Australia is the world's leading producer and exporter of mineral sands. Despite increased production from some other countries in recent years, Australia maintained its No.1 position in 1988 among world producers of mineral sands concentrates. Production of the titanium minerals -- ruffle, ilmenite and leucoxene, as well as synthetic ruffle -- by the seven companies currently comprising the Australian industry increased in 1988 in response to continuing strong demand for feedstock by the pigment industry. Production of co-product zircon remained at the 1987 level, reflecting declining zircon grades. Exports of mineral sands concentrates increased in 1988; export earnings exceeded $300million. Prices for mineral sands concentrates are now at a historical high and, assuming that the world economy remains strong, real prices should continue to trend upwards in the short term. Exploration in the Eneabba-Cooljarloo region and the Scott River area, both in WA, the Murray Basin, Vic, and the central Queensland coast area, has identified substantial resources of heavy mineral sands. These discoveries have reversed the trend of the early 1980s of falling resources of mineral sands. In 1988, BMR estimated that economic demonstrated resources (EDR) of ilmenite, rutile, zircon and monazite combined was about 72.8 million tonnes. However, a substantial portion of the resources on the east coast are frozen as a result of environmental considerations. The proportion of mineral sands concentrates processed in Australia increased with the commissioning of two new synthetic rutile plants; Australia is now the world's leading producer of synthetic rutile (total capacity 272000 tonnes), most of it for export. Australia's two TiO2 pigment producers have both increased capacity, lifting national capacity by some 70p ercent to over 120000 tonnes/yr. Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

By using knowledge-based technology to create a Virtual Mining Enterprise and integrating it with existing technical and financial computer systems, a gold mining company has been able to reduce the time taken to produce a mine plan from 14 weeks to less than one week. Typically, the mine planning process requires circulating and managing large amounts of information. Even with the use of computers in todayÆs business, this is often still a manual process involving file transfers and individualised spreadsheets. Mine planning also involves understanding and managing large quantities of complex and interrelated variables. Added to this is the ever changing dynamics and constraints associated with the business of mining. These issues not only hamper the planning process but also question the validity and usefulness of the mine plans being generated. By integrating the information and knowledge of the numerous departments involved in mine planning into one core Knowledge Base - so called æone version of the truthÆ, - mining companies are able to overcome these pitfalls experienced in traditional planning methods. Once set up, the Knowledge Base creates and runs a virtual mining enterprise with which to visualise and test various scenarios of mining, business and logistical activities. The final output is an optimised enterprise-wide plan with clear and detailed instructions for each of the divisions of the company.

"The study evaluated the impact on overall circuit metallurgy of improving the performance of the two flotation columns that make up the final Mo cleaning stage in the Cu/Mo separation circuit at Highland Valley Copper mine. The results showed that a key factor to improve the overall circuit metallurgy was to control the size of the bubbles generated in the columns. When a large proportion of small (< 1 mm) bubbles were generated, the production rate of solids-in-concentrate increased by a factor of 4-5 compared to typical production figures without compromising concentrate quality. This increase in concentrate production rate reduced the circulating load in the circuit causing a significant increase of Mo recovery. A statistical analysis of historical production data showed a strong relationship between final concentrate production rate and overall Mo recovery. This relationship along with the results from this study indicated an opportunity to increase the recovery of Mo from 90% (typical) to 94% without downgrading concentrate grade. This 4% increase represents about 14,000 lbs or $500,000 worth of Mo each month at current metal prices.To provide a rational interpretation of the results, this study also examined whether the model of Gorain et al. (1997; 1998; 1999) could explain the increase of Mo recovery seemingly resulting from the decrease of bubble size. The data showed that the model predictions did not agree with the experimental data, i.e., for a given change (decrease) of bubble size, the predictions underestimated significantly the observed recovery increase. An interpretation based on the fundamental analysis of Finch and Dobby (1990) and Hernandez-Aguilar et al. (2005) is proposed to explain the discrepancy between measurements and predictions obtained from Gorain et al.’s model.INTRODUCTIONIt is generally accepted that the size of the bubbles generated in a flotation cell – a concept usually referred to as “bubble size” – has a significant effect on metallurgical performance. However, a significant number of mineral processing practitioners often question, with valid reasons, the practical benefits of implementing process improvement strategies based on controlling bubble size. “Small” bubbles are often considered to be “favourable”, but how small they need to be for a particular case, or how to adjust operating conditions to control a target bubble size, or whether the bubbles need to be smaller in the first place are questions that usually remain unanswered. A method for the detection and analysis of tin in cassiterite ores is discussed. An empirical relationship was established between the tin content of an ore sample and the percentage absorption that this sample produced in a Mossbauer experiment. The time taken to complete an assay with this method is much less than with any of the methods currently in use. The equipment can be adapted readily for use in the field.

The problem of estimating the precision of systematic samples from a mineral deposit is attacked by interpolating the quality, or other attribute measured, by using Fourier approximation. Such approximation using trigonometric functions yields a particularly simple expression for the variance of the mean value of the attribute sampled. The increasing volume of publication in which the science of statistics has been applied to the problem of predicting the quality of an ore deposit from sets of samples taken from it might lead one to believe that engineering judgment can be replaced by statistics. There is, in fact, an implicit application of the principle of indifference or of "no advance knowledge" which has been discredited in modern statistical theory and practice. These pages will show that it is not always advantageous, efficient, or safe to apply this principle. This problem will be dealt with by using series of orthonormal functions to describe the distribution of the quality of ore in space as contrasted with the more commonly used distribution of quality as a frequency function. Mining engineers are rarely well acquainted with the use of such series or of the functions comprising them. These uses are commonplace in the fields of communication and information theory and it is not surprising that applications taken from these fields should be found appropriate for the analysis of the information contained in a set of samples from an ore deposit. It is hoped that presentation of the following basic, but incomplete, results will generate wider interest in this method and a fuller development of it as well as of the necessary computational techniques. FUNDAMENTAL PREMISES Random variables in the strictest sense are not very common in mine sampling. The sets of samples are almost always taken systematically and are, hence, not subject to all the laws governing random events. Therefore, unless there is indeed random experimental error in the determinations of quality, the treatment of systematic samples of n members as though they were random samples of n members often leads to calculation of confidence limits for the mean quality which are larger than they should be with the result that unnecessary additional sampling is done. The reason for this will emerge in the following discussion leading to Eq. 24 and its generalization. In order to inquire into such questions on a rigorous basis and at the same time avoid arithmetic complications that would obscure the concepts involved, a one dimensional distribution of quality will be assumed. Although blasting is one of the most widely used methods for rock fragmentation, it has a major disadvantage in that it causes adjacent ground vibrations. Excessive ground vibrations can cause a wide range of problems, from nearby residents complaining to ecological damage. Prediction of blast-induced ground vibration is essential for evaluating and controlling the many adverse consequences of surface blasting. Since there are several effective variables with highly nonlinear interactions, no comprehensive model of blast-induced vibrations is available. In this study, the support vector machine (SMV) algorithm was employed for prediction of the peak particle velocity (PPV) induced by blasting at a surface mine. Twelve input variables in three categories of rock mass, blast pattern, and explosives were used for prediction of the PPV at different distances from the blast face. The results of 100 experiments were used for model-building, and 20 for testing. A high coefficient of determination with low mean absolute percentage error (MAPE) was achieved, which demonstrates the suitability of the algorithm in this case. The very high accuracy of prediction and fast computation are the two major advantages of the method. Although the case study was for a large surface mining operation, the methodology is applicable to all other surface blasting projects that involve a similar procedure.

This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35&apos;, Long. 1340 15&apos;, on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. Environmental investigations have been undertaken by Ok Tedi Mining Limited (OTML) since 1981 when the Ok Tedi Environmental Study was commenced. Environmental monit- oring and management programmes were implemented in 1983. The programmes included water quality monitoring, river flow and sediment monitoring, surveillance of aquatic biological communities and a health and nutrition survey of the local people. These original programmes have continued, and additional programmes of work have been developed and revised to reflect changing operations and the need to focus investigations on specific areas and issues of concern. In April 1990, following the establishment by the Government of Papua New Guinea (PNG) of environmental management criteria for the Fly River system, compliance monitoring programs were introduced. Details of the compliance and additional monitoring programmes undertaken by OTML throughout the Ok Tedi and Fly catchments, including programmes of investigation in the Fly River estuary, Gulf of Papua and Torres Strait, are presented.

1. Paper1?Identification and enumeration of asbestos fibers in the mining environment: mission and modification to the federal asbestos standard Arthur M. Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

In 1961, West Australian Petroleum&apos;s Eneabba No. 1 bore encountered 22 seams of coal totalling 40 ft in thickness between the depths of 6373 ft and 6441 ft. On analysis, this coal had a similar calorific value (8000-HOOO B.T.U./lb, assuming 20 per cent water) to the coal from the Collie Coalfield, Western Australia&apos;s only known area of commercially exploitable coal. Being buried to depths in excess of 6000 ft, the coal at Eneabba had developed weakly-coking properties, and thus, although much younger than the Permian coals of Collie, gave promise of being a major potential source of power for Western Australia.West Australian Petroleum undertook a programme of stratigraphic drilling and shallow test drilling to determine whether this coalhorizon persisted into the outcrop of the Lower Jurassic sediments in the Hill River district, 140 miles NNW. of Perth, and, if it was present, if the quality and quantity of the coal would warrant development of the deposits by open cutting. The coal horizon was identified in the near surface, but the poor quality of the coal and the complexity of the structure made development (in the area examined) uneconomic at the time.A strong seismic reflection in the Eneabba area occurs at the same depth as the Jurassic coals. This event originates within the upper beds of the Lower Jurassic and it is probable that the velocity contrast between the higher velocity siltstones and the very low velocity coals enhances this very strong, distinctive seismic reflection.This event can be followed on continuous seismic data over a large area of the northern Perth Basin, from 13 miles SE. of Dongara to 20 miles SW. of Coorow. It can be followed from a depth of 4000 ftnear Dongara to over 17,000 ft to the SE., so development of thisvast potential source of power will depend on the economics ofprocesses being developed for the production of power from theburning of coal seams in situ.INTRODUCTIONThe discovery of 22 seams of economically useable coaltotalling 40 ft in thickness in the Lower J urassic sedimentsof the Eneabba No. 1 bore (Fig. 1) led to the search forthese seams at economically workable depths. This paper provides an update to a paper by the author on an overseas explorer&apos;s perception of New Zealand, presented at the 1997 New Zealand Minerals &amp; Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.

Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

"The Highland Uranium Project (HUP) is located approximately sixty miles northeast of Casper, Wyoming and is owned and operated by Power Resources, Inc. (PRI). With an annual production of680 tonnes (1.5 million lbs) U308, HUP is one of the largest uranium producers by in-situ leach (ISL) in the western world. Uranium is currently produced from four wellfields with a total flow rate of approximately 1,135 m3/hr (5,000 gpm). The carbonate leach solutions are processed by anion ion exchange at two satellite facilities located in close proximity to the wellfields. The loaded resin is transported by truck to a central processing facility for elution of the uranium. Uranium in the pregnant eluant is precipitated and washed prior to calcining.Wastewater from the satellite facilities is treated and used for irrigation at a Land Application Facility. The wastewater generated at the central processing facility is injected into a 2,750 m (9,000 ft) deep waste disposal well.When economical mining of the orebodies is complete, restoration of the groundwater is initiated. There are currently two wellfields at HUP undergoing ground water restoration. Phase I restoration consists of removal of the carbonate leach solution from the ore body. Phase II includes treating the withdrawn fluid with reverse osmosis and reinjection of the permeate into perimeter wells.Future plans include construction of additional satellite facilities at the Gas Hills Project and other economical deposits located within 240 km (150 mi) of HUP. The capacity of the central processing facility will be increased to 1,815 tonnes (4 million lbs) U308 per year by late 1999."
