An official of one of the prominent iron companies of the South recently made the following statement during a discussion of the present conditions of the Southern iron business: " The trouble with us in the South has been that we have been satisfied to buy iron and coal lands, build blast-furnaces, and make pig-iron. We stopped at pig-iron, and as a result we are all poor. The South needs diversified industries, and needs to work up its raw products into articles the Southern market can use. If we had realized this sooner, some of us might now be rich." The South is awakening to this view, and in the Birmingham district alone one basic steel-mill is already in operation, and in a year's time another and much larger one will be turning out rails and shapes, with rod- and wire-mills in prospect. It is to chronicle another metallurgical step forward in the same district that I have prepared the following description of the new by-product retort coke-oven plant recently put in opera-

THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.

Results are presented of a study on the combined influences of ingot dendrite am spacing and thermo-mechanical treatments on the fracture behavior and mechanical properties of high purity 7075 aluminum alloy. The most important single variable influencing mechanical properties was found to be undissolved alloy second Phase (microsegregation inherited from the original ingot). Ultimate and yield strengths were found to increase linearly with decreasing amount of alloy second phase while ductility increased markedly. At low amounts of second phase, transverse properties were approximately equal to longitudinal properties. In tensile testing, microcracks and holes were invariably found to originate in or around second phase particles. Fracture occurred both by propagation of cracks and coalescence of holes, depending on the distribution and amount of second phase. IN most commercial wrought alloys, second phase particles are present that are inherited from the original cast ingot. These include, for example, non-equilibrium alloy second phases such as CuAl2 and impurity second phases such as FeA13 and Cr2A1, in aluminum alloys. A previous paper1 has dealt with the morphology of these second phases in cast and wrought aluminum 7075 alloy, and with their behavior during various thermomechanical treatments. In this paper we discuss the influence of the particles on mechanical properties and fracture behavior of the alloy. Previous experimental work indicating a direct and major effect of second phase particles on mechanical properties (especially on ductility) includes the work of Edelson and Baldwin on pure copper.' Also relevant are the many studies demonstrating the important effect of nonmetallic inclusions on the fracture of. steel.3'4 Work on aluminum includes that of Antes, Lipson, and Rosenthal5 who showed that a dramatic improvement in ductility of wrought aluminum alloys of the 7000 series is achieved by eliminating second phases. It now seems well established that included second phases play a dominant role in controlling ductility (as measured, for example, by reduction in area in a tensile test) of a variety of materials. There is, therefore, considerable current interest in the mechanisms by which second phase particles affect ductile fracture. Experiments done by various workers have shown that second phase particles or discontinuities in the microstructure are potential sites for nuclea-tion of microcracks and of holes,6-l3 which then grow and cause premature fracture and the loss of ductility. Theoretical attempts have been made to explain the observed phenomena; most are able to explain observations qualitatively, but lack quantitative agreement. Much experimental work needs to be done to aid extension of theoretical models. A recent review article by Rosenfield summarizes work in this general area.14 PROCEDURE Material used in the previously described study on solution kinetics of cast and wrought 7075 alloy1 was also used in this study. Procedures for ingot casting, solution treating, and working were described in detail in that paper. Test bars were obtained for material of 76 initial dendrite arm spacing (11/2 in. from the ingot base) and 95 µ initial dendrite arm spacing (51/2 in. from the ingot base) for the following thermomechanical treatments (solution temperature 860°F; reduction by cold rolling). a) Solution treated 12 hr, reduced 2/1, 4/1, and 16/1. b) Solution treated 12 hr, reduced 16/1, solution treated approximately 5 hr after reduction. c) Same as a) except solution treated 24 hr prior to reduction. d) Same as b) except solution treated 24 hr prior to reduction. e) Same as d) except solution treated 20 hr after reduction. Test bars were taken both longitudinally and transverse to the rolling direction. Transverse properties are in the long transverse direction; since the final product was sheet (0.030 in. thick), properties in the short transverse direction could not be obtained. Test bars were flat specimens, of gage cross section1/-| in. by 0.030 in. and 1/2 in. gage length. After machining the test bars, they were given an additional 1/2 hr solution treatment of 860°F and aged 24 hr at 250°F. Three bars were tested for each location and thermomechanical treatment, after rejection of mechanically flawed bars. The average results of these three bars are reported. Elongation was measured using a $ in. extensometer and reduction in area was determined using a profilometer to measure the area after fracture. INFLUENCE OF THERMOMECHANICAL TREATMENTS AND SECOND PHASE ON MECHANICAL PROPERTIES Results of mechanical testing are presented in Figs. 1 to 4 and in tabular form in the Appendix. A general conclusion from results obtained is that details of the thermomechanical treatments studied were important only insofar as they influenced the amount of residual second phase. D EC. 20-The spirit of Christmas and good will toward men has managed a few brief appearances on the front pages, welcome relief from man's usual ill-will toward man. A couple politicos did their best to brighten the scene by well-publicized romances. There was a general exodus to Florida to patch up nervous systems, and even the UNO quieted down as Mr. Vyshinsky departed for home via Eastern Germany. Before going he opened up a preliminary bombardment for the worldwide "communist peace offensive," and it is now the duty of the 600 million (according to the Cominform) ideological converts to press home the attack. In Washington, Mr. Lilienthal resigned as Chairman of the Atomic Energy Commission and demonstrated again the difficulty of government to retain the services of capable men. The President has yet to appoint another victim- possibly someone nicely noncontroversial and timid. So might the critics be appeased, but it would bode ill for the rapid exploitation of peaceful uses of atomic energy, the relaxation of excessive secrecy, wider sharing of developmental work with friendly nations and possible revision of the Acheson-Lilienthal proposals for inter- national control of the atomic bomb.

The development of an open pit slope monitoring system, from equipment selection and justification to complete computer data storage and analysts, Is described. Methods of overcoming the Limitations of the electronic transit/distance measuring device and survey system selected are discussed. Results of the monitoring program showed that blasting was a major cause of Instability, and, after much experimentation, suitable blast patterns for mine production and pit wall integrity were designed. The experiences gained with double benching 'and wall cleanup procedures are discussed . The monitoring program also indicated that water was a contributor to instability, and methods of dealing with water In a rock with a low storage coefficient and transmissibility are described. Because of the danger of falling rock, photogrammetric methods are used for joint mapping and analysis, this work being contracted out. Joint strengths are measured on-site using a portable shear tester. Finally, a discussion of a complex failure is given.

A PAPER recently presented before the Anthracite Section of the A. I. M. E. by S. J. Phil- lips, Mine Inspector, Fifth Anthracite District, Department of Mines of Pennsylvania, covering the water hazards in the anthracite coal mines of the Lackawanna River Valley, was especially timely because the conditions there are duplicated to a large extent in the Wyoming Valley, which is traversed by the Susquehanna River with its many large tributary streams. Also, in the southern anthracite field, where there are a number of large creeks, similar pumping problems and mine water hazards will in time be presented if mining is continued to its conclusion.

AFTER all the chronology that has been given, what is the present status of chromium steels? For the purpose of this discussion the different types of chromium steels can be divided into three classifications-those containing relatively low , percentages of chromium, say 5 per cent or less; the medium-chromium steels containing up to about 18 or 19 per cent chromium; and the steels containing still higher percentages of chromium, and some of the special alloys. Chromium has some unique effects in steel, so it is well to make a few generalizations. The affinity of chromium for carbon is great and the metal is unique in the manger in which it supplements and enhances the effects of carbon. Chromium retards -considerably the thermal transformations on cooling and exerts an opposing influence both on the absorption and precipitation of the carbides in steel. These statements make it easy to understand the fact that chromium .steels are capable of producing a hardened product at a much slower rate of cooling than is, true of plain carbon steel, and that chromium carbide or -the mixed carbides of iron and chromium do not contribute to brittleness to as great a degree as does iron carbide.

Subzero temperatures of the Arctic pose some critical engineering problems for the developer and operator of open pit mines. Undoubtedly, the single most troublesome manifestation of this climate is permafrost. Underlying about 20% of the world's land area and 85% of the state of Alaska, permafrost has not only made its impact on building construction and mine excavation, but has created a legitimate threat to the delicate balance of nature existing within the Arctic environment. The recognition of permafrost areas by geomorphology and an understanding of its other complex developmental factors are the basis for two major concepts in building construction. The active method involves the eventual thawing of the complete permafrost section and is only useful in shallow areas. However, in some areas of coarse, well-drained material, vegetation may be stripped well ahead of construction and shallow permafrost allowed to method, leaves the perenially frozen ground undisturbed and is to be preferred. In selecting construction sites aerial photos may clearly reveal typical permafrost features.

INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications-those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicating and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement CO. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible.

Designing a tailing dam is a major step toward fully integrated mill operation. In the case of large concentrators considerable planning is necessary, and the site of the tailing disposal area may very well dictate the location of the concentrator itself. Before a suitable location can be selected several pertinent factors should be investigated: estimated life expectancy of the mine and, if possible, approximate total tonnage; knowledge of daily mill capacity; and the possibility of future mill expansion. In addition, the area should be able to store tailing for many years and, from a cost and maintenance stand- point, gravity flow will probably be desired.

A high-temperature electromagnetic stirrer is described in which heating and stirring are accomplished by independently controlled power sources. The appavatus is suitable lor use at temperatures up to 1700°C in a variety of ambient atmospheres. Some typical examples of the homogenizatimz capabilities of the system are given. THERE are few processes in solidification that are not markedly affected by motion in the melt during freezing. In many instances, the mechanisms are diffusion-controlled, and the transport in the melt may be greatly accelerated by deliberately stirring the melt. In zone-refining, stirring1 assists the removal of rejected impurities from the interface, so the process proceeds at a faster rate. The transition from a planar to a cellular interface is caused by constitutional undercooling in the melt ahead of the interface: and stirring delays its onset. Stirring is valuable for homogenization of melts: and chemical reaction with sluggish kinetics may be accelerated. Finally, it has been observed that grain refinement is related to motion in the melt. Fine grain castings are usually produced by the addition of catalysts to the -melt,' catalysts which are thought to act simply as hetereogeneous nucleation centers. Even here motion is important. Richards and Rostoker 5 applied ultrasonic vibration to a solidifying A1-Cu alloy which had been innoculated with a catalyst and found that the grain diameter fell linearly with the amplitude, the peak acceleration and the power input to the melt from the transducer. Finally, mechanical and electrical stirring alone have been used to generate a fine-grained structure.6,7 Johnston ef a1.' have carried out a series of systematic investigations of grain refinement by electromagnetic stirring in a number of low melting point alloys. They found, for example, that the number of grains per unit volume in Pb-Sn alloys could be increased several orders of magnitude by stirring an undercooled melt at the moment of recalescence. In general, a relation AT .H = constant prevailed for a given grain size, where AT was the undercooling of the melt and H the field strength. In more recent work, deliberate homogeneous nucleation of slightly undercooled melts established that the mechanism of refinement must be one involving crystal fragmentation and subsequent multiplication, rather than a "shower" of nuclei effect.9 It is the purpose of this note to describe a stirring device suitable for use up to 1700°C. At low temperatures mechanical stirring and direct-current methods are feasible, but at high temperatures the problem of a protective atmosphere and of electrode corrosion rules out such procedures. The most convenient method for high temperatures is to use externally generated ac fields for both stirring and heating. With rf induction heating alone, considerable stirring and agitation can be achieved, but in general the penetration of field into the melt is small, and the stirring cannot be controlled independently of the heating. In the present experiments, separate power sources of different frequencies for heating and for stirring were used. A susceptor design was chosen so that the 450 kc rf heating field was completely absorbed in the susceptor. The stirring frequency, 400 cps, hereafter called the af field, was chosen so that a high penetration of the melt proper was achieved. EXPERIMENTAL APPARATUS The apparatus, Fig. 1, consists of a quartz tube and end plates, surrounded by an rf induction coil and six equally spaced af stirring coils, four of which are shown in full and a fifth in section. Each af stirring coil is a transformer of which the secondary is a single-turn water-cooled copper loop and the primary is composed of two 10 amp-117 v Variac cores as shown. These cores are cooled by forced air, as each of the six pairs will carry maximum currents of 15 amp for short periods. Each set of Variac windings are connected in series, but opposite sets are connected in parallel with a three-phase 400 cps 400-v source. By properly phasing the coils in this way, a rotating field is produced. Capacitors C1, C2, and C3 in Fig. 2 are used to match this inductive load to the generator. Fig. 3 shows a cutaway view of the quartz tube. The sample (1 in. diam by 1 in. high) is placed in a tapered alumina crucible. BALL wear in wet grinding mills has been the subject of considerable discussion in the last few years. Its importance to millmen is obvious in view of the fact that ball wear may cost from 2 to 4¢ per ton of ore for the more fortunate operators and many times this cost when a refractory ore must be reduced to a fine state of comminution. Consequently, any factual information that may be obtained on the nature of ball wear may be applied to introduce changes leading to lower ball consumption and therefore also to lower costs. In 1940, while employed with the Britannia Mining and Smelting Co., Britannia Beach, B.C., I had occasion to investigate factors that might affect ball consumption. We performed a number of tests, which will be briefly described. These tests originated as a result of changing from a 3 1/2-in. ball to a 2-in. ball of different type of manufacture and were motivated by the desire to obtain the best possible type of 2-in. ball. Our testing was helped by the fact that the company operated a one-ton electric furnace, so that it was quite easy to make steel changes. It should be emphasized at the beginning that these tests produced results that in their general application to milling should be interpreted qualitatively rather than quantitatively. As will be evident in the description of the method used in testing, the balls were subjected to an intermittent batch grinding treatment, which may have produced results in rate of steel wear that may not have an accurate correlation with steel consumption in full-scale mill operation. However, with this fixed and rather arbitrary method of testing, results were obtained that may be of some interest and may stimulate further work on this subject. Unfortunately, owing to pressure of war work, our tests, which we had intended to repeat on a continuous grinding operation, had to be discontinued. METHOD OF TESTING Tests were made in a small cylindrical mill, rotating at 72 r.p.m. Internal dimensions of the mill were 10 1/2-in. dia. by 9 in. The cylindrical inner surface was lined with rubber and the two ends were formed by steel plates. A charge of 2000 grams dry feed and 2000 c.c. of water was added every 2 hr., the mill being drained of pulp before the addition of each charge, by tilting and sluicing with water. The mill was run on afternoon and night shift for daily periods of about 15 hr. total grinding time, and each test lasted from 60 to 150 hr. This batch method of testing involved a higher average pulp temperature in the mill, which undoubtedly affected comparative results in some of the tests. HARDNESS OF BALL VS. WEAR In these tests, special "eutectoid" steel balls were used, some of which were chill-cast and quenched, some sand-cast and quenched, and some sand-cast and annealed to a dead soft condition. THE territory under particular consideration in this article comprises portions of La Plata and Montezuma Counties, situated in the southwestern corner of Colorado, and around the base of the La Plata Mountains. (See Fig. 1.) In southeastern Utah and northeastern Arizona there are several mountain systems whose origin and structure are practically identical with the La Platas so that ore occurrences found in the latter can be hopefully looked for in the former. With this assumption, there is an area around the laccolithic ranges which offers promise for a successful exploration for gold ores. Ore occurrences of the Silverton, Telluride, Rico, or Ouray Districts will not be discussed, although in these areas the Mesozoic sediments are more or less involved within the ore-bearing complex. These have been intensively studied and developed. The idea is to set forth what my mining experience has been within the largely unaltered . Mesozoic horizon which remains around the extreme bases of the La Plazas. This, until recent years, has been almost entirely neglected by prospectors and operators and, so far as similar territory in Utah and Arizona is concerned, so remains.

(communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. WITH the gradual exhaustion of the upper veins in the anthracite coal-fields, the problem of mining at greater depths acquires increasing importance and demands the consideration of a number of important factors, one of which is the greater earth-pressure and the consequent necessity of stronger support o for the roof. Under the pillar-and-chamber system, almost exclusively followed in the Northern anthracite-field, the highest economy in mining is generally secured by leaving, on first mining, pillars only sufficient to support safely the overlying strata. As to the necessary size of such pillars, the opinions of mining experts are widely divergent. In establishing the width of chambers and pillars, the thickness of vein and its depth below the surface have received little consideration. For. instance, it has been quite usual to work both overlying and underlying veins with the same width of chambers and pillars, when the lower vein was two and one-half times as thick, and twice as fits below the surface, as the upper. In view of the generally-accepted theory that the crushing-strength of coal-pillars of the same base-area becomes less with increased height, it is probable, in this instance at least, that the most economical mining has not been secured. This question of adequate pillar-support is economically less important down to about 800 ft. than at greater depths; and it is with reference to mining at these greater depths that the study of the subject here presented has been prompted. The necessity of leaving larger pillars, involving greater mining-costs per ton and also smaller yields per acre, is one of the troubles of deep working. To mine without leaving adequate pillar-supports will result, sooner or later, in a squeeze. Limited areas, it is true, have been mined at certain widths of

A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. Various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt, or formation of a hydrophilic coating on the surface. The hydrophilic coating may or may not effect the adsorption of collectors. In another mechanism, the depressant may participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature highlight oxidation/reduction effects in the depression of sulfide minerals.

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. Of major importance is the accelerative growth of the productive ability of our economy. Inadequate consideration of its implications is partly responsible for periodic delays in solving our princi-

Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case in point. In the preparation of a regional plan for the massive program of groundwater development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more or less general interest are described herein. The first involves basic development policy, i.e., the question of whether groundwater development should be based on the demand of the economy, or the conservation concept of safe yield. The analysis demonstrated that mining of groundwater is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design. From an analysis of all pertinent factors, a simple nomograph was derived for determining well specifications on site during construction. The nomograph can be modified for use in any alluvial terrain. In the Northern Zone of the Indus Plains —the region known as the Punjab- Pakistan is proceeding with integrated development of water and land resources on a scale never before contemplated. The heart of the development plan is a massive program of groundwater development to supplement canal irrigation supplies and to provide drainage relief to the irrigated lands. By the close of 1966 about 2500 high-capacity wells were in operation and furnishing the water supply and drainage requirements for nearly two million irrigated acres. The development plan calls for the construction of a total of nearly 30,000 wells with an aggregate capacity of 120,000 cfs by 1980. This is part of an integrated program eventually affecting over 20 million acres of irrigated lands. [This development program is administered by the West Pakistan Water and Power Development Authority (WAPDA) for which the firm of Tipton and Kalm-bach, Inc. serves as regional planning consultant for the Northern Zone. The material presented herein is derived from planning studies which have been made in connection with the preparation of a regional development plan for the Northern zone.] Pakistan is proceeding with this large-scale development of land and water resources at a time when she is at the threshold of an almost calamitous population growth. Furthermore, she is attempting this development at a time when most of her usable land is already occupied and her food demands exceed current production. Here in the Northern Zone is one of the largest continuous areas of irrigated land in the world, easily irrigated, with a warm, dry climate and ample potential supplies of surface water and groundwater. Except for an abundance of land and labor, other primary resources are lacking or in very limited supply. The agriculture sector so dominates the economy that only by means of an effective development of the agricultural resources can other sectors grow and contribute to a viable economy. Because of inadequate irrigation, farming here has not effectively participated in the twentieth century revolution in agriculture, and only by means of massive development of potential supplies can Pakistan catch up. Capital for any kind of mass development must come from the outside. But the overriding restraint to development of the land and labor resources is the availability of water. ECONOMICS OF DEVELOPMENT The decision-making process in planning regional development becomes increasingly complex as the various sectors of the economy become more highly developed. Where, as in this case, one sector dominates the economy and its development can be considered the key to development of other sectors, the decision-making process is simplified and it is easier to identify alternatives and to trace the prob-

INTRODUCTION Referring to a ground support system as a 'band-aid' borders on getting cute, but the application of cable slings in U.S. mining is somewhat analogous. Where problems in the roof or rib require additional support, the versatile cable sling is the answer in a variety of conditions. To fully understand how and why cable slings are used today we must briefly review their development history. Much of the thrust over the last five to seven years in ground support fixtures has been the development of hybrid systems. Taking the best of two or more existing roof bolt fixtures and marrying them into a new fixture which exhibits the good characteristics without the bad of the parent systems. Resin point anchored mechanical bolts, continuous threaded rebar bolts, and others have all be- come important fixtures in rock mass stabilization. HYBRID GROUND SUPPORT SYSTEM The cable sling system is also a hybrid, both in its parentage and in its ground support characteristics. See figure 1. THE resolution presented at the Annual Meeting of the A.I.M.E., calling on Congress to provide now for postwar accumulation of mineral stock piles under Government control, expresses, I think, the nearly unanimous view of the mining industry. As a result of the trying experiences of the first World War, Mr. Baruch, in his report of Dec. 24, 1919, to the President, urged that steps be taken at once to ensure adequate supplies of raw materials for future emergency. In the twenty years that followed, the same program was vigorously urged on Congress by many individuals and agencies, public and private, including the Secretaries of War and Navy, many members of Congress, the Bureau of Mines, the Planning Committee for Mineral Policy appointed by President Roosevelt, the A.I.M.E., the Mining and Metallurgical Society, and others.
