Le minage en profondeur sous contrainte modérée à élevée présente de nombreux défis aux opérateurs et aux ingénieurs de mine notamment au niveau du contrôle de terrain et de l?environnement minier souterrain, pour assurer la sécurité des travailleurs sous terre et la continuité du cycle d?opération. Des conditions de contrainte élevée signifient une pression accrue au front de taille et sur les structures minières tels les piliers de mine et les fins de zone, un risque de rupture violente ou de coup de toit plus élevé, des zones de rupture plus grandes au pourtour des excavations, des charges accrues sur le support de terrain, etc. Le présent article fournit un aperçu du travail fait à l?intérieur du Programme de Contrôle de terrain de CANMET au cours des sept (7) dernières années, entre 1995 et 2001, pour comprendre et suivre l?évolution des niveaux de contrainte à l?intérieur des structures minières. Les propriétés déterminées en laboratoire sur des échantillons rocheux et les prévisions effectuées au moment de la conception sont comparées avec les observations effectuées en chantier à la paroi des excavations et à l?intérieur de la masse rocheuse. La plupart des cas discutés ici montrent une corrélation satisfaisante entre les observations effectuées en chantier d?une part, et les résultats d?essai obtenus en laboratoire et les calculs réalisés lors de la conception d?autre part. Ces observations peuvent donc être considérées comme des moyens relativement sûrs pour vérifier et suivre l?évolution des niveaux de contrainte présents à l?intérieur des structures minières.

The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

The effect of bubble size and concentration of certain reagents on the terminal velocity, shape, path, and drag coefficients of single air bubbles in distilled water has been investigated. Bubbles of a certain size range rise considerably faster than Reynolds number-drag coefficient relationships predict, whereas a small amount of frothing agent reduces their terminal velocity. The rapid velocity at which bubbles rise in distilled water appears to result from slip at the boundary and from circulation within the bubbles. Surface-active agents retard bubble motion through prevention of both circulation and slip at the boundary. A surface tension concentration gradient helps maintain bubble sphericity. HE gas phase is one of the indispensible in-gredients in flotation operations. Flotation depends on the collision of an air bubble and a mineral particle in a pulp and their ability to remain in contact long enough for adherence to take place. Before it is possible to understand the mechanics of air bubble-mineral particle encounter, it is necessary to learn more about the nature of bubbles themselves before collision with a mineral particle has taken place. To date, little work has been done on air bubbles in flotation systems. In 1945 Fahren-wald' presented a study of the role of frothers on air bubbles and on aeration in flotation, and recently Wark and Sutherland' discussed the work of Rosenberg- in relation to flotation. The research reported in this present article was undertaken to investigate systematically the effect of bubble size and the concentration of certain reagents on the terminal velocity, shape, path, and drag coefficient of single bubbles in distilled water. Most of the work is concerned with the effect of a-terpineol on bubble motion in water, but studies were made with potassium chloride, potassium hydroxide, potassium ethyl xanthate, and potassium amyl xanthate. Experimental Method and Materials: To obtain free bubble rise and reduce wall and surface effects, the investigators used a tank of 5½x5½x30-in. internal dimensions, filled with water to within 4 % in. of the top.' The tank was made of acrylic plastic so that the walls would have good optical properties. Distilled water, which was re-distilled in a block tin still and saturated with air before each test, was used in all the experiments. All solutions were made with reagent-grade chemicals. During each experiment the water was at room temperature, and during the course of an experiment the temperature did not fluctuate more than 0.5°C. Since the experiments were performed over a period of six months, the temperature varied between 25° and 27°C. Enhanced gravity separators (EGS) provide a more efficient separation than froth flotation when cleaning coal in the 150 x 25 µm particle size range. To improve the performance of an EGS unit, air bubbles were injected into the feed stream in an attempt to decrease the apparent density of the coal particles due to the formation of bubble-coal particle agglomerates. Air injection had a significant impact on operating characteristics and separation performance. Coal recovery was increased by 10 to 20 absolute percentage points while a 2 percentage point drop in the minimum product ash content was also achieved.

INTRODUCTION It was not very many years ago that tunneling machine manufacturers spent considerable time trying to convince contractors and mine operators of the advantages of mechanical tunnel boring over conventional drill and blast methods. Today there are few doubters left. There is universal agreement that, not only are tunneling machines here to stay, but the ratio of bored rock tunnels to blasted rock tunnels is increasing at an accelerated pace, and within the next twenty years I predict almost all tunnels will be bored by machine. I believe we are today at a very important mile-post in the development of tunnel boring systems. Felix Gaye stated in his recent article (1) "It is important to disseminate between the efficiency of cutting tools and the overall efficiency of the boring operation". Mechanized tunnel boring in the past placed almost total emphasis on the rock cutting and boring ability of the tunneling machine. With advancements in technology and better solutions to the problems of rock fracture, steering control, and structural design, the emphasis today can be placed on the total-system concept. Tunneling machine design, as one of the key elements in the overall system, presents many problems that are not totally solved today. These design problems are, in the most part, not related with rock fracture, but rather with criteria associated with the over-all operation.

INTRODUCTION Geotechnical investigations for tunneling projects typically use vertical test borings and, to a lesser extent, angled borings. Horizontal drilling applications were often limited to specialty testing programs and to perform probe drilling from a tunnel boring machine (TBM) as part of production tunneling. The former often involved cumbersome setups with skid rigs and cribbing in a pilot tunnel or shaft. The latter usually was limited to generic probing for rock quality and ground water conditions with no sampling. Neither yielded continuous core at production rates suitable for design and construction planning. Conventional vertical investigations still make sense in many instances, particularly for tunnels planned beneath urban settings where truck access is convenient and where the tunnel horizon is not readily accessible via a portal or shaft. However, equipment is presently available to conduct horizontal geotechnicall investigations at reasonable production rates and cost. Advantages include continuously sampling the tunneling horizon and minimizing “access drilling” to get the zone of interest at the underground construction horizon. Horizontal boring lengths of up to approximately 800 m are considered feasible and those in the range of 150 to300 m are now routine. These capabilities make horizontal borings an attractive option to consider when looking at deep tunnels beneath ridges, especially where access is limited. Fewer drilling staging sites can also mean reduced environmental impacts when investigating tunnels proposed beneath sensitive lands such as public wilderness areas. Investment in early construction packages to develop portals for investigation access and, possibly in excavating test shafts for the same purpose should even be considered. Potential benefits in the form of achieving improved overall project costs using horizontal borings exist because of the significant additional data collected in the tunnel horizon. For this reason they should be considered during the routine cost-benefit analyses generally conducted for planning geotechnical investigations for tunneling. More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

LAKE MARGARET is situate high up on the West Coast Range of Tasmania, and lies in a roughly triangular valley formed by the ridge of Mount Sedgwick on the south, the ridge formed by Mounts Geikie and Tyndal on the west, amid a ridge connecting Mounts Geikie and Sedgwick on the east. Any description of this hydroelectric installation, however brief, naturally divides itself into the following sections:1. STORAGE BASIN, &c. 2. DAM. 3. PIPE LINES. 4. POWER STATION. 5. TRANSMISSION LINES. 6. SUBSTATION 7. VARIOUS WORKS utilizing the power.The Storage Basin used is the natural lake itself, which has a maximum length of 110 chains, a maximum width of 40 chains, and a mean arelj. of 300 acres. The water-level of the lake, which has been maintained by a natural dam, is 2143 ft. above sea-level. The approximate catchment area at present appropriated is 7 sq. miles, and the rainfall, on the average, about 144 in. per annum. It is possible to increase this catchment area by suitable races, &c. Dam.-The dam constructed is of very small dimensions, and is not a storage dam in the usual sense of the term. The natural storage ot-the lake itself was used by means of a channel cut through the natural dam and thence to the mouth of the lake, the lake level being thus temporarily lowered while the outlet pipes, screens, &c., were placed in position, and the channel was then closed again with a concrete wall in which the pipes and screens are set. The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

Gold extraction is largely driven by mineralogical factors, which often cause gold losses to various tailings. Mineralogical factors affecting gold recovery include grain size and shape, surface coating or rimming on gold particles, the presence of cyanide or oxygen-consuming minerals or preg-robbers, the presence of slow-dissolving gold minerals and the refractory nature of submicroscopic gold. Among these factors, locking of fine gold particles in sulfide, silicate and other minerals, either as visible, fine-grained gold inclusions and/or as invisible submicroscopic gold, is by far the most common factor leading to poor gold recovery in gold ore processing. This paper discusses the mineralogical characterisation of gold lost in tailings and its metallurgical implications. The techniques used in characterising the un-recovered gold are also briefly introduced.

There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. Bulk materials handling systems are extensively used in the mining and minerals industry, where a fairly high incidence of structural failure is experienced, notwithstanding design compliance with appropriate standards. A number of case studies are explored to demonstrate how insufficient controls or protection systems have contributed to structural failures on mobile bulk handling equipment. The importance of design integration across engineering disciplines is highlighted. The revision of ISO 5049-1 (1994) is proposed to provide specific rules and guidelines pertaining to machine protection systems. It is further recommended that the structural design engineer of the original equipment manufacturer(OEM) fulfils a more prominent role during the final acceptance and handover of mobile bulk handling equipment, with specific reference to protection systems.

The purpose of this paper is to establish a qualitative method to estimate the risk level (e.g. rating and ranking) resulting from mining activity. Risk is the product of two factors: probability of failure and cost of consequences. A resultant assessment scale matrix is then used to assign a risk index value which is directly proportional to the potential for excavation instability. A case study, the No. 1 Shear East orebody at Vale?s Garson Mine in Sudbury, Ontario will be examined. A three-dimensional, elastoplastic, finite difference model (FLAC 3D) is presented for a mine development intersection situated 1.5 km below ground surface. The developed assessment scale matrix is used to estimate risk index for intersection (2981) located on 5000 level. The results are presented and categorized with respect to risk-index value, probability of instability, cost of consequence, and mining stage.

The AusIMM/AMIC code for reporting Reserves seeks to improve the calibre of professional reporting on this subject. But have they gone far enough? Should the code appreciate that the degree of reliability of estimates required will vary with the type of mining planned? How does one "confirm continuity" as required by the code? The aim of optimum development drilling is to achieve appropriate ore zone definition for acceptable estimates of reserves and their economic extraction. Can this procedure be in conflict with the code? How does it affect finance decisions?

Winzes are usually sunk 9 ft. 6 in. long by 6 ft. 0 in. wide and are divided into two compartments, 4 ft. 0 in. by 5 ft. 0 in. inside the timbers. The general practice is to sink the winze to a depth of from 9 to 12 ft., put in bearers and three or four rings of timber, and then erect a sinking headframe before continuing sinking operations.GENERALThe main feature governing the design of the headframe was that all parts could be transported on timber trolleys in No. 2 Shaft. Except for some minor details the structural members consist of steam pipe. Joints are sections of steam pipe welded to one member and into which the other member fits and is held in place by a 1-in. bolt. The headframe consists essentially of two bedpieces to carry the winch and to form a seat for the four legs. The legs support the sheave bearers, the tipping door and the brace.Except during tipping operations the door is in a nearly vertical position. For tipping it is lowered to an inclined position and a hook suspended from one of the bracing members of the headframe is attached to a "D" welded to the bottom of the kibble. This causes the kibble to tip when it is lowered on to the tipping door. The capacity of the kibble is 4 cubic feet.THE HEADFRAMEThe dimensions of the headframe are:Height to top of sheave .. .. 14 ft. 10 in.Distance centre to centre of legs 4 ft. 4 in.Length of bedpieces .. .. .. .. 8 ft. 9 in.The weight is approximately 2,000 lb., the tipping door and bedpieces being the heaviest members. They weigh 240 lb. and 170 lb. respectively.One compartment of the winze is decked over, and the bedpieces, which are 8 ft. 9 in. lengths of 6 in. pipe with three short lengths of plate welded to the underside, are placed over the sinking compartment, either transversely or parallel to the winze. Three 3 inch pipes act as spreaders between them.Welded to the top of each bedpiece is a 6-in. by iHn. plate 3 ft. 0 in. long with four 4-in. by 1.5-in. slots cut longitudinally at 10 in. centres. This phenomenon is well-known at temperatures above the melting point of aluminum,3"6 whereas in this paper the transformation was studied at temperatures lower than the melting point of the aluminum matrix.
