THE Federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of Federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal indus-tries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Be-cause of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The development of engineering rock classification systems has received considerable at tent ion during the past few years. The purpose, application and method of assigning an index of rock quality, vary considerably between these systems. Several of them are directed toward the assessment of stability and support potential of an excavation whereas other systems are estimating a particular response of the rock, i.e. blastability or ripability. In the most widely accepted engineering rock classification systems, rock quality is expressed either in terms of meaningful descriptions or by a quantitative evaluation of a geomechanical property or properties. The application of sonic wave parameters in the engineering classification of rock mass and rock material has been the subject of considerable interest amongst investigators. The advantages of utilizing such techniques include minimal sample preparation, capabilities for large scale testing and the ability to perform non- destructive as well as reproducible tests. The purpose of the research presented in this paper was to determine the most appropriate sonic wave parameters for engineering rock classification purposes, to utilize these findings in developing new or modifying existing classification systems and, finally, to apply this information in the prediction and analysis of blasting wave characteristics.

The successful completion, January 10,1901, by Capt. A. F. Lucas, of a well, near Beaumont, Texas, whereby an enormous flow, estimated at '75,000 barrels a day, was obtained, opened a new oil-field in the United States, kindled a frenzy of exploitation and speculation, revolutionized the fuel industry of a large region, and brought gain to thousands of people. Even to-day, it is impossible to cast up the present results or to prognosticate the future influence of this event. It has caused the revival of attention in other localities where oil had been suspected, and exploration for oil throughout the Texas region. It has attracted notice to the mineral resources of the Texas region, and created an interest in the geological conditions of that great State. This State, which has increased in population and wealth, as recorded by every succeeding census, with leaps and bounds such as are exhibited by no other part of the Union, now stands fifth in population and first in productive wealth per capita. Its fields, pastures, forests and mines teem with raw material. The whole economic evolution of the State has gravitated toward a focal point where these products were available for the coming of the kiln, the machine and the factory. The only drawback to the prosperity of the State was the lack of an economic fuel, inferior coal costing an average of $5.00 per ton at the time of the Beaumont discovery. This

Three years ago, at the Philadelphia meeting, in February, 1881, the author had the pleasure of presenting to the Institute a paper on coal-washing machinery.* Since that time many new machines, with important improvements and labor-saving apparatus, have been introduced, the construction and description of which may be of interest to some of the members of the Institute. By referring to the above-mentioned paper, and more especially to Plate IV., representing a vertical section of a coal-washer, it will be noticed that the bottom of the plunger-box B is made level or horizontal, and supports a spring-buffer F for the purpose of limiting the down-stroke of the plunger P and receiving the impacts of the latter. Althongh the construction of the box, in view of these impacts, received from the start the proper attention (the bottom of the chamber 3 being made of three thicknesses of 3-inch planks, resting on 6-inch sqnare columns), yet, through careless working of the machinery, without the necessary water in the box, it proved in several instances not strong enough, and had to be changed. To prevent such interruptions in future, it became necessary to devise some means for relieving the machine from the impacts of the plunger altogether. This has been accomplished by the arrangement shown upon Plate I. of this paper, representing a new waesher; and not only has the difficulty been overcome, but also sorne other advantages have been obtained, as will be seen further on. The compartments +, A' of the separator-box have been set upon heavy cast-iron brackets B, leaving sufficient space below the bottom for the buffer F and the sediment-valve K. By means of the plunger-rod 6 passing through the stuffing-box s to the outside, and provided at its lower end with a shoe a, the impacts of the plunger are now transmitted from the buffer F directly to the foundation. At the same time a better guide for the plunger P in its up and down movement has been obtained. The plunger of the former machine had only the guide I and the yoke Y, whereas the new machine has an additional guide in the stuffing-box s, thus preventing wear and friction of the plunger against the lining of the box. Studies of the possible effect of plant water chemistry on the strength of unfired iron ore pellets apparently have not been reported in the literature. Naturally occurring soluble salts were removed from magnetic concentrate filter cakes obtained from several iron ore concentrators. Laboratory balling tests showed that unfired pellets made from these "clean" filter cakes were 50-100% stronger than the usual unfired pellets containing the salts. The fact that certain chemical additives dissolved in the water used for balling "clean" concentrates decreased the strength of unfired pellets indicates that salts in the plant process water may be responsible for lower strengths. According to chemical analyses of plant process waters at these plants, calcium and magnesium are probably the most detrimental salts in the plant circuits. It is suggested that calcium, magnesium, and other polyvalent cations in the mill process waters ion-exchange for lower-valence cations in the bentonite and thereby destroy the electrostatic-charge bonding in the green pellet. Some practical guidelines are also included for plant balling practices.

As experience was acquired, the surveys were extended to the East, until now they embrace representative localities in all parts of the United States. The object to be attained is to note and record the distribution of water-supply, and to learn, as far as practicable, the laws governing its fluctuations.

THE importance of semikilled steel as a high tonnage grade has long been recognized. The increasing severity of the applications for which semikilled steel is used makes it desirable to obtain further information regarding the features of open hearth practice and ingot structure that can affect steel performance in subsequent rolling and fabricating operations. Accordingly, an investigation is being carried out studying the structure of various types of semikilled steel ingots. This paper reviews some of the observations made and information gathered in this investigation. By definition, semikilled steel may be considered to include all nonrimming steels in which the natural shrinkage occurring during ingot solidification is offset to an appreciable degree by gas formation. Accordingly, this type of steel includes the entire range intermediate between rimmed and fully killed steel. The resultant ingot structures range from those of steels that have been capped to suppress a weak rimming action to those steels that have been killed in the furnace or ladle to the extent that no mold deoxidizer is required. A survey reported to the 1946 AIME Open Hearth Conference' reviewed the practices being used at 28 major plants for the deoxidation of semikilled steel. It was found that most plants divide the deoxidizing additions between the ladle and the mold many of the plants adding only minor amounts of deoxidizer to the bath or none at all. Silicon, aluminum and titanium were the only elements used for ladle and mold deoxidation. Mold deoxidizers were added as capping additions or as uniformly fed additions. Several practices were reported in which the steel was deoxidized in the ladle to the extent that little or no mold deoxidation was needed. No reference was made to grades capped by using special mold designs or special closures over the top of molds. Accordingly, specific examples of this type of practice will not be considered in this paper. It appeared from this survey of deoxidation practice that semikilled steel can be divided into three types, namely, capped semikilled, in which aluminum is added near the end of pour or after shut-off, intermediate semikilled steels, in which aluminum is fed uniformly throughout the pour, and semikilled steels requiring no mold deoxidation. In an attempt to cover the ingot structures obtained by the range of practices reported in the preceding survey, three series of experimental heats were made using increasing amounts of aluminum, silicon and titanium for ladle deoxidizers. The ladle deoxidizers were added as stick aluminum, 50 pct ferrosilicon and 20 pct ferrotitanium (4 pct carbon), respectively. Two methods of studying ingot structures were used. Ingots were removed from production, burned longitudinally and machined to allow observation of the central pipe and coarse blowholes. In his valuable report on Finishing Temperatures and Properties of Rails,l Dr. G. X. Burgess, Chief of the Division of Metallurgy, U. S. Bureau of Standards, has begun a line of investigation which should be continued by those interested in the subject, and who have proper facilities for carrying out the work. For the past year or more the Bethlehem Steel Co. has been conducting experiments to learn the effect of rail finishing temperatures on their physical properties and microstructure and the results are here given for the consideration of those interested in the rail situation. Considerable differences of opinion have been expressed by various authorities, in the past, as to the effect of large or small grain size and high or low finishing temperatures of steel rails on their physical properties and wearing qualities. Low finishing temperatures and, therefore, low shrinkage, have been advocated on the theory that the wearing qualities would be improved. Others have recommended high finishing temperatures. The generally accepted cause for rail failures, due to the development of transverse fissures, is excessive wheel pressure on hard rails. One of the causes advanced for hard rails has been that they contain too high percentages of carbon and manganese; another that the rails were finished at too low a temperature, i.e., at or near the critical point. In the experiments herein described the rails were rolled from reheated blooms. All the rail blooms were charged hot in a reheating furnace and brought up to about the original ingot-rolling temperature before rolling into rails. These rails gave better results in deflection, withstood a greater number of drops before breaking, and showed greater ductility than rails of identically the same composition and section which were rolled direct from the ingot. Rails rolled from reheated blooms, finished at somewhat higher temperatures than when rolled direct from the ingot, have a different microstructure, which the writer does not believe is due so much to the difference in finishing temperatures, as to the difference in

The sign of the surface potential for complex non-reactive ionic solids cannot be predicted solely from consideration of the hydration energy of gaseous ions which constitute the ionic lattice. Accurate analysis of these systems must involve the hydration energy of surface ions, which requires knowledge of the crystal structure, the identification of cleavage planes, and the calculation of binding energies of surface ions. Surface binding energies for ionic solids can be determined if the Surface Madelung Constant is known. A computational technique was developed for the calculation of Madelung Constants for infinite lattices which gives excellent agreement with the values calculated by other more complicated methods reported in the literature. Extension of this technique permits the calculation of Surface Madelung Constants and binding energies of surface ions, [Aus], for semi-infinite solids. The hydration free energy of gaseous ions, [AFh], together with the calculated binding energy of surface ions, [Aus], allows calculation of the hydration energy of surface ions,[AGh], as for the case of the ionic solid, MX: [ ]

Evaluation of Ellenburger reservoirs in West Texas has been an uncertain matker at best because of the lack of cores and suitable core-analysis method. Large amounts of oil arc produced from sections from which sample cuttings are obtained that contain litile porosity and no oil saturation. It has long been realized that the formation in some areas contained numerous fractures and solulion cavities that probably contained the major part of the oil present but the magnitude of the porous system conltaining oil has been unknown. Diamond coring cquipmene, used in the mining industry lor many years, has been developed for oil-field use to obtain high core recovery in fractured dolomite that is not possible with conventional coring equipment. A 36ft section of the core recovered from a fractured Ellenburger reseivoir waS analyzed by a unique but simple method to obtain the first defmite evaluation of one section of the producing formation. The cores and the method of analysis used are described and the results arc discussed in some detail. Discussion The first successful known analyses of cores recovered from the Ellenburger formation in the Permian Basin area were made on cores recovered with the use of diamond core heads. Conventionul coring methods previously used have had lour core recovery and standard methods of analysis have proved to be inadequate for evaluation of those cores that were recovered. Core Descriplion The Ellenburger formation to be dis cussed was cored using diamond core heads and oil-base drilling fluid. Of the total 103 ft cored to a depth of 8893 ft in the Ellenburger, 99 ft or 96 pct was recovered. The dolomite cores were described as gray to white, crystalline to coarscIy crystalline, with chert and calcite inclusions. Occasional shale partings ? to ¼ in. in width were noted. A small amount of green clay was found in some of the coarsely crystalline material. So intergranular porosity was found by inspection in any of the cores. The core urns highly fractured over most of its length with not more than two continuous feet that failed to contain fractures. The fractures Were nearly vertical and varied in width from those harely visible to as much as one millimeter. In 1943, Illinois produced 82,256,000 bbl. of oil, or 5.5 per cent of the total for the United States, and ranked sixth in the nation in oil production. This represents a decline of 23 per cent from 1942, when the total Illinois production was 106,ggo,o~~ bbl. and Illinois ranked fifth. The daily average production for 1943 was approximately 225,000 bbl. There is probably no more interesting group of mineral fuels to be found in any country than that occurring within the limits of the new State of Colorado. The supplies are so abundant, and the occurrence and distribution are so favorable for easy development and transportation to the future manufacturing centres of the State, that they are destined to play a very important part in the material growth and prosperity of the region, the more so because of the rich and varied stores of ores awaiting metallurgical treatment, and the comparative scarcity of timber for fuel. From a purely scientific point, also, these lignitic coals form an interesting and important series. An examination of their geological occurrence and relations opens up new and important questions regarding the comparative value of various kinds of geological evidence, while a study of the character and composition of this class of fuels, which forms a connecting link, as it were, between the lignites and the true bituminous coals, may lead to a more thorough and accurate classification of mineral fuels. The two mining districts of Pachuca and Real del Monte, well known for their antiquity and the extraordinary richness of their veins, are situated, 3 miles apart, only 62 miles north of the City of Mexico—the first being on the western, and the second on the eastern slope of the Pachuca range of mountains which bounds the great valley of Mexico. Close to the celebrated mining region of Pachuca is located the city of the same name, capital of the State of Hidalgo, at 2460 meters above sea-level and 20° 07' 35" North latitude, with 35,000 inhabitants, the majority of whom work in the mines; the remainder being Government employees, merchants, and a small number engaged in less important industries. The city extends along both sides of the canada which carries the waters of the river called "Avenidas de Pachuca," the banks of which are united by four bridges at regular intervals. The attention of the traveler approaching the city is first attracted by the appearance of the mountains, barren of vegetation, bounding the city with rocky cliffs and steep declivities, the grades of which serve as foundations to the irregular and varied groups of houses. Above these are the dumps, and, close by them, the mouths of the shafts, covered with conical tile roofs. The smoke of the chimneys, the noise of the mills and the appearance of some of the constructions reveal at first glance the industrial character of the place. At the left of the entrance to the canada, the mountain of San Cristobal, celebrated for the famous vein of Xacal, one of the richest and earliest exploited in the district, rises 450 meters above the city.

THE purpose of this paper is to make public record of new information in regard to the sustaining power of artificial mine-roof supports (not timber props) the result of investigations recently made in the anthracite coal fields of Pennsylvania. First.-By the "Scranton Mine Cave Commission," appointed to investigate the mining conditions under the City of Scranton. Second.-By the "Pennsylvania Mine Cave Commission," appointed by the Governor to investigate the general subject of mine caves in the anthracite region of Pennsylvania. Third.-By the personal researches and tests made by the author in an effort to secure a better artificial mine-roof or surface support. During the progress of the work of the Scranton Mine Cave Commission, the Engineers for the Commission, Messrs. Conner and. Griffith, being aware of the general lack of exact information in the engineering profession as to the strength of the ordinary artificial mine-roof or surface support, and particularly the stronger kinds, such as mine cogs, rock piers, etc., had tests made at the. Fritz Engineering Laboratory at Lehigh University, to determine the sustaining power under various compressions of the several kinds of artificial mine supports in use in the anthracite region of Pennsylvania. A report of these tests was included in the report of this Commission, which was published as Bulletin No. 25 of the United States Bureau of Mines, Washington. A similar series of tests, more extensive and more elaborately-planned, were subsequently made for the Pennsylvania Mine Cave Commission at the U. S. Government Testing Laboratory at Pittsburgh, Pa. The report of this Commission was made to the Governor, but has not yet been published.

A special meeting of the officers of the Columbia Section was held in Spokane, Wash., Jan. 10, 1918, for the purpose of organizing and nominating members to the principal committees of the Section. Present: J. C. Haas, Vice-chairman; W. H. Linney, Past Chairman; and L. K. Armstrong, Secretary. J. F. McCarthy, Wallace, Idaho, was appointed fifth member of the Executive Committee. The following were appointed to the Membership Committee: R. M. Betts; for Oregon; W. J. Hall, for Idaho; J. M. Porter, for Washington. A member for British Columbia will be appointed later. The following were appointed to the Committee on Papers: Prof. F. A. Thomson, Moscow, Idaho; Prof. L. 0. Howard, Pullman, Wash.; H. S. Lee, Rye Valley, Ore. A fourth member, representing British Columbia, is to be appointed later. The following members were appointed representatives on the Executive Committee of the Spokane Engineering and Technical Association: J. C. Haas, W. H. Linney, F. A. Ross, L. K. Armstrong. The Treasurer reported a deficit, resulting from the participation of the Section at the Northwest Mining Convention in 1916. It was recommended that the Institute be petitioned to make good this deficit, in addition to the usual annual allowance. The members of the committee who were present expressed their desire to be of greater service in the present war, and discussed at some length the possible means of carrying out their desires. It was later decided to reopen the subject at a subsequent meeting of the Section, or to present it to the Executive Committee of the Spokane Engineering and Technical Association for discussion and cooperative action.
