The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

The Swiss are building the world’s longest tunnel, the 57-Kilometer (35-mile) long Gotthard Base Tunnel. Lot 252, Tunnel Amsteg: Two Hard Rock Tunnel Boring Machines (TBM) crossed hydro-thermally decomposed granite. While the East TBM advanced slowly but steadily, the West one got stuck for five months and had to be recovered by special means and methods. Both TBMs have finished their more than 11-Kilometer (7 miles) long drives successfully. Lot 360, Tunnel Sedrun: For the first time in tunneling, roadway support machines are used through most challenging, squeezing geology. They constantly advance in full face mode for about one Tunnelmeter/24 hours.

"BackgroundThe paper discusses post-mining land use however, the essence of the topic is the emotional motivation behind the decisions related to mining investment and development. Therefore this is not a typical SAIMM technical paper about the science and techniques of post-mining land use. There are already numerous papers written and conferences held on this aspect of post-mine land use; the science is well understood, but the evidence of the practical application of the (environmental, social, and economic) science is sparse. At a recent conference held in November 2017 on the theme of ‘Science, Business, Society Dialogue – linking science, society, business and policy for the sustainable use of abandoned mines in the SADC region’, it was demonstrated through the delivery of several papers on the possible viable options of post-mine land use. The conference was structured in nine sessions, covering the following relevant topics:? Sessions 1 and 2: Nature and magnitude of the problem: raising awareness? Sessions 3 and 4: International experiences in remediation: case studies? Sessions 5, 6 and, 7: Technological solutions: converting liabilities into assets? Session 8: Implementing solutions: social and legal aspects? Session 9: Wrap up, lessons learned: conference resolution.Summaries of the key outcomes of the sessions are available for reference.The aim of this paper, accompanied by the video speech, is to provide a visualization of the possibilities of post-mine land use. Mining contributes approximately 7% to South Africa’s GDP - this is the lowest it has ever been and is attributable to both a diversifying economy and to poor mining and investment policy which has resulted in reduced investment in the sector. The objective of the paper is to highlight the opportunities, for succeeding and diversifying economic activity following mining and mineral extraction which can continue to sustain the livelihoods and wellbeing of communities and societies beyond mining.During mining, very few alternative and local economies develop. Dependence on mining and its value chain prevails until mining ceases. This idea is conveyed in Figures 1a and b."

By using knowledge-based technology to create a Virtual Mining Enterprise and integrating it with existing technical and financial computer systems, a gold mining company has been able to reduce the time taken to produce a mine plan from 14 weeks to less than one week. Typically, the mine planning process requires circulating and managing large amounts of information. Even with the use of computers in todayÆs business, this is often still a manual process involving file transfers and individualised spreadsheets. Mine planning also involves understanding and managing large quantities of complex and interrelated variables. Added to this is the ever changing dynamics and constraints associated with the business of mining. These issues not only hamper the planning process but also question the validity and usefulness of the mine plans being generated. By integrating the information and knowledge of the numerous departments involved in mine planning into one core Knowledge Base - so called æone version of the truthÆ, - mining companies are able to overcome these pitfalls experienced in traditional planning methods. Once set up, the Knowledge Base creates and runs a virtual mining enterprise with which to visualise and test various scenarios of mining, business and logistical activities. The final output is an optimised enterprise-wide plan with clear and detailed instructions for each of the divisions of the company.

This paper provides an update to a paper by the author on an overseas explorer's perception of New Zealand, presented at the 1997 New Zealand Minerals & Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.

Australia is the world's leading producer and exporter of mineral sands. Despite increased production from some other countries in recent years, Australia maintained its No.1 position in 1988 among world producers of mineral sands concentrates. Production of the titanium minerals -- ruffle, ilmenite and leucoxene, as well as synthetic ruffle -- by the seven companies currently comprising the Australian industry increased in 1988 in response to continuing strong demand for feedstock by the pigment industry. Production of co-product zircon remained at the 1987 level, reflecting declining zircon grades. Exports of mineral sands concentrates increased in 1988; export earnings exceeded $300million. Prices for mineral sands concentrates are now at a historical high and, assuming that the world economy remains strong, real prices should continue to trend upwards in the short term. Exploration in the Eneabba-Cooljarloo region and the Scott River area, both in WA, the Murray Basin, Vic, and the central Queensland coast area, has identified substantial resources of heavy mineral sands. These discoveries have reversed the trend of the early 1980s of falling resources of mineral sands. In 1988, BMR estimated that economic demonstrated resources (EDR) of ilmenite, rutile, zircon and monazite combined was about 72.8 million tonnes. However, a substantial portion of the resources on the east coast are frozen as a result of environmental considerations. The proportion of mineral sands concentrates processed in Australia increased with the commissioning of two new synthetic rutile plants; Australia is now the world's leading producer of synthetic rutile (total capacity 272000 tonnes), most of it for export. Australia's two TiO2 pigment producers have both increased capacity, lifting national capacity by some 70p ercent to over 120000 tonnes/yr. As part of the expansion one producer converted from the sulphate to the chloride process. Other new pigment plants are being proposed for the future.

"The study evaluated the impact on overall circuit metallurgy of improving the performance of the two flotation columns that make up the final Mo cleaning stage in the Cu/Mo separation circuit at Highland Valley Copper mine. The results showed that a key factor to improve the overall circuit metallurgy was to control the size of the bubbles generated in the columns. When a large proportion of small (< 1 mm) bubbles were generated, the production rate of solids-in-concentrate increased by a factor of 4-5 compared to typical production figures without compromising concentrate quality. This increase in concentrate production rate reduced the circulating load in the circuit causing a significant increase of Mo recovery. A statistical analysis of historical production data showed a strong relationship between final concentrate production rate and overall Mo recovery. This relationship along with the results from this study indicated an opportunity to increase the recovery of Mo from 90% (typical) to 94% without downgrading concentrate grade. This 4% increase represents about 14,000 lbs or $500,000 worth of Mo each month at current metal prices.To provide a rational interpretation of the results, this study also examined whether the model of Gorain et al. (1997; 1998; 1999) could explain the increase of Mo recovery seemingly resulting from the decrease of bubble size. The data showed that the model predictions did not agree with the experimental data, i.e., for a given change (decrease) of bubble size, the predictions underestimated significantly the observed recovery increase. An interpretation based on the fundamental analysis of Finch and Dobby (1990) and Hernandez-Aguilar et al. (2005) is proposed to explain the discrepancy between measurements and predictions obtained from Gorain et al.’s model.INTRODUCTIONIt is generally accepted that the size of the bubbles generated in a flotation cell – a concept usually referred to as “bubble size” – has a significant effect on metallurgical performance. However, a significant number of mineral processing practitioners often question, with valid reasons, the practical benefits of implementing process improvement strategies based on controlling bubble size. “Small” bubbles are often considered to be “favourable”, but how small they need to be for a particular case, or how to adjust operating conditions to control a target bubble size, or whether the bubbles need to be smaller in the first place are questions that usually remain unanswered. The realignment of Interstate 880 replaces the double-decked (Cypress) viaduct collapsed in Oakland, California during the 1989 Loma Prieta Earthquake. The California Department of Transportation (CALTRANS) evaluated several pile foundation schemes for supporting the proposed structures. Structural support demands led to the selection of steel pipe piles (16-, 24-, and 42-inch-(406-, 610- and 1067-mm-)diameter), filled with concrete and steel reinforcement. Deep penetrations required through layers of very dense/cemented sands in some locations, caused serious drivability and pile integrity concerns. The need for large pile driving hammers and large diameter steel pipe piles pushed the engineers and prospective contractors well beyond the limits of local experience. Such questions as the feasibility of driving the pipes closed-ended through dense upper strata, and quantifying the effects of installation on the long-term capacities of the piles, led CALTRANS to develop a comprehensive pile test program to address the design and construction issues effectively. The results were furnished to prospective bidders on the production stages of the ensuing contracts.

Sandstone, a widely distributed siliceous sedimentary rock, is the third most popular building stone in the United States. It is formed by the breaking down of preexisting rocks by weathering, subsequent segregation of the detrital quartz grains into discrete deposits by the sorting action of water or wind, and finally cementation of the quartz sand into a coherent rock. The homogeneity and resistance to weathering of the resultant sandstone make it suitable for exterior construction. Its excellent wearing properties explain its popularity for flagging and stair treads. However, quarrying and dressing methods and costs are adversely affected by the abrasiveness and hardness of sandstone especially as compared to limestone.

In the late 1970&apos;s and early 1980&apos;s a considerable number of large scale open pit mines were developed in N.S.W. and Queensland. At the time these mines were planned, the industry was characterised by rising coal prices, rising fuel prices, and a host of other labour and government constraints different to the situation today. Yet some mines have clearly been able to cope with this change much better than others. While one mine may now be expanding and profitable, its neighbour may still be labouring under painful adjustment processes. This paper examines the major reasons for this difference. It suggests more robust criteria for assessment of future projects to reduce their sensitivity to changes outside management control.

Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in 1983 with the formation of DeBeers Marine. Full-scale commercial mining commenced around1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geosurvey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. De Beers operates across the entire value-chain spectrum from geology and geosurvey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in De Beers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities is also available to support R&D and projects activities. Hydrotransport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.

This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

"The Highland Uranium Project (HUP) is located approximately sixty miles northeast of Casper, Wyoming and is owned and operated by Power Resources, Inc. (PRI). With an annual production of680 tonnes (1.5 million lbs) U308, HUP is one of the largest uranium producers by in-situ leach (ISL) in the western world. Uranium is currently produced from four wellfields with a total flow rate of approximately 1,135 m3/hr (5,000 gpm). The carbonate leach solutions are processed by anion ion exchange at two satellite facilities located in close proximity to the wellfields. The loaded resin is transported by truck to a central processing facility for elution of the uranium. Uranium in the pregnant eluant is precipitated and washed prior to calcining.Wastewater from the satellite facilities is treated and used for irrigation at a Land Application Facility. The wastewater generated at the central processing facility is injected into a 2,750 m (9,000 ft) deep waste disposal well.When economical mining of the orebodies is complete, restoration of the groundwater is initiated. There are currently two wellfields at HUP undergoing ground water restoration. Phase I restoration consists of removal of the carbonate leach solution from the ore body. Phase II includes treating the withdrawn fluid with reverse osmosis and reinjection of the permeate into perimeter wells.Future plans include construction of additional satellite facilities at the Gas Hills Project and other economical deposits located within 240 km (150 mi) of HUP. The capacity of the central processing facility will be increased to 1,815 tonnes (4 million lbs) U308 per year by late 1999."

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

Environmental investigations have been undertaken by Ok Tedi Mining Limited (OTML) since 1981 when the Ok Tedi Environmental Study was commenced. Environmental monit- oring and management programmes were implemented in 1983. The programmes included water quality monitoring, river flow and sediment monitoring, surveillance of aquatic biological communities and a health and nutrition survey of the local people. These original programmes have continued, and additional programmes of work have been developed and revised to reflect changing operations and the need to focus investigations on specific areas and issues of concern. In April 1990, following the establishment by the Government of Papua New Guinea (PNG) of environmental management criteria for the Fly River system, compliance monitoring programs were introduced. Details of the compliance and additional monitoring programmes undertaken by OTML throughout the Ok Tedi and Fly catchments, including programmes of investigation in the Fly River estuary, Gulf of Papua and Torres Strait, are presented.

The problem of estimating the precision of systematic samples from a mineral deposit is attacked by interpolating the quality, or other attribute measured, by using Fourier approximation. Such approximation using trigonometric functions yields a particularly simple expression for the variance of the mean value of the attribute sampled. The increasing volume of publication in which the science of statistics has been applied to the problem of predicting the quality of an ore deposit from sets of samples taken from it might lead one to believe that engineering judgment can be replaced by statistics. There is, in fact, an implicit application of the principle of indifference or of "no advance knowledge" which has been discredited in modern statistical theory and practice. These pages will show that it is not always advantageous, efficient, or safe to apply this principle. This problem will be dealt with by using series of orthonormal functions to describe the distribution of the quality of ore in space as contrasted with the more commonly used distribution of quality as a frequency function. Mining engineers are rarely well acquainted with the use of such series or of the functions comprising them. These uses are commonplace in the fields of communication and information theory and it is not surprising that applications taken from these fields should be found appropriate for the analysis of the information contained in a set of samples from an ore deposit. It is hoped that presentation of the following basic, but incomplete, results will generate wider interest in this method and a fuller development of it as well as of the necessary computational techniques. FUNDAMENTAL PREMISES Random variables in the strictest sense are not very common in mine sampling. The sets of samples are almost always taken systematically and are, hence, not subject to all the laws governing random events. Therefore, unless there is indeed random experimental error in the determinations of quality, the treatment of systematic samples of n members as though they were random samples of n members often leads to calculation of confidence limits for the mean quality which are larger than they should be with the result that unnecessary additional sampling is done. The reason for this will emerge in the following discussion leading to Eq. 24 and its generalization. In order to inquire into such questions on a rigorous basis and at the same time avoid arithmetic complications that would obscure the concepts involved, a one dimensional distribution of quality will be assumed.
