Thank you, Syd, for the kind introduction and for inviting me to give the Keynote Address at this very prestigious gathering of some of the finest intellect and talent in the domestic and international coal industry. CONSOL Energy has been a part of this conference for its entire 24-year existence. We have presented 27 papers over that time. CONSOL employees have also been members of the planning committee for the conference, and we have been pleased to support the event both financially and with many participants. So I am honored to be here with all of you this morning, especially during such a positive period for coal. You can just feel the enthusiasm in this room for our industry, and for this conference. I can tell you, there?s also a lot of enthusiasm and excitement in CONSOL Energy?s boardroom. And our enthusiasm is mirrored on Wall Street. But there remains an ironic twist to all of this attention. Even when times are good, the coal industry seems to go largely unnoticed by the mainstream. Outside of West Virginia and other coal-producing regions, the industry still seems to lack influence and support, at least here in America. As an example, last month, an ABC News crew visited our Blacksville 2 Mine, near here, to do a feature story on increased employment in the coal industry.

Caving mining methods that are based on a planned caving of rock above and/or at times surrounding the material being mined can be classified in three broad categories: longwall mining, sublevel caving, and block caving. Each of the three methods involves a distinct technology as well as art of operation. Each requires a relatively large, regular, and predictable ore body. As a rule, the effect of mining results in some form of impact or change on the surface. Operationally, underground caving methods are characterized by high productivity as well as a high percentage of extraction of the mineral being mined. A key element for the productivity of this form of mining is the ability to standardize the various elements of work taking place underground. Therefore, work-men may perform a specialized role rather than function as all-around miners. Further, the nature of the mining methods lend them to a high level of mechanization. Operations and manpower can be centralized into a relatively small area where supervision can be concentrated and therefore be more effective. Productivity as well as safety benefits thereby. The caving method is unique in that the exploitation openings are deliberately destroyed by the process of mining. Rock mechanics principles focus on the ensurance and the propagation of the cave as well as the continuance of the mine openings designed to extract the broken ore. As a rule, production operations are designed to maintain a steady, continuous flow of ore from the extraction areas. This steady flow rather than an intermittent flow tends to promote good caving action as well as reduce hangups.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

THERE are three objectives in translation of works of this character : to give a faithful, literal translation of the author's statements ; to give these in a manner which will interest the reader ; and to preserve, so far as is possible, the style of the original text. The task has been doubly difficult in this work because, in using Latin, the author availed himself of a medium which had ceased to expand a thousand years before his subject had in many particulars come into being ; in consequence he was in difficulties with a large number of ideas for which there were no corresponding words in the vocabulary at his command, and instead of adopting into the text his native German terms, he coined several hundred Latin expressions to answer his needs. It is upon this rock that most former attempts at translation have been wrecked. Except for a very small number, we believe we have been able to discover the intended meaning of such expressions from a study of the context, assisted by a very incomplete glossary prepared by the author himself, and by an exhaustive investigation into the literature of these subjects during the sixteenth and seventeenth centuries. That discovery in this particular has been only gradual and obtained after much labour, may be indicated by the fact that the entire text has been re-typewritten three times since the original, and some parts more often ; and further, that the printer's proof has been thrice revised. We have found some English equivalent, more or less satisfactory, for practically all such terms, except those of weights, the varieties of veins, and a few minerals. In the matter of weights we have introduced the original Latin, because it is impossible to give true equivalents and avoid the fractions of reduction ; and further, as explained in the Appendix on Weights it is impossible to say in many cases what scale the Author had in mind. The English nomenclature to be adopted has given great difficulty, for various reasons ; among them, that many methods and processes described have never been practised in English-speaking mining communities, and so had no representatives in our vocabulary, and we considered the introduction of German terms undesirable ; other methods and processes have become obsolete and their descriptive terms with them, yet we wished to avoid the introduction of obsolete or unusual English ; but of the greatest importance of all has been the necessity to avoid rigorously such modern technical terms as would imply a greater scientific understanding than the period possessed. A composite iron ore-reductant pellet is a mixture of fine iron ore and fines of coal/char/coke, bonded at essentially room temperature with sufficient green strength for subsequent handling. In ironmaking, these pellets offer the advantage of fast reduction, utilisation of fines, non-coking coal and coke breeze. The composite pellet-based alternative ironmaking processes constitute a promising route for ironmaking in future. The present paper is a brief review of kinetics and mechanism of reduction of iron oxides into iron and other associated reactions, when these pellets are heated to high temperature. It would draw significantly from investigations conducted by the author and his co-workers.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

HISTORY of the Porcupine area has been pub-lished in detail by the Ontario Bureau. of Mines in several issues of its annual reports. An. interesting volume could be written on: this topic; especially if personalities were introduced, such as the. transaction whereby the original title to the Hollinger group of claims was settled between Ben Hollinger and Alex Gillies by the toss of a coin. The early history of the McIntyre mine also had its thrilling events, such as its manager, R. J. Ennis, dodging the sheriff and deposit-ing red-hot gold bricks in the bank to meet his pay-roll. The occurrence of quartz veins containing low gold values was reported in 1896 by E. M. Burwash and again in 1899 by W. A. Parks. The first application for a mining claim appears to have been applied for on Dec. 30, 1906, by W. 0. Taylor, of Toronto, one of the old employees of the Hudson Bay Co. On the recom-mendation of Mr. Taylor, early prospecting was done on the shores of Porcupine Lake. It. was not until the spectacular discovery of the surface croppings at the Dome mine, by J. S. Wilson in 1909, that a rush to the district took place. Exploration was carried on during 1910 and 1911. The big boom was on in 1911, when claims sold on the evidence of mere rock croppings, owing to the prevailing heavy overburden. Rock croppings with specks of gold brought big prices. The country was heavily timbered and most difficult to prospect. My first trip was made during the summer of 1911, while the railroad was under construction from Porquis Junction to South Porcupine. I published my observations in the Canadian Mining Journal, Dec. 15, 1911, discussing in particular the character of the ore deposits and the future prospects of the camp. The first mills were erected in 1911, only to be destroyed by the disastrous fire in July of that year. They were rebuilt and the first important shipments are recorded in 1912. The history of the camp from the discovery of the Dome to the present consists of alternate chapters of great optimism and those of a more non-committal nature. For the engineer unfamiliar with the character of the deposits of this area, and the north country in general, it is at times most difficult to draw conclusions and submit definite recommendations. When valuable orebodies apex at depth, with no surface showings other than slightly mineralized veins of quartz or quartz containing a little visible gold; when at depth valuable veins and ore deposits, paralleling the one being explored, are developed by cross-cutting, such as Nos. 85-58 on the Hollinger, which have been its largest producers, the engineer assumes responsibilities rarely called for in other mining districts. This fluctuating aspect is exemplified in the three large producers, and may be duplicated with some of the old producers now being explored.

The Newmont Tanami Operations (NTO), formerly the Granites Gold Mine, commenced operation in the mid-1980s with tailings deposition evolving over the past three decades as production has increased and the operation has expanded. Paddock-style tailings storage facilities (TSFs) and in-pit tailings deposition have fulfilled the tailings requirements for NTO over its lifetime with the technical specifications of these facilities improving over time in line with the positive development of standards, guidelines and best practice.This paper reviews the options for tailings storage facilities at NTO and the many considerations that have been analysed and deliberated upon before settling on specific TSF types and designs. It also explains the operating philosophies of the tailings deposition and how the facilities have always strongly maintained the optimum capture and retrieval of water. The current TSF design and criteria is presented, along with the introduction of dry tails harvesting for use in paste production as a backfill product for the underground mine. Tailings deposition and recovery remains a critical function of the Granites process to ensure long-term operation and gold production.CITATION:Thacker, S and Noakes, M, 2015. Even though the economy of the United States remains in recession ? or not, depending on which economist you listen to ? muicipalities still need improved transportation, water and wastewater transit systems. And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

The Runruno Gold Project is located on the island of Luzon, approximately 200 km north of Manilla in the Philippines. The mine is a surface mine operation and use the proven BIOX® and carbon in leach processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces of gold, and the operation will produce 96,700 ounces of gold per annum over a mine life of 10.4 years. The BIOX® circuit is designed to treat 140,000 tpa of concentrate with a design capacity of 404 tpd of concentrate at a design sulphide sulphur grade of 17% S2-. The Runruno project is the first BIOX® plant to implement the Generation III BIOX® design principles. As part of the Generation III BIOX® program Outotec supplied a turnkey, containerised metallurgical laboratory to facilitate the first four stages of the BIOX® and ASTER™ inoculum build up requirements. BIOX® inoculum build-up was started during early January 2015 with 5 litres of stock cultures shipped from South Africa. The BIOX® culture was successfully adapted to concentrate produced from the mini plant during March 2015. The ASTER™ inoculum build-up commenced during early August 2015 utilising 27 litres of ASTER™ bacterial inoculum already adapted to similar process conditions expected during commercial operation. This paper will detail the various stages of inoculum build-up through to commissioning and ramp-up of the BIOX® and ASTER™ Processes at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX® design principles.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

Although two-entry yield pillar-based gate roads supported by wooden cribs have been commonly used throughout longwalling in the Wasatch PlateadRoan Cliffs coalfield of central Utah, a three-entry yield-abutment gate road configuration was recently trialed in the Hiawatha Seam at the Genwal Resources (GRI) Crandall Canyon No. 1 Mine, near Huntington, UT. Pillar, entry, and cable bolt performance were monitored through second panel mining using a fairly extensive array of geomechanical instruments installed over a span of four crosscuts. Ground pressure and entry closure measurements confirmed that the 9.1-m-wide (30-ft) yield pillar was partially shielded from first panel longwall loads by the 36.6-m-wide (120-ft) abutment pillar, and consequently, experienced only minor yielding until the approach of the second panel face. Complete yielding of the 9. I-m-wide (30-ft) pillar occurred when the second panel was approximately 6.1 m (20 ft) inby the instrumentation site. Average cable bolt loads and differential roof sag remained low through second panel mining and tailgate entry ground conditions were excellent; however, very high ground pressures in the abutment and yield pillars, and second panel rib strongly suggest a high potential for coal bumps utilizing this gate road configuration at mining cover depths in excess of 396 to 457 m (1300 to 1500 ft). This conclusion is supported by the suspected occurrence of small coal bumps along the abutment pillar ribs, observed indirectly as fresh debris in the middle entry just behind the second face. This paper presents a case history developed from the geotechnical measurements and on-site observations of this unique application of a yield-abutment gate road configuration and cable support system in the Hiawatha Seam.

Block caving is becoming a more widely adopted mining method allowing for underground massive low grade orebodies to be extracted economically. Underbreak during cave propagation is difficult to predict in terms of recovery and is not well-researched due to the small number of caving operations. During mining of E26 Lift 2 (E26L2) block cave at CMOC Northparkes Mines, a wedge of high grade material failed to cave, even with the assistance of preconditioning and subsequent attempts to induce caving. The ultimate solution for recovery of the uncaved wedge was the establishment of the E26 sublevel cave (SLC), which commenced mining in 2015, with production following in 2016. The SLC provides approximately 1Mtpa to supplement the lowering grade of the current E48 block cave feed. Applying the sublevel caving methodology to recover block cave underbreak has proven challenging. The impact of the caving stresses and preconditioning of the wedge have caused production limitations requiring continual remediation throughout production of the E26 SLC. The dependence on remediation work created a roadblock to implementing precharging as the prevalence of brow loss raised concerns over the inability to hook up the charged ring. In 2018, a wireless initiation trial was completed in the E26 SLC over 24 rings. The trial showed that precharging was achievable in this environment and greatly improved the safety of charge up personnel.

The Fort Randall Reservoir project, on the Missouri River at Pickstown, S. Dak., was designed by the Corps of Engineers and is part of the Missouri River Basin Development Program. The location of the project with respect to adjacent features is shown' in figure 1. When the project is finished, it will include a large earthwork dam and 12 circular tunnels, 8 of which will be equipped for power and 4 for flood control. Various phases of the construction have been contracted to independent companies, and at present four companies are working on different phases of the project under a rigid time schedule. Western Contracting Corp. is the contractor on stage II, earthwork; Johnson-Winston Construction Co. is the contractor for construction of the intake towers at the upstream side of the dam; McCarthy Improvement Co. has the contract for the power house and the outlet works on the downstream side; and Silas Mason Co. has the contract for driving the power and flood-control tunnels. The latter two companies use the same roads for ingress and egress to their respective work areas and the same general waste dump area. Under such circumstances, it is necessary that each company stay on a time schedule in regular sequence to avoid interference with the other.

This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. The approval of the executive of each property was obtained for publishing this manuscript, and the accuracy was checked.

THE Wellington Lake power plant of the Consolidated Mining and Smelting Company of Canada, Limited, about 25 miles from Goldfields, Saskatchewan, is the second hydro-electric project operating in that Province, the first being the Island Falls plant of the Churchill River Power Company which serves the operations of the Hudson Bay Mining and Smelting Company at Flin Flon, Manitoba. The Churchill River project develops 90,000 h.p. at 56-ft. head; the Wellington Lake plant 3,300 h.p. at 75-ft. with pro-vision for an additional 3,300 h.p. unit. Churchill River power is trans-mitted at 110,000 volts over a 58-mile line of steel towers to Flin Flon and an additional 45 miles over a wooden pole-line to Sherritt-Gordon. Our steel tower-line is 22 miles long, and the voltage is 60,000; this choice be-cause certain such equipment was available from Trail. The diversion of 15,000? second-feet at 56-ft. head for 90,000 h. p. at Churchill river dwarfs our 500 second-feet flow at 75-ft. head for 3,300 h.p. In both cases, the main obstacles to be overcome during plant construction were the lack of transport facilities and the short open season. Let it be noted here that this paper deals mainly with those phases of plant construction which were particularly interesting to the writer. With-out these variations from the ordinary routine, this is just another power project whose story is better told by the accompanying charts and pictures. To many members of the Institute it is still just that; but I am writing for those who, like myself, have been too seldom responsible for major under-rakings at an appreciable distance from a railway siding. When it was planned in early 1937 to erect a 1,000-ton mill at our Box mine, both hydro and Diesel power were discussed. With ten years' ore in sight, even an expensive hydro project, such as ours turned out to be, produces kilowatts materially below the 2-cent operating cost of a Diesel plant using fuel-oil at 14 cents a gallon.

IT is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one. if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. SYNOPSIS OF BIOLOGICAL AND CHEMICAL FACTS The biosphere is not sterile; i.e., microorganisms are always present. Microorganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life-proteins, fats, carbohydrates, lignins, waxes, resins may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate. l7,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. "An introduction and case study of Mintek's latest generation of Milling Circuit controller, the MillStarTM with IES (Interpreting Expert System) is presented. This paper also describes as a case study its installation on a Southern African base metals concentrator plant which has demonstrated improved operation, greatly reduced variation in product quality, as well as increased capacity and availability of the circuit.In this case study, the MillStarTMw as installed along with several other enhancements, including hydrocyclone underflow monitoring, product particle size estimation and flotation circuit stabilisation. MillStarTM utilised the particle size measurement to control grind to within 2% of setpoint, all the while ensuring sump level control, density control as well as mill power optimisation. Mintek' s expertise in the modelling of tumbling mills allowed the development of a specialised optimising controller that ensured the mill was kept in the most efficient operating region.MillStarTM augments the automatic control with useful user interface features, such as on-line trends of any logged variables, historic data warehousing and retrieval and production summary reports.A novel feature that distinguishes the MillStarTMi s the IES (Interpreting Expert System). This is a feature of the software that works with the automatic control code to generate explanations for control actions made by the controller. Often complex control systems are mysterious in nature, reducing trust and eventually resulting in them being switched off. The IES method of exposing the heart of the controller has proved popular and is seen to have potential as a training tool. 314"

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."
