THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

THE progress of mineral industry education will be limited to the period prior to World War II and will be considered as primarily a division of engineering education. Its relation to progress in the mineral industry and to the activities of the American Institute of Mining and Metallurgical Engineers will be emphasized. The history of mineral industry education has been recorded most completely and authoritatively by Dr. T. T. Read in his recent volume in the Seeley W. Mudd Series of American Institute of Mining and Metallurgical Engineers publications, entitled, The Development of Mineral Industry Education in the United States. Therefore, most of the historical details will be omitted from the discussion and an effort will be made to point out significant developments and to analyze trends. INTRODUCTORY STATEMENT AND SIGNIFICANT POINTS IN PROGRESS Among the significant points in the development of mineral industry education in the United States since 1871, the following deserve particular mention: I. The number of institutions offering undergraduate instruction has increased, particularly during the years 1890 to 1925; the number of students enrolled in undergraduate study has increased greatly, largely on account of the development of courses in petroleum engineering and increasing interest in metallurgy. 2. The selection of students to be admitted to undergraduate courses has been improved through the advisement, counseling, and guidance programs sponsored by the Engineers' Council for Professional Development. 3. Improved instruction methods and the training of the teaching staff have been promoted by the educational institutions themselves, but with the most effective stimulus and guidance of the American Society for Engineering Education and the Engineers' Council for Professional Development. 4. The accrediting of undergraduate curricula through the Engineers' Council for Professional Development, considering both qualitative and quantitative criteria, has done much to improve standards of instruction in engineering education for the mineral industry. 5. Undergraduate curricula and courses are revised currently to meet the needs of the American mineral industry. New curricula are developed currently to permit specialization in technical fields, particularly in the fourth year of undergraduate work. 6. There has been a strengthening of the fundamental courses in mathematics, physics, mechanics, and chemistry, and at the same time these courses are being adapted to the most recent developments in the industry, including metallurgy, geophysics, petroleum engineering, petroleum technology, ceramics and so forth. 7. There has been continuing improvement in plant and laboratory facilities of the educational institutions.

The practice of adding moderate quantities of nickel to a variety of bronzes has been employed by foundrymen for many years with several objects in view. In some instances it was desired to harden the alloy; in others it was to increase the fluidity or to improve the solidity of the castings, or to refine their grain. These important matters have been considered in detail by Pilling and Kihlgrenl and by numerous other workers cited by them, and with the exception of the first will not be considered in the present communication. The possibility of reducing the cost of bronze by replacing a portion of the tin with nickel received attention some years ago by Burgess and Woodward12 and, as will be shown later, offers attractive savings in cost under present conditions. The age-hardening characteristics of the nickel bronzes of appropriate compositions have been known for some time and were mentioned by Price, Grant and Phillips3 and discussed by Wise4 in connection with their paper. These matters are further considered in recent patents15 and are becoming of commercial importance in the production of high-strength castings. The equilibrium relations existing in the high-copper region of the copper-nickel-tin system have been carefully studied by Eash and Upthegrove,6 and in somewhat less detail by Veszelka.7 The observa-

Rock mechanics research was carried out in the Anvil Points mine, Rifle, Colo., in the period 1964-1968, with the dual purpose of providing oil shale to the retorts of six major oil companies and to perform research on mining cycle operations to maximize extraction under safe conditions. An 80% extraction ratio within the mining area proved feasible. Test results provided data on optimum pillar and roof design. Studies of mine orientation showed that the mining headings should take into account the prevailing joint patterns and also the directions of the principal in-situ stresses acting in the region.

ANY discussion of State-supported schools of mining and metallurgy needs to be prefaced by a definition, since the first school to offer a mining curriculum, the Pennsylvania. Polytechnic College, was established by a grant from the State. But, so far as can be determined, it received no further State support. It would be tiresome to go into precise details, and it will be enough to stipulate that by State schools are meant those which derive their main financial support from regular appropriations made by a State legislature. The University of Michigan was the first of these to. offer a mineral industry curriculum; its story, as well as those of Wisconsin and Illinois, has been related in the preceding chapter.* Arranging the others in chronological order involves making a decision as to what weight to attach to plans for giving instruction, as contrasted with its effective initiation. This may appropriately be illustrated by the history of mineral industry education in California. CALIFORNIA Among those who came to California in 1849 and the following years were many New Englanders who had a keen interest in education. Some of them, mostly Congregationalists and Presbyterians, sought to establish a school of higher education around San Francisco Bay and eventually succeeded in opening the "Scientific and Classical School at Contra Costa" in Oakland, at Broadway and 5th St., on June 90, 1853. This prospered so well that it was chartered by the State as the College of California" on April, 13, 1855. (Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. GAYLEY INVENT Realizing that this is not the place for detailed argument on an issue of patent law, I shall not undertake to quote and criticise the publications prior to Mr. Gayley's first patents. This work was first undertaken for the U. S. Bureau of Mines, in 1919-20, by C. E. Julihn, superintendent of the station at Minneapolis. Learning of the interest, in this subject, of B. F. Tillson, of the New Jersey Zinc Co., Mr. Julihn and Mr. Foley went to Franklin, N. J., and discussed the matter with him. A conference in Chicago, in November, 1920, was attended by Dr. F. G. Cottrell, who was then Director of the Bureau of Mines, and representatives of the Bureau of Mines and of the hlissouri School of Mines and Metallurgy; at this time a cooperative plan of work was agreed upon by the Bureau of Mines and the Missouri School of Mines. In February, 1921, Mr. 'Tillson arranged a conference on this subject at the time of the annual meeting of the American Institute of Mining and Metallurgical Engineers, at which several technical papers were presented. In a paper, the Breakage and Heat Treatment of Hock Drill Stcels, he suggested a program that might be carried out in connection with the investigation of the problem. At this conference Mr. Manning, former Director of the Bureau of Mines, suggested the formation of an advisory committee to the Bureaus of Mines and of Standards for prosecution of this investigation. On Feb. 20, 1922, a secoud conference in New York, at the time of the annual meeting of the American Institute of mlining and Metallurgical Engineers, was attended by representatives of various technical societies. At this meeting, the report of Nov. 20, 1921, of the Chiefs of Divisions of Metallurgy of the Bureaus of Mines and of Standards, was discussed and it was agreed: 1. That the survey recommended by the two bureaus should be undertaken, which survey would have for its object the ascertaining of the present status of the practice of the heat treatment of drill steels, the extent to which the breakage occurs, etc.; and 2. That a report should be presented, of the findings of those who made the survey, to the Advisory Board to the Bureaus of Mines and of Standards. The Bureau of Standards assigned $4000 to the prosecution 01 a three-months' survey, which was carried out in April, May, and June, 1922, of about sixty mines

THE Premium Price Plan for copper, lead, and represent, the approach of the Office of Price Administration to the urgent of wartime problem of securing increased output of nonferrous metals. Some of the problems encountered in too operation of the Plan and the considerations which led to it?s adopt it will here he reviewed. The Plan provides for extra payment by the Metals Reserve Co., to mine operators who exceed established quotas of production. Producers are thus directly, compensated for the higher costs of working ores that are not commercial at the ceiling price, although the metal obtained from these ores is directed into regular channels of distribution at the established prices for copper, lead, and zinc. Higher-cost metal is thus available to fabricators and to the government agencies at the regular ceiling price and the dual objective of increased production and table pries is achieved.
