas feeders along the intake and haulage entries. There these feeders occur in the roof or where gas is apt to collect in high points along the haulage, tin funnels as large as 3 feet in diameter are placed near the roof. From these a 2-inch or other suitable-sized pipe is run into the return through the wall of the nearest break-through. A valve on this pipe line controls the amount of air pulled. These devices keep the high places clear of any gas, even when strong feeders are encountered.Fifteen-ton electric trolley locomotives are used on the main haulage and approximately 30 roller-bearing oars, each having a capacity of approximately 3,000 pounds of coal, compose a trip. All loaded tripe carry steel drags on the last car, and automatic derails are located at advantageous points throughout the mine.All loaded trips are thoroughly sprinkled on the sectional partings and at the main parting. The track is sprinkled every idle day, or if needed, every day; from a large tank mounted on a truck hauled by a motor. Neither nozzle nor spray is used, as these were unsatisfactory. The water leaves the tank. through a 11/2-inch valve and is permitted to flow on the road through a horizontal 11/2-inch T. Water is obtained from filling stations located throughout the mine. It is stated by the officials that the use of this method of sprinkling permits the entire haulage roadbed to be wetted down in two hours."
