THE Lehigh Valley Section is planning with a num-ber of other organizations a three-day conference, April 25, 26 and 27, with field visits to cement, slate and steel plants in the vicinity of Easton, Pa. W. B. Plank is chairman and D. Knickerbocker Boyd is sec-retary. Headquarters will be at Hotel Easton. Wednesday' will be cement day. In the forenoon A. S. T. M. Committee D-16 will meet and after luncheon the delegates will visit the Martin Creek plants of the Alpha Portland Cement Co. An evening dinner and general session on cement is being arranged. Thursday morning will be devoted to a technical ses-sion on slate, and the breaking of ground for the new John Markel mining building at Lafayette College. After luncheon various slate quarries will be inspected, the visitors being guests of the companies. In the eve-ning there will be a conference dinner at Hotel Easton with a number of distinguished visitors. Friday will be given over to steel and will include a visit to Lehigh University, an inspection of the plant of the Bethlehem Steel Corp., and a luncheon as guests of the latter.

This report is the result of the engineering efforts performed by the Mining Equipment Operations of FMC to develop methods of automating a continuous miner. This work was done as part of modification number three of the contract for the development of a miner/bolter system. As the demand for energy places an ever-increasing pressure on the coal mining industry to produce more coal, methods for underground mining which will increase productivity with a con-current increase in safety are being actively sought. Removing the machine operator from his station on the continuous miner and placing him at a safer location behind the machine while retaining his control functions via an umbilical cable or a radio link was an important first step. However, the problems of poor visibility, no control "feel", and the judgmental problems of controlling the sump distance and the shear limits have not been conducive to the productivity increase that is desired.

I. R. Kramer (Martin Co.)—In a recent paper Nakada and Chalmers24 reported some observations of effects of surface conditions on the stress-strain curves of aluminum and gold single crystals. It is of interest to compare these observations with the results published previously in this journal and to comment on their general conclusions. In brief, Nakada and Chalmers concluded that the removal of the surface layer of a prestrained specimen lowered the stress-strain curve for aluminum but not that for gold. Further, they concluded that the surface work hardening of aluminum is confined to a depth not more than l0-3 cm. In our results25 published previously, it was pointed out that when prestrained specimens of aluminum and gold were polished to reduce the thickness upon reloading the initial flow stress decreased markedly. Further if a sufficient amount of metal was removed, the yield point failed to appear. With continued application of the load the stress-strain curve became coincident with that of the virgin crystal. We have found this behavior in some 100 determinations to hold consistently for gold, aluminum, and copper in both single and poly-crystalline specimens. The amount of strain required before the curves coincided depends upon the amount of metal removed but it is usually less than 0.01. This type of behavior is the same as that reported for metarecovery by other investigators.29 For aluminum specimens which have been prestrained and then heated to temperatures above 50°C we have consistently found that the stress-strain curve was typical of the orthorecovery28 type. In this case the stress-strain curve always lies below that of the virgin specimen. With respect to Ref. 24 the curves for aluminum are always below that of the virgin curves, while those for gold become coincident. This observation indicates at least for aluminum that the specimens must have been heated to a temperature high enough to cause recovery by an alteration of the internal dislocations. In addition, a recovery would be expected because of the removal of the surface work-hardened layer. Nakada27 had reported that, with his particular apparatus in which a perchloric acid polishing solution was used, the temperature of the specimen increased 65°C. The curves presented in Ref. 24 for gold do not permit one to detect the initial flow stress upon reloading after the surface-removal treatment. In fact, contrary to the method used by Nakada and Chalmers, the change in the stress-strain curve produced by a surface-removal treatment cannot be described in terms of a decrease in stress at strains much higher than that at the initial flow stress because of the coincidence of the curves at the higher strain values. With regard to the depth of the work-hardened surface layer, our data show for aluminum single crystals (7.5 by 0.3 by 0.3 cm) that the initial flow stress remained constant after 12 x 10-3 cm had been removed from the thickness. This depth was independent of the prior strain. For gold crystals this depth is somewhere between 10 x 10-3 and 20 x 10-3 cm. Y. Nakada (author's reply)— Kramer states,28 "for aluminum specimens which have been prestrained and then heated to temperatures above 50°C, we have consistently found that the stress-strain curve was typical of the orthorecovery28 type. In this case the stress-strain curve always lies below that of the virgin specimen." However, Cherian et a1.26 discovered that aluminum polycrystals annealed at 32" and 100°C showed the metarecovery behavior. They showed that the orthorecovery behavior did not appear until the crystals were annealed at 150°C. Kramer suggests28 that the drop in the flow stress of aluminum crystals after the surface removal by electropolishing24 may be due to the recovery caused by the temperature rise which may occur during the electropolishing.27 However, as indirectly stated in Ref. 24, the current density used in these electro -polishing experiments was 0.15 amp per sq cm. According to ref. 27, this current density should cause a temperature rise of only 40°C. This may cause the metarecovery but not the orthorecovery. Furthermore, as stated explicitly in Ref. 24, the surface removal was accomplished by chemical etching as well as by electropolishing. The results were the same for both electropolishing and etching. During the etching, the specimen temperature did not rise above 35°C. Some aluminum crystals were placed in water at 35° C for 30 min. These crystals did not show the decrease in flow stress. Therefore, it is quite clear that the flow-stress drop after the surface removal is not caused by a high-temperature recovery. However, as Kramer points out,28 it is quite possible that the internal dislocation structure may have been altered because of the removal of the highly work-hardened surface layer. However, how much this rearrangement contributes toward the flow-stress decrease is not known at present.

"THE SUPER CYCLE IS GONE The utopia of the rising sales volume, for mining companies from 2002-2011, was entirely due to rising production volume and prices. The Australian mining sector experienced an 18 percent annual growth rate in revenues, and 11 percent growth in prices. (1) However, EBIT remained flat during the same time period. In addition, Australian mines saw a 7 percent annual decline in both labor and capital productivity. (2) Mines in the U.S. and Canada produced similar results, whereas the world-wide mining industry has seen a productivity drop of 40% since 2001. (3) The decade “Bull Run” of rising prices was trashed by companies that chased low-quality assets while increasing debt on their balance sheet. It seemed everyone believed the “super cycle” would last forever, while completely ignoring the history of cycle downturns. Worldwide mining operations are as much as 28 percent less productive today than a decade ago, according to new McKinsey research. The results from McKinsey’s new MineLens Productivity Index (MPI), which adjusts for declining ore grades and mine cost inflation, show that the pronounced decline in productivity is evident across different commodities and is seen in most mining players and geographies. (4) McKinsey sees three important areas of focus to address the root causes of productivity decline. 1) Embed effective management operating systems at mines 2) Prioritized operational excellence and capabilities development 3) Focus on innovation Reality has now settled back in and companies are struggling to make ends meet. The basic management staple of controlling costs and improving the production/productivity that was lost in the excitement is now back in play. Traditional cost-cutting approaches, such as across-the-board spending cuts, layoffs, and hiring freezes are only short-term initiatives and will not permanently improve a company’s cost structure or improve long- term competitiveness. This can only be accomplished by engaging front-line employees and empowering them to make necessary improvements in their daily work. It is time for leaders to lead and develop cultures of continuous improvement within their organizations in order to sustain their mining project to the end of mine life. Successful operating managers require two different skill sets of Leadership and Management; knowing how to lead people in their organization and how to manage the work they do."

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner's signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

THIS paper gives a brief summary of the process of manufacture of sterling silver, and some of its more important physical properties, as observed in commercial production of rolled sheet and wire. Although papers have been published by Turner and Smith,1 Rose,2 Sperry3 and Jordan,4 there are few technical data available, and unfortunately the time allowed for the preparation of this paper has not been sufficient to make it as comprehensive as the title might indicate. ANALYSIS OF STERLING SILVER Fine or pure silver is too soft for coinage and the manufacture of articles in which strength and resistance to wear are desired. From the earliest times of which we have record, copper has been the metal generally used to harden silver. Analyses of coins and silver articles from ancient tombs show varying amounts of copper, and old Roman silver objects in the British Museum have approximately the same analysis as our sterling. The first authentic record of the establishment of a standard alloy is during the reign of Henry II in England. During the twelfth and thirteenth centuries, the people in the Eastern Provinces of Germany had a reputation for the standard and purity of their silver coinage, and it is said that Henry II employed some of these Easterlings, as they were called, to improve and standardize the English coinage, which had become debased. A study was made of the instrumentation and technique of atomic absorption spectroscopy developed by Walsh of the Commonwealth Scientific and Industrial Research Organisation (C.S.I.R.O.), Australia.The method was evaluated for the determination of silver in lead sulphide concentrate. The precision of the procedure developed is equal to that of the uncorrected fire assay method and the accuracy is greater.Brief mention is made of the use of this technique for the determination of silver and other elements in ores and concentrator products.INTRODUCTIONThe fire assay method, although accepted on a world-wide basis as the umpire method for the determination of silver in ores and concentrates, is freely recognized as yielding results which are lower than actual due to unavoidable losses.King (1934) investigated the influence of the cupelshape, size and material on silver losses during cupellation. Using 100 mg silver prills he recorded silver losses ranging between l. and 10 per cent under extreme conditions and averaging approximately 2 percent under conditions which might be considered normal. Guerin (1957) made a detailed study, under carefully controlled conditions in a furnace similar to that described by Esdaile (1952), of the effect of temperature on silver losses during cupellation. SINCE the Sixth Book has described the iron tools, the vessels and the machines used in mink, this Book will describe the methods of assaying1 ores; because it is desirable to first test them in order that the material mined may be advantageously smelted, or that the dross may be purged away and the metal made pure. Although writers have mentioned such tests, yet none of them have set down the directions for performing them, wherefore it is no wonder that those who come later have written nothing on the subject. By tests of this kind miners can determine with certainty whether ores contain any metal in them or not ; or if it has already been indicated that the ore contains one or more metals, the tests show whether it is much or little ; the miners also ascertain by such tests the method by which the metal can be separated from that part of the ore devoid of it ; and further, by these tests, they determine that part in which there is much metal from that part in which there is little. Unless these tests have been carefully applied before the metals are melted out, the ore cannot be smelted without great loss to the owners, for the parts which do not easily melt in the fire carry the metals off with them or consume them. In the last case, they pass off with the fumes ; in the other case they are mixed with the slag and furnace accretions, and in such event the owners lose the labour which they have spent in preparing the furnaces and the crucibles, and further, it is necessary for them to incur fresh expenditure for fluxes and other things. Metals, when they have been melted out, are usually assayed in order that we may ascertain what pro- portion of silver is in a centumpondium of copper or lead, or what quantity of gold is in one libra of silver ; and, on the other hand, what proportion of copper or lead is contained in a centumpondium of silver, or what quantity of silver is contained in one libra of gold. And from this we can calculate whether it will be worth while to separate the precious metals from the base metals, or not. Further, a test of this kind shows whether coins are good or are debased ; and readily detects silver, if the coiners have mixed more than is lawful with the gold ; or copper, if the coiners have alloyed with the gold or silver more of it than is allowable. A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

Net Present Value Impact of Discount Rate The Discounted Cash Flow (DCF) method of valuations is universally used and accepted. The main criticism of the method is that it does not recognize the value of projects long life projects. This can be seen in the preceding graph where the present value of cash flows in later years are small for discount rates over about 10%. This graph covers a project that has a 25 year operating life. It is clear from the low height of the NPV bars at 10% and 15% in the last years of the project that an additional 25 years would add almost no value to total project NPV. As an example of this effect, an colleague undertook the evaluation of a pulp and paper project. The plant could be justified, but it was not possible to justify planting the trees as they took too long to grow and so had not appreciable NPV. The plant had to purchase wood to feed the plant.

This study was conducted to provide experimental evidence on the effect of modifications of gasoline front-end composition on the photochemical specific reactivities of automotive emissions. Evaporative and evaporative-plus-exhaust emissions from an automobile operated with four fuels of different volatility and varying levels of C.-C5 olefins were irradiated in a 10040 environmental chamber at three sets of initial hydrocarbon-nitrogen oxides concentrations. Reactivity was measured and expressed in terms of rate-of-NO2 formation and dosages of oxidant, peroxyacetyl nitrate, and formaldehyde. The compositional changes that were necessary in reducing fuel volatility were found to have no significant effect on the reactivity of the emissions. However, replacing C4-C5 olefins with saturated components resulted in sharp decreases in all reactivity manifestations observed for the evaporative emission samples. A lesser influence (of C4-C5 olefin replacement) was found with the composite exhaust-plus-evaporative samples; the effect that was observed could be attributed to the evaporative emission portion of the sample. The data therefore suggest that saturation of front-end fuel olefins had no large effect on exhaust emission reactivity.

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

"New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth's crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mine operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also Investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result in reductions in both the frequency and the consequences of mine accidents.

Although Peirce-Smith converting remains the workhorse in matte converting, the copper and nickel industries are still confronted with production hindrances such as tuyere blockage, excessive refractory wear and limits in the oxygen enrichment levels of the blast air. The knowledge acquired on high-pressure gas injection technology as well as the invention of the concentric tuyere for steelmaking led to the development of the Air Liquide Shrouded Injector (ALSI) technology for copper and nickel converting. Following a technology demonstration in 1997-98 with four shrouded injectors installed in a Peirce-Smith converter, Falconbridge Limited implemented ALSI Technology on a commercial scale in May 1999 as an integral part of its new Slag Make Converter at Sudbury, Ontario, Canada. The paper presents the various aspects of commissioning ALSI Technology, as well as the operating changes and injector design modifications over the five years the shrouded injectors have been in operation.

Helium has probably aroused more varied scientific curiosity than any other single element. Discovered by spectroscopic examination of the sun during an eclipse in 1868, helium is now known to exist not only in the sun and other stars but on earth occluded in minerals, accumulated with natural gases in pockets in the earth's crust, and in the atmosphere surrounding the earth. Astronomers study its presence in the various stars of the universe for clues to their origin and history. Geochemists and geologists study its occurrences in rocks, minerals, and meteorites to determine the age of the earth and the manner of its formation. Pathologists study its effect on living tissues in search for the ideal combination with oxygen for artificial breathing mixtures in medicine, diving operations, and space vehicles. Chemists study its physical properties and use it to trace the sequence of events in reactions in which it does not participate. Geneticists and bacteriologists use it for special studies. Physicists study its behavior when liquefied and the behavior of materials cooled to nearly absolute zero by its use. Nuclear physicists learn more about the universe through study of the nuclear reactions that produce it. Through study of helium and greater knowledge of its origin and properties, science continues to unlock some of nature's more closely guarded secrets. Unknown on earth before 1895, and not discovered as a minor constituent of natural gas until 1905, helium with its simple atomic structure--a nucleus with two electrons orbiting in a closed shell--is a unique element. It is next to the lightest gas, only hydrogen is lighter. It occupies position number 2 in the Periodic Table of the Elements and heads the list of so-called "rare" or ?noble? gases. Most of the naturally occurring helium has an atomic mass of 4.003874 (oxygen = 16). A trace (1.7 x 10-5 mol percent) is the light isotope helium-3 whose atomic mass is 3.0169800 Unstable isotopes of mass numbers 5 and 6 have been authenticated. Isotopes of mass numbers 7 and 8 have been reported, but their existence is less well established. All the heavier isotopes are radioactive and are the product of nuclear reactions.

The selection of a mining plant for carrying on development work presents many problems distinct in themselves, and affected by various local factors. In this paper, the writer proposes outlining and discussing in some detail the chief factors governing the economic selection of such plants. This will be followed by an enumeration of the underground and surface plant required for carrying on several hypothetical exploratory and mining operations. Where it is impossible or not convenient to obtain hydro-electric power, and where wood for fuel is scarce, we now find oil engines being used. A 100 h.p. oil engine, such as would be required to operate a three-drill air compressor, consumes approximately five Imperial gallons of fuel-oil per hour at full load. On the basis of a 60 per cent load factor, this gives, for eight hours' operation, a probable actual consumption of twenty-four Imperial gallons.

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.
