Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

L.G. Barcus and Sons, Inc. recently completed a three-phase project for the expansion of Presbyterian Hospital in Albuquerque, New Mexico for McCarthy Construction Co., the Construction Manager for the project. It was a challenge that allowed Barcus to demonstrate many of it's strengths. Safety of people and property, restricted access, low headroom conditions, extensive planning to maintain hospital operations and a tight schedule were all key elements affecting the successful installation of the Augered Cast-In-Place Piles. Phase I began with installing and performing a 450-ton pile load test on an 18-inch diameter Augerpile 65 ft long. The load test was installed and performed directly in front of the Emergency Room entrance. Space was limited and the E.R. had to remain open with uninterrupted ambulance access. The results of the load test were outstanding. In fact the test pile performed so well that some of the job piles were shortened from 75 ft long to 65 ft long. [ ]

"Vanadium and uranium occur widely distributed throughout western Colorado and eastern Utah, and a few deposits have been found in northeastern Arizona and northwestern. New Mexico. The area in which it occurs includes approximately 10,000 square miles and is generally referred to as the vanadium region of Colorado and Utah.The majority of the deposits consist of replacement bodies and impregnations of rare minerals in the lower Morrison formation of Jurassic age. The ore bodies are flat, with irregular margins, and most of them conform to the stratification.The ""rim rock"" topography of the region includes many steep-walled canyons and plateaus, which afford an abundance of outcrops that have been responsible for most of the discoveries of mineralized areas. Delimitation of ore bodies within the areas is accomplished most effectively by core drilling from the surface.The deposits were discovered in 1899 and from 1911 to 1923 wore worked extensively for radioactive uranium ores, principally carnotite.The discovery and marketing of the richer and more cheaply mined pitch-blende ores of the Belgian Congo left the Colorado-Utah deposits without economic importance as sources of radium and uranium, and the region became inactive in 1923. After a period of comparative inactivity, the rising demand of the alloy-steel industry for vanadium renewed interest in the deposits, which were known to contain that metal. By 1938, vanadium production in the area had achieved respectable proportions, and new impetus was given to it by the United States’ entry into World War II in December 1941. In 1942, new treatment plants for vanadium ores were completed in Monticello, Utah, and Durango, Colo. In order to meet the requirements of these and other plants in the region, it became necessary to open new vanadium mines and prepare old onus for production.In an effort to stimulate mining, the Metals Reserve Company initiated a stock-piling program and appointed the united states Vanadium Corporation, to act as its purchasing agent.The extra production was expected to come largely from small, independent operators whose limited funds did not permit them to maintain development and exploratory programs. Study of conditions made it apparent that extensive exploration would be necessary to sustain production, and accordingly the Bureau of Mines initiated an exploratory drilling project on a cooperative basis with the Geological Survey. The principal objects of the work were to enlarge the known ore reserves of the area and, if possible, discover new ones. The results have been gratifying in both respects."

The design of foundations to support overhead signs is primarily based on providing adequate resistance against horizontal wind loads. The typically used subgrade reaction model for the load-deflection analysis of laterally loaded piles and shafts has been found to underpredict the capacity of shafts with length to diameter ratios less than five. The general applicability of an improved model incorporating the influence of shear and moment resistance at the shaft base is demonstrated. The detrimental effect of ground surface slope angle on the ultimate capacity is discussed, and a design chart for estimating the magnitude of the reduction in capacity is presented. A comparison between the predicted and measured responses of nine full-scale load tests performed within this study and sixteen external tests is presented. The models described are implemented in the computer program "LTBASE".

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

The paper examines the design issues associated with the integration of mineral processing within underground mining systems. It demonstrates conceptual integrated system design options appropriate to a range of geological scenarios. Particular reference is then given to a case study of stoping in narrow base metal veins. The performance of such integrated systems in terms of productivity, economic and environmental criteria is demonstrated by means of simulation. Particular attention is given to the potential benefits to mine waste management. Processing technologies appear to offer genuine potential benefit, whilst underground mining methods may need to evolve further to facilitate full integration. This paper is based on industry supported research aimed at developing selective and clean underground mining systems.

To recover the coal resources of high-sulphur anthracite in Jincheng Mining Area, underground coal gasification (UCG) of No. 15 seam in Fenghuangshan Coal Mine was proposed. The feasibility of the project was confirmed by investigations of occurrence conditions, coal properties, and roof conditions, as well as experimental studies and theoretical analysis. It was found that UCG technology is appropriate to be adopted in the mining of the No. 15 seam, due to the stable rock conditions, simple geological structure and hydrogeology, the high carbon content of the coal, non-cohesiveness, medium-thermal stability, high ash fusion temperature, and weak reactivity with CO2. Further factors are the characteristics of the immediate roof, which consists of 9.11 m of limestone and mudstone with a compact structure and low permeability, and 4.27 m of dominantly mudstone with low permeability.

The current Stoilensky magnetite concentrator comprises a three-stage crushing circuit followed by three stages of ball milling, grinding and concentration to produce a magnetite concentrate with 66.5% iron (Fe). The plant is built in four lines, three lines having four mills and one line with five mills, to treat 32 Mt/y of ore and produce 13.9 Mt/y of concentrate.NLMK, the owner, is Russia’s third largest steel maker and while the ore from the Stoilensky Mining and Beneficiation Plant (SGOK) provides the bulk of their supply, they still must buy ore from external sources at world prices. A decision was taken to expand the SGOK operation to supply all the NLMK concentrate, including the production of pellets.To commence the expansion, high pressure grinding rolls (HPGRs) were introduced as a fourth stage of crushing ahead of the first ball mill. This was a relatively low capital cost expansion and increased production by 12 to 15%, the cost being much less than an additional grinding line. The importance of this development was that earlier introductions of HPGRs in Russia had presented several problems so there was some reluctance to the initial concept. The even greater significance was that nearly every magnetite plant in Russia had a three-stage crushing circuit so the successful introduction of HPGRs was of interest to many operators.The design was developed by a team, consisting of Worley Parson, Mineralconsult and PiterGORproject (PGP), for the first four units to fit inside existing building structures. The first two units were commissioned in March 2016 and the next two units in May 2016, and production improved by over 12%. This paper focuses on the underground tunnel work at the Hollywood Water Quality Improvement Project (HWQIP) in Los Angeles, CA. The HWQIP is being constructed to provide a water distribution system to bypass the existing Hollywood Reservoir System, which supplies drinking water for 500,000 people. The major project features include, a 2.9-meter diameter 1,829 meter long bypass tunnel, a 1.8-meterdiameter 366 meter long utility tunnel, 3 jack and bore tunnels, two 136 million liters underground circumferentially wrapped pre-stressed concrete water storage tanks, associated piping, and mechanical facilities. The physical project location coupled with strong community involvement and stringent environmental concerns was a considerable driving force for this project located in the Cahuenga Pass area of the Hollywood Hills north of Los Angeles, CA.

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers’ soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

The ore, as sent to the sulphide mill, is a mixture, in varying proportions, of oxidized ore from above the 450-ft. level and sulphide ore from above and below (to date mainly from above) that level. The oxidized ore consists essentially of quartz, with varying amounts of kaolin and clayey material which passes into the slime and, in excess, creates a serious problem in settling. Pyrite may be present in small amounts. The gold is free and extremely fine.The ore, classed as sulphide, consists of pyritic material in a quartz gangue. The sulphides have been exposed to weathering, leaching by descending solutions and attack by ascending gases and actual burning. The alteration products occur in widely varying proportions and this variation adds to the difficulties in settling and control of grinding and flotation.Copper Minerals.-Chalcopyrite is the principal copperbearing mineral with smaller and varying amounts of covellite, which is sometimes associated with chalcocite, both these minerals being apparently of secondary origin.Examination of tailing by Dr. Stillwell has revealed all stages between clean chalcopyrite, chalcopyrite tinged with covellite, covellite with residual cores of chalcopyrite and clean covellite.The chalcopyrite is free floating, very few particles of clean chalcopyrite being observed in the tailing from granular flotation. The chief tailing loss is probably as chalcopyrite occurring as small inclusions in pyrite...

The Appalachian Blaster Certification Delegation initiated a study to compare the consistency of measurements from blasting seismographs. Six blasts were monitored at surface coal mines in West Virginia, Maryland, and Ohio. A total of seven different makes were deployed during the tests, with as many as seven models from five different manufacturers compared during any one blast. Great care was taken to bury the geophones in identical fashion. The variations in seismograph readings were compared to the International Society of Explosives Engineers’ Performance Specifications for Blasting Seismographs. Between 4 and 125 Hertz, the ground vibration amplitudes should be within ±5% and airblast amplitudes should be ±1 decibel. For each of the three mutually perpendicular ground vibration channels and the acoustic channel, the median value of all the units was used as a baseline for comparison. The six blasts monitored had median peak particle velocities ranging from 0.42 to 3.47 inches per second (in/s) (10.7 – 88.1 mm/s) and median airblasts ranging from 124 to 135 decibels (dB). There were 46 seismograph recordings for the six blasts. Eighteen (39%) of the 46 maximum peak particle velocities varied more than ±5% from the median. A total of 138 (3 × 46) component particle velocities were recorded, with 50 (36%) of the readings varying more than ±5% from the median. For airblast comparison, 43 recordings were obtained, with seven (16%) varying more than ±1 dB of the median. Variances may be attributable to blasting seismograph differences, variations in field deployment, and relative locations of the geophones. Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia collaborated in an intensive study of ground behavior, reinforcement performance, and stress redistribution at the Emerald Mine in Southwestern Pennsylvania. The study site was a longwall tailgate subjected to a severe horizontal stress concentration. Field measurements indicated that the stresses applied to the study site nearly doubled during longwall mining, resulting in roof deformations extending to a height of 4.8m (16 ft) above the entry. A computer simulation of the field site was conducted using FLAC-2D, incorporating a broad range of rock behaviors and failure mechanisms. Comparison between the measurements and the simulation showed that the model was able to capture the most significant aspects of the roof and support system behavior, particularly, the extensive slip along bedding that created a partially destressed "softened" zone in the immediate roof. The model also showed that supplementing the normal roof bolt support pattern with cable bolts would allow the entry to survive a further 20-25% increase in the applied horizontal stress. Such information could have very practical application to the design of roof support systems for coal mines.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The Wainui Mill was conceived as a 60 - 90 t/d central mill to process gold ores of the Thames area of New Zealand from small mines in the district. The ores of the region exhibit various degrees of refractory response to conventional cyanidation leach due to the fineness of the gold, and association with pyrite. The alternative circuits involving cyanidation, flotation, and possible small-scale smelting are examined. The environmental impacts have been audited by the Commission for the Environment and were found to be acceptable.
