Petroleum exploration in the Australian arid zone has been proceeding at an ever-increasing pace, subject to financial fluctuations, since the 1960's. The impacts of petroleum exploration in the arid zone are less than they would be for corresponding operations in. e.g. a forest area: in this context, Australia is fortunate in that its major petroleum producing (and prospective) , basins are offshore or in the arid zone. In addition. the other major sources of impact in the Austrlian arid zone, namely pastoralism, tourism, and rabbits, tend to be concentrated around areas of particular conservation significance, whereas petroleum exploration is not. Despite this, the cumulative impacts of exploration are sufficient to have caused concern to government regulatory authorities and some sectors of the general public. Exploration is now subject to a range of environmental constraints with various degrees of legal enforceability. To enable exploration to continue without public opposition, the industry, and government agencies charged with regulating or supervising it, must demonstrate that the net benefits of exploration exceed net costs, including environmental costs. One particularly simple and cost-effective technique for increasing the net benefit/cost ratio of exploration is to reduce the net environmental costs by minimising and mitigating the impacts, both primary and secondary, of seismic acqisition. This is best achieved by a combination of preventive and restorative techniques: careful line positioning and low-impact (or zero) line clearance, coupled with simple rehabilitation of bladed lines. Line clearance without bulldozer blading - e.g. by rolling or simply pegging and trafficking, perhaps with tracked rather than rubber-tyred vibroseis - is one promising approach currently coming into use. Rehabilitation by grading soil banks ("windrows") back on to bladed tracks, though not yet in widespread use, has proved very successful in the limited areas where it has been applied to date.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. Dilution in underground coal operations can be underestimated by up to five times during feasibility studies, with disastrous economic consequences. Every one per cent of stone waste introduced can reduce an in situ specific energy of 25 MJ/kg by some 0.25 MJ/kg and increases the abrasiveness of the run-of-mine coal. Where a wash plant is not in place, penalties imposed for not meeting contractual specifications alone can amount to some $A 1 million per year. This paper presents a method for monitoring, reporting and ultimately controlling dilution in an underground coal mining operation and presents the dilution trends from a continuous miner/longwall mine over an eight year period. The overall dilution level for the mine can be back-calculated by comparing the run-of-mine coal quality to the predicted in situ, undiluted quality. However, this will not identify the actual contaminant types, areas of the mine responsible for the dilution and the reasons for the dilution. This additional information is essential for controlling dilution to acceptable levels. Quality and horizon control using existing sampling information is generally only adequate for longer-term control purposes, and is not suitable for monitoring mining-induced dilution. The cost of close-spaced surface drilling to collect the information necessary for short-term control is prohibitive, particularly for deeper mines. However, much of this data can be collected through underground channel sampling and horizon control measurements taken during continuous miner development and longwall extraction. The mine runs the risk of not meeting contractual quality specifications and of increased equipment wear if this additional information is not available and the sources of dilution cannot be controlled. The information can also be used to plan longwall extraction heights on a short-term scale with resulting improvements in productivity.

Cannington is a Broken Hill type deposit discovered by BHP Minerals, now BHP Billiton, in 1990. The deposit is located south east of Cloncurry, Queensland, Australia. The deposit occurs in the Eastern succession of the Mount Isa Inlier within the Soldiers Cap Group. The mineralisation is interpreted to be confined to two limbs of a synform wrapped around a core amphibolite. The silver, lead and zinc mineralisation is zoned within silicic and mafic units. There is a strong association between silver and lead. The combination of mafic and silicic zoning, differing relative grades of silver, lead, zinc and iron, the relative position of the mineralisation on the synform limbs and differing metallurgical performances have resulted in the identification of ten different ore types, four of which are currently extracted. Ordinary Kriging (OK) is used as the resource estimation methodology for the silver, lead and zinc mineralisation. This modelling approach has performed quite well for resource reporting and long term mine planning. However the limitations of this modelling technique to adequately provide information on a local stope scale has lead to the geological staff to consider alternatives to this approach. Limitations of the current modelling method apply to both the geometry of the orebodies and the grade variability. Since early-2000 the Cannington geologists have been experimenting with modelling both the distribution of the mineralisation types using Probability Field conditional simulation (PF) and the distribution of grade using Sequential Gaussian Simulation (SGS). This approach to local modelling of mineralisation type and metal grades using conditional simulation (CS) has undergone a full evaluation by comparing grades estimated for stopes using both the (OK) resource model and conditional simulation (CS) models. The mine planning staff have used the CS derived models, and have found improvements in grade predictions over the currently utilised Ordinary Kriging û derived resource model.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. Permian ultramafic and associated rocks form a belt in East Nelson and contain widespread, but minor, chromite and copper mineralisation and some mining was carried out last century. Since mining ceased, about 1910, little mapping of the belt has been carried out although its origin has been debated vigorously. Recently it has been inferred to form part of a ophiolite sequence, which has been tectonically disrupted to form a melange, and several 'plate -tectonic' models have been proposed. Mapping in the central part of the belt has shown that mTlanges are to the east of the ophiolite sequence. Faulting is widespread so that in anyone section part of the sequence may be absent. Some of the faulting is difficult to recognise and probably took place during or soon after the sequence accumulated. Other faulting is clearly of Cenozoic age and includes major NNE striking faults, with large horizontal displacement, and approximately east-west striking faults with almost entirely vertical movement. The writer agrees that 'plate tectonics' could provide an acceptable explanation for the origin of the ophiolite sequence but the models so far proposed do not take into account the nature and field relationships of the rock units present. Copper Mineralisation is largely controlled by the younger faults, particularly those striking about north-east, and is largely confined to the western part of the ultramafic rocks particularly where slivers of the volcanics of the adjacent Lee River Group are enclosed. Mineralisation, along NNE striking shear zones, has recently been found in the volcanics some distance from the ultramafic rocks. The chromite mineralization is in the form of primary layering in the basal part of the ultramafic belt although in places it has been concentrated into lenses probably during serpentinisation.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. Because of the work of the pioneers of sampling theory, we know the principles, test work and equations to use to design sampling systems to meet targets for precision and accuracy. However, we do not see such æproperÆ systems deployed everywhere a sample is obtained around mineral processing plants. In many cases, we do not have solutions that satisfy all of the theoretical, economic and practical considerations. There are some well-known problems, such as high-volume streams with wide size distributions combined with a sparse valuable component that is heterogeneously distributed (such as gold ore SAG mill feeds). However, other difficult sampling issues are common, such as streams which vary widely over a day in flow rate and slurry density (many flotation concentrates), and loaded CIP carbon on transfer to elution. Inventory measurement issues abound, especially for leaching operations where daily inventory change is significant for metallurgical accounting. The result is that operators realise that although they issue reports daily, they do not know what is actually going on in their plant on a daily basis with sufficient confidence to quickly diagnose problems or confidently predict the benefits of potential enhancements. The industry needs practical and economic solutions that can be awarded the ætheoretically correct samplerÆ tick in order to better understand and optimise their processes.

A feasibility study will fail its objective if it does not identify and then correctly assess, all the risks which could have a substantial impact on the financial viability of a project. Before this assessment can be undertaken, one needs to understand the risk profile of the entity which is making the decision about the project. Some of the commonly encountered issues when assessing project risk are related to the problem of not being able to see the wood for the trees. In any risk analysis it is important that conservatism does not strangle a viable project; that the variables are internally consistent with each other, that reality checks are carried out and that appropriate expertise is used. Sensitivity analysis forms a part of the overall project risk assessment; however, it can only test those variables which have already been identified in the financial model. The most useful tool in performing a sensitivity analysis is Monte Carlo simulation. When properly used, it provides a more real world scenario than the simple adjustment of key variables by ¦ 10 per cent one at a time. Monte Carlo can provide valuable information about the robustness of a project. Project risk and sensitivity assessment is prone to the analysis paralysis syndrome. The focus should be on quality rather than quantity.

Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

This short paper outlines the authorÆs views regarding the progress we have made as an industry in managing mining assets over the past 500 years. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. There is no doubt that AgricolaÆs views as expressed in De Re Metallica (1556) were visionary. There is also little doubt regarding another issue û that whilst a great deal has been learnt about the management of mines since AgricolaÆs time, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations management, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. The paper concludes with a brief description of the progress and impact of continuous improvement initiatives at Kalgoorlie Consolidated Gold Mines (KCGM). Located in the Kalgoorlie Goldfields, KCGM is currently AustraliaÆs largest gold mine producing over 800 000 ounces of gold per annum. Improvement initiatives at KCGM look set to deliver some $100 million in value over life-of-mine.

It is a very great pleasure indeed to participate in this interesting and important seminar. My two visits to Australia in the past have been extremely pleasant and this one is equally so. My task is to tell you what has been happening in the United States, in these past few years especially, in regard to the management of our air resources and to present in some detail the difficulties we in the copper, lead and zinc smelting industries have been experiencing. The sudden upsurge in interest in air pollution in the United States is a strange phenomenon indeed - strange because we've had air pollution a long time, just as long as there have been large cities using fossil fuels for heating purposes. And the problem has been studied for quite a long time. As early as 1919 studies by the U. S. Bureau of Mines were done in Salt Lake City, where I .live. In the winter of that year extensive measurements were made of airborne particles - dust and smoke. The average concentration of particles found was 870 micrograms per cubic meter of air. A very large number compared to levels we find today. A microgram of course is a very small unit, one twenty-eight millionth of an ounce. A fine human hair two inches long weighs about 100 Micrograms.

THE past few years have seen a considerable expansion of the roasting of blende in Australia. The bulk of this blende is Zinciferous concentrate from Broken Hill and now forms a very considerable source of sulphur for the acid manufacture. It will bereadily conceded that Australian sentiment is in favour of utilising all known potential wealth, especially that won from below ground, as this once disposed of is gone forever. If Australia does not make sulphuric acid from her sulphide ores we may be sure that the purchaser of these ores will do so if in any way possible. It must not be assumed, then, that the difficulties met are mentioned with the idea of undue criticism, but rather to show that, although most of the intial troubles have been overcome, there are still a few to be encountered; and with the hope that comment brought forth will aid in the solution of the problems facing an industry at present little more than in its childhood as far as Australia is concerned.Blende roasting is done in mechanical furnaces of various makes, and mostly without the aid of other fuel than the sulphur in the ore. It will be our aim to touch on the various difficulties in the order in which they occur in the train from furnace to acid plant.

Zinc produced by pyrometallurgical processing techniques suffers the disadvantage of restricted market potential because of its impurity contents, typically lead and cadmium. Market zinc to the Special High Grade (SHG) standard can only be produced by reflux distillation refining, which is costly in terms of energy and equipment, and potentially capacity limiting. Recent published laboratory work suggested that molten salt electrorefining of zinc metal is a potentially much cheaper alternative to the reflux distillation refining. The extrapolation of the laboratory results to an industrial configuration, however, resulted in an estimated power consumption for electrorefining and associated costs offering no advantage over current reflux distillation practice. A review of this estimate now shows that a serious error in calculation was made, and that the energy consumption for the electrorefining of molten zinc would be an order of magnitude lower than that for reflux distillation refining. While this is a promising indication, further research is required before development towards an industrial scale operation is warranted. This would particularly relate to the extent to which adverse electrolyte deterioration may take place and its potential effect on the anode and cathode efficiencies of the process. This paper considers the laboratory investigations required to explore the industrial potential of the molten salt electrorefining of zinc and foreshadows some of the practical problems to be solved in further development.

While there is reasonable agreement on the basic chemistry of the slag fuming process, there has been an on-going debate for nearly 50 years as to the nature of the rate controlling factors in its industrial application. There have been advocates in the technical literature for thermodynamic limitations on the one hand or kinetic limitations on the other. The different viewpoints result in very different predictions as to the technical and commercial potential of the process. A resolution of the debate becomes of importance as pyrometallurgical processes are advocated as a means of extracting environmentally deleterious elements from metallurgical wastes. The present paper reviews the arguments in favour of both equilibrium and kinetic control and puts forward the view that much of the evidence for limitation of the process by kinetic factors under all conditions is unconvincing. It is maintained that the process can approach thermodynamic equilibrium under industrial conditions and that this determines the ultimate limitation on its technical performance. It is acknowledged, however, that kinetic considerations may cause the batch process to fall well short of performance predicted on thermodynamic grounds. The strong process limitation arising from the influence of chemical thermodynamics on the likely outcome of a hypothetical continuous fuming process is contrasted with optimistic forecasts resulting from the extrapolation of process models based only on kinetic considerations.

Braeside Borefield, located 120 km southwest of Mackay, is owned by BHP Mitsui Coal Pty Ltd (BHP Mitsui). The borefield provides water to BHP MitsuiÆs South Walker Creek and Riverside Coal Mines and communities in the northern portion of the Bowen Basin. Braeside Borefield has also provided water for other users in the region, including the Peak Downs, Goonyella and Saraji Coal Mines owned by BHP Billiton Mitsubishi Alliance (BMA). Water is sourced from alluvial sediments at the confluence of Nebo and Denison Creeks, and transferred a distance of almost 100 km to Riverside Mine and other users. Since commissioning in 1983, monitoring and maintenance programs have been key elements in borefield management. The impact of pumping on groundwater resources is monitored at the borefield, upstream and downstream over a distance of about 50 km. Current annual pumping is of the order of 4000 ML, and in excess of 50 000 ML has been pumped since the commencement of borefield operations. Detailed reviews of borefield performance are conducted every two years. BHP Mitsui actively participates in community consultation on groundwater issues arising from operation of the borefield. Declining groundwater levels from prolonged drought conditions have increased community interest in management of the borefield. Rehabilitation of existing production bores and augmentation of the borefield is currently being investigated to more evenly distribute pumping rather than to increase overall capacity.

The economically significant seams in the Bowen Basin fall into four age groups, two in the Lower Permian and two in the Upper Permian. Coal deposition in the Galilee Basin did not commence until late in the Lower Per- mi-an and persisted into the Upper Permian. The Lower Permian and early Upper Permian coalfields of the Reids Dome Beds, the Collinsville Coal Measures and the Fair Hill-German Creek Formation are restricted to the west flank of the Bowen Basin. The uppermost Permian Rangal-Elphinstone-Baralaba Coal Measures have widespread distribution across the northern half and on both flanks of the Basin. Coal Measures in the subsidiary basins at BlairAtho/ and Ca/en were probably deposited at the same time as the Collinsville Coal Measures. The structure of the north west flank of the Bowen and the east flank of the Galilee Basin is essentially simple, but in the remainder of the basin doming and faulting complicate the structure. Also, bordering a large sec- tion of the east flank, is the Dawson Tectonic Zone, where the beds are tightly folded and faulting is intense. Cok- ing of seams is common in the northern sector of the Basin associated with igneous intrusion. With the exception of the Duaringa Basin on the east flank of the Bowen Basin, Tertiary sediments and basalt flows are more common at the western basin margin. Thick deposits of Tertiary sediments also occur in the south of the Galilee Basin. Con- sequently, coal subcrop, especially in the older, more westerly situated, coal measures is often at depths in excess of 100 m. East of this, the depth of weathering can be as shallow as 13 m and most of the coal subcrop is acces- sible to mining by open cut techniques. Coals deposited in the early Upper Permian are commonly more vitrain rich than those above and below. In the Bowen Basin, coal rank decreases from the north west to the south east, that is, from the semi-anthracites associated with the Dawson Tectonic Zone to the sub-bituminous coals of the southern Galilee Basin.
