Mine closure is a legitimate element of the mining cycle and like mine development involves technical planning, permitting, and finally construction. Closure begins with the mine's operational footprint and transforms the site so that it meets the explicit requirements of the owners and regulators. Implicitly, the closure will increasingly need to meet the requirements of other interested parties such as the local community, workforce, and future land users. Golden Cross is the first modern mine closure in New Zealand. It operated for 6 + years as a mid-size gold and silver mine winning ore from both underground and open pit sources, and processing via a carbon in leach circuit including a cyanide recovery stage prior to tailings disposal. The mine is situated in a sensitive high rainfall environment, and is complicated by the existence of a large ancient landslide underlying most of the tailings dam and waste rock embankment. The regulatory process for mine closure in New Zealand is not clearly understood by operators or regulators alike. The Golden Cross mine was permitted under the Mining Act 1971 and closed primarily under the Resource Management Act. This switch of legislation, the parallel reorganisation of many government departments, and change in societal expectations with respect to long term environmental stewardship during the life of the mine resulted in the requirements of closure being significantly different to the expectations at permitting.

BHP is currently undertaking research into plasma are metallurgical processing at the Central Research Laboratories (CRL), Shortland. The use of high intensity plasma arcs for melting and smelting has a number of advantages, including; the ability to control atmosphere and furnace operating conditions, total enclosure, high temperatures, versatility, and low in-process inventory in a compact system. The intensive conditions, achievable in a plasma furnace system, make it particularly useful for the smelting and melting of difficult-to-treat materials, such as ore and metallic fines and refractory ores. Two transferred arc plasma smelting furnaces have been set up at CRL; a 100kg furnace is used for small scale melting and smelting studies and a 1 tonne furnace for pilot scale plasma processing studies and equipment development. Power is supplied by a 1MW GEC thyristor DC power supply. A 220kW DC power supply is available for "off site" pilot process trials and demonstrations, and a 150kW non-transfered are plasma torch is also available for other studies. The facility has been designed to allow maximum flexibility in researching and developing applications in metallurgical processing and transferring developed technology to company operations. The Dampier Port Upgrade was completed in 2007 and is the largest project in Rio Tinto Iron Ore's expansion program. The project doubled Dampier Port's iron ore shipping capacity over a five year period. Sinclair Knight Merz (SKM) was appointed by Rio Tinto as the Engineering, Procurement and Construction Management (EPCM) contractor to manage Phase A and Phase B of the Dampier Port Upgrade. The aim of the project was to increase the Dampier Port capacity from 74 to 140 million tonnes per annum (Mt/a). This increase in shipping capacity tripled the capacity of the Parker Point facility from 34 to 94 Mt/a, whilst the East Intercourse Island facility increased from 40 to 46 Mt/a. The Dampier port remained fully operational throughout construction and achieved record yearly export tonnages over the period of the project. The $US1.4B project was completed ahead of schedule, on budget and with an outstanding safety record. Significantly the project team set an industry benchmark by achieving five million man-hours Lost Time Injury (LTI) free. The project has been recognised by the Engineers Australia 2008 Western Australian Engineering Excellence awards as category winner in resources and the overall winner in WA, and went on to win a National Engineering Excellence award. This paper provides an overview of the EPCM project management and an insight into some of the key drivers that have delivered this outstanding project.

The Rum Jungle mine was operated by Territory Enterprises Pty Ltd who mined uranium on behalf of the Australian Government with operations spanning the period from 1953 to the final closure of the mine in 1971. In addition to the extraction of uranium from the open cut pits, copper, manganese and lead were mined and processed at Rum Jungle. During the latter part of the operation, and after the closure of the mine, environmental studies were carried out which were aimed at determining the causes of the pollution at Rum Jungle and identifying a rehabilitation strategy for the mine site. A study has been made of the geochemistry of the Ronneburg mine district as input to the overall management strategy for the rehabilitation of the mine site. The study drew on the geological data and information store developed over the 40 years of mineral exploration and mining at Ronneburg, and on chemical data from the literature which described the chemical processes of weathering, oxidation, dissolution and precipitation of minerals. The geochemical processes were divided into three groups based on their rate of reaction. Fast processes were assumed to proceed to equilibrium and were modelled using equilibrium chemistry equations; slow processes were assumed to be proceeding at a quasi-steady state rate and were modelled using chemical rate equations; very slow processes were assumed to have no role in describing the geochemistry for rehabilitation purposes.

AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.

Passive systems for the treatment of acid mine drainage (AMD) are typically more economic in the long term than active systems. Various flow charts for treatment selection have been prepared by scientists in the USA, however, they have typically not included a variable important at New Zealand AMD sites on the West Coast: topography and available land area. Very steep topography, dense and often protected vegetation (and animals such as snails), and a high-rainfall climate result in AMD with very high flow rates in locations with very limited space for remediation. Flow charts specific to New Zealand have been prepared which accommodate topography and available land area. Parameters necessary to use the flow charts are iron and aluminium concentrations, pH, ferrous to ferric iron ratio, dissolved oxygen concentration, topography and available land area. Prior to full scale construction, is it recommended that flow rates be quantified, small-scale trials be conducted, and cost, effectiveness, limitations, and risk of failure be reviewed for various options. One full-scale remediation system has been installed in New Zealand based on this methodology and another is planned. The performance of these systems, as well as future systems to be installed, will be used to validate these treatment system flow charts.

The design and installation of a major on-line stores and purchasing system, with built-in maintenance reporting and plant register capabilities, needs more than just close attention to computer design details. When the system must be available almost 24 hours a day to a number of mine stores sites, and is used by a variety of mining staff including engineers and stores clerks, as well as by remote purchasing and office staff, then simplicity of use, availability, fast response times, and other human factors become vital. Critical aspects include easy to use screen design, involving a change from the traditional hierarchical menu system, and fallback and recovery to the last transaction. Business, people and systems objectives need to be established at the preliminary design stage, so that results can be measured and corrective action taken. The amount and type of user involvement and training, at all stages from initial design to systems tuning, has a major effect on people wanting to use the system. Active user participation in systems design, data definition and collection, and use of relevant training material is needed. Project management and design problems can arise in working with database oriented computer staff, and certain design features are found useful in ensuring a responsive, robust overall system.

Anglo Platinum recognised with its expanded operations the need to change its evaluation strategy due to increased sample volumes and the pressure it created at laboratories. The sender/receiver analytical scenarios had to change in order to curb costs and to prevent substantial investments in new sampling and analytical facilities. Given the high cost associated with correct sampling systems and sampling protocols and the shortage of technical resources a strategy of single point sampling and analysis was introduced. The analysis was then done at an ISO17025 accredited laboratory with ten per cent checks, subjected to careful statistical scrutiny. Logistical problems increased with respect to weighbridge congestion, maintaining sampling quality, throughput of samples in the sample preparation areas, manual quality control systems in place, audit trails and analytical capacity throughout all operations. This required the expedited improvement of existing sampling practices and the development of new sampling methods and equipment. Anglo Platinum is classifying and standardising sampling equipment, sample preparation and analytical procedures for all process streams with the view to minimise overall uncertainties. Major investments were made into a customised LIMS and automated equipment for data management, reduction of manual transcription errors and streamlining of sample processing. Anglo Platinum is committed in rolling out the enhancements to all sites as priority dictates.

A blast is designed to completely break competent rock such that it can be economically extracted, and efficiently handled or processed. Efficient breakage of the rock is critical to the success of an operation, and in many operations blast design is optimised to achieve fragmentation, muckpile profiles, and material that is easily excavated. There are inevitably other issues, such as damage to adjacent rock, that should be taken into account when designing a blast to achieve overall optimisation. Some of the key issues with respect to the integrity of the in situ materials adjacent to a blast are identified and briefly discussed in this paper. The potential for damage and the effects of a blast will be strongly influenced by the rock mass properties. This makes it important that site specific conditions and their response to blasting are known. Practical techniques that allow the disturbance adjacent to a blast to be measured with minimum disturbance to operations are described in the paper. Experience shows that, during the blasting process, there is considerable potential to disturb the in situ rock mass adjacent to the blast. In some circumstances a very important objective must be to minimise disturbance outside of the immediate blast area. Measured and observed disturbances caused by blasting to adjacent rock, for various common types of blasting, are discussed in this paper. Blast induced disturbances to the rock mass have been observed in both the near and far fields. These disturbances have the potential to impact on geotechnical design. The geotechnical significance of blast disturbance on a rock mass that is to remain in situ is explored and suggestions with respect to design are given.

Hilton deposit comprises en-echelon silver-lead-zinc orebodies with reserves in excess of 50 million tonnes. The host rock to the ore is a dolomitic and pyritic shale/siltstone which dips steeply west. The shale/siltstone is deeply leached and porous, particularly over the Ore Zone where the depth of leaching continues down to 440 m below surface, and constitutes an extensive permeable aquifer system containing a large volume of saline acidic groundwater. Initial production commenced at Hilton in 1987 well below the aquifer. A dedicated dewatering and monitoring programme is in place to ensure security of stoping operations and allow extraction of ore close to the leached zone in future years. Dewatering is undertaken from controlled bores from underground sites. Mine groundwater discharge is presently at the rate of 4000 kl/day with plans to increase to 8000 kl/day. An additional 2000 kl/day of fill and service water and water from secondary aquifers is also pumped from the mine daily. Although recharge rate to the aquifer is minimal, studies indicate that due to the size of the aquifer and future extensions to mine development, dewatering will be a life of mine activity. The investigations which have been undertaken to determine optimum dewatering techniques and schedules are described. These include production bore tests, mine planning constraints and computer aquifer modelling. Gravity geophysical techniques have been successful in delineating the lateral and vertical disposition of the aquifer. The mine dewatering schedule, whose principal component is underground mine drainage, is also outlined.

Outokumpu has developed a new chloride leach process, called HydroCopper«, to treat copper concentrates. Chalcopyrite is quite refractory in leaching and in sulfate milieu an autoclave of high temperature and pressure is required. However, in the HydroCopper«-process copper sulfides can effectively be leached in atmospheric pressure using strong, aggressive chloride solution and copper (II) ions as oxidant. Copper is precipitated from the purified pregnant leach solution as copper (I) oxide, which is filtered and reduced by hydrogen gas to metallic copper powder, which is melted and cast into copper product. Sodium chloride formed in precipitation is decomposed in a chlor-alkali electrolyser, the products of which are circulated back to the process: sodium hydroxide to copper (I) oxide precipitation, chlorine gas to leaching and hydrogen gas to the reduction of copper (I) oxide. During 2003 - 2004 the performance of the HydroCopper«-process was confirmed in a demonstration plant processing one tonne of copper per day. It has been found to be applicable for different kinds of concentrates and can also tolerate a wide range of impurities. A significant advantage of the process is that gold can be leached as a chloro-complex and recovered with active carbon. HydroCopper« can economically recover copper from concentrates and process to a cast copper product. The best utilisation of the process is in most cases achieved when the plant is situated at the mine site. Higher recoveries are attained by the optimisation of the whole operation chain from the mine and the concentrator to the HydroCopper« plant.

The Trent-Severn Waterway is a 386 km long navigation route through central Ontario between Lake Ontario and Georgian Bay, and is operated by the Parks Canada Agency. Its primary focus is to pass recreational boats through a system of 44 locks. The Big Chute Marine Railway (BCMR) is one site in the system that provides transportation for boats. The BCMR carriage is used to transport boats and their passengers on the inclined railway a distance of 230 m over a natural barrier from one body of water to another, with an elevation difference of 18 m. The unique feature of the haulage system used in this application is the variable angle of the incline from about 20 per cent rise changing to horizontal and followed by 20 per cent decline. In such conditions, unlike as in standard incline haulage, special configuration of hoists and drives is required. On the uphill part of the track, there is a need to have a motoring mode, on the downhill part a regenerating mode and on the horizontal part a combination of motoring and regeneration is required. The original system was built in 1978 and employed four 100 hp dc drive mine hoists to haul the 100 tonne conveyance loaded with 90 tonnes of boats. Due to failures and operational problems with the original system, in 1999 Parks Canada awarded a turnkey contract to ABB for a new, modern system of four single drum hoists. The new system was put into operation in 2000, only six months after receiving the order. The hoists are controlled by digital drives and a digital control system. Due to dramatic changes in the load conditions for individual hoists involved, the new system features many interesting solutions like changing drive modes from speed to torque control and a multiple, regulated braking system. It is a unique hoisting system, which could be also used in mining applications.

THE John Darling Colliery, owned by The Broken Hill Proprietary Company Limited, is situated 12 miles south of Neweastle, NSW and about 1 mile from the ocean. The area of the holding is approximately 10,000 acres, about half of which underlies the Pacific Ocean. The area was proved to be coal bearing by diamond drill boring: this method not only proved the coal to exist, but gave the depths from which could be calculated. It also proved the existence or otherwise of heavy faulting, which is a very important factor in the design of the underground lay-out of a mine. The location of shafts had to be carefuIly studied, and, before final selection, the following salient points had to be considered:Railway communications.Flood waters.Boiler feed water.Surface buildings.Probability of coal washing.Underground haulage arrangements.Lengths of roadways from a ventilating viewpoint.Before the shaft sites were finally selected, an underground design was prepared to determine the direction of the main drives in relation to the boundaries of the holding, and the of the coal seam: the latter, being an important factor in this particular locality, was ascertained by a geological survey of rock outcrops in the neighbourhood. Magnetic separation is routinely used in the processing of titanium minerals, and the efficiency of these operations can be determined by measuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved. This paper describes the development of an inductance-based instrument for measuring very low levels of magnetic susceptibility on-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance. A prototype instrument has been installed in the zircon scavenger circuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction. Using the instrument, the zircon content of this stream can now be accurately determined from the measured magnetic susceptibility, provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. With mining development on hold and other underground works in a slowdown, the development of nuclear wa te repositories takes centre tage on the American rock engineering scene. Three repositorie for commercial spent fuel-in salt, tuff, and basalt-are in the phase of site characterisation and conceptual design, and one pilot project for defense high-level wa te in salt is under construction. A repository design for crystal line rock has recently been postponed.Because of strict quality assurance requirements throughout design and construction, and because of the need to predict and ascertain in advance the satisfactory performance of the underground openings, much intellectual energy has been expended to analyse underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behaviour and improved methods of underground analysis and design. For the shorter term, a formalised ground control plan was developed, the principles of which may be applied to other types of projects.This paper summarises the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

The comminution process indicates that the most energy-efficient comminution system would be one where the particles leave the breakage field as soon as they reach product size. Contrary to the free falling gravitational (vertical) flow in crushers, the grinding millÆs energy efficiency essentially depends on ore characteristics and the discharge rate of broken particles, which in turn depends on how efficiently the discharge pump (grate and pulp lifters) operates. The essential function of a pulp lifter is to transport the broken material and slurry from the discharge grate out of the mill. Hence, the design optimisation of pulp lifters affects not only the energy efficiency and throughput of autogenous grinding/semi-autogenous (AG/SAG) grinding mills, but also contributes other process benefits such as improved wear life and operator-friendly steady and smooth mill operation. Following its introduction in 2006, OutotecÆs patented Turbo Pulp Lifter (TPLÖ) design has been retrofitted at existing sites and also installed in some new ones around the world. This paper will provide operational experience and data on how the TPLÖ design has allowed AG and SAG mills to operate efficiently.

A biological column leach testwork program was undertaken on a chalcocite ore. Three tests were conducted in all, using 65 in x 100 mm columns in three sections. The tests were started with varying acid strengths and inoculated with bacterial solutions from previous column testwork. The leaching of Cu was found to occur in three stages. These stages consisted of direct acid leaching, bacterial oxidation and ferric iron leaching. These leaching stages can most easily he described through the examination of not only Cu dissolution but also Fe dissolution and its subsequent oxidation and precipitation. The p11 of the system was found to he critical in establishing and maintaining the bacterial leaching system. The oxidation potential was seen to he influenced by the leaching system as the oxidation states altered. Test variables such as, 02, COz, and temperature were all found to influence the system. Final copper recoveries were in excess of 90 per cent in each column test over a leach time ranging from 211 to 328 days. Given similar leach conditions are applied, the application of this technology to site is expected to give comparable results.

The issue of flyrock is critical to the operation of all mineral extraction sites that use blasting. This paper takes a risk-based approach to identifying, analysing and managing the flyrock hazard. The basic cause of flyrock generation is a mismatch between the energy available and the work to be done. It should be noted that the energy available depends on the charge confinement. This mismatch can be caused by an abrupt decrease in rock resistance (geological weaknesses), overcharging, inadequate delays between holes and rows, inappropriate blast design and inaccurate drilling. The mismatch can come about from two sides; either too much energy (charge) for a fixed burden (work to be done), or insufficient burden (work to be done) for a fixed charge. The main mechanisms of flyrock generation are rifling, cratering, face bursting and secondary blasting. Each source mechanism has different characteristics in terms of vulnerable locations and each requires different control measures. However, all controls require a high level of quality control and assurance. A range of different approaches for managing flyrock risk and determining blast clearance zone dimensions are presented. A prescriptive consequence-based approach is discussed. A conventional risk matrix based approach is outlined with some innovation regarding controls rating and uncertainty ratings. A published semi-empirical approach is discussed. Two examples of quantitative flyrock risk analysis are presented; one involves bench blasting based on a published paper and the second is a cratering example developed by the author based on consulting projects. Finally, a stochastic approach based on published work is presented which simulates cratering superimposed on face bursting mechanisms. Also, a stochastic analysis undertaken by the author of the cratering example is presented. Effective blast emission management is required for two reasons; firstly to reduce and/or eliminate safety risks and secondly to manage public perception of blasting risks such as flyrock. The conclusion of the current research is that the wild flyrock risk can be estimated using existing techniques. Furthermore, both qualitative and quantitative risk management methods as discussed in this paper can be used for flyrock management for a given blasting situation. A combination of both is considered to be best practice.
