Early in September, 1915, he left New Zealand for active service in France. Corporal Sheppard B. Gordy Sheppard B. Gordy, born in Ansonia, Conn., in 1889, graduated from the Sheffield Scientific School in 1910 and with the degree of E. M. in 1912. He entered the employ of the Braden Copper Co. immediately on his graduation and remained with this company four years, working up through the various grades to assistant foreman and foreman to one of the individual mines. The last year he was in its employ, he acted as general mine foreman. He was for a short time with the Chile Exploration Co. and then went with the Andes Exploration Co. (Anaconda) and remained with the latter, doing mine exploration and development work, until he sailed for home in June, 1918, to give a more personal and active service to his country in her need. He declined a tender of induction into an officers' training camp, at the urgent request of Professor McClelland supplemented by Mr. Potter, because they demonstrated to his satisfaction that he could give more valuable service to his country in helping out with the aircraft production. Being within the draft age, in order to carry out this plan, it was necessary for him to be called by his Local Board and sent to camp. This call came Aug. 26. Two weeks before that time he had gone to Dayton, Ohio, to begin the study of aircraft production, and was sent by the Dayton Board to Camp Sherman, Chillicothe, Ohio, where he died of pneumonia on Oct. 9. Lieutenant Thomas Clarence Gorman Thomas C. Gorman, a lieutenant in the Second Tunnelling Company of the Canadian Engineers, was killed in France on Mar. 18, 1918. He was resting in his sleeping hut and was in the act of writing a letter when a bursting shell killed him.

William R. Walker, assistant to the president of the U. S. Steel Corpn., died at St. Luke's Hospital, New York, on Dec. 20, 1922. He was born at LaPort, Ind., Nov. 26, 1857, and his whole career has been closely identified with the iron and steel industry. His first employment was with the North Chicago Rolling Mill Co., Chicago; then he was appointed chemist for the Crown Point Iron Co., at Crown Point, N. Y.; and later he was works superintendent for Spang, Chalfant & Co., of Pittsburgh. He was early associated with Robert Forsyth, the well-known engineer who constructed the South Chicago works of the North Chicago Rolling Mill Company. Prior to 1890, Mr. Walker was works manager for the Union Steel Co., and upon organization of the Illinois Steel Co. he became general manager of its South Chicago works. At the time of the formation of the U. S. Steel Corpn., in 1901, he was appointed assistant to the president, which position he held until the time of his death. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Farrell, "Mr. Wdker was a man of keen mental attainments and possessed an exceptional knowledge of the iron and steel industry, from both the scientific and the practical

During the six months following his graduation he was in Boston, under medical treatment for his cyes; then he took a horseback trip across the Rocky Mountains to the Columbia River and back, and resided in Danville, Va., for a time. From 1860 to 1863, as his eyes permitted, he was a student of modern languages and literature in Cambridge, Mass., part of the time being a resident graduate at Harvard University. Finally, however, he was obliged to abandon the idea of a literary life and from 1864 to 1867 he was engaged in financial business in Boston. The following year, he spent in New York, and then traveled for a year in Europe, Egypt and Asia Minor. In 1871, he returned to New York City. Mr. Holbrook was a member of the New England Historic Gcncalogical Society, the Society of Colonial Wars, and the Sons of the Revolution, was registrar general of the Order of the Founders and Patriots of America from 1915 to 1920, and had been governor of the New York society of that order. He was also a member of the American Fine Arts Society, the Order of the Cincinnati, the American Geographical Society (of which he was a councillor and secretary). and the Geographical Society of America. He joined the American Institute of Mining Engineers in 1878, and served as manager from 1895 to 1897. Mr. Holbrook died on July 26, 1922, from organic heart trouble, at his residence in Center Harbor, N. H. He was married Dec. 27, 1871, in Newark, N. Y., to Viola, daughter of John A, and Elizabeth (Failing)Vowers, who died on Sept. 10, less than six weeks after her husband. His two children, Clark Holbrook of Red Bank, N. J., and Mrs. Julian P. Smith, survive him

In oral discussion at the Columbus midyear meeting, September 26, 1949, these pertinent questions were asked: Was a satisfactory separation of metal and matte obtained? The matte was quite fluid and in most cases the separation was satisfactory. Were the mattes chlorinated after aging? The mattes were stored in sealed glass mason jars, and chlorina-tion experiments made after standing for several weeks gave satisfactory results. Was ferric chloride volatilized? Most of the iron content of the matte was converted to ferric chloride. However, because of the low chlorination temperatures used (150" to 250°C) the major part of the ferric chloride remained with the residue. Undoubtedly, some ferrous chloride was also formed, because of the reducing conditions within the reaction vessel, but no effort was made to separate it from the ferric chloride. Could the reaction be stopped before making metallic iron? No attempt was ever made to stop the reaction before making metallic iron. Generally, 20 to 60 pct of the iron in the charge was obtained as metallic iron which could be readily separated from the matte. In certain cases, metallic iron was dispersed through the matte in the form of globules, which could be removed by magnetic separation. Could other sulphides, i.e., calcium sulphide or sodium sulphide be used in place of iron sulphide? No other sulphides were investigated. It was felt that titanates of calcium and sodium would be formed should these sulphides be used to replace the pyrite. What were the sulphur volatilization losses during matte smelting? In the course of this laboratory investigation, a rather wide variety of variables was introduced from highly oxidizing to reducing conditions and various ratios of pyrite, rutile, and coke. These and other factors all have a definite bearing on the sulphur losses. In general, the higher the sulphur in the charge the higher were the sulphur losses and the percentage of titanium in the matte decreased. With sulphur additions more nearly the theoretical amount, the sulphur losses averaged approximately 10 to 15 pct. With a higher percentage of sulphur on the charges, the losses were in the order of 15 to 30 pct.

THE hardenability of most steels can be predicted within 10 to 15 per cent provided the complete chemical composition is known, including "incidental" elements; and provided the as quenched grain size is known; and provided, finally, that the composition and heating temperatures for hardening are such as to result in austenite free from carbide particles. In method proposed herein, the steel is considered as having a base hardenability due to its carbon content alone (the hardenability of a "pure steel" of the given carbon content, without any other elements), and this base hardenability is multiplied by a multiplying factor for each chemical element present. After multiplying all these together, the final product is the hardenability. Grain size may be taken into account either in the base hardenability or after the multiplication. Hardenability is stated in terms of "ideal critical diameter"; namely, the diameter of bar, in inches, that will just harden all the way through (absence of unhardened core) in an "ideal" quench, and the calculation may also be related to the Jominy test. The data bring out certain features rather clearly. For example: I. It is quite useless to attempt to predict hardenability unless all elements, including "incidentals," are known; thus an "incidental" chromium content of o.-2o per cent increases the hardenability by about 50 per cent. 2. The relative effectiveness of different alloys is sometimes unexpected; thus molybdenum when calculated in this way appears to be of the same order of effectiveness as manganese, rather than much more powerful as would appear to be common experience; observe that an increase from no manganese to 0.20 per cent Mn provides a multiplying factor of 1.67, and an increase from no molybdenum to 0.2o per cent Mo provides a factor of 1.63, an increase of over 6o per cent in each case. However, if to a steel containing 0.50 per cent Mn there is added "20 points of manganese," the factor is raised from 2.65 (for 0.50 per cent Mn) to 3.35 (for 0.70 per cent Mn), or an increase of only 26 per cent. Thus the first small addition of an element has a much more powerful percentage effect than an equal further addition when some is already present, and in most cases the effect of molybdenum is considered in relation to a steel in which molybdenum is absent. 3. If two elements are equally effective, a greater harden ability will be obtained by using, for example, o.5 per cent of each than by using 1.0 per cent of either of them alone. 4. A knowledge of the as-quenched grain size is essential for precise work, since a difference of only one grain size number (say No. 7 instead of No. 6) makes a difference of almost 10 per cent in hardenability (in these units); this, however, does not apply to certain steels of high hardenability. It should be emphasized that in chromium steels (over 0.30 per cent Cr) and chrome-molybdenum and chrome-vanadium steels, undissolved carbides are likely to be present in the steel as quenched, and that in such cases the charts can indicate only a maximum possible hardenability, whereas the extent of hardening actually obtained may be much less. Thus tests on a number of chrome-molybdenum steels have indicated a degree of hardening amounting to only 50 to 65 per cent of the maximum possible, and in chromium steels from full hardening (100 per cent) down to as low as 70 per cent. On the other hand, when the amount of such elements is small (Cr under 0.30 per cent, Mo up to 0.25 per cent in the absence of Cr, and V up to 0.04 per cent), the charts provide reasonable approximations. The precise figures on the charts are suggested as tentative, subject to some modification as more data accumulate, but the fundamental concept appears to be supported by tests made on a wide variety of steels, a few of the correlations being shown in Fig. I.

A map of the plant, showing the numerous departments and illustrating the details of tracks, pipe-lines, and charging-stations for compressed-air locomotives, is given in Fig. 1.

The purpose of this investigation was to further study some of the factors affecting the air oxidation of sulfide minerals. Data obtained from laboratory studies on the effect of temperature, concentration of iron salts, pH, and other catalysts on the biological and nonbiological oxidation of sulfide minerals are presented. The oxidation of copper sulfide minerals and subsequent leaching of the soluble copper has long been a profitable operation. The chief oxidizing agent is oxygen from the air. This reaction is influenced by a number of different factors such as temperature, light, hydrogen ion concentration, oxidizing agents, and various catalysts. Sullivan1 found that copper sulfide minerals are slowly oxidized by the air and that dilute sulfuric acid and iron (111) increased their solubility. At that time it was not known that bacteria were involved in the oxidation of the sulfide minerals. It has been shown that pyrite, molybdenite, free sulfur, and the copper sulfide minerals found in the waste rock dumps in Bingham Canyon, Utah, are largely oxidized by chemosynthetic autotrophic microorganisms found in the leaching streams.2-6 Similar organisms have been isolated in other mining areas7,8 and from the effluents from coal rnines.9 The following are some of the questions that have arisen regarding the mechanisms of the reactions involved in the leaching process. How dependent is the leaching operation upon the biological reactions? How does the temperature effect the biological and non-biological reactions? How does the concentration of iron (II) and (111) effect the rate of oxidation of copper (II) sulfide? Does the iron act as a catalyst? Does activated carbon act as a catalyst on the oxidation of sulfide minerals? What effect does the hydrogen ion concentration (pH) have on the above reactions? The purpose of this paper is to report the results of laboratory studies on these problems. EXPERIMENTAL The apparatus used in this investigation was an air lift percolator described in our earlier work.' The percolator consisted essentially of an air lift which enabled the leaching solution and microorganisms to pass freely through a suspension of mineral (substrate) in Ottawa sand. The air lift served the additional purpose of maintaining an ample concentration of oxygen and carbon dioxide in the nutrient (leaching) solution. (See Fig. 1.) The percolators were so constructed that they could be immersed in liquid constant temperature baths for temperature studies. The thermostats were controlled to +0.5°C. The reactions were all run in the dark. The percolators were charged with one to three g of mineral, dispersed in 100 g of Ottawa sand and 100 ml of nutrient or leaching solution. The sand was purified to remove traces of iron by digesting with concentrated hydrochloric acid and washng with distilled water until free from chloride. After drying, the sand was ready for use. The compressed air supply was regulated to 5 psi and bubbled through an aerator containing distilled water, which was maintained at the same temperature as the bath used. By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The sand and gravel industry is the largest nonfuel mineral industry in the nation. In 1981, the production of sand and gravel totaled 755 million tons valued at $2.3 billion. California, which leads the nation with more than 110 million tons, together with Alaska, Texas, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 sieve (0.074 mm openings) to those passing a No. 4 sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm (3 ½ -in.) maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see the chapter on "Silica and Silicon"). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material which is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Portland Cement Concrete Aggregates Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15-20% water, 7-14% cement, and 66-78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman, 1956). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.003 in.), uniformly coated and mixed with asphalt produced in the refining of petroleum. Except for the addition of mineral filler, sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement concrete aggregate. General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. THE recent installation of a combination dust catcher, gas washer and precipitator at Carrie blast furnaces of the Homestead Steel Works has given very satisfactory results. The following description of the gas-cleaning installation is based on actual operating experience. When Carrie blast furnace No. 3 was rebuilt the decision was made to fine-clean all the gas produced by the furnace, because the management wanted fine-cleaned gas for fuel in the stoves and boilers. In order to keep the installation cost as low as possible, the gas-cleaning system was streamlined. All by-pass lines and goggle valves for bypass lines were eliminated from the system. A radical departure from the use of 8-in. tubes in the Cottrell-type precipitators was made by using 12-in. diameter tubes in a single compartment, the single compartment being divided into two units by a single partition wall in the top header. THE FURNACE PROPER A few of the characteristic points and dimensions of the furnace proper are: [Hearth diameter 26 ft. o in. Bosh diameter 29 ft. 1 3/4 in. Stock-line diameter 20 ft. o in. Large-bell diameter 114 ft. 8 in. Small-bell diameter 6 ft. 6 in. Height of furnace from center of iron notch to bottom of large bell, closed 94 ft. 4 in. Height of furnace from center of iron notch to main platform 105 ft. o in.] The furnace top is equipped with a McKee revolving distributor, the operation of which is electrically interlocked with the skips, bell hoists, and coke-weighing and charging apparatus through a Freyn automatic charging control. The gas leaves the furnace first through four offtakes, 5 ft. g in. in diameter, then through uptakes that are approximately 85 ft. high, which feed into a single down-comer that is 9 ft. in diameter. DUST CATCHER The primary dust catcher installed (Fig. I) may be described as a single-cone type. The inlet pipe at the top of the dust catcher is g ft. in diameter; it is flared to a conical shape as it extends down inside the dust-catcher shell, which is 35 ft. in diameter, 37 ft. high on the straight side, and has a conical top and bottom. The slope of the bottom is 50° with the horizontal. The cone-shaped pipe inside the dust-catcher shell is 42 ft. high and is 19 ft. 7 in. in diameter at its bottom lip where it releases the gas in-
