In 1937, the Metallurgical Department of the National Resources Committee established a copper refinery plant (predecessor of the Chongqing Smelter) in Changsha, Hunan Province, China. The blister copper produced by a local copper smelter was casted as anode for electrorefining. The plant, with a capacity of one ton of electrolytic copper per day, was designed and tested in 1937. At the trial production stage, a total of 9 tons of cathode copper was produced. The plant was formally put into operation in July 1938. In the same month, more than 20 tons of electrolytic copper with purity over 99.9%Cu was produced. This was the first batch of electrolytic copper produced in China. In 1939, China’s largest non-ferrous metal smelting plant, Fengtian Gold Mine Refining (predecessor of the Shenyang smelter) was completed and put into operation in Shenyang, mainly producing nonferrous metals such as gold and silver, as well as copper and lead. In 1939, the Kunming copper smelter (predecessor of Yunnan Smelter) was completed and put into operation. The plant equipment, imported from the United Kingdom, was designed to produce 1,200 tons of electrolytic copper annually. In 1943, Jiatong smelter (predecessor of the Shanghai Smelter) became the 4th domestic cathode copper producer. Since 1949, China has gradually established a large copper industry. These developments are discussed in this paper. Today, China operates nine out of the twenty largest copper refineries in the world. With a total capacity approaching 9 million tons of copper per year, China has the world’s largest copper refining capacity. INTRODUCTION China is a country with a long history of copper mining. The earliest smelter in China in recent times was the Shanghai Smelter, which was built in 1912. From then until 1949, China successively built Chongqing Smelter, Kunming Smelter and Shenyang Smelter. The world's first copper electrorefinery was the Pembrey refinery built in the UK in 1869 (Lu, 1999). However, it was not until 69 years later that the technology was spread to Changsha, China.

The following notes apply more especially to the purchase of silverlead ores produced in the neighbourhood of Zeehan and Dundas; for it is this class of ore that is principally mined in those parts, and which creates competition among the ore buyers.In the early days of this field, most of the ore passed through the hands of the first buyer who had sufficient enterprise to establish himself at Zeehan but in more recent times, competition has been so keen that there are generally three or four buyers tendering. lf the output was large this would not matter so much from the buyers' point of view but when we consider that the output of the field is only some 1,650 tons per month, and that of this 70 odd tons are produced by the Western and Montana mines, aud being sent home for realization, is withdrawn from local purchasers, there is really not enough for four buyers, especially at the present exorbitant prices they pay the miners.Some of the mines have a fixed sampling day, on which it is tacitly understood that the ore buyers will attend. Others, such as Grubb's Silver Mining Oompany, No-Liability, send round a printed reminder, stating the quantity of ore, and the date of sampling.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. Typically, large volumes of data are collected during geotechnical investigations for mining projects but rarely is this done in a comprehensive manner that enables all aspects of the geotechnical environment to be evaluated. A geotechnical core logging process has been developed to record mechanical and structural properties of the rock mass. The method enables data for a wide range of rock properties and geotechnically significant major structures to be collected including rock strength, joint surface condition, fracture frequency and fracture orientation. The logging method is unique in that sufficient data is collected to enable the independent determination of all the major rock mass classification systems including rock mass rating (RMR), (Bieniawski 1976, 1989; Laubscher, 1990) Norwegian Geotechnical Institute (NGI) tunnelling quality index (Q) (Barton, Lien and Lunde, 1974) and geological strength index (GSI) (Hoek, Kaiser and Bawden, 1995). The logging system has been specifically developed to allow better and more precise appreciation of rock mass and structural conditions across the project area thereby optimising the use and application of the available geotechnical data and improving confidence in the outcomes of geotechnical investigations. This paper describes the core logging process with case examples showing how the logged data can be used for underground and open pit mine design.

As open pit mines continue to grow deeper and productivity continues to increase, the management of respirable dust and noxious gases can become a challenge. The natural wind flow in open pit mines is often recirculatory. This recirculation traps dust and gases in deep open pit mines. This problem is particularly acute in high latitude open pit mines due to a phenomenon known as an atmospheric inversion. In the winter, arctic and subarctic regions experience short days and long nights. This deficit of solar radiation creates a situation in which cold, still air accumulates near the bottom of the pit. In open pit mines, this can result in unhealthy accumulations of gases and other contaminants in the open pit mines. In this study, the natural wind flow patterns in and around open pit mines were investigated using a computational fluid dynamics (CFD) program. Two dimensional models were created for a variety of pit geometries. The effect of depth, slope angle, and wind speed on the recirculation pattern in the pit was examined.

Hematite floatability from two low grade banded iron ores of India, namely banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) using fatty acids and amine as the collectors is investigated under identical physico-chemical conditions. The results indicated that hematite present in BHQ ore is easy to float using both the collectors, compared to BHJ ore. The difference of flotability between the two banded iron ores is that quartz grains are coarser and well liberated below 100 micron size in case of BHQ compared to BHJ ore. In case of BHJ ore, fine hematite and quartz grains are intimately inter-grown and are dispersed in thick jasper bands leading to liberation problems. Besides that, dusty jasper particles coat over hematite surface in case of BHJ ore during the process of grinding, which hinders specific adsorption of collector on hematite or quartz surfaces. This is substantiated by scanning electron microscopy (SEM). The flotation studies have indicated that it is possible to achieve ~64% Fe with ~67% recovery from a BHQ ore using both anionic and cationic collectors from a feed containing around 38% Fe. In contrast, the hematite recovery in BHJ ore was poor. Differences in the ore characteristics that affect the flotability of hematite present in both the ores are compared. "The application of hydroxamic acid as flotation collectors is fast becoming of significant interest for the selective flotation of oxide minerals along with upgrading oxidised based metal ores and minerals. In the hydroxamate molecule, both O and N atoms in the -CONHOH group are identified as coordination atoms in many complexes and their characteristic structure determines the strength of the chelation complex between the hydroxamate and metal ion. The chelating performance of hydroxamates with transition metals including Cu, Ni, Zn, Fe, Cr, Mn and Co, the alkaline-earth metals (Be, Ca) and heavy metal (Pb) has been studied. Cytec has developed and patented a range of alkyl hydroxamates as flotation collectors for oxidised base metal sulphides, metal oxide minerals and precious metals. This paper introduces two new structures of hydroxamate collectors (Cyclohexyl and 4-tert-butylbenzoyl hydroxamates) and evaluates their characteristics relative to alkyl and benzoyl hydroxamates. Laboratory small-scale flotation tests were conducted with ilmenite and wolframite. The use of 4-tert-butyl benzoyl hydroxamate resulted in a best flotation performance for ilmenite. A relatively low cyclohexyl hydroxamate dosage was required in the flotation of wolframite to obtain comparable results to the alkyl and benzoyl hydroxamates. It is also shown a significantly improved flotation performance with 4-tertbutyl benzoyl hydroxamate in the flotation of ilmenite plant ore in comparison to the oleic acid or fatty acid collectors typically used for ilmenite flotation.INTRODUCTIONHydroxamic acid has been reported as an effective collector in small-scale flotation tests for a wide variety of oxide minerals and ores including copper (Lee et al., 1998, Lee et al., 2009), iron (Quast, 2000), tin (Sreenivas and Padmanabhan, 2002; Wu and Zhu, 2006), tungsten (Marinakis and Kelsall, 1987; Xia et al.,2004), and rare earth metal minerals (Ren et al., 1997; Pradip and Fuerstenau, 1991; Assis et al., 1996; Pavez et al., 1996; Zheng et al., 1996; Chen et al.,2005).As part of our previous research project, a selected suite of hydroxamic acid collectors including fatty, aromatic and modified hydroxamates (naphthoyl, cyclohexyl, benzoyl, octyl, 4-tert-butyl benzoyl, salicylic hydroxamates) were tested in order to examine their potential for recovery and selectivity of rare earth minerals. In these tests it was shown that the flotation performance with the hydroxamate collectors was significantly better than the phosphoric acid collectors on no slimes removed samples (Brian, et al., 2014; Liuyin, et al., 2014 and unpublished internal technical reports). Furthermore the tests revealed that for most of the hydroxamate reagents tested, their dosage requirements to achieve recoveries at the same levels was less than that for the phosphoric acid collectors. Recovery of both La and Ce was significantly better for the salicylic hydroxamate and that Nb, Y and Zr recovery were favoured by the octyl and benzoyl hydroxamates (Brian, et al., 2014; Liuyin, et al., 2014). Comparison among the hydroxamate collectors showed that the flotation and recovery performance of cyclohexyl (CHH) and 4-tert-butyl benzoyl (TBH) was not as good as the other hydroxamates for rare earth recovery."

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

New Technologies, New Challenges and New Opportunities For quite some time now, numerous explosive manufacturers have spent untold man-hours and millions of dollars trying to develop a blast initiation technology that would “once and for all” provide users with what was once believed to be only a theoretical possibility...nominal timing. Zero “cap scatter” (the amount of variation of delay timing from the targeted nominal) has been the industry’s goal ever since delays were first introduced into the marketplace. Just as adding delay time between blast-holes improved blast performance since their introduction, having the wrong delay or a poorly timed blast has proven to be very inefficient and in many cases hazardous. The question of how precise a blast initiation system needs to be still remains unanswered, but electronic detonator systems being used today indicate that significant improvements can be achieved over conventional pyrotechnic detonators. These systems can typically provide single digit millisecond ranges of variability, if not sub-millisecond in some cases.

The Bay Area Rapid Transit (BART) District will be extending BART service south along an 8.7-km (5.4-mile) -long corridor in the city of Fremont, California as part of the Warm Springs Extension (WSX). The WSX project will link the existing BART system to the future BART to San Jose extension. A segment of WSX is located in Fremont Central Park (referred to as the Fremont Central Park Subway Project). The Fremont Central Park Subway is considered the most complicated and geotechnically challenging portion of the project with an underground subway box being constructed near the active Hayward Fault which is capable of ground motions up to 0.75 g and is located in an aquifer which is used for water storage and supply. Soil-structure interaction analysis was used in the design of the subway box to resist deformations due to earthquake ground motions. A water-tight excavation support system has been designed to allow subway box construction while minimizing impacts to the aquifer.

"Within the energy concept of the German government, the operating time of nuclear power plants was initially extended from about 8 to 14 years. It is planned, however, that every power plant will gradually be decommissioned until 2025 and that simultaneously the amount of renewable energies will successively be expanded. According to the political state, nuclear energy is a discontinued model. Looking at the global energy market, though, an obviously opposed development can be observed. At the moment, 443 nuclear power plants are running worldwide and further 62 facilities are being built. These about 500 nuclear power stations have to be supplied with nuclear fuel right now and in the future. The present paper will describe the worldwide use of nuclear energy, the extraction of the nuclear fuel uranium and in detail the available and predicted resources of uranium. The conclusion of the paper is the statement that uranium as nuclear fuel is no scarce resource but sufficiently available."

Whilst a significant body of research has been carried into air overpressure levels that arise as a result of the use of explosives, few published studies have actually tried to relate the movement of a quarry face to the resulting air overpressure produced. The aim of this preliminary investigation was to monitor a number of quarry blasts at two different limestone quarries. The first using multiple separately initiated deck charges in a multi borehole blast, the second using single column charges in a multi borehole blast.

The underwater concrete technology has historically evolved largely through a trial-and-error process of constructing marine works. Many outstanding examples exist of high quality concrete placed underwater. However, failures also occurred and led to excessive cost and/or schedule overruns. These failures were largely due to improper concrete mix design or improper placement. The problems may have occurred because proper underwater concrete construction techniques and experience have not been widely disseminated. This section focuses on technical issues of underwater concrete mix design, concrete production and placement, and quality control.

Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. For the purposes of this discussion it is assumed that contributors should express the thoughts that arise from their personal experience. So wide is the range of mineral deposits, and so varied the methods employed in their discovery and development, that no two geologists are likely to have been impressed with the same applications of their science. The author's own personal experience has been, during recent years at least, very largely concerned with the broader aspects of the employment of scientific method and geological knowledge to the problems of exploration and exploitation, for the guidance of the general public and governmental authority rather than of mine executives and directors. The view-point thus reached is likely to differ in many respects from that of men who are much more intimately concerned with the mining problems of a single metal or a single mining field, and for this reason a statement may perhaps supplement those from others whose experience has been markedly different.It may well happen that, at some not distant date in the future, when systematic and comprehensive instruction in economic geology is embodied in the courses- prescribed for mining engineers during their years of training, the author's comments will be quitesuperfluous; but at the present time they appear to him to call for expression.The Need for Training of Mining Men in Economic Geology.Contact over a period of many years with mining men who have had different kinds of training and experience has been convincing that there is a general reluctance to acquire a full rational understanding of the geological factors involved in exploratory and developmental problems. The correction of this attitude is regarded as vital to the industry and it is necessary to insist that the outstanding requirement of the present day is the utilization of all branches of geological, investigation in the field and the laboratoryby men who have had systematic and specialized training in these matters. New technology projects, particularly those involving first-of-a-kind metallurgical facilities, have a poor track record of achieving their overall financial targets, as they incorporate technological risks in addition to normal project risks. Traditional project management tools focus on risk from concept development through implementation, but typically fail to address the additional risks associated with a new technology project including slow start-up, slow ramp-up, and failure to achieve design performance (quality or throughput). These additional risks affect future cash flows produced by the project and hence its value, typically measured as net present value (NPV) or internal rate of return (IRR). Common accounting practice is to reduce the present value of future cash flows by applying a chosen discount rate, often reflecting the corporation?s cost of capital. This discount rate does not contain an allowance for technological risk, which is often underestimated or misunderstood by both the financial and engineering project managers. This paper will focus on the topic of project risk and new technology, and how these play a role in the probability of achieving the predicted future cash flows. By properly addressing technological risk in the form of risk-weighted returns, marginal projects can be prevented from proceeding, while sound projects can be given the additional time and resources required to achieve the optimal level of front-end-loading (the level which returns the maximum risk-weighted net present value). A simple set of mathematical tools should enable engineers and financial professionals to establish a common level of understanding, thereby leading to a more accurate assessment whether a new technology project is ready to pass through its next level of approvals.
