Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.

During recent years, the Bureau of Mines has conducted an extensive investigation of the materials for making iron and steel. This work includes iron ore concentration, agglomeration, direct reduction of iron ores and concentrates, the production of pure manganese, chromium, and cobalt by electrolytic processes, the production of ferroalloys from low-grade domestic ores, and the development of special alloys to utilize these products. As a part of this general program, a Congressional appropriation allowed the con¬struction of an electric-furnace, semicommercial, ingot-producing plant at Shasta Dam near Redding, Calif. The primary objectives of the pilot plant were to determine the costs and operating problems involved in the production of steel and ferrous alloys in which sponge iron was used as melting stock, and to determine the physical properties of the materials produced. The pilot-plant equipment and the results of sponge iron-melting tests in the basic lined, electric arc furnace have been reported in previous publications.3/4/

"The need for spodumene as a source of lithia for war purposes led to the exploitation of the Edison pegmatite deposit 1-1/2 miles southeast of Keystone, S. Dak. The operation was conducted during 1943 and 1944 by the Lor Mining Co., Rapid City, S. Dak. Spodumene concentrates in the ratio of 15:1 were recovered by hand picking from a sorting belt. This method was expensive and wasteful of spodumene, owing to the small size of the crystals.Data4/ obtained by the Bureau of Mines indicates that blunging with hydroflouric acid or sodium hydroxide is a prerequisite to selective flotation. Results of tests by Denver Equipment Co., Denver, Colo., indicate that economic recoveries can be obtained in an alkaline circuit after desliming.At the request of the Lor Mining Co., K. L. Erickson, metallurgical engineer, was permitted to work in the pegmatite research laboratory to verify previous investigations and to determine problems that might be involved in commercial milling. The ensuing investigation indicated that electrolytes in the mill water produced a profound inhibiting action on the flotation of Edison spodumone.An investigation of mill water from various sources showed that some waters are suitable for the process and others are not. Subsequent testing showed that all of the available waters are suitable after treatment. The flotation of the Edison spodumene in an alkaline circuit after desliming and using oleic acid as collector is efficient and economical when the water does not contain impurities.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B.Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches arc under the supervision of Dr. R. S. Dean, assistant director.As the work was of a practical nature, samples from possible mill-water sources in the southern Black Hills were obtained, and commercial softening and demineralizing methods were investigated. This publication summarizes the in-house and contract research projects programmed for fiscal year 1984 by the Bureau of Mines under its Conservation and Development activity. The document provides a mechanism for interested parties to gain insight into projects of the Bureau's Conservation and Development research program. The objective of the Conservation and Development Program is to provide the technological advances needed to stimulate the mining of domestic deposits containing critical, strategic, and other essential minerals in compliance with existing regulations and at costs sufficiently low to be competitive in world markets. Research efforts are directed toward improving the fundamental understanding of processes and procedures involved in the production of minerals. The overall goals will be accomplished by investigating alternative mining methods to increase domestic production of critical and strategic minerals from low-grade deposits; expanding the technology for the economic and efficient extraction of minerals consistent with cost-effective compliance with environmental regulations; and advancing the technologies needed to insure an adequate supply of coal.

The Windigo Theilson RARE II area has a low mineral potential. There are no mines or claims in the area. The only observed results of mining activities were five prospect pits near Tolo Mountain. Samples from these pits contained no significant assays. The study area contains more than 190 million cu yds (145 million m3) of cinders in 17 cones. Development of these cinders is unlikely because their locations are remote, and other sources supply area needs. The Geological Survey has classified the area as prospectively valuable for geothermal resources. However, there has been no geothermal exploration activity.

Researchers at the U.S. Bureau of Mines have developed personal-computer-based data acquisition, instrumentation, and mine visualization and modeling techniques to evaluate a mine accessway in a deep hard-rock mine in northern Idaho. These techniques were applied to a mine shaft in a large silver mine that has been in operation for many years. A very deep, rectangular, timber-supported shaft extending to depths exceeding 2.3 km (7,500 ft) had been deforming continuously as a result of nearby mining, resulting in operational problems. Preliminary visual observations and rock and support monitoring confirmed that severe diagonal distortion was occurring. Extensive field measurements and data analysis confirmed initial observations, provided insights into the cause of deformation, and defined a general approach to structural modeling. Computer analysis of the problem was initiated by developing a three-dimensional model of the terrain. This represented a volume of rock approximately 80 km3 (40 x 1010 ft3) and an area on the surface surrounding the mine 9 km2 (3 square miles). Based on this model, a three-dimensional, finite- element analysis was conducted to establish boundary conditions for sequentially more detailed two- and three-dimensional submodels of the shaft area. Results from the computer study are being used to develop new approaches to mine design and to provide design guidelines for deep mine accessways subject to severe rock-mass loading conditions.

As mechanical shock and vibration environments evolve, it is important to understand their potential effect on human operators. Human beings are sophisticated mechanisms comprised not only of passive components with mass, damping, and stiffness characteristics, but also of components that can actively affect apparent mass, stiffness, and damping. Because the lumbar spine can exhibit local, short-column buckling, stability of the human trunk depends on the responsiveness of the neuromuscular control system.1-2 We have been evaluating the ability of patients with back pain to respond to a series of sudden loads. We believe the results have implications for isolation design and standards development. Methods 153 patients, aged 21 to 55, presenting with back pain agreed to enroll in a research study that randomly assigned them to one of three treatment arms: high velocity low amplitude spinal manipulation, low velocity variable amplitude spinal manipulation, or wait for 2 weeks and then be randomized to one of the above groups. Response to sudden load testing was one of a battery of baseline evaluations performed upon entry into the study and prior to treatment. EMG electrodes were attached to the skin over the paraspinal muscles of the standing participant bilaterally 3 cm from midline at the L3 level. While standing upright on a force plate (Bertec), participants were fitted with a strap around their back and hooked to a load cell in front of their chest. An accelerometer was rigidly attached to the load cell. Impact was applied to the chest using a cord attached to a falling weight. The weight’s fall distance was varied between 9 and 13 inches to account for the size of the subject. The subject was blindfolded and wore headphones playing white noise to prevent cueing of when the weight was dropped to apply the load. Hence, although the participant knew a load was about to be applied, he or she did not know the instant it would occur. Just before the weight was dropped, a 4 second data collection process was started for the two EMG electrodes, load cell, accelerometer, and force plate. The load drop was repeated 6 times, at irregular intervals, over a period of 2 minutes. The raw data thus collected was reduced to obtain several values: 1) length of time from the pull on the harness to the beginning of the response of the left and right paraspinal muscles (LES, RES), 2) time and magnitude of the maximum response, 3) force and acceleration experienced at the chest, and 4) the time and magnitude of the center of pressure location (COP). A general linear model was used to evaluate the results. Results For the EMG data, of the 1,824 observations made, 90% of them indicated a response. Prior to the sudden load, resting muscle activity was different between left and right sides (p=0.0001) and between males and females (p=0.0001). Female subjects began to respond to the sudden load within 92 to 110 ms and males from 101 to 109 ms. Females exhibited more variation in starting

Chronic whole-body vibration exposure, as expected in large construction and mining vehicles, has been associated with neck and back pain and injury.1 While work has been done towards gaining a better understanding of the relationship between vibration and shock and muscle activity of the back musculature2, relatively little information regarding the activity of neck, shoulder and upper arm muscles is known. Today’s equipment designs must conform to domestic and international standards, however these standards do not specifically address the vibration exposure in the head and upper quarter. Further it is not well known how the control configuration within a vehicle (e.g. steering wheel versus arm controls) influences muscle voluntary and reflex activity levels. Greater muscle activity may lead to greater muscle fatigue – which in turn may be associated with greater risk of injury.2 Thus, muscle contractions needed to maintain static postures as well as those resulting reflexively should be considered during an analysis of seating position. Unfortunately, little is known regarding the influence of arm position on head and neck muscle function. The purpose of this study was to investigate the relative muscle activities of 5 neck, shoulder, and upper arm muscles during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree of freedom (dof) vibration system. Each ride was repeated using 3 seat and control configurations (steering wheel (SW), floor mounted arm-rest controls (FM), seat mounted arm-rest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). Five channels of surface electromyography (EMG) of the right-side cervical erector spinae muscles (neck extensors), sternocleidomastoid (neck flexor), upper trapezius (shoulder elevator), biceps brachii (elbow flexor) and triceps brachii (elbow extensor) muscles were collected throughout each ride (~ 2min) using pre-amplified (10x), 1 cm silver bar electrodes, with 1 cm fixed inter-electrode distances (Delsys, Inc). Further analog amplification was set at 10k (1k for one subject), and sampled at 1000Hz using a 12-bit DAQ card and Labview 7.1 software (National Instruments). A total of 7 right-handed male subjects were tested, but only 5 had complete EMG data sets to analyze for this sub-study. EMG was analyzed using root mean square (RMS, in mV) of 20 ms moving windows, and then averaged across the entire trial for a measure of mean total muscle activity (voluntary and reflexive). The muscle activity to maintain the static posture was estimated as the mean RMS EMG over a 1 sec interval just prior to and/or after completion of the ride. Repeated Measures ANOVAs were used to test for with-in subject differences using a = 0.05.

ALABAMA'S mineral industry continued to expand. This was a record year for many commodities, with expansion in almost all industries. New records were established for the production of native asphalt, fixe clay, miscellaneous clay, kaolin, bentonite, lime, scrap mica, salt, sand and gravel, crushed limestone, crushed marble, and tale. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 87 percent of the total value of production, compared with 86 percent in 1963. The iron ore industry continued to decline. This was the first year in which consumption of imported iron ore exceeded the consumption of domestic iron ore. The coal industry recovered from the slump caused by the abandonment of red iron ore mining by United States Steel Corp., and production expanded 17 percent, for the best year in coal mining since 1948. During the year, the one-billionth ton of coal was mined within the State.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

Annoyance, fatigue, and musculoskeletal pain have been reported during prolonged exposures to propulsion-generated vibration in military propeller aircraft1. The objective of this study was to determine the vibration mitigation properties of selected seat cushions and the effects of occupant seating posture during exposure to higher frequency multi-axis vibration associated with military propeller aircraft. Methods A Navy E-2C Hawkeye crew seat was mounted onto the Six Degree-of-Freedom Motion Simulator (SIXMODE). Six seat pan cushion configurations were tested during exposure to an E-2C vibration signal collected in the field1. Seat pan cushions 1 – 5 were used with the original E-2C seat back cushion. Cushion configuration 6 included seat pan cushion 5 with a prototype seat back cushion. Triaxial accelerometer pads were mounted onto the seat pan and seat back cushions to measure the vibration entering the human. Data were collected for seven subjects seated upright with their backs in contact with the seat (back-on) and not in contact with the seat (back-off). Spectral analysis techniques were used to analyze data at the two dominant frequencies associated with the propulsion system (propeller rotation frequency (PRF) ~18.5 Hz, and blade passage frequency (BPF) ~73.5 Hz). Overall accelerations were also calculated between 1 and 80 Hz. Vibration Total Values (VTVs) were calculated using the weighted seat pan and seat back (back-on only) accelerations and compared to the comfort reactions given in ISO 2631-1: 19972. Results In general, the highest accelerations observed at the seat pan occurred in the fore-and-aft (X) direction at both the PRF and the BPF for all cushions and both postures. The most pronounced effect was at the BPF in the X direction, where all configurations showed significantly lower seat pan accelerations than configuration 1 (original E-2C cushion) with the back-on posture. Configuration 5 was the exception with the back-off posture (Fig. 1A, Repeated Measures ANOVA, P<0.05). The most pronounced effect of posture occurred at the PRF in the X direction, where all cushion configurations showed significantly lower seat pan accelerations with the back-off posture (Fig. 1B). All configurations except configuration 2 showed similar VTVs as compared to Configuration 1 (Fig. 2, P<0.05). Configuration 2 tended to show the lowest weighted acceleration levels. Empirical methods involve the scientific interpretation of real-world experience. Many problems in ground control lend themselves to an empirical approach because the mines provide us with plenty of experience with full-scale rock structures. During the past 10 years, powerful design techniques have emerged from statistical analyses of large databases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. In the process, our practical understanding of pillar behavior has been greatly enriched.

This report is the result of the engineering efforts performed by the Mining Equipment Operations of FMC to develop methods of automating a continuous miner. This work was done as part of modification number three of the contract for the development of a miner/bolter system. As the demand for energy places an ever-increasing pressure on the coal mining industry to produce more coal, methods for underground mining which will increase productivity with a con-current increase in safety are being actively sought. Removing the machine operator from his station on the continuous miner and placing him at a safer location behind the machine while retaining his control functions via an umbilical cable or a radio link was an important first step. However, the problems of poor visibility, no control "feel", and the judgmental problems of controlling the sump distance and the shear limits have not been conducive to the productivity increase that is desired.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made.
