CUBA differs considerably from the other Greater Antilles in many geologic fundamentals. Cuba is geosynclinals; whereas Jamaica, Hispaniola. (Haiti), and Puerto Rico are geoanticlinal. (Scliuchert, Chas., Historical Geology of the Antillian. Caribbean Region, p. 13, 1935.) Rocks of lowermost Cretaceous age exist in large volume in Cuba, where- as they are generally absent in the other islands. Since many of the surface indications of petroleum are intimately associated with lowermost Cretaceous rocks, the Vinales limestone,, this difference is most important. The Vinales limestone in many places in Pillar del Rio and Santa Clara provinces reeks with light tars when broken with a hammer. The late David White and his associates on the U. Maps and Mining Data for the Library. I suggest that the Institute Library can increase its usefulness by systematically soliciting from the engineers and mining companies all published reports and maps, and parts of reports and records, not of a private or confidential nature. If this is done an engineer assigned to report on a well-known property or district may depend on finding at the library a large amount of preliminary data and general information from these official and engineering reports relating to his prospective investigation. In many mining reports a large part of the report is of a general technical and scientific character, and there could be no good objection on the part of either the engineer, or his client to making such information thus of record. I believe there would be a great deal of information furnished by the engineers if they were properly solicited under this plan. I have found on different occasions that much work could be saved by such records now in the Library. The plan would also have the advantage of keeping the Library in closer touch with the active engineers, a feature to be desired. I also have in mind that the Library should undertake to collect all the prospectuses and financial literature which is issued in connection with mining. Of course a great deal of this is unreliable, but even this is valuable for record in the matter of legal and other investigations. I shall be glad to co-operate with you, and do anything I can to develop more in detail the general ideas above noted. IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

TWO technical sessions, an excursion through the Midwest refinery and a smoker, marked the first day of the meeting of the Petroleum Division at Casper, Wyo., on Aug. 28. Ninety-nine members and guests registered and there was an excellent attendance at 'all functions. The -local committee under the general chairmanship of J. C. Lindsay, general manager of the Western Pipe Line Co., had made every possible arrangement for the convenience and comfort of the visiting members and the Program Committee under E. L. Estabrook, vice-chairman of the Petroleum Division, had brought together a most interesting series of technical, papers. The meeting centered mainly on the various features of the Salt Creek field but there were also contributions from the technology of production in California, the Mid-Continent, and the Texas fields. The opening session was called to order by Mr. Estabrook at the Townsend Hotel on Friday morning. The members and visitors were welcomed appropriately by Ex-Governor B. B. Brooks, president of the "Rocky Mountain Oil and Gas Association, who recalled the changes that had taken place as Casper, a frontier cow town, became a thriving oil metropolis. F. Julius Fobs, chairman 'of the Petroleum Division, responded and then took the chair. He introduced H. Foster Bain, Secretary of the Institute, who expressed the regret of those members members who found it impossible to stop over en route to Salt Lake City and his own pleasure at meeting with the Division in the field. Following these introductory ceremonies the technical session began with a "Sketch of the Geological Formations of Central Wyoming," presented by J. G. Bartram of the Midwest staff. It was brief and to the point and contributed greatly to the easy under¬standing of the succeeding papers by those unfamiliar with the region. The talk was illustrated by a large scale columnar section -and a copy of the excellent, geological map of the State recently issued by the U. S. Geological Survey.

Its capital is Pasto, a small city of 25,000 inhabitants; the principal towns are Túquerres, Cumbal, Ypiales, Barbacoas, and Tumaco. The port on the Pacific ocean is Tumaco, and traffic in the interior is carried partly on the Patia river (steam navigation to the fluvial port of Barbacoas), and afterwards overland over poor roads by human bearers or on mule-back.

T. D. Yensen.*—As my information is of a negative nature, I think it belongs under this paper. We are particularly interested in magnetic materials and we would like very much on occasions to make use of powder metallurgy. We have tried repeatedly to use powder metallurgy in preparing our nickel alloys but always. with negative results; that is, we cannot get as good magnetic properties by powder metallurgy as we can by starting with a molten material. We have tried by all possible means to make materials' like 50 per cent iron-nickel alloys by powder metallurgy. The compacts can be regularly lorged and rolled but no matter what we do in the way of annealing, the magnetic properties come out very much poorer than if we start with molten material. F. V. Lenel. †—I want to mention one characteristic of articles made from metal powders which distinguishes them from die castings; that is, their wear resistance. Die castings usually are made from zinc or aluminum alloys and a few copper-zinc alloys; all of them are comparatively soft and not very wear resistant. I know of a number of cases where powder metallurgy rather than the die-casting method was used for producing a certain part because higher wear resistance was needed than could be attained in die castings. A, J. LanghammeR.*—The subject of powder metallurgy is somewhat difficult to discuss, and portray, in the time that his been allotted. Most of you would rightly be bored if we went into details. However, I will cite one incident that possibly will help illustrate some of the potentials. Last summer I was in Washington and met Navy officials for the purpose of studying the possibility of making a certain part by powder metallurgy. The part is highly intricate and I happened to remark that the material cost would be high; that is, the cost on one raw material. Promptly a high-ranking Navy officer said: "Mr. Langhammer, if you must pay x dollars a pound for the raw material, but achieve the desired results, the cost of the finished part would still be low."

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

PART I DENSITY AND ENERGY CHANGES IN COLD-WORKED COPPER IT has long been supposed that when crystalline materials are com-minuted the energy used in the production of increasingly smaller grain sizes is not entirely dissipated as heat but that a certain portion is "stored" as a part of the internal energy of the material. This portion usually has been called the "surface energy" of the particles. The practical interest of the Bureau of Mines in this subject in connection with the energy requirements of crushing processes has led' to the author's attempt to measure the "stored" energy in finely divided calcite by heat-of-solution methods1. The experiments on calcite showed that "storage" of energy could not be proved for this material, because fine grinding caused a lack of chem-ical homogeneity evidenced by loss of carbon dioxide and subsequent adsorption of water on the surfaces of the calcite particles. When thermochemical correction was made for composition changes the cor-rected heat of solution was less for fine material than for coarse. Con-tinuation of the experimental work into the problem of comparing work and heat in the deformation of metallic crystals, where the calorimetric difficulties were less, showed, however, that in the case of copper and aluminum a real discrepancy between work and heat could be shown. Successful mine exploration requires sound planning and modern exploration techniques, but it also requires perseverance and the right timing. The La Caridad mineral area has been known for over 70 years, but as with many mines, it was not "discovered" until viewed under new economic conditions and exploration philosophies. Present exploration of the La Caridad area began in 1964 and was carried out under a joint Mexican Government-United Nations Project. Detailed exploration was begun by Asarco Mexicana S.A. in late 1968. The geology of the La Caridad deposits conforms, generally, to the "porphyry copper" deposits of Arizona. However, breccias and pegmatites play a very important part in the emplacement of mineralization.

THE, prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 1920 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. The purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. INDEX NUMBERS OF OIL PRICES The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and .is widely accepted .as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals.

In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. THE accompanying chart was devised to provide a rapid and simple method of correcting for temperature and compressibility (deviation from Boyle's law) of gas under relatively high pressures and temperatures, such as are encountered in many deep reservoirs. The chart was prepared by interpolating for the desired values in the experimental data of Burke and Keyes1 and Kvalnes and Gaddy2 on the compressibility of methane, after adjusting their results from 0°C. to 60°F. and combining the correction factors for compressibility and temperature into a single multiplier, which, applied to the product of pressure and reservoir volume, gives at once the volume at one atmosphere (14.7 lb. per sq. in. abs.) and 60°F. The relationship 0f this multiplier to the compressibility factor Z, as used in most discussions, is simply: [Multiplier = 460° + 60°ZT –] where Z is the compressibility factor and T the absolute temperature (Rankine). Fahrenheit temperatures are shown on the vertical axis and pressures in pounds per square inch absolute on the horizontal axis. Correction factors or multipliers at intervals of 0.05 from 0.55 to 1.40 have been plotted on the chart and are calculated t0 give volume of gas at one atmosphere pressure (14.7 lb.) and 60°F. The operation is as follows: The reservoir volume, times the number of atmospheres pressure, times the multiplier, gives the volume of gas measured at one atmosphere (14.7 lb. per sq. in.) and 60°F. For example, a reservoir is estimated to have a volume of 10,000,000 cu. ft., bottom-hole pressure is 2940 lb. per sq. in. and temperature is 184°F To make the correction for methane, follow the 184° line horizontally to the 2940-lb. pressure line. The intersection lies between the 0.85 and 0.90 correction lines, and by interpolation we may estimate the multiplier at 0.863. The computation is simply: [ ] Using the chart for methane prepared by Prof. G. G. Brown3 and his associates, the multiplier is found to be 0.867. Two massive sulfide zinc-copper ore bodies are in quartz-sericite schist (probably formed by regional metamorphism of sediments) and andesite of the Precambrian Yavapai Series, on opposite sides of a large rhyolite mass. The Copper Queen ore body is conformable with bedding of its schist host rock, but the Old Dick ore body probably crosscuts the strata. A lens of low-grade mineralization in chlorite schist, associated with the Old Dick ore body, crosscuts through 150 feet of strata. The ore bodies are almost entirely enclosed by premineral faults with less than 150 feet of displacement. The minerals of the ores are pyrite, sphalerite, and chalcopyrite, with minor arsenopyrite and galena and small amounts of intimately associated chlorite, sericite, and calcite. Old Dick sphalerite-chalcopyrite intergrowths have mutual boundaries, and sphalerite grains contain abundant exsolved chalcopyrite. Copper Queen sphalerite-chalcopyrite intergrowths have extremely ragged boundaries, the sphalerite contains no exsolved chalcopyrite, and the ore overall has a schistose texture. The pre-mineral fault on the hanging wall of the Copper Queen ore body has had 100 feet of post-mineral displacement. Wall rocks of the Old Dick ore body locally have been sericitized. Andesite and quartz-sericite schists for at least several hundred feet around both ore bodies have been chloritized erratically and contain traces of copper.

Y.-I should like to ask Mr. Neale how the members of the production committees at the individual mines, who came from the mine workers themselves, were chosen or appointed; also from what classes of employees they usually came? J. B. NEALE.-In the union fields, they were chosen by a local. In the non-union fields, they were chosen either by the men in mass meeting or by the company officials. The last way was very unsatisfactory because it gave the men an opportunity to say that they were going to be passed upon as to whether they were slackers or not, by men chosen by the company. When they were chosen by the locals or at mass meetings of the workers, the appointments have been very much more satisfactory. R. D. HALL, ? New York, N. Y.-The matter of inefficiency on the part of the operator is one that I think we may well take into account, because there is a very large inefficiency on the part of the coal operator; it has arisen from reasons almost beyond his control and will continue for these same reasons. It is no use arguing a moral responsibility on the part of the operator, when you make efficiency very largely a loss to the operator who puts it in force. If you ask a man working on a clay wage to work with more efficiency. he says, "Well, I may do it or I may not," it all depends how he feels, but he does not lose anything financially by not working hard. If you ask the man who is working by the ton to put out more tons, he makes a profit by putting out more tons. How is it with the operator? If he gives a man all the cars he needs and all the power he needs, if he runs after his working men and waits on them, he does not get his coal out any cheaper than before.. He gives the man a better chance and there is more efficiency, but at the same time he has increased his expenses all along the line. At the end of the year he finds that his profits have been less than if he had had less efficiency. The efficiency is really against him in many ways. Because he gets a larger tonnage, he reduces the overhead to a certain extent; but hiss tonnage may not be any greater because he may work fewer days. As Mr. Taylor remarked some tine ago, supposing he puts in a machine that is very much more effective than any he had before, he has the same scale; the miner gets out more coal, but he himself does not get any benefit out of it because he has a scale fixed, so much per ton.

A matter of much concern at present to the coal-mining industry of Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (1) production, supply and sale of coal; (11) the reorganization of the coal-mining industry; (111) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them. Part I.—Production, Supply and Sale of Coal Under Part I of the Coal Mines Act, 1930, provision is made for central and district schemes to regulate the production, supply and sale of coal by the fixation of standard tonnage, quota and minimum prices. By Nov. 1, 1930, all the district schemes came into force with the exception of that for Scotland, where the majority of the coal-owners did not see their way to accept the amendments to their draft scheme demanded by the Mines Department. A compulsory scheme for Scotland was thereupon prepared by the Mines Department and put into force on Nov. 24, 1930. It is administered by the coal-owners of the district. The essence of the schemes is the allocation of tonnage for each district by a Central Council, and the allocation of quota for each pit in a district by an Executive Board for that district. Up to Dec. 31, 1930, the various bodies of coal-owners engaged in administering the schemes were employed in work preliminary to their full operation. Standard tonnages had to be determined and coals had to be classified. In consequence, it was not found possible to put the regulation of output into force until Jan. 1, 1931. The determination of minimum prices proved to be an even longer process, and only in a few districts were minimum price schedules operative during the first quarter of this year. The working of the schemes during the March quarter, 1931, has been reviewed in an official publication by the Mines Department,' which can be summarized as follows:

* Kennecott Copper Corp. gets Charles R. Cox as president on Jan. 1. Mr. Cox is resigning his position as president of Carnegie-Illinois to take the new post with Kennecott, left vacant by the death of Mr. Stannard in September. •The ECA signed a contract in December to advance X3,600,000 to Newmont Mining Corp. to aid development of lead and zinc mines in French Morocco. The funds are to be repaid in lead and zinc for the United States' stockpile over a period of seven years. The mines are owned by the Societe des Mines de Zellidja, with which organization Newmont is associated. • Under the direction of John M. Brooks, Jr., general manager, the Matahambra mine in Cuba, will probably produce sufficient tonnage to make 4 million lb of copper per month during 1950. The grade is presently running between 7 and 10 pet. •S. H. Ash reports that the fatality rate per million-man-hr for the anthracite industry for 1949, through November, is 0.78. This is 15 pct better than that achieved during 1948, which was the lowest fatal injury rate in coal mining history. The first full year on record without a major disaster was recorded in 1949 (p. 34). •The Atomic Energy Commission has authorized the production of 200 lb of uranium metal for use under AEC license in non-Commission research projects. •A national survey of projected 1950 purchases of new machine tools, machine tool accessories, materials handling equipment, etc., just completed by the American Society of Tool Engineers reveals that, of the companies reporting, 80 pct state that they plan to buy either more equipment or the same amount as in 1948. • Armour Research Foundation is conducting investigations for the use of clay and shale deposits to make lightweight aggregates. The material is heated until it expands and forms material suitable for mixing with cement which it is hoped will be lighter, stronger, have better insulating qualities and will lower the cost of concrete. •In the first six months of 1949 the bituminous coal miners' average hourly earnings were $1.94 -as compared with X1.392_ national average for all manufacturing. Average annual earnings of full-time employees in the bituminous coal mines in 1948 were $3387 as compared with $2809 for all industry. •LaSalle Business Bulletin reports: "year ends on a rising trend in industry and trade ... nearly record-breaking demand from almost all sources keeps business high... most indicators but little below postwar peak... forces keeping activity high arestill powerful--changes in general business conditions likely to be slow and moderate." •Office of Internal Trade of the Commerce Department requests that technical data significant to the national security which is to be sent outside of the United States be submitted to it for an official opinion on the desirability of transmitting such information. This voluntary compliance program is part of our national security control. • Blast furnace slag reduced to 12 to 16 mesh is being used for sanding track at the Mont Coal mines of Armco. The slag replaces silica sand which caused silicosis. It has proved so effective and cheap that tests are being made to use the slag for rock dusting.

A SIDE from the technical sessions held as noted elsewhere, the chairman of the various sub-committees of the Mining Methods Committee, together with a few other specialists, were invited to a conference with President Bradley, which was held on Wednesday afternoon, Feb. 20. The general plan of a comprehensive series of comparable papers descriptive of mining practice in various parts of the country, launched by this committee some seven years ago having been adopted by the U. S. Bureau of Mines, the feeling was general that the Committee could safely 1eave.that part of its work in these capable hands and turn its attention to other matters. The plans of the Bureau were presented as below by Charles William Wright of the Bureau.
