This report is a compilation of results of preliminary tests on scheelite (tungsten) ores and tailings. These investigations were made to assist in establishing satisfactory treatment methods for small-scale concentrator operations, or to indicate a. method for conserving previously lost mineral values in old tailings, if possible. A discussion of test procedures is included, as it was felt that this would add to understanding the results reported under the several projects. The treatment of scheelite ores has become more or less standardized. Important differences occur in textures of ores from various mining districts. However, and this must be considered when planning ore-dressing operations. In most of the present investigations, only a limited amount of work was done, usually just enough to answer a specific question in regard to a particular ore or concerning local conditions. Two methods of treatment included gravity concentration, magnetic separation, and flotation.

Reconnaisance samples of reported beryllium occurrences in Idaho, Washington, Montana, and Oregon were chemically and spectroscopically tested in a mobile laboratory. The two predominant types of occurrences were green beryl associated with Cretaceous intrusions and disseminated aquamarine associated with Tertiary intrusions. Although the beryllium content of known deposits in the Northwest is too low for economic development at present, total submarginal-grade beryllium resources in pegmatites are estimated to be 570,000 to 1,870,000 tons containing 0.024 to 0.167 BeO. A potential source of 500,000 to 700,000 tons of beryllium-bearing tactite in Idaho and Montana averages 0.033 to 0.080 percent BeO.

Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

A prototype portable hyperspectral imager that operates in the visible and near-infrared ranges of the electromagnetic spectrum was field tested at an open-pit mine. The tests were sponsored by the Spokane Research Laboratory, National Institute for Occupational Safety and Health, as part of an investigation of remote sensing technologies for use in detecting and monitoring conditions in surface mines that could lead to catastrophic slope failure. The spectro-polarimetric imager, built at the Carnegie Mellon Research Institute, employs an acousto-optical tunable filter (AOTF) to control wavelength, a phase retarder to measure polarization signatures, and a digital camera and computer to capture data. The spectral range of the instrument is 450 to 1000 nm at 10-nm intervals. High-resolution hyperspectral images of highwalls, outcrops, hand samples, and drill core were collected in the field. Spectra from the images closely matched those of specific minerals present and were used to classify the images. The field tests were designed to examine the feasibility of using spectral imaging to assist in compiling objective geologic maps of mine highwalls and other hazardous slopes. Results illustrate the capability of the method to discriminate materials within the image, validating the concept of simplified spectral imaging. A contributing factor in many slope failures is the presence and distribution of mechanically incompetent, clay-rich altered rock in slope faces. Spectral features of clays and other minerals are more distinctive in the short-wave and mid-infrared part of the spectrum; the capabilities of the instrument need to be extended into this range to apply the AOTF-based technology to common geologic materials. A field-portable hyperspectral imager could find broad application in remotely identifying diverse materials from solids and coatings to gases.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

Other Federal agencies have been coming to the Bureau of Mines for help with the purchase and utilization of fuel, largely coal, almost since the day the Bureau was created in 1910. The requests covered a wide range of fuel- economy problems and included boiler-water treatment after it became apparent that water-formed deposits on heating surfaces acted as insulators, decreasing heat transfer and impairing fuel efficiency. Dr. Ralph E. Hall, a Bureau of Mines physical chemist determined the 3 reactions that cause adhering scale to form in boilers (7)2 and went on to introduce scientific principles into water treatment for scale prevention (8). Widespread publicity of these achievements increased the requests for help from Federal steam-generating plants. Since no other Federal agency (even those which were more directly concerned with testing water) wanted to provide boiler-feedwater service, the Bureau decided to continue to give requested help to Federal agencies, Later, the Congress endorsed such agency cooperation as an economy measure,

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall injury experience for coal mines, both anthracite and bituminous, coke plants, petroleum and natural gas, peat, and asphalt and related bitumens (native); metal mines, their metallurgical plants, including ore-dressing plants and primary nonferrous reduction plants and refineries; nonmetal mines; nonmetal mills; sand and gravel operations; slag (iron blast-furnace) plaints; and stone quarries and their related pants. Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Estimations of injury and employment experience are not included in these preliminary data.

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. Computational fluid dynamics (CFD) is a continually developing numerical technique by which complex fluid flow problems can be solved on computers. To be able to transfer CFD expertise to analyze and design a face-ventilation system, a comprehensive validation study of current CFD tools against mining-related benchmark experiments is required. In the last four years, such studies, funded by National In¬stitute for Occupational Safety and Health (NIOSH) under Grant #R01 CCR415822, were conducted in the Department of Mining Engineering at the University of Kentucky. A wide array of ventilation schemes and mining configurations were considered. Recently, an additional study was performed in cooperation with the NIOSH Pittsburgh Research Laboratory. This study was dedicated to the methane behavior in the empty (containing no equipment) face area with a blowing curtain and a 10. 7-m (35-ft) setback. In this paper, the authors present and discuss the computer-simulation data and compare them with data collected during the laboratory studies at the NIOSH lab.

MFIRE, written in Fortran 77, is a computer program for ventilation state simulation in the steady state or transient state condition. It can be applied for the calculation of normal ventilation system planning or the analysis of the dynamic state variation in a ventilation system under thermal or mechanical disturbance. The state simulator MFIRE is a useful tool for mine fire fighting. In the case of a mine fire, mine ventilation engineers want to get some help to obtain more information, such as what is happening in the underground mine and how to control the mine fire, for correct decision making. By use of program MF'IRE, forecasts can be made on the variation of airflow, temperature, and contaminant distribution in a ventilation system during a mine fire. The paths which the contaminant takes at each time interval can be traced. The program MFIRE can be of assistance in the preplanning of escape routes. It can also be helpful during a mine fire emergency and mine recovery operation. Besides of offering the information of state simulation during a mine fire, MFIRE can be applied for state control by pretesting the suitability of the selected state control measures. It is to simulate the effects of the state control measures on the airflow distribution of a dynamic ventilation system. The testing result can be used for fire fighting in a similar real case of a mine fire. By employing empirical methods or a qualitative analysis like Budryk approach, ventilation engineers can choose different combinations of locations and sizes of control devices as samples of state control for an underground mine fire. Program MFIRE can simulate the different combination samples, that consist of a certain mine fue, the corresponding different control measures, and obtain the control effects. After the different control results are compared, the state control measure, which creates the best effect among the different state control measures, will be chosen for that fire case. When a mine fire, which is similar to one of the pretested cases, breaks out, the corresponding choice of the state control measure is applied to the ventilation system. It means that the simulator MFIRE has the function of indirect state control [10]. To achieve the above two functions, state simulation and state control, the mine ventilation system condition, sometimes, should be changed in a wide range to meet the requirement of the fire fighting. These wide system condition changes, such as adding operating fans, stopping or reversing fans, changing fan characteristics, adding regulators and making airflow shortcuts are represented in the time table of the input data set When the data files are changed in a wide range, however, an iteration divergence and some other computing errors in the distribution of airflow, temperature, and contaminant may occur. More serious logical programming and flexible selection on the algorithms are wanted to meet the request of the different data sets, to achieve correct state distribution simulation and improve the iteration convergence. To enhance the reliability and common suitability of program MFIRE, it is necessary to make investigation, analysis, and modification for the formal versions of MFIRE. There has been little change in timbering methods in anthracite mines for 75 years, and technical information on strata control is almost wholly lacking. In order to assist the industry to establish technical data, the Bureau of Mines and a Northern field operator are cooperating in underground experiments, the first phase of which has been to investigate pneumatic packing. The four principal methods of packing in mining are hydraulic, pneumatic, mechanical, and hand. The hydraulic pa caring system is believed to have originated at Shenanodah, Pa., in 1864,4/ to prevent destruction of a church by surface subsidence after underground coal mining. This method was used again in 1884 to arrest an underground fire at Buck Ridge colliery, near Shamokin, Pa. In 1901 hydraulic packing was introduced to Europe in Upper Silesia, where it gained in popularity owing to the availability of large quantities of sand suitable for flushing .5/ Hydraulic packing has a number of disadvantages. Chief among these are the softening effect of large quantities of water on the mine floor conducive to heaving action; drainage and punning costs; and the inability to fill roof cavities completely in flat beds.

The National Institute for Occupational Safety and Health (NIOSH) mining research program at the Pittsburgh Research Laboratory (PRL), includes the areas of coal mine dust control and monitoring, and explosion prevention. One very important project at PRL is development of a continuous recording person-wearable respirable dust monitor. This Personal Dust Monitor (PDM) is a respirable dust sampler and gravimetric -equivalent analysis instrument that is part of a belt-worn mine cap lamp battery unit. Prototypes were successfully tested in the laboratory and in four underground coal mines. The PDM testing demonstrated that it was convenient to wear and use, robust, and provided accurate and timely data. NOSH is also conducting research in the program area of coal mine explosion prevention, suppression, and mitigation. Aspects of this research program include: full scale explosion research, laboratory scale research, frictional ignition of methane, mine ventilation seal construction, prediction of coal mine methane emissions, mine monitoring systems, flame cutting and welding operations, spontaneous combustion, and emergency preparedness.

Develop a new technique of in situ rock stress measurement which can be used when and where the conventional methods, such as the overcoring stress relief methods and the hydrofracturing method, cannot be effectively applied. Approach The Bureau of Mines developed basic principles to determine existing biaxial stresses in rock mass by using an instrumentation package consisting of one 3.8-cm-diameter hydraulic cylindrical pressure cell (CPC) and two 5.7-cm-diameter cement-capsulated flat hydraulic borehole pressure cells (BPC) to he installed in a single drill hole.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.
