On November 16, 1978, Finance Minister Chretien delivered his second formal budget in the House of Commons. Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

In titanium-lined autoclave design the most critical point of its mechanical reliability is its titanium batten strips present at the circumferential and longitudinal barrel-weld seams. Recently an Australian Company, W.E. Smith Hudson (WESH) P/L, has developed a fully flush batten strip and is building autoclaves with this design. Significant research and development has been performed in the process. In this presentation, design aspects of these batten strips are presented that cover topics such as residual-stress magnitudes during fabrication, affect of preheat during batten-strip welding and residual stress in respect to fatigue life. There has been little research done regarding the affects of residual batten stress in relation to fatigue life. Considerations of this 'grey' area of design will be discussed based on the author's research data and finite element analysis.

This paper presents an economic evaluation of resin ion exchange and solvent extraction for the purification and concentration of uraniferous solutions derived from sulphuric acid leaching operations. Capital and operating costs are related to the uranium tenors of pregnant solutions. The conclusions drawn herein apply only to cases where resin and liquid ion exchange are technically feasible process alternatives. It is shown that solvent extraction is economically favoured for pregnant solutions at tenors greater than 0.90 gpl U3O8. Pregnant solutions with tenors below 0.35 gpl U3O8 are best treated by resin ion exchange. Between these concentrations, the economics are marginal and the favoured process is indistinguishable within the limits of accuracy of this study.

"Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.INTRODUCTIONGreat strides have been made recently in achieving an international consensus on mineral reserve and resource definitions and classifications. The Australasian JORC code, the CIM code in Canada, the SME proposal in the United States and even a proposed code from the United Nations have all brought the objective within reach.Unfortunately, this success has led to another problem for mineral valuators. Certain securities regulators, tax collectors and their ilk have begun to expound on the opinion that discounted cash flow projections carried out to calculate net present values that would form the basis for a valuation determination should be based solely on proven and probable reserves. ABSTRACT Before any large plant is moved onto an oil sands dominated surface, particularly those surfaces encountered in-pit, it is imperative that the ground be evaluated for bearing capacity. A 2230 tonne mobile in-pit hopper/crusher facility designed for operation in the Canadian oil sands was modeled. This evaluation focused on track and outrigger pad versus ground interactions as the key performance indicators of appropriate ground performance below the unit in both operating and repositioning propel modes. A study of cyclic oil sand behaviour was also inferred from laboratory cyclic plate load data as an extension of the simulation model indications.

As land resources decrease, commodity prices increase, and technology evolves, deep sea mining is becoming a viable alternative to meet the increasing demand for minerals. Successful deep sea mining operations are built on sound identification of the resource, proper selection of equipment, a thoughtful production plan, and good project management. These four key activities can be further optimized by analyzing how the spatial variability and uncertainty of the ore body properties impact the final mining operation. To address this problem, IHC Merwede is in the process of developing a risk quantification framework in the context of deep sea mining, which makes use of state of the art geostatistical simulation methods and transfer functions to quantify geological uncertainty and translate it into decision or project risk. The paper introduces the Local Average Subdivision method (LAS) for generating simulated models of the deposit and presents a new extension to incorporate point measurements of geotechnical or ore grade properties. Due to its computational efficiency, the presented method is suitable for simulating largely extended sea floor deposits. The second part of the paper illustrates, through example case studies, the significant benefits of a risk based approach which translates geological uncertainty into financial or operational performance indicators. In particular, the focus is on assessing financial project risk and on the design optimization of the deep sea excavation equipment by analyzing cutting forces, specific energies, and power requirements.

Mercapto organic compound SDMP was used as a depressant for separation of copper activated marmatite from pyrrhotite in the presence of butyl xanthate. Flotation results show that SDMP has strong depressing effect on pyrrhotite recovery in the absence and presence of copper ion, but has promotional effect on marmatite recovery when added together with copper ion. The flotation test of mineral mixtures shows that copper-activated marmatite could be separated efficiently from pyrrhotite using SDMP as depressant. Infrared adsorption spectra demonstrate that SDMP has a strong adsorption on pyrrhotite surface through its functional groups such as ?SH, -S03.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific 'bootlegging' operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

The mining industry is processing deposits with ever decreasing grade at ever increasing operating costs while margins are under constant pressure by material substitution and recycling. We are reaching the point where building it bigger just isn’t good enough as social and environmental constraints become more intense. In response to the growing demands on our industry, Goldcorp has embarked on a journey to increase resources by converting Waste to Ore. Gravity pre-concentration and sensor sorting testwork has been completed on samples from our Canadian operations in order to determine the amenability of our mineralized waste to sorting and upgrading. As expected some material was amenable to sorting and a review of the economics supported demonstration plant testing. The ability to economically sort mineralized waste into ore and barren rock is being demonstrated by Goldcorp. It has been made possible by leveraging the experience mineral sizer manufacturers have gained in the oil sands and hard rock applications, seeking more energy efficient screening machines and embracing the advancements that ore and recycling sorter suppliers have achieved. The paper will discuss the testwork and results achieved to date from both the lab and demonstration plant.

WE associate metals with hardness, toughness, and strength. But a curious paradox lies at the root of the valuable mechanical proper-ties of the metallic state: in order to be strong, a metal must be weak. This paradox, and the equally surprising fact that, in a sense, metals are not true solids at all, are among the topics here discussed by Sir Lawrence Bragg. (1) WHAT METALS MEAN TO US We employ various materials to build or fabricate the many objects we use in everyday life, choosing those whose properties are most suitable for the purpose which the object has to serve. Certain of these materials have been used from the earliest times, such as stone, wood, leather, and animal or vegetable fibres, each with its own peculiar valuable properties. Stone resists crushing and is very durable and permanent, as indeed it must be, since it has so long resisted change as a part of-the earth's crust. It is there-fore ideal for walls and buildings, and very early in his history man discovered how to make artificial stones by burning clay, with the advantage that they could be given any desired shape, and made into bricks or given elaborate forms as pottery. Wood is strong and tough and light, it resists tension as well as compression, and is nor brittle like stone. It forms beams and furniture and parts of tools or weapons. Leather is tough but at the same time iris flexible; it is ideal as straps or sheers. Vegetable fibres such as linen or cotton, and animal fibres such as wool and silk, owe their value to their flexibility and strength in resisting extension. They can be spun into yarn or rope, and woven into cloth. The technological age in which we are now living is replacing the natural products used by early man by a series of artificial products, but it is remarkable to see how in nearly every case we are copying Nature's materials. The wide use of concrete represents a developed art of making artificial stone. Artificial fibres such as rayon or ?nylon replace cotton, wool, and flax. Plastics are coming very much to the fore; they correspond to early man's use of horn, another substance with peculiar properties of roughness in all directions without the 'grain' of wood. For the most part we are following in the footsteps of our remote ancestors, though we can make for ourselves what they had to cull from wood and field. There are exceptions; for instance, we have discovered comparatively recently the number of uses to which natural rubber can be put, and are now making it artificially. This is a really new discovery; our ancestors had nothing with such remarkable powers of elastic stretching without breaking, and resistance to being abraded.

The results presented in this paper show that the gold solution dilution is a key parameter to control the dispersion of gold on ?-Al2O3 the selected support. The variation of concentration leads to changes in pH which modify the nature of gold complexes from HAuCl4 formed in the solution. These complexes are presented. Some of them (AuCl3(OH)- and AuCl2(OH)2 -) react with the surface of alumina and give interesting interaction. AuCl2(OH)2 complex has been considered as an ideal complex because of the strong anchorage of a bidentate species on the alumina. This complex is formed mainly in a solution of gold with a concentration of 10-4 M giving a pH of 3.5-4.5. The nature of the anchorage and the amount of chlorine, has an influence upon the formation of Au-Cl bridges which modify the dispersion of the gold on alumina of the final catalyst as shown by TEM.

The current study provides an experimental approach that aims at documenting the effects of different phases of CO2 (gas, liquid, supercritical fluid) on rock seismic responses. This has implications on obtaining quantitative estimates of fluid saturations for geological storage. The ultrasonic pulse transmission technique is the underlying methodology used in this work. Unlike previous rock physics studies involving CO2 as pore fluid, care is taken to fully saturate the studied samples and also to separate pore fluid effects from pore pressure build-up effects during the experiments. This allows to record seismic effects that are solely reflective of changes in the pore fluid properties. Measurements were done on a CO2 saturated Berea sandstone. Laboratory results show P- and S- waveform variations (velocity, amplitude) in response to CO2's varying phase state. Overall, CO2 phase changes (gas to liquid and gas to supercritical fluid) are marked by a drop in velocities, with the drop being smaller and less immediate over the gas-supercritical fluid transition than over the gas-liquid transition.

The presence of groundwater in the form of large aquifers can have an important influence on investment decisions for underground mines. The design for such mines requires development of special mining methods, and mine dewatering infrastructure to avoid hazards during shaft sinking and underground development. The costs associated with mine drainage control and Mine Dewatering Systems (MDS) are relatively small compared to the huge consequential losses that can occur in case of an uncontrolled inflow and subsequent flooding of the mine. The design of MDS needs consideration of accurate prediction of the maximum uncontrolled inflow rate, availability of the system during an uncontrolled inflow while the inflow is mitigated, and decision on pumping system technology to have capability to operate under water. The research presented in this paper provides a theoretical framework for a reliability based design procedure which takes into account the uncertainty in the estimate of the maximum uncontrolled inflow, performance of the system during the period of an uncontrolled inflow and a methodology to decide on appropriate pumping technology considering the reliability of the system and available underground storage. The reliability based mine design procedure integrates the ideas of Effective Reserve and Hydraulic Reliability Index to come up with a unified methodology for design of Mine Dewatering Systems.

According to the principle of similarity, the physical and chemical configurations of a system can be defined by ratios of magnitudes within the system and do not de-pend on the size or nature of units of measurement. In the present work, the similarity principle was utilized in evaluating the reducibility of various iron ores in a rotary batch furnace under optimum operating conditions. It was then used successfully to extrapolate the results, first to the operation of a 20-ft. pilot-plant kiln and then to an industrial-size 80-ft. kiln. By means of this systematic analysis of kiln operation, it was possible to increase the production capacity of the kiln considerably. T HE kilns used by the Strategic-Udy process for the partial reduction of iron ores are, in most aspects, similar to conventional calcining kilns. "Redpath Canada Limited and joint venture partner Thyssen Mining and Construction Canada have recently completed the sinking of the Scissors Creek service in Saskatchewan through its joint owned company, Associated Mining Construction (AMC). The Scissors Creek service shaft was sunk at Nutrien’s Rocanville mine. The following paper outlines the shaft sinking plant and the methodology related to sinking and shaft lining. KEYWORDS Hydraulic shaft jumbo, Hydraulic shaft mucker, Potash shaft sinking, Shaft lining, Sinking galloway INTRODUCTION The sinking and lining of shafts at mines to access mineral deposits has always been one of the great mining challenges for owners, engineers and contractors. Over the course of history in Canadian mining, the sinking of potash shafts through the notorious Blairmore formation of Saskatchewan has proved to be some of the most challenging shaft sinking projects on record. There is no doubt that today’s shaft sinking business demands the utmost in safety performance while delivering projects within schedule and budget. Given these requisites, Redpath and TMCC (executed under the joint venture company, Associated Mining Construction or AMC), were taxed with developing the shaft sinking system to deliver this program in the safest and cost effective manner, with due regard to schedule and quality. Traditionally the potash shafts sunk in Saskatchewan involved a significant level of manual labour, owing to the methodology of excavation by means of chipping the frozen shaft sections with hand held pneumatic machines, and manually placing tubbing segments or steel liners of the shaft lining system. Most certainly, the AMC team wanted to make a step change from those earlier sinking programs and develop systems for sinking this potash shaft that removed the high level of manual work, thus making this project inherently safer, while endeavoring to sink more efficiently. With that in mind, the team embarked on a design program to improve its overall shaft sinking systems without the requirement for excessive capital and methodology flexibility to adapt to potential changing conditions expected to be encountered during shaft sinking. This was especially important should the new approach be met with less than expected success, and retrofitting of the system was required. The concepts were developed to provide for a much improved work environment, while easing the manual labour burden on the workers with innovative equipment and approach to the work."

"The study of a detailed series of structure and isopach maps of the Palaeozoic strata of southwestern Manitoba indicates that the principal Palaeozoic tectonic elements -the Williston Basin and Elk Point Basin -have been modified to a considerable extent by major tectonic features of the Precambrian basement. The principal basement feature is the break between the Churchill and Superior provinces, which coincides roughly with the Manitoba-Saskatchewan border. East-west-trending orogenic belts within the Superior crustal block may also be reflected to some extent in later Palaeozoic movements. In addition, the Superior crustal block, as a whole, appears to have had a slightly different response to the tectonic forces, giving rise to both basin subsidence and basin uplift. During periods of deposition, especially during Ordovician time, the Manitoba portion of the basin appears to have undergone a relatively higher rate of subsidence, whereas during periods of erosion relatively greater amounts of uplift and truncation have occurred. As a result, the depositional and erosional patterns for most of the Palaeozoic formations in southwestern Manitoba are somewhat anomalous relative to the regional basin framework.Some prominent Palaeozoic structures probably are the result of salt solution and differential compaction caused directly or indirectly by relatively minor tectonic movements related to Precambrian basement features. In particular, the prominent hinge line at the edge of the Devonian Prairie Evaporite salt basin may be due, in large part, to salt solution. Numerous other small structural lows, structural highs and isopach thicks, probably resulting from salt solution, occur along the salt edge and have been important in modifying and controlling Mississippian oil accumulation in the Daly-Virden producing area."

For the benefit of those who are not familiar with the history of the western Provinces-Manitoba, Saskatchewan, and Alberta-as regards our natural resources, a few words of explanation may be in order before taking up the consideration of the Mines Act of 1930. In 1867, The British North America Act was passed by the Imperial Parliament. That Act, which is our constitution, created a union between the provinces of Nova Scotia, New Brunswick, and Upper and Lower Canada (now known as Ontario and Quebec respectively) under the name of the Dominion of Canada. Provision was made therein for embracing other parts of Canada from time to time. That portion of Canada which today comprises the Provinces of Manitoba, Saskatchewan, and Alberta and the lands to the north of them, was then known as Ruperts Land and the North West Territory. In the year 1670, King Charles II had granted by Letters Patent to Prince Rupert and his associates, known as ?The Governor & Company of Gentlemen Adventurers of England, Trading into Hudson's Bay?, commonly known as the Hudson's Bay Company, the lands and territories therein described, being roughly all the lands adjacent to and west of Hudson's bay; also the gold and silver to be found or discovered therein and other rights as more fully described in said Letters Patent. The land so granted was called 'Ruperts Land'.

Development of the Canadian North, a subject of growing national interest, must in part await the development of better forms of trans-port. The estimated 500,000 square miles of muskeg terrain in the north combined with the" scarcity of roads make essential the early development of special purpose muskeg vehicles. Good progress has been made in the last eleven years in classifying muskeg and some progress has been made in determining its mechanical properties. Limited travel is now possible through the use of special purpose tracked vehicles which have been built without adequate design data. A program to provide data which can be used to optimize muskeg vehicle designs began in 1957. The results of the second phase of this pro-gram are presented in this report. It is shown that vehicle performance in muskeg is directly related to the mechanical properties of the muskeg. Further, it is shown that good de-sign practice for tracked vehicles expected to operate in snow, sand, soft clays and loams is also good practice for muskeg vehicles. All indications are that muskeg mechanics is properly a part of conventional soil mechanics.

IMC Esterhazy is a unique mining operation in Canada; in fact, it is unique to potash mining in general. Not only is thi&apos;3 a trackless operation utilizing shuttle cars and belt conveyors in its material handling systems, but it excavates all of the ore with continuous boring machine<:;.
