Kaiser Steel Corporation, the pioneer steelmaker on the Pacific Coast, was founded by the late Henry J. Kaiser. In 1944 the Company purchased from the Southern Pacific Railroad an iron ore property 200 miles east of Los Angeles known as Eagle Mountain. Today the domestic operation of Kaiser Steel Corporation consists of the iron mine at Eagle Mountain; two coal mines, one each in Utah and New Mexico; an integrated steelmaking complex at Fontana, California; and several steel fabrication and erection facilities along the west coast. Kaiser Steel also has interest in Hamersley Iron, Ltd., Australia, and Kaiser Resources, Ltd., British Columbia. Eagle Mountain Mine is located about 80 miles east of Palm Springs and adjacent to the southeast corner of Joshua Tree National Monument. The area is one of the most arid in the world averaging only two inches of rain annually. Geologically, the mine is at the western edge of the Basin and Range Province which covers about one-half million square miles of the western United States. The Province is typified by north to northwesterly trending fault block mountain ranges separated by sediment filled valleys, Production has totaled over 82 million tons of finished products since the first shipment in June, 1947. Over 500 million tons of material have been mined from the deposit to date. Eagle Mountain Mine is noted for the pioneering use of the largest and most up to date equipment to mine and process its ore. In 1961 Eagle Mountain received the first fleet of 100-ton haulage trucks in the mining industry. There were thirteen semi-trailer units in the fleet. The first 12 to 17-yard size shovel in the mining industry was placed in operation at Eagle Mountain during 1962. Rotary drilling was introduced at Eagle Mountain in 1954 to replace churn drilling. Eagle Mountain was the first major mine to use metallized slurry when three aluminum slurries were introduced for primary blasting in 1962.

From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

The Indentation Fracture technique is being developed as a tool for use in comminution and mineral liberation analysis. Fracture toughness measurements for a number of mineralogical materials were made and comparisons were drawn between these and properties measured with the Ultrafast Load Cell drop weight apparatus. The technique has also been used as a probe to quantify differences in fracture properties at different areas in the microstructure of a material. In both a Utah limestone and a South African quartzite, material near a grain boundary fractures very differently to that in the bulk. Ongoing work is ultimately aimed at producing a comprehensive fracture model for a multi-mineral system based on its micro-fracture characteristics.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

For decades, open-pit mine planning algorithms have incorporated geological uncertainty and other elements or characteristics for increasingly realistic representations. Among these complexities is the detailing of downstream processes that occur inside processing plants. Previous studies have demonstrated that the strategic mine plan and mineral concentrator design are coupled, and should therefore be optimized simultaneously within the same quantitative framework. However, existing frameworks offer limited representation of operational modes. This work demonstrates an approach to resolving this gap, in an optimization based on a parallelized Variable Neighborhood Descent (VND). The resulting algorithm embeds mass-balancing linear programming (LP) using a DantzigWolfe decomposition. A case study of a Zn-Pb deposit is presented to show the performance reached.

The Bulldog CIP plant treats the slime portion of current tailings and reclaimed flotation tailings from the adjoining 350 tpd (3.67 kg/s) silver-lead flotation mill. Changes to the dredge reclaimer, pulp storage tank and trash removal system have allowed an increase in tonnage treated to a sustained 460tpd (4.83kg/s). CIP feed is 3-4 oz/T Ag (102.9-137.1 ppm). Following conventional cyanidation, carbon is added to the slurry. Silver loaded carbon is stripped in atmospheric-pressure vessels using hot caustic cyanide. Silver recovery from this solution is by Zadra- type cells. Some of the modifications to the plant and operating techniques are discussed.

Northwestern Resources Co. (NWR) was established in 1972 as a wholly-owned subsidiary of Western Energy Company of Butte, Montana, to acquire, explore, develop, and produce energy resources outside the state of Montana. Western Energy is a coal mining company with successful operations in Montana and Wyoming. In 1974, NWR acquired its first lignite lease in Texas. NWR eventually acquired a large leasehold in central Texas, which was identified as having a high potential for future production. In 1979. NWR contracted to supply lignite to Utility Fuels, Inc. (UFI), a fuel affiliate of Houston Lighting and Power Company (HL&P). This project, together with leases held by UFI, became the Jewett Mine. Lignite from the Jewett Mine is used as fuel at the adjacent HL&P Limestone Electric Generating Station, at an annual rate of approximately 7.3 Gkg (eight (8) million tons) per year.

A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

To evaluate the effects on groundwater of a proposed in-pit disposal operation at an east Texas lignite mine, the local geologic, hydrogeologic, and geochemical features were thoroughly characterized. Resultant data were used in a flow and transport model (SWIFT) to simulate migration of the ash leachate. Computer simulations indicate that the leachate plume will travel 61-152 meters from the disposal area in 100 years after resaturation of the spoils. A 61-meter buffer zone of mine spoils without ash will surround the disposal area. The proposed landfill operation received regulatory approval and is currently operating as a Class 2 non-hazardous landfill.

"This paper describes the innovative full-face conventional tunnel excavation technology, with its advantages in terms of savings and safety. The full-face approach has been developed throughout the experiences gained in tunnel construction. The innovative design approach is focused primarily on the deformation response of the ground acting first and foremost ahead of the face, which is analyzed, predicted and controlled by pre-confinement of the core. The advantage of this method is particularly evident in difficult grounds. This paper will present the outstanding benefits given by the adoption of the full-face approach in two projects, the “Sochi” and the “Visnove” tunnels. THEORY AND DESIGN ASPECTS OF THE FULL-FACE EXCAVATION The main challenges in tunnel and underground construction industry are gathering the design data from the ground that is being excavated and foreseeing the critical stage during construction, where the materials are in its most critical configuration. These challenges shall be addressed during excavation when the lining and the excavation disturbance have not yet reach the equilibrium. The in situ stresses in the ground are redistributed (forming an “arch-effect”) around the opening, with zones of increased stresses around the walls of the excavation (Figure 1). The distribution of the stresses can be close or far from the excavation profile, depending upon having a ground capable of withstanding the deviated stresses well or unable to withstand them, respectively. In the latter case, the ground will plasticize and deform in proportion to the volume of ground involved in the plasticization phenomenon. When the ground completely cannot withstand the stresses redistribution, it will cause the collapse of the excavation. While in the first case, the arch effect occurs naturally, in the second case, it does occur naturally only when the ground is stabilized properly. In the case of collapse, the arch-effect must be produced artificially operating on the ground prior excavation. The design should be based on the understanding of if and how the arch-effect can be mobilized during tunnel excavation and ensure that is formed by calibrating excavation and stabilization operations appropriately. The arch-effect is function of the medium that is being excavated, the action taken to excavate and the reaction expected following the excavation."

IDOM combines inventory theory, dynamic programming, computer simulation and interactive technique to formulate a production schedule for open-pit mines. This new method has been successfully used in metal mines of China for years.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

Henderson Mine has been transporting molybdenum ore using a rail haulage system for the past 21 years. Due to the age of this system, limited performance, and obsolescence, a capital investment decision was imminent. Henderson used this opportunity to evaluate other transportation methods and continuously improve their mining practices. These efforts resulted in a new mine plan for Henderson, which ensures that Henderson will continue to supply high quality molybdenum into the 21st century. This paper will discuss the dramatic changes taking place at the Henderson Mine as a new production level is mined. These changes include the installation of an underground crushing, conveying, and truck haulage system, as well as increasing the scale of the panel caving process. Each of these topics will be discussed, as will their rock mechanics and material flow implications.

The availability of a fluid whose gross behavior sharply changes in a magnetic field without affecting its rheologic characteristics has been recently demonstrated. A colloidal solution of a ferrimagnetic material, such as magnetite, in a liquid that is immiscible with and lighter than water is projected for use in selective separation of particles according to their density spectrum in a continuous fashion. Magnetic levitation forces were created as an antigravity field when the fluid was properly placed in an inhomogeneous magnetic field. Five spherical non¬magnetic objects with densities ranging from 2.70 to 11.35 gram cm ' were made to float or submerge at will in a 0.96-gram cm-3 density fluid placed at vertical magnetic field gradients ranging from 0.2 to I kilooersted cm-1. The magnetic levitation farce in dyne cm-3 was found to vary linearly as a function of the object-fluid density mismatch with a slope equal to one g, the acceleration due to gravity.

he power generation industry may be required to reduce carbon dioxide (C02) emissions if regulations related to global climate change are enacted. Coal-fired generation emits more than 80% of the power sector CO2 and would be a likely target for CO2 reductions. Compliance with the Kyoto Protocol will require a 33% reduction from the projected year 2012 emission level, even with moderate load growth. This article describes an analysis of power industry CO2 reduction options and their costs. It assesses how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered. The Global Climate Change Treaty signed at the Rio de Janiero Earth Summit in June 1992 set the long-term goal of stabilizing CO2 concentration in the atmosphere. The December 1997 Kyoto Protocol established short-term mandatory targets for the United States and 37 other developed countries. The United States' target is a 7% decrease by 2012 from the 1990 "greenhouse gas" level. Developing countries are exempted from reductions, according to the Kyoto Protocol, despite projections that indicate a significant increase in their emission levels. The Kyoto Protocol must be ratified by the US Senate. US power industry carbon emissions were 490 Mt (540 million st) in 1990 and are projected to be 680 Mt (749 million st) in 2012, according to the US Energy Information Administration. Coal-fired generation emits more than 80% of the power sector CO2. Assuming that the power industry is only required to reduce emissions by a proportional share, a 33% emission reduction, or 225 Mt (248 million st) of carbon, would be required to comply with

Adequate ventilation of coal mine working faces is the single most important technique for controlling respirable dust and methane. Choosing the right technique presents some tough questions. Bureau research has shown that to control respirable dust you must contain the dust near the face, keeping rollback (turbulence) to a minimum. For methane the most effective approach has been to use a blowing brattice or tubing and to create turbulence and disperse the face methane, allowing it to pass over the machine and into the return. It is immediately apparent that the two approaches may counteract one another, thus complicating the decision as to which system may be best for a given situation. At present, Bureau research has developed two successful machine-mounted face ventilation systems to meet these different needs and allow deeper cutting. The fan-powered dust scrubber is designed to control dust primarily associated with blowing face ventilation systems. The spray fan controls methane on exhaust-ventilated sections.

Wheel loaders were first introduced shortly after World War II as small machines designed for handling loose materials in various industrial and processing applications. It was not until the early 1950?s, however, that machine size permitted widespread loading of loose or stockpiled material into on-highway type trucks. An ever increasing number of machines continue to be used for this purpose today. In fact, it is by far the major use for wheel loaders in mining and quarrying. Many of these loaders were working at mines or quarries handling in-process or finished material and some were doing shovel clean-up. It was quite natural then, when the primary pit loading shovel was down, to attempt to maintain some production by replacing it temporarily with the wheel loaders. Most of these attempts were not very successful, however, until the really large wheel loaders, 4- to 6-yd. size were introduced in the early 1960's. Since that time these machines have proven they can be productive and economical primary pit loading tools, a job that was once the exclusive domain of the power shovel. To be competitive with the shovel however, conditions must exist or be made to exist, that will be favorable for the wheel loader.
