For new coal-fired power plants, federal regulations require that emissions of sulfur dioxide be limited to 1.2 pounds for every million BTU'S burned. This is equivalent to coal with a sulfur content of roughly 0.7 percent for Eastern bituminous coals and roughly 0.6 percent for Western sub-bituminous coals. The states and their political subdivisions are free to apply more stringent standards and to develop implementation plans covering existing and new units. Most Western-sub-bituminous coals contain less than 1% sulfur and hence their use, in many cases, will allow a utility to meet the regulations. However, there are problems in using such coals in furnaces designed for Eastern bituminous coals, and furthermore it will take many years to open mines and provide transportation facilities to utilities which are now burning coals with a higher sulfur content. Moreover, pending federal legislation would outlaw strip mining on land to which the federal government owns the mining rights. Those utilities who, for one reason or another, intend to continue burning Eastern bituminous coals with sulfur contents in excess of 1 percent are faced with removing SO2 from the stack gases. The alternative of utilizing coal gasification where the sulfur is removed prior to burning in a power plant is still in the early stages of development. Therefore, a large number of processes are under development for SO2 control.

Rib control is a critical component of underground coal mining operations, and comprehensive rib support design is essential for ensuring the safety of miners. However, there is currently no standardized approach for rib support design in the United States. To tackle this issue, the National Institute for Occupational Safety and Health (NIOSH) has developed a standalone application, Design of Rib Support (DORS), for rib stability assessment and rib support design under development load. The rib support design in DORS starts with the rib support density, which is determined from the unsupported rib factor of safety (RibFOS). The relationship between rib support density and unsupported RibFOS was obtained from the collected field data. The objective of this research is to validate DORS rib support design by analyzing the extent to which the proposed design capability was utilized to support the coal ribs using numerical simulations. A series of numerical models with varying overburden depth and rib height were built and the ribs were supported with the DORS-recommended rib support design. The bolt load was analyzed under different conditions and the results show that bolt load varies with the overburden depth, the location of the bolt and bolt length. The load in the bolt(s) increases with the reduction in unsupported RibFOS. The bolt(s) start to yield when the unsupported RibFOS falls below a threshold value of 0.8 and secondary support is necessary.

he need in the mineral industry to treat increasingly larger tonnages has caused a demand for larger installations. In order to limit the size of these installations, it was necessary to build machines with larger capacities or production output. With this aim in mind, WEMCO Division developed the No. 120 WEMCO-Fagergren Flotation Cell in 1967. These large cells have been compared to conventional smaller cells from the standpoint of metallurgical performance, investment costs, power requirements and maintenance requirements in many plants throughout the world. Figure 1 illustrates the size difference of the No. 120 when compared with the No. 66. All results to date indicate the large No. 120 cell surpasses the smaller machines in all categories.

The analytical approaches used to solve a specific problem are dependent upon the information required, coupled with limitations imposed by available facilities, costs, and time. The organic matter associated with ore deposits has the potential to yield information for two problems. Information can be obtained to provide guidelines for prospecting, and, secondly, to solve genetic problems. A major potential of organic matter in providing prospecting guides lies in the high thermal sensitivity of organic matter in sediments which are metamorphosed at grades lower than greenschist facies. The organic matter can then be used to map thermal anomalies potentially associated with mineralization. The analytical approach is to determine the thermal maturity of the total organic matter, or of specific fractions, using techniques which are relatively quick and inexpensive. Consideration of genetic models (for example, reduction, complexing, involvement of oil field brines) generally requires more specific information than the overall thermal maturity of the organic matter, necessitating infor¬mation on molecular composition and structure. The facilities, time, and cost of this information are greater than for mapping thermal anomalies. The analytical techniques discussed include elemental analyses, spectroscopy (infra-red, visible and ultra-violet), Fourier Transform infra-red, nuclear magnetic resonance, extraction, pyrolysis techniques, chromatography and mass spectrometry.

The United States has traditionally been the world's largest producer and net exporter of phosphate rock and related fertilizer products with the exception of rock exports from Morocco. In recent years, however, U.S. producers have faced increasing competition from operations in foreign countries, leaving the future position of the U.S. phosphate .industry as a leader in the world markets somewhat less certain. This paper will review the U.S. phosphate rock industry in relation to its known demonstrated reserves, its historical and present production and export levels, and its future mining potential. The paper will include an analysis of the availability of phosphate rock in the United States represented by cost-tonnage relationships. The U.S. phosphate rock industry has for decades provided raw materials at reasonable costs to the phosphate fertilizer industry, and the fertilizer products have been made available to both domestic and international markets. Natural soils normally contain low quantities of phosphorus, and cultivation exhausts the available phosphorus through the removal of harvested products. Yields diminish, and it becomes necessary to apply phosphorus to the soil in an amount at least sufficient to compensate for removal. Raising the level of phosphorus also permits nitrogen and potash fertilizer nutrients to be effective and sustain the high crop yields necessary to support increasing food demands. In only a few areas of the world are soils, climate, rainfall, and low-cost phosphate fertilizer available to assure high agricultural yields in successive years. One of these areas is the central United States and south central Canada. By contrast, in the Soviet Union, the weather conditions in farming areas frequently cause crops to either bake or drown in the field. To attempt to counter the effect of weather on production, the U.S.S.R. has increased use of fertilizer and equipment in recent years. The effect of fertilizer on various crops has been documented, and in all cases, improvements in yield and plant development were noted, as was the ability of fertilizer to mitigate the effects of unfavorable climatic conditions. Phosphate resources can be classified as either identified or undiscovered. In the identified classification, we are principally concerned with demonstrated phosphate resources, or those that have been measured or indicated. In the southeastern United States, the phosphate mining areas of Florida and the Carolinas have been explored and drilled extensively in attempts to locate new deposits. The exploration programs indicate that another Florida Bone Valley Formation or North Carolina Pamlico River Deposit is unlikely to be discovered in the southeastern U.S. coastal plain. Phosphate rock deposits of commercial interest in the western United States are located in Montana, western Wyoming, northern Utah, and southeastern Idaho. The deposits are in the Permian Phosphoria Formation with most of the mining activity occurring in Idaho. Although substantial demonstrated resources have been identified, recovery costs and the field's isolation from markets have restricted growth of the industry in the west. The phosphate rock deposits in Tennessee are well known, and it is estimated that about 29 million metric tons1 are potentially recoverable. Undiscovered deposits of brown rock in Tennessee would likely be quite small.

Preventing pillar squeezes, massive pillar collapses, and bumps is critical to the safe and efficient recovery of coal during room-and-pillar retreat mining. To help prevent these problems, the U.S. Bureau of Mines (USBM) has developed the Analysis of Retreat Mining Pillar Stability (ARMPS) computer program. ARMPS calculates stability factors (SF) based on estimates of the loads applied to and the load-bearing capacities of, pillars during retreat mining operations. The program can model the significant features of most retreat mining layouts, including angled crosscuts, varied spacings between entries, barrier pillars between the active section and old (side) gobs, and slab cuts in the barriers on retreat. It also features a pillar strength formula that considers the greater strength of rectangular pillars. The program may be used to evaluate bleeder designs as well as active workings. A data base of 110 pillar retreat mining case histories has been collected across the United States to verify the program. It was found that satisfactory conditions were very rare when the ARMPS SF was less than 0.75. Conversely, very few unsatisfactory designs were found where the ARMPS SF was greater than 1. 5.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Using a Mark IV surface force apparatus, adsorption of dodecylamine hydrochloride on mica has been studied at pH 5.7 in the presence and absence of octanol. With amine alone, the repulsive forces between mica surfaces are reduced due to charge neutralization and attractive hydrophobic force; however, the latter is of relatively short-range with its decay length less than 2 nm. In the presence of amine and octanol, the hydrophobic force becomes more significant, its decay length being extended up to 6.5 nm. The increased hydrophobicity in the presence of octanol is attributed to the co-adsorption of the neutral surfactant with dodecylamine, which increases the packing density of hydrocarbons on the mica surface. The increased hydrophobicity due to co-adsorption is reflected in the improved floatability of silica when using octanol as an extender.

The use of resin-grouted cable supports to control large ground movements in several types of underground mines has increased substantially since being introduced in 1991. Cables offer several advantages over traditional support systems, having large support capacities coupled with the flexibility to be used in low openings. Cable slings have been designed to be installed on-cycle using no-spin technology or a two-piece unit that can be placed with hand-held drilling equipment. Additionally, yielding cable supports have been developed and are being used to control large amounts of movement in coal and evaporite deposits.

The federal government's declining role in funding research has created a critical dollar gap for university departments of mining engineering. Industry is not unaffected by the drought: not only is research lagging, but hard- pressed universities are going to the private sector for funding. This paper's thesis is not that mining companies should shower universities with philanthropy, but that a quid pro quo ought to be exacted: a research partnership should be contracted on a pay-as-you-go basis. A model exists at The University of Alabama (albeit not in mining) that may lend itself to adoption by our industry.

Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

The Office of Mine Safety and Health Research, Spokane Mining Research Division, is continuing its high-energy, high-displacement testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link mesh, welded-wire mesh and combinations of them. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can assist in interpreting the condition of installed surface support. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to better quantify the stability of installed shotcrete support.

The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. The second conclusion was that with a high degree of utilization costs per weight unit transported could be reduced to the pOint where

Mining companies are caught between the growing international relevance of ESG (Environmental, Social and Governance) investments and the need to secure their “social license to operate” by considering the needs of their stakeholders. In the search for sustainable business models, the concept of the circular economy (CE) is gaining momentum among practitioners and scholars, as it enables the creation of shared value and thus strengthens the trust of investors and stakeholder relationships. However, there is a lack of a sectorspecific CE framework providing guidance to decision-makers in evaluating promising activities. A gap, which this contribution aims to address.

Laboratory tests were conducted in a full-scale continuous miner test gallery to evaluate resulting dust levels for changes in face airflow, spray water quantity and pressure, and mining height. The minimum and maximum values tested for each parameter were as follows: airflows between 1.42 and 6.14 m3/sec, water flows between 56.8 and 132.5 lpm, nozzles pressures between 413 and 1379 kPa, and mining heights between 1.52 and 2.74 m. Each of these parameters were evaluated for four common spray system designs. Respirable dust samples were collected in the operator's cab on the miner and in the immediate return. Second-order polynomial models were used to represent expected dust levels and multiple stepwise regression was used to identify significant control parameters for inclusion in the models. Separate models were developed for dust levels at the operator and return locations and for each individual spray system. Interaction between control parameters and curvature effects were found in most models. The analysis indicated that at the operator location, airflow and mining height had the most significant impact on respirable dust levels. In the return, airflow and water pressure were typically the most significant parameters. The models developed for each spray system design can be used by mine operators to guide application of control parameters for a variety of operating conditions and mining heights.

Although the economic importance of recovering copper by leaching of mine work dumps from open-pit operations has been realized for some time, serious attempts to understand and to improve such operations through scientific research has been made only in recent years. This progress report covers the results of chemical, physical, and biological studies pertaining to the dump leaching process and discusses salient features and parameters that may be helpful in improving such operations.

The Florida Institute of Phosphate Research (FIPR) has funded a four-year research project to develop a computer model 'which will predict the hydrologic impacts of phosphate mining on surface and groundwater systems. The core of the model is an analytical geographic information system (SPANS) which integrates EPA's Hydrology Simulation Program Fortran (HSPF) surface water model with the McDonald-Harbaugh groundwater model (MODFLOW). The hydrologic model conducts both event and continuous annual Simulations driven by variable precipitation and temperature data. The model is currently being calibrated and will be ready for distribution to the user community in mid-1991.

In this paper the activation behavior of quartz using Ca(OH)2 as an activator in quartz reverse flotation with anionic collector was evaluated and their adsorption behavior was investigated using a variety of techniques. The adsorption of the collector KS-I on the surface of quartz with and without Ca2+ was primarily characterized using Quartz Crystal Microbalance with Dissipation technique (QCM-D), which is a high sensitivity in-situ surface characterization technique. The flotation performance was evaluated using a laboratory mechanical flotation cell at different process parameters such as pH, collector dosage, and Ca(OH)2 dosage. The anionic collector evaluated was a commercial fatty acid KS-I. The QCM-D data showed that the collector adsorbed on quartz more readily with Ca2+ as activator. The mass and structural property of the collector layer adsorbed on quartz surface at 2.16×10-3 mol/L of Ca2+, 0.3 g/L of collector and pH 12.0 have been studied using the technique of QCM-D. The chemisorption of the collector KS-I on the surface of quartz in presence of Ca2+ were also demonstrated by means of zeta potential, QCM-D and FTIR analysis.

Thank you Mr. Stevens. It's a pleasure for me to be speaking to this meeting of the Society of Mining Engineers of AIME this afternoon, and the Gypsum, Association is grateful for the invitation. A brief word about who we are: the Gypsum Association is the trade association for the gypsum industry - the manufacturers of gypsum board and lath a-d plaster. We have a membership of eight companies. These eight companies produce about 90% of the gypsum products manufactured in the United States ... closer to 94% actually. Our headquarters is in Evanston, Illinois. We have an east coast office in Washington, D.C. where the eastern manager handles technical and building code matters and maintains liaison between all of the government agencies and departments and our industry. We also have a west coast office in Los Angeles where our west coast representatives is heavily involved with the Uniform Building Code and ICBO. And then in the Evanston office our manager of technical and building code services, Herb Carlsen, bites his nails and loses his hair over these problems and various other projects that come in, such as conversion to metric and various other things. We also have a research associate at the National Bureau of Standards in Washington who is currently concentrating his efforts on the combustibility of building materials. His studies involve current testing methods, definitions, data analysis, and proposed new testing methods,.' It is anticipated that this program will lead to a better understanding of non-combustibility of building materials and systems. I mentioned that our members represent over 90% of gypsum products,' manufactured in the United States; it might be well to point out a couple of statistics about what that really means.
