The problem of obtaining enough manganese for use in the manufacture of steel appears likely to recur when international relationships are disturbed and to become serious at any time when the United States is cut off from its customary supply. Some idea of the problems that an e under war conditions may be obtained from a description given by Ellicott3/ in 1918 before the American Iron and Steel Institute. This condition arises because in normal times there is an economic advantage in importing available high-grade foreign ores to the neglect of our own less satisfactory resources. That considerable low-grade manganese ore and a much smaller amount of high-grade material are available in this country is well known from geological surveys 4/ and has been confirmed by Bureau of Mines investigations. Locations of the various deposits are indicated in figure 1. The possibility of greatly expanding domestic production was actually demonstrated from 1913 to 1918, when the annual production of manganese from domestic ores rose from about 4 percent to approximately 35 percent 6/7/ of the total consumption of ferromanganese and spiegeleisen. In idea of how domestic production compares with total consumption in the United States can be obtained 1 from figure 2, taken from the Minerals Yearbook8/ for 1970. Assuming that it is possible to increase production of manganese ores sufficiently to supply all our needs, such a program presumably would require 2 or 3 years, and the cost of production would certainly rice considerably, for some time at least. In 1984, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied an 84,165-acre portion of the 84,935-acre Clover Mountains Wilderness Study Area (NV-050-139) in order to evaluates its identified mineral resources. The area studied is in Lincoln County, NV, about 90 miles north of Las Vegas, NV. No mineral resources were identified in the study area. Volcanic rocks are the most common in the study area, consisting mainly of a thick sequence of ignimbrites in a cauldron complex. Cambrian to Triassic marine sedimentary rocks and Cretaceous to Oligocene clastic rocks are along and partly inside the west and south sides of the study area. No mineral production ha s come from the study area, but gold, silver, copper, and fluorspar have been mined nearby. Eleven mines and prospects in or adjacent to the study area were examined. Workings inside the study area include two shafts, 10 and 60 ft deep, and eleven shallow prospect pits at four sites along the west edge.

The Bureau of Mines determined the gas contents of 135 oil shale samples obtained from approximately 630 ft of core drilling. Drilling was done within a projected mining zone of the Cathedral Sluffs Mine, located in the Piceance Basin of western Colorado. Methane contents were determined by the modified direct method, which can measure the volumes of several gases released from or reacted with mine rock without destructive sample treatment. Over the duration of the test, nitrogen was largely unreactive, CO2 increased slightly, oxygen decreased markedly, and methane increased more than the total increase of all contained gases. The gas volumes were normalized per unit sample mass and are given in cubic centimeters per gram. Common time irzdices for test duration of 3, 40, and 125 days were used to compare methane desorption among samples. The means of the sample populations for these indices were 0.0316, 0.114, and 0.195 cm3/g, respectively. These quantities are lower than those reported in a Bureau emissions study at the Horse Draw Mine in the Piceance Basin. Oil shale samples that were gas enriched beyond the mean methane contents frequently contained bitumens and pyrite.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free - swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples ( samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1962. In connection with these purchases , the Bureau analyzed 7,114 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . This report covers the magnetic surveying done in the Plattsburg area , which was part of a general survey, of magnetite deposits in New York State . Other areas being surveyed are the Star Lake district , St. Lawrence County ; Brewster district , Putnam County; and the Sterling district , Orange County. Reconnaissance indicated an area about 3 miles long and 1,200 feet wide , but detailed surveys have been completed on only a portion of that area . In several districts , surveys of this type have served as a basis in the selection of areas for exploration by diamond drilling by the Bureau of Mines .

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The 15 countries that constitute the region accounted for 28% of world crude petroleum output, 17.2% of world natural gas plant liquid production, and 5.3% of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. Export sales of these fuels provide funding for further diversification of the mineral industry. Additional development of downstream facilities for producing energy-intensive metals such as aluminum and byproducts of the fuels such as petrochemicals and fertilizers can be expected. Earnings from the industry are also channeled by several Governments in the region to mineral industry projects in Africa and elsewhere. Several countries in the region own major petroleum refineries and distribution facilities worldwide. Petroleum prices rose overall during the year owing to the invasion by Iraq of Kuwait in August 1990. Output from both countries, the fourth and fifth largest producers, respectively, in the Middle East, was negatively affected by the war. Kuwaiti crude oil wells and pipeline facilities suffered extensive war damage while exports of petroleum and petroleum refinery products by Iraq ceased owing to a U.N. embargo. The embargo also impacted Jordan, an exporter of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was more than made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion of the increase.

This was a study to identify and evaluate known technologies employing electromagnetic resonance phenomena in solid minerals for their identification and assaying, particularly assay logging of exploratory boreholes. A comprehensive literature search and study revealed some little known NMR (nuclear magnetic resonance) techniques developed by Professor G. J. Béné's group at the University of Geneva, Switzerland. These are suitable for use in weak, inhomogeneous magnetic fields. Laboratory NMR tests of numerous U.S. ore minerals showed good identifying signals from phosphates, fluorspar, bauxite, oil shale, and spodumene (lithium) ores, but not from the copper, lead, antimony or manganese ores tested. Use of EPR "signatures" for such ores is suggested. A conceptual design for an NMR assay logging system is proposed.

In this U.S. Bureau of Mines report, in situ vat leach mineral recovery system concepts are described and cost compared with conventional mining and pad and autoclave leach processing systems. In the proposed systems, leachable ores are enclosed in place in reagent-impermeable in situ vat constructions. The ores are then rubbled and flood leached or flood oxidized and leached. The in situ vats are called stope leach or stope autoclave vessels. The report also proposes ore body-adjacent in situ vat constructions containing rechargeable processing stopes. A series of ore body-specific, innovative, and conventional mineral recovery systems case study designs are described and prefeasibility level costed. Based on a comparison of these prefeasibility level cost estimates, the proposed systems are determined to be economically competitive with conventional min¬eral recovery systems. The in situ vat leach mineral recovery systems concepts for leachable and refractory ores are developed around the drill-split narrow-vein and longwall mining methods described in part 1 of this Information Circular series.

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

A picture of the ceramic industrial potential of the Pacific Northwest States is presented by reviewing the present ceramic industries, raw-material resources, and current market demands. A resume is given of the industrial plants manufacturing ceramic ware as well as available information on raw-material resources. No attempt was made to prospect for new deposits but rather to evaluate, insofar as possible, those already known. Since much of the industry is concentrated on the Pacific coast, most of the information available on resources concerns deposits in that area. Large, undeveloped districts in Montana and Idaho, however, offer promise of larger reserves of ceramic raw materials. Average annual production, some operating costs, and annual power consumption are given for each of the plants. Production and some cost figures are listed to show the limited nature of the present industry and to suggest fields open for new development.

A survey showed that there were 24 bin-related fatalities in the 5 year period of 1975 to 1979 in the minerals industry. Only 4 victims wore safety belts and only 1 of these had a second person attending his lifeline, as mandated by Federal safety regulations. Not one victim observed the three main Federal safety regulations governing work in and around bins. A study was conducted on the force necessary to pull victims partially buried in sand and limestone. Recommendations are made on procedures and safety equipment that can minimize bin-related accidents. A Handbook, directed to the plant engineer responsible for bin design and safety, was also issued detailing bin designs and flow-aid accessories as a function of the flowability of the stored material to better maintain material flow from bins. A comprehensive table of the flowability of many materials produced in the minerals industry is presented and simple procedures given for determining the flowability of materials if not available.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gras association, has been studying actively for the past several years the problem of the flow of natural gas through high-pressure transmission lines. Numerous data on gas flow through pipe lines under many conditions of operation have been obtained by carefully conducted tests, and these data, together with all other available information, have been analyzed carefully to secure practical facts for the use of operators in designing pipe lines and determining the effects of different operating conditions on pipe-line capacities. The first procedure in initiating; this problem was to review, compile, and analyze all of the existing data on the flow of natural gas through pipe lines. Actual data applicable to pipe and operating conditions normally used in the transmission of natural gas were meager, and the several pipe line flow formulas developed by different investigators gave widely varying; results when applied to problems of pipe-line design. Therefore, further experimental work under conditions comparable to those found in transmitting natural gas was essential before any definite recommendations could be made.

I. The Lower Kittaning bed is the most important bed in Clarion County from the standpoint of present production, but the Clarion bed has the largest recoverable reserve. 2. Known measured and indicated reserves in all beds, based on a minim thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 1,210 million short tons as of January 1, 1952. Of this total, 790 million short tons is in beds 28 inches and mare thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too wager for ding an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, they should be added to the total estimated reserves.

In recent years the issue of human stress response in emergency workers has begun to receive attention. This paper presents a rationale for considering human stress as a significant factor in the management of emergencies. It discusses the concept of stress, Critical Incident Stress in emergency responders, and introduces the Critical Incident Stress Debriefing (CISD) process. It is suggested that, in a disaster, the CISD process can improve the effectiveness of response teams on site, their turnaround time on site, and post disaster time off the job. This paper, prepared by a US Bureau of Mines research psychologist, offers some ideas to the mining industry in general, mine rescue trainers, and more universally, to those responsible for developing emergency management plans.

Mineral dressing research was conducted by the Federal Bureau of Mines under a cooperative agreement with the St. Joseph Lead Co., on three samples of iron ore from the Pea Ridge deposit in central Missouri. The objective was to provide information on how to upgrade these submarginal ores and produce marketable concentrates. Samples were prepared from drill-hole cores of similar composition and character to produce (1) a medium-grade mixed hematite and magnetite, (2) a high-grade mixed hematite and magnetite, and (3) a high-grade magnetite. In all three ores phosphorus and sulfur constituted objectionable impurities; excessive amounts of silica were also present in the medium-grade ore.

Economic investigations indicate that bituminous coal can be mined underground in the Uinta region and marketed at a cost competitive with that of other energy sources in the West. A selling price of $3.90 per ton of coal was calculated from a cost analysis of a projected coal mine in the Emery coal- field of Utah. Although mines in some of the coalfields have extremely difficult mining conditions and cannot compete in the energy market at this price level, at least two other coalfields in the Uinta region contain coal reserves that could be mined and sold at a price of approximately $3.90 per ton. Projections by power companies and other coal-consuming industries indicate a strong future market for the large coal reserves in the Uinta region.
