Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

Costly damage by severe wave attack to many engineering structures has illustrated the need for a consideration of the nature of wave action in plans for offshore drilling operations. Using wave data it is possible to answer questions pertaining to engineering problems such as platform elevation, structure orientation, and expected wave forces. For locations where wave records are not available a technique can be used to obtain information about wave characteristics from past meteorological data and near shore submarine topography. Forces exerted on structures by waves may be divided into four parts. A completed study is given in which frequencies of various wave heights and maximum frictional drag forces are computed for a typical offshore drilling site. INTRODUCTION Waves of tremendous proportions accompanying hurricane winds crash against breakwaters and other offshore structures causing untold damages. Wave forces exerted on structures at these times are enormous, as shown by past records of incidents where massive portions of breakwaters have been broken off and moved by waves. On other similar occasions, whole structure; have been unloosed and smashed or floated away. These incidents, which seem almost incredible, serve to illustrate the great amount of energy contained in large waves, and to show that this energy results in powerful forces destructive to offshore installation~ which are not designed sufficiently strong to withstand wave attack. In the past the expected frequencies of waves having various characteristic.% have rarely been considered in the design of structure affected by wave action. As a result, many structures have failed to accomplish the purpose for which they were designed or have collapsed under wave attack. Others have been constructed to withstand greater wave energy than is ever encountered, with resulting waste of material and construction time. In this study an analysis is made of the frequencies of waves having different characteristics which affect the plans for offshore drilling installations. After such an analysis the erection of these structures can proceed with less risk involved and with more efficiency and economy. ENGINEERING ASPECTS In the offshore drilling program wave forces play an extremely important part in design and construction of drilling rigs in shallow water. The design of a platform or other structure from which drilling equipment is operated is critical, becauze any damage to the platform may endanger personnel and result in complete loss of equipment. Since a platform built too close to the water would be battered by breakers, and one built unnecessarily high would involve undue expense, it is necessary to know the most desirable elevation at which the platform should be erected. This is only one of many questions about structural planning which can be answered using existing technique for determining wave characteristics. The purpose of efficient design for the portions of many types of offshore structures which are acted upon by wave forces is the same as that of all designs which deal with frictional forces of a fluid on a solid. For these structures the problem is comparable to that encountered by undersea craft moving through water, except that in the case of a fixed structure the force is produced by the water moving past the model. For off shore sructures which are extremely rigid the frictional forces may be nearly negligible compared with the impact or shock forces imparted by breaking waves. In all case; the better design is that which offers the least resistance to the opposing forces. From a consideration of wave forces, each drilling structure varies in efficiency depending upon the type and amount of superstructure in contact with the waves. For example, round piling and bracing offer less resistance to wave forces than do I-shaped ones. All network superstructure such as cross bracing should be kept to a minimum and at as low an elevation as possible, so that it will not expecience the pressure exerted at the tops of breaking waves. Models of proposed structures can be tested in wave tanks and in the field to ascertain the efficiency of specific designs. Past experience in beach and shoreline engineering has shown that, although changes in the topography of the bottom very near shore do not seem to be occurring, the natural forces involved may be in a delicate balance such that a static state exists. Interruptions of any of these natural forces by erecting offshore structures are likely to cause undesirable effects. Changes in beach profile result partly from sediment being brought into suspension by the orbital motion of waves and partly from the transport of sediment by longshore currents. With the erection of an offshore structure and consequent change in the combined effects of these two forces, unfavorable deposition upon, or erosion of, the bottom at the site may occur. Therefore, combination wave and current studies are essential for the solution of problems involved in the design of most marine structures. TECHNIQUE FOR OBTAINING WAVE INFORMATION In determining the probable effect of wave action on an offshore drilling structure, it is first necessary to know the usual frequencies of certain wave types for the given location. Gentlemen.-The Institute was founded 54 years ago "with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained," At least once a year it is well to take stock of our assets, review our performance and determine how well we are now carrying out the purposes of our Founders. There can be no question as to the work the Institute has done and is doing in promoting the arts and sciences in the fields of mining and metallurgy. One needs only to contrast the methods, the labor and the costs of a half century ago with those now to visualize how far we have gone in the development of accurate technology and sound economics in mineral and metal production. The great mines, mills and smelters of the present, handling individually thousands of tons per day, would' have been impossible except for the accumulation of knowledge, the development of theory, and the improvement in practice that has characterized the period since the foundation of the Institute. The United States has prospered in the last half century greatly, and this has been due not merely to the possession of great natural resources, but to these resources being reduced to possession and put to work. The absence of customs barriers and the freedom of trade across the whole width of this great continent has been an important factor in the growth of our wealth. Unrestricted interchange of goods has permitted each citizen to draw on the resources of the whole country. However, these are but subsidiary causes of prosperity. The free interchange of scientific and technical data, by making the whole body of facts and theory available to each worker, has made this quick and unrivaled development possible. In promoting this free trade in knowledge the Institute may claim a large place without fear of denial. The .72 volumes of TRANSACTIONS, the special volumes, the bulletins and the other publications that have been issued, include a store of knowledge of the arts and sciences related to the production and use of metals and minerals not duplicated elsewhere. A completely automated primary crusher is now in operation at Kaiser Steel Corp.'s Eagle Mountain, Calif., iron mine. The word "completely" is italicized to underscore its literal meaning- automation so thorough that even the control room for the crusher does not require a man to watch the flickering dials and lights. The automation of the unit is such that its operation, including starting and stopping, are controlled from the secondary crusher station. The crusher-a Symons 60-in. gyratory which can handle 3600 tph-features built-in safety devices that will turn the crusher off if oil pressure drops, if oil overheats, if bearing temperatures exceed permissible limits, or if parts of its electronic brain fail. According to reports, the worst that can now happen is a plugging of the crusher.

In the southwest porphyry copper province, the virgin prospect with good copper mineralization cropping out has disappeared. Future discoveries will require an increasingly sophisticated arsenal of exploration techniques and concepts. One of the latter, stratigraphic analysis, is a technique which is often overlooked. A surprising number of exploration geologists still think of porphyry copper deposits as occurring wholly within intrusive bodies such as quartz monzonite or granodiorite. Disseminated copper mineralization, though genetically related to intrusive rocks, can occur within both the intrusive and the intruded rocks. At present, as much as 30% of the total copper produced from disseminated copper deposits in the Southwest originate from the intruded rocks rather than the intrusive.

1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. The figures on enrollment in the engineering schools of the United States and Canada indicate that the total number of students in these schools for the current year, 1949-50, is about 10% less than it was a year ago. This year, 226,533 undergraduates and graduate students are studying engineering in the United States and Canada as compared with 249,913 students last year. These figures are taken from advance data in the Journal of Engineering Education for February 1950.

The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution : "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Miming and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the ex- pressed policy of the Institute to refrain from official participation or action in political and semi-political matters."

TOP-SLICING was introduced in the Pachuca district in 1917 by T. C. Baker, at that time mine superintendent, of the Santa Gertrudis mine. There then existed 1200 ft. (365.7 m.) below the surface, lying between the fourteenth and eighteenth levels (a vertical distance of 108 meters) a block of ore having a length of 295 ft. (90 m.), and an average width of 82 ft. (25 m.) and dipping at an angle of 65°. This block lay in the hanging wall of the vein and consisted of highly altered and fractured andesite, cut through with mineralized quartz stringers. On the foot-wall side, 26 ft. (8 m.) of old filling, left by former operators, was of payable grade. Stoping therein was first undertaken by the square-set filling system, but because of the extremely heavy hanging wall and loose dry filling in the foot wall, all square setting had to be accompanied by spiling, which made the operation exceedingly slow and costly. A system of mining was sought that would eliminate the difficulties inherent to the square-set system in heavy ground and that at the same time would effect the desired economies in mining. After several years, top-slicing has met all the conditions most satisfactorily, so that when similar conditions presented themselves in El Bordo mine, this method was adopted with necessary modifications. El Bordo mine is operated by the Santa Gertrudis company, and is situated about two miles north of Pachuca. Because of the diversity of the orebodies, a number of different mining methods are in use, among them top-slicing.

THE LIFE and works of Alexander Agassiz, first president of the Calumet & Hecla Mining Co., were recalled to memory when a monument bearing his statue was unveiled in Agassiz Park, at Calumet, Mich., on Sept. 26, The statue is the work of Paul W. Bartlett, of New York, and was erected by George R. Agassiz, eldest son of Alexander Agassiz. We are indebted to Rodolphe L. Agassiz, now president of the Calumet & Hecla Consolidated, for the accompanying photograph of the statue. The principal address at the unveiling ceremony was delivered by Allen F. Rees, of Houghton, who said, in part: To the world at large Alexander Agassiz was preeminently the man of science. With all his devotion to the industrial life of this district, he found the time to devote to the con-tinuation of his work of scientific research which had been the life work of his fa-ther, Louis Agassiz. Not only did he acquire eminence for his scientific at-tainments and learn-ing, but he was recognized and hon-ored throughout the civilized world for his achievements and accomplishments in the realm of original research. His work in the fields of nat-ural science, in oceanography, in marine zoology, and in other similar lines of research, has added much to our knowledge of the world's mysteries. His life was one of accomplishment also in the industrial world. The union in one life of acknowledged achievement as a scientist and the accomplishment of great results in the prac-tical industrial world is a rare thing, and its possibility has never been exemplified in greater measure than in his life and its results.

I. INTRODUCTION AND GENERAL STATEMENT OF RESULTS. The field-work upon which this paper is based was done in the summer of 1910, and was made possible by the courtesy of the Imperial Copper Co., which gave me access to its property. For their kindness in this respect I wish to express my thanks to W. F. Staunton and Meade Goodloe. Moreover,. B. F. Smith and G. B. Gentry, mining engineers in the employ of the company, gave invaluable assistance by placing maps,. etc., at my disposal, and by discussing with me the problems of the district; and it is a great pleasure to acknowledge this indebtedness to them. In order that the significance of some of the details that follow may be better appreciated at first reading, a general outline of the conclusions reached is given here. In the Silverbell mining-district a series of Palaeozoic limestone blocks is completely surrounded by post-Palaeozoic igneous rocks, intruded in the following order: alaskite, alaskite-porphyry, biotite-granite, andesite, and quartz-porphyry. The biotite-granite is believed to represent a differentiation of the. magma from which the alaskite-porphyry came ; and this conclusion-has an important hearing on the origin of the ores. The intrusion of both alaskite-porphyry and biotite-granite was followed by the emission of magmatic waters, which sericitized and silicified the alaskite-porphyry and granite, and produced in the limestone, by the addition to it of silica, iron, and alumina, great masses of garnet, quartz, and wollastonite. Following close upon these solutions came metal-bearing magmatic waters, which impregnated porphyry, granite, and alas kite with cupriferous pyrite, and deposited in the garnet zones chalcopyrite and copper-bearing pyrite that make important bodies of contact-metamorphic ores. Secondary enrichment has taken place in the disseminated ores in the igneous rocks,. raising their copper-content to 2 per cent. in some cases,. and extensive drilling has been undertaken to block out these deposits. East of the contact-metamorphic deposits there is a fissure-vein of lead-silver ore in the quartz-porphyry. This rock is distinctly younger than the alaskite-porphyry and the granite; and the lead-silver ores belong, therefore, to a period of mineralization distinctly later than the copper-deposition.

ThE literature of surface phenomena shows that, except for most of the rare-earth elements, surface tensions have now been determined for almost every liquid metal. The situation for liquid metal oxides is, in contrast, characterized by a great scarcity of surface-tension data. A surface-tension correlation between these two classes of substances has been found which provides a means of estimating unknown liquid-oxide surface tensions from the corresponding known liquid-metal surface tension. Lf the surface tension of the liquid metal is a(M) and that of the liquid metal oxide is o(M,Oy), then oxides of all stoichiometries can be brought into one correlation if is plotted against with the surface tensions taken at the respective melting points. The available data is displayed in this fashion in Fig. 1 where the relationship between the surface tensions of the two classes of liquids is found to be The correlation in Fig. 1 is based on data found for nine liquid metal oxides and the corre- sponding liquid metals In cases where several sur-face-tension determinations were available on the same substance, higher values were generally favored over lower ones because they usually indicate greater Sample purity. All of the metal-metal oxide pairs are in good agreement with Eq. [I] except for B-Bz03. The reason for the departure of this pair from the correlation is not understood. To estimate the surface tension of other liquid metal oxides the corresponding liquid-metal surface tension must be found. A nearly complete bibliography of the surface tension of liauid elements is available in the 46th edition of the Handbook of Chemistry and physics. Some additional references on metals are included here for convenience Se,26Sr,'?ThanduZ5). It is also possible to estimate the surface tension of a solid metal oxide or metal from the corresponding liquid-state data. As a liquid material is cooled through its melting point the surface tension increases abruptly by an amount Ao. bondi' has estimated that the maximum value of Aa at the melting point is Ao = Ahf/A [2] where Alzf is the heat of fusion per atom and A is the area per atom in the interface. Thus with heat of fusion and crystallographic data the surface tension of a solid at the melting point can be estimated as o + Ao.

SEVERAL years ago Zener and Hollomon1 suggested that the flow stress of metals might be related to the temperature and strain rate in accord with the functional equation: s=s(eeh/rt) [1] at the same state. The Zener-Hollomon relation also contains the significant tacit implication that the energy for activation, AH, is substantially independent of the state of the material. The utility of this method for correlating creep data with tensile data was illustrated in a preliminary reportL on the effect of alloying additions on the secondary creep rates of binary a solid solutions in aluminum as shown for Al-Mg alloys in Fig. 1. Not only do the secondary creep and ultimate tensile properties for each alloy correlate well on this plot but in addition the activation energy, AH = 17,900 R cal per mol. is identical for the various compositions. Similar types of curves correlating the secondary creep rates at 422°K (300°F) with ultimate tensile data were also obtained for a series of dilute a solid solutions of copper, germanium, zinc, and silver in aluminum. In all cases the activation energy for creep, AH, was found to be equal to about 17,900 R cal per mol independent of the type of alloying element or its concentration. The coincidence of the activation energies for these alloys is probably due to the fact that the activation energies for creep are rather insensitive to small composition changes. Alloying additions, as shown in Fig. 1, however, increased the stress necessary to obtain equivalent values of ee?H/RT. Thus the stress level in curves of the type represented by Fig. 1 gives the relative creep strengths of the various alloys. Inasmuch as these correlations between creep and tensile data were obtained for creep tests at 422°K, it appeared advisable to ascertain the range of secondary creep rates and temperatures over which correlations between creep and tensile data could be made on the basis of the Zener-Hollomon relationship. If, for example, the activation energy changes with different ranges of creep temperatures, the utility of the proposed analysis would be severely weakened. But if AH is constant not only for all dilute alloys, but also over wide ranges of temperature and secondary creep rates, confidence will be developed not only in the broad utility of the Zener- Table I. The following investigation was instituted in order to ascertain the range of validity of the Zener-Hollomon relationship when it is applied to creep and tension data. Materials, Equipment, Technique In view of rather extensive correlatable data now available on the plastic properties of a series of binary a solid solutions of magnesium, copper, germanium, zinc, and silver in aluminum, these alloys were again selected for the present investigation. Previous reports have already covered the tensile properties of these alloys at subatmospheric temperatures," and at elevated temperature," as well as their fatigue properties at atmospheric temperatures, nd their creep properties at 422°K.' Resistivity measurementsa as well as precision lattice constant determinations? evealed that these alloys are a solid solutions. After homogenization. 0.100 in. thick sheets were rolled to 0.070 in. in thickness and recrystallized to about the same grain size. Since the details of these treatments were reported previously," they will not be repeated here. In order to appropriately reduce the scope of creep tests in this investigation only the typical alloys shown in Table I were investigated. All creep specimens were machined such that their tensile axes were in the rolling direction of the 0.070 in. sheet stock. The gage section was 2 in. long and 0.500 in. wide with a reduced section of 3.50 in. Creep strains were measured by means of rack and pinion type extensometers with a sensitivity of 0.005 in. per division. Readings were estimated to 1/10 of

NOT much activity has been evident during the past year in the establishment of co-operative scholarships but the interest among the coal-mining companies is more pronounced than ever. This is apparent from the replies received to a letter sent out by the Committee on the Promotion of Student Interest in Coal Mining to over 120 coalmine operating officials. With that letter was forwarded a bulletin issued by the school of mineral industries of The Pennsylvania State College entitled ?Industrial Scholarships ? a Partnership of Industry and Education.? In that circular was outlined the need for trained men in the war and postwar world, and particularly as such demands pertain to the growth of the mineral industries.
