Instantaneous outbursts of coal in underground workings have occurred frequently in various coal fields in Nova Scotia; British Columbia; Canada; South Staffordshire, England; and the states of Washington, Virginia, West Virginia and eastern Kentucky in the United States. Such outbursts in eastern Kentucky have been called "mountain bumps " because they are more likely to occur under mountain cover than elsewhere, but recently they have become generally known as "coal bumps." The eastern Kentucky coal field has been troubled by these outbursts since 1923. Many men have been injured and killed, and the morale of the workmen in the vicinity of such outbursts has been affected to such an extent that mine production has suffered for a considerable period following each outburst. Such phenonlenal occurrence in any coal field naturally has led to discussion as to the cause and means of prevention. In the eastern Kentucky field, local mine officials, workmen, mining engineers, and many others have offered many ideas as to the cause and many methods of prevention have been suggested, and tried without success. Some of the plans were either practically or economically unsound and in general impossible to follow. To enumerate all the suggestions would require a large volume. One cause mentioned was that they might be due to gas under high pressure, as in Lower Silesian mines, and the remedy reeommcnded was to drain the gas by drilling holes into a suspected area. A hole 30 ft. long was drilled into a 60-ft. pillar to allow the gas to drain off, hut the pillar bumped the next day. Realizing the importance of obtaining the best information available on coal bumps, the writer, with the permission of the Harlan County Coal Operators' Assoeiation, invited Mr. George S. Rire, Chief Mining Engineer of the U.S. Bureau of Mines, who had investigated bumps in several countries, to conduct an investigation of coal bumps in this field. On July 15, 16, and 17, 1918, through the good offices of Secretary Stoughton, and the courtesy of War Department officials, Columbia Section was able to secure a series of moving pictures which were presented under the auspices of the Spokane Engineering and Technical Association.. The title was "The Way Out," representing the activities of individuals who had lost an arm, a leg, or both, yet whose apparent misfortunes were made the stepping stones to advancement in various human activities. The exhibitions were given at Natatorium Park in the evening, each of the three performances being attended by 1000 per-sons. Later the films were shipped to Kellogg, Idaho, where they were shown in the principal playhouse one evening to a full house. On July 31, 1918, the Columbia Section participated in the luncheon and other entertainment in honor of Alfred D. Flinn, Secretary of the Engineering Council, who made a trip through the country to meet different classes of engineers, members of the National Societies, for whom he had a message. The entertainment was under the auspices of the Spokane Engineering and Technical Association, Mr. Peter Mogensen presiding. The luncheon was held in the Elizabethan Room, Davenport Hotel, at noon, 35 engineers being present, of whom about one-third were our members.

The partial molar heat of solution of rhodiunz in liquid lin and Rh-Sn alloys has been measured as a function of rhodium concentration at 700" , 725" , 750" , and 775°K. The values at infinite dilution are very exo thermic, ranging from -29,950 to -28,260 cal per g-atom Rh at 700" and 775"K, respectively. At the solubility limit the heat of solution becomes sharply nzore exothermic and has permitted the liquidus boundary to be accurately established at each temperature. From the measurements in the two-phase region of liquid Plus RhSn, the heat of formation of RhSn,has been determined. A large increase in the heat of formation between 725" and 750°K suggests the possibility of a phase transformation in this compound. V ERY few measurements have been made of the heats of solution of transition metals in liquid tin; yet those values that are available are of great interest because of their very large exothermic nature. For example, the heat of solution at infinite dilution of palladium in tin has been measured as about -26,000 cal per g-atom (625" to 800°~),' while the heat of solution at infinite dilution of platinum is even more exothermic at -28,591 cal per g-atom (914°K).' These values are of the same order of magnitude as the heat of formation of many intermetallic compounds and as such clearly indicate that very strong bonding must exist between the solute and tin atoms in the liquid solutions. Rhodium might be expected to display similar solution characteristics in tin in view of its close electronic resemblance to palladium and platinum. Since no thermodynamic data are available for Rh-Sn alloys, rhodium was chosen as an appropriate solute for further investigation of transition-metal systems with highly exothermic heats of solution at infinite dilution. EXPERIMENTAL The heat of solution of rhodium in dilute Rh-Sn liquid solutions was measured as a functlon of rhodium concentration at 700°, 725", 750°, and 775°K. The liquid-metal solution calorimeter used in this work has been fully described elsewhere. At the start of each series of measurements, the solvent bath consisted of about 0.5 g-atoms of 99.9+ pct pure tin. To this was made a number of small rhodium additions, about 0.0005 g-atoms each, and the heat of solution was measured for each. Rhodium of 99.9+ pct purity in powder form was used in order to promote rapid dissolution in the liquid tin. The powder specimens were contained in tin foil stated to be purified (lead-free). This foil was found to have no measurable heat of solution in pure tin so the effect of any impurities could be neglected. The energy equivalent of the calorimeter was experi- mentally determined by dropping tungsten and/or tin specimens at intervals during each series of rhodium drops. The tungsten and tin used were 99.95 and 99.999+ pct pure, respectively. The only heat effect due to a tungsten drop, or a tin drop at low rhodium concentrations in the bath, is the sensible heat of the specimen. The heat content of these materials is well-established and is presented in the compilation of Hultgren et al. 4 As the rhodium concentration in the tin bath increases a small heat effect arises from the reaction: Sn (liquid, T) — & (soln, T) where T is the temperature of the tin bath. Where necessary, this heat of solution of tin was determined by Gibbs-Duhem integration, and corrections were made to the heat effect of the tin calibration specimens and the tin foil containing the rhodium specimens. RESULTS AND DISCUSSION The calculated values of the heat of solution of rhodium in dilute Rh-Sn alloys as a function of composition are shown graphically in Fig. 1. The values have been corrected for the sensible heat of the specimens, initially at 273"K, and apply to the reaction:

Laboratory tests conducted by the author. together with actual field experience in Canada. have indicated the magnitudc of some of the factors affecting ability of drilling mud to clean the hole. A correlation was observed between funnel viscosity and particle slip velocity. A relationship was also observed between the Bingham yield value of the mud and the particle .slip velocity. Laburatury tests indicated little change in slip velocity with funnel viscosities up to ahout 80 sec/qt or to yield values of aboul 15 lb/100 .sq ft. The lip velocity of the partic1e.s. studied vuried from 160 ft/min with water to neerly zero for high mud viscositie. lncreasing the mud density, creating laminar annular mud flow or rotating the drill pipe Mlay also improve the carrying capacity of mud. Field tests indicated that during fast upper-hole drilling, the rate of cutting removal must he sufficien to maintain the concentration of cuttings in the annulus at less than 5 percent by volume to prevernt balled-up drill collars and .stuck drill pipe. INTRODUCTION In the Mid-Continent area, hole cleaning during rotary drilling normally involves the use of low-density drilling muds with funnel viscosities varying from 26 to 80 sec/qt. However, frequently it is necessary to raise the mud viscosity in excess of 200 sec/qt to clean the hole. In addition, field experience has indicated that during very fast upper-hole drilling, annular mud velocities considerably in excess of the maximum slip velocity of the cuttings (normally considered to be 120 to 150 ft/min) are necessary to prevent balling the bit and drill collars. In view of these variations in mud properties and circulation rates necessary to clean the wellbore, a study of factors affecting hole cleaning and the relative magnitude of each was undertaken. The study was also prompted by the knowledge that a drilling mud with properties close to those of water would drill at rates several times that of a viscous mud. The carrying capacity of these near-water muds was not clearly understood, however, and many drillers were reluctant to use them. DISCUSSION EFFECT OF MUD PROPERTIES ON DRILLING RATE The effect of mud properties on drilling rate has been studied by a number of investigators. 1t is clear from their work that mud properties close to those of water will significantly improve drilling rate and bit life. If the water-type mud will also effectively clean the hole and cause no logging or formation impairment problems, the choice of an appropriate drilling fluid is clear—use water. Often, however, a water-type drilling fluid is not capable of effectively cleaning the hole. THEORY OF PARTICLE SETTLING The forces acting on a particle that is allowed to settle through a fluid quickly reach equilibrium, and the particle settles at some constant velocity referred to as the slip velocity. The slip velocity of any particle depends upon a number of factors such as density and viscosity of the fluid, the volume, specific gravity, shape and roughness of the particle, and upon the shape and area of the projected face of the particle at right angles to the direction of relative fluid solid movement. Brown' expressed this relationship for spheres in Newtonian fluids in the following equation. where v, = slip velocity D, — diameter of sphere p, = density of spheye p, = density of liquid /a = friction factor g = constant. The friction factor f, varies as the size, shape, surface roughness and slip velocity of the body, and as the density and viscosity of the fluid varies. WaddelV ound experimentally that where dynamic similarity exists. f, was a function of the particle Reynolds number (NRe) of the sphere (Fig. 1). Fig. 1 shows that f, for spheres varies from over 10 for low NKe numbers to 0.44 for N,,. over 600.

Raymond, New York City: As was announced in the Secretary's note, appended to the pamphlet edition of Dr. Ledoux's paper, I have undertaken to superintend the preparation of the samples required by his plan, and the ollation for publication of the results reported. Promises of cordial co-operation hare been received already from a number of leading assayers;? and it is to he expected that the data thus collected, and the discussion to be based upon them, will shed much light upon the important question raised in this paper. Although a detailed discussion of methods on the present occasion might be deemed premature, I am sure that suggestions on the subject from members engaged in assaying would be timely and valuable as a preliminary to later and more detailed criticism. WHEN Magma Copper Company in 1952 set about finding $100,000,000 to finance the project of developing and equipping the property of its lusty progeny, the San Manuel Copper Corporation, A. J. McNab, president and guiding genius for both companies (and incidentally a mining engineer by profession), determined that he would avoid the mistake frequently made in such circumstances, of underestimating the cost, and thereby running short of funds before the job was completed. The fear that this might happen was one of the reasons why insurance companies, one potent source of "big" money, were reluctant to finance the enterprise. How, they asked themselves, would Magma, a relatively small company, get additional money in such a contingency? Insurance officials' thumbs were turned down. Conditions Imposed by R.F.C. The upshot was the negotiation by Mr. McNab for San Manuel of a contract with the Reconstruction Finance Corporation, dated July 10, 1952, whereby needed monies in amount up to $94,000,000 would be advanced as a loan, bearing 5 per cent interest. Arrangements were made for the separate financing of the new $10,000,000 town, needed for the project, through the Del E. Webb Construction Company of Phoenix, Arizona, and M.O.W. Homes, Incorporated, of Los Angeles. Thus the $94,000,000 drawing account was believed ample to provide for building the railroad, the mine plant, the concentrator, and the smelter, as well as for the underground development of the mine needed to start production. THIS investigation is a part of the United States Bureau of Mines work in conserving the Nation's resources. The isothermal sections presented were developed as a guide to a comprehensive investigation of the properties and fabricating characteristics of copper-base alloys containing manganese and tin. These alloys are being investigated as possible replacements for the commercial bronzes containing substantial quantities of tin. Development of the isothermal sections has, therefore, been limited to the area between 0 to 20 pct Mn and 0 to 25 pct Sn. Since Heusler1 reported the ferromagnetic properties of the Cu-Mn-Sn alloys in 1903, the system has been the subject of several investigations. These studies were largely concerned with correlation of magnetic properties and crystal structure.2-6 Vero,' however, established the solidus surface of the system, between 20 pct Mn and 40 pct Sn, by thermal and microscopic methods. The a, ß, and y solid solutions were also observed by Vero and reported to extend into the interior of the ternary system. For the present study, the annotated diagram of the Cu-Sn system prepared by Raynor' and the Cu-Mn diagram by Dean and coworkers9 were used as the binary borders of the ternary system. Procedure The metals used in this investigation were electrolytic manganese, washed cathode copper, and three-star tin. The manganese, produced at the Boulder City pilot plant of the Bureau of Mines, had a purity of 99.9 pct; the copper contained less than 0.004 pct Bi and 0.001 pct S; the tin contained 0.070 pct Pb, 0.070 pct Sb, 0.050 pct Fe, and 0.065 pct Si. Heats of 1 lb were melted in alundum crucibles with a 3-kw induction furnace. The heats were chill-cast in iron or copper molds to form 6-in. ingots 3/4 in. in diameter. Molds were washed with graphite or zirconia, depending on the manganese content, and preheated to 150°C. The maximum impurity content of any alloy was 0.03 pct Fe, 0.02 pct Si, and 0.02 pct Al; in most cases, they contained less than half this quantity of any of these impurities. Composition of the alloys and their treatment prior to homogenizing are shown in Fig. 1. Designations adjacent to each composition refer to the heat numbers. With a few exceptions, ingots containing 20 pct Sn or less were hot-swaged. These ingots were swaged, after a 24-hr preheat at 650°C, to obtain a total reduction of 70 pct in cross section. Intermittent reheating was necessary, and reductions were limited to either 0.025 or 0.050 in. in diameter per pass. Selection of a 200-hr homogenizing treatment was based on extensive experiments which indicated that virtual equilibrium was reached after 150 hr. Structures were retained by quenching in water. Grain sizes in the specimens homogenized at 350" and 450°C were generally small. These homogenizing treatments were preceded by a 50-hr anneal at 650°C to facilitate phase identification by increasing the grain size in these specimens. The specimens were furnace-cooled from this temperature to the homogenizing temperature, and the heat treatment was continued for the standard 200-hr period. The homogenized samples were bisected to provide an internal section for metallographic examination. Optimum definition of the microstructure was obtained by successive polishing and etching. Quarter-strength ASTM copper reagent No. 13 gave the most satisfactory results.10 Filings from interior sections of the samples were used for diffraction studies. These filings were annealed in evacuated glass tubes at homogenizing temperatures for periods exceeding 50 hr and quenched in water. During this treatment the manganese content was reduced by significant amounts, probably by vaporization. This change in composition was considered in applying the diffraction data, which were used only as a means of identifying phases where the data were consistent with the metallographic evidence. Phase Identification The a solid solution is readily distinguished by the copper-colored, twinned, polyhedral grains, as shown in Fig. 2, and a face-centered cubic X-ray pattern. Tukon indentations, using a 25-g load, indicate a Knoop hardness of 155 for a quenched from 650°C. Using white light developed by a Wratten 78 A filter, the ß grains in etched specimens have a dark brown tint in contrast to the lighter copper-colored grains of the a phase. Knoop hardness values of 284 were obtained for the ß structure in specimens quenched from 650°C. The ß structure was also distinguished from the a phase by its body-centered cubic lattice. PeRhaps of all the scientific economic questions which have been claiming the attention of capitalists, metallurgists, manufacturers, directors of public utilities, and the general public of America, during the last few years, none have been of more importance than the one relating to the wear and safety of steel rails. The discovery of the Bessemer process made possible modern railway development. In that growth, as has generally happened in all progressive movemeuts, all its departments have not remained equally balanced. Iron rails permitted the construction of roadways for the passage of power-driven vehicles. In time the speed and weight of such carriages proved too much for the wearing-qualities of the rails, and the limit of railway capacity seemed to have been reached. Bessemer made his invention, which was soon perfected and developed, especially as related to steel rails, and thereby increased the limit of capacity, and vastly greater railway progress was made pgssible. The Siemens-Martin open-hearth process followed, and was later supplemented by the Thomas-Q-ilchrist basic improvement. For a time the Bessemer steel rails of commerce were more than equal to all that was asked of them, but this did not long continue, as evidenced by the records in our Tansactions. Revolutionary changes occurred in the industrial world, and in no part of it more than in steel-rail manufacture. Great and powerful commercial combinations were made, whose financial resources made possible the supplanting of the then most efficient blast-furnaces, steel-works, and mills, by others of theretofore unimagined capacity. Old traditions and practices of steel-making were wiped away, and, in too many cases, output was apparently the chief aim, with the result that much dissatisfaction with the wear and safety of rails was felt by railway officials, and the general public was concerned as to its safety when traveling. IN making a comparison of mine inspection methods in Europe and the United States, it is necessary to have some basis to start from, which makes this subject rather difficult, as such methods are governed largely by the authority given the inspector by the mining laws. In the United States there are 31 coal producing states and territories and 32 different mining laws under which inspectors operate, as one state-Pennsylvania-has both a bituminous and an anthracite code. Some of these codes are distinctly coal mining codes; others are essentially coal mining but apply also to other mines; several codes are sub-divided referring partly to coal mines and partly to other mines, and a few codes are mainly metal mining but apply in part to coal mining. Having all these different codes in the United States and the departments organized in a variety of different ways, there is of necessity a great difference in inspection methods in this country.

DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

(b) Copper-cobalt. (c) Copper-silicon. (d) Copper-nickel-silicon and its pseudo-binary section Cu-Ni2Si (formula of compound definitely established). (e) Copper-cobalt-silicon and its pseudo-binary section Cu-Co2Si (formula of compound established with some probability but not as definitely as for Ni2Si). (f) Copper-chromium-silicon; formation of a compound definitely established (compare Figs. 1 and 2). The formula of this compound may be either Cr2Si or Cr3Si. (g) Copper-iron-silicon; presence of a phase containing both iron and silicon established in an indirect way only. No definite microconstituents observed. 2. COMPARED with 1939, the year 1940 has seen no material change in the production of anthracite. Many factors seem to indicate a stabilized anthracite production of approximately 50 million tons per year. The present war has stimulated demand in the Cana¬dian and New England markets, which were formerly furnished with a portion of their needs from Great Britain and other European countries. Neither has there been any material change in the "bootleg coal" situation. This problem is more serious in the Southern anthracite field than in the Hazleton, Wilkes-Barre, and Scranton areas. IT is a well-known fact that the results of different analysts, when operating on the same identical sample of steel or iron, are far from concordant, and it not infrequently happens that great annoyance and trouble in the commercial community are occasioned by these discrepancies. Attempts have been made at various times to investigate the causes of such differences and to obtain more reliable methods of analysis. The most important of these was made by the British Association in 1889: The following gentlemen, with Sir W. Roberts-Austen as Chairman, and Professor T. Turner as Secretary, were constituted as a committee to investigate the question, viz.: Sir F. A. Abel, Mr. Edward Riley, Mr. G. J. Snelus, Mr. John Spiller, Professor J. W. Langley, and Professor Tilden. Average .samples of steel were prepared in America under the superintendence of Professor J. W. Langley. The steels, in the form of turnings, were divided and distributed to sub-committees in Great Britain, America, France, Germany, and Sweden. This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

Discussion of the paper of D. W. Brunton, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 33, September, 1909, pp. 837 to 855. WILLIAM' KENT, New York, N. Y.:-The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is au admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly give's the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that. the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation' of the headings of the address, grouped as below, shows this most clearly. DURING the Dark Ages, when metallurgy was practiced by the alchemists, any unusual or disturbing variation in metallurgical operations was ascribed to the, presence, in the metals or ores, of an evil spirit, and it was necessary to exorcise and drive it out "by suitable incantations. In this day of science and of engineering, things still incomprehensibly go wrong in the metallurgist's work shop. The metallurgist is even now not unwilling to lay the blame for many such experiences at the door of something which intellectually- much resembles an evil spirit, "gas in the metal." The presence of gases in his metal, he knows, occasions him many very definite troubles which he can clearly distinguish and diagnose-why may it not be also responsible for those which he cannot so well understand?

LARGEST of the known commercial deposits of pebble phosphate are those found in Polk County, Florida. The phosphate bed, commonly known as the matrix, will consistently average 6 to 9 ft. in depth, and is found under 3 to 60 ft. of over-burden. The phosphate pebbles, white and black in color, varying greatly in grade, are found imbedded in a matrix of sand and clay; and range in size from the fines to pebbles 1 1/2 in. in diameter, although the average coarse size is approximately 1/2 in. in diam¬eter. On some of the washers all material under 14 mesh is lost. High-grade phosphate (75 per cent plus of bone phosphate of lime, CasP2Oa) is generally soft, the pebbles breaking up during the mining operation and in pumping; low-grade phosphate, 67 to 69 B.P.L., is black in color with hard pebbles with no loss encountered in pumping.
