The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental base line studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months and the first gold bar was poured in Parch of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitering program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine?s twenty year life. Non-mined lands are managed to maximize wildlife habitat value.

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

The Gualcamayo Mine is located in the Andes Mountains north of San Juan, Argentina (Figure 1). A property of Yamana Gold Inc, it declared commercial production in July 2009 and has a total mineral reserve and resource base of approximately 88,000 kg of gold. Crushing operations for the open-pit mine are located in a 13,500 m3 underground cavern with a ceiling height of 22 m. More than 3,600 m of tunnels are used to access the cavern and convey the ore. The Project as described in this paper relates to the design and construction of the Main Cavern, Conveyor System Exit Tunnel, the Mechanical System Access Tunnels, and two 4.20 m diameter shafts (Ore Pass #1 and Ore Pass #2) as shown in Figure 2. [ ] Preliminary engineering for the Project was performed by Hatch Chile. Rizzo Associates Argentina, S.A., a division of Paul C. Rizzo Associates, Inc (Rizzo) was contracted to provide geomechanical and geotechnical support for the construction of the access tunnel system and geomechanical design and construction supervision for the cavern and shafts.

Underground mining method selection (UMMS) is one of the most important issues in mining engineering. Underground mining method should be primarily selected to make use of underground resources optimally. It is nearly impossible to change the mining method once selected by the reasons of rising costs and mining losses. Because of these reasons, UMMS process is extremely important in mine designs and economics. The strategy of underground mining method selection has been studied by different researchers in the literature. Boshkov and Wright (1973) proposed a classification system; Morrison (1976) suggested a selection chart; Laubscher (1981) proposed a selection methodology; Nicholas (1981) presented a classification system; Hartman (1987) developed a selection chart and Miller-Tait et al. (1995) modified the Nicholas? system and developed the UBC mining method selection process. In reality, UMMS is one of the important Multiple Attribute Decision Making (MADM) problems and mining engineers have always some difficulties in making the right decision in the multiple criteria environment. To make a right decision on UMMS, all known criteria related to the mining method selection should be analyzed and the problem solved according to suitable decision making techniques. A review of the literature reveals that decision making techniques have been used for UMMS applications. Kesimal and Bascetin (2002), Bitarafan and Ataei (2004), Bascetin et al. (2006), Alpay and Yavuz (2007), Karadogan et al. (2008) and Samimi Namin et al. (2008) used decision making techniques in UMMS applications. In this paper, two different MADM methods: Analytic Hierarchy Process (AHP) and Fuzzy Multiple Attribute Decision Making (FMADM) are applied to select the optimal underground mining method for a chromite mine and final solutions are then compared. THE AHP METHODOLOGY The AHP method developed by Saaty gives an opportunity to represent the interaction of multiple factors in complex unstructured situations (Triantaphyllou, 2000). The method is based on the pair-wise comparison of components with respect to attributes and alternatives. A pair-wise comparison matrix n×n is constructed, where n is the number of elements to be compared. The method is applied for the hierarchy problem structuring. The problem is divided in to three levels: problem statement, object identification to solve the problem and selection of evaluation criteria for each object. After the hierarchy structuring, the pair-wise comparison matrix is constructed for each level where a nominal discrete scale from 1 to 9 is used for the evaluation as shown in Table 1 (Saaty, 1980; Saaty, 2000). The next step is to find the relative priorities of criteria or alternatives implied by this comparison. The relative priorities are worked out using the theory of eigenvector. For example, if the pair comparison matrix is A, then, [Amax=××- [1] ] To calculate the eigenvalue ??max? and eigenvector w=(w1, w2,..., wn), weights can be estimated as relative priorities of criteria or alternatives. [ ] Since the comparison is based on the subjective evaluation, a consistency ratio is required to ensure the selection accuracy. The Consistency Index (CI) of the comparison matrix is computed as follows: [CImax--= [2] ] where ?max is maximal or principal eigenvalue, and n is the matrix size. The consistency Ratio (CR) is calculated as: [CR= [3 ] where ?RI? Random Consistency Index. Random consistency indices are given in Table 2. [ ] Table 2. "In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

Sensor derived data can add value across the mining operating chain ranging from resource definition, extraction, pre ? concentration, mineral process monitoring and assessment of product quality. Most documented studies on the use of sensors in mining focus on specific technologies for specific applications. These studies do not take into account different aims, objectives and operating conditions at different steps in the value chain. The first part of this contribution assesses key physical performance and discriminatory requirements of sensors applied in each portion of the mining value chain. The second part proposes a framework of methods for quantifying the value added by additional sensor information. Integrating the sensor based technology and the economic value quantification allows for both, designing an economically optimal sensor monitoring network along the whole mining value chain and optimizing efficiencies. Illustrative studies demonstrate the significant economic benefits, in particular in reduction of exploration expenditures, increase in extraction efficiencies, increase in ore product quality and improvement of processing efficiencies.

The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

From 2001 to 2007, the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducted studies to develop alternative methodologies to full-scale explosion testing for deter-mining the ultimate strength of mine seals. As a result, the PRL developed and proposes an alternative seal-strength evaluation method based on a hydrostatic pressure-loading concept. The researchers suggest pressure loading a seal using water to twice the expected dynamic design load. The hydrostatic chamber test offers a means of validating seal designs, establishing appropriate resistance functions and determining the ultimate strength of seals through testing to failure. This article contrasts the full-scale explosion and hydrostatic testing of mine seals using a simple dynamic system model and principles.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal sluny taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

Leaching operations combine both metallurgical and hydraulic processes to extract metals from the ore heap. In the design of leaching operations, metallurgical tests and simple hydraulic tests are often conducted to define operational parameters such as leach cycle time, application rate, lift height, and effective leach area. While metallurgical constraints are often the primary focus on leach facility design, the hydraulic factors are also critical to the overall success of the operation. Some of the hydraulic factors that are known to impact solution flow through heaps include: • Ore physical and hydraulic properties, • Variation in ore properties under heap loading, • Ore mineralogy and its susceptibility to chemical and/or mechanical degradation, and • Heterogeneities within the heap. This paper presents a discussion on hydraulic factors that may impact the effectiveness of leaching operations. In addition, methods are presented which may be used to assess flow conditions within active and inactive heaps.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

The ever increasing energy costs associated with mining at depth has become an important issue that needs to be addressed for future sustainable production. Vale Inco Limited?s Creighton Mine being the deepest has the highest energy cost per ton due to the ventilation system requirements. A review of the ventilation systems was undertaken with respect to current practices and identification of opportunities to the practical application of technology that would facilitate energy savings. Energy conservation initiatives such as time of day controls have been implemented; however there still remained some opportunity for further reduction. Based on previous studies that identified opportunities due to actual time spent in the workplace, our mining method and ventilation design, it was determined that Ventilation on Demand (VOD) could provide further additional energy reductions with respect to our auxiliary fans. A pilot project has recently been initiated to apply a Ventilation on Demand concept to two 112 kW auxiliary fans and their related workings located on the 2340m level of Creighton Mine. The project objective is to determine the practical methodology and application of this technology in the field. This project involves the installation of variable frequency drive (VFD) starters on the auxiliary fans to allow variable volume (through speed control) based on demand. The required flow is determined based on equipment and/or personnel via identification tags. The Fans adjust to the flow requirements as measured by flow sensors. Since the fans are sized for the final requirements the required flows can be achieved regardless of system length. Energy savings are realized by supplying only the volumes (power) as required and only when required. This paper discusses the rational and program being tested at the VALE Inco Limited, Creighton Mine.

A central aspect of heap leach management and recovery optimization is solution control. Insofar as each heap is unique in physical and metallurgical properties, it is essential to understand the hydraulic parameters that control the migration of solution on a case-by-case basis. Water Management Consultants, as part of an ongoing research effort for Phelps Dodge Process Technology Center, have adapted techniques of parameter estimation for application to data typically resulting from metallurgical column testing. The parameterization is completed within the context of a variably saturated flow model that allows interpretation of available hydraulic information collected during hydrometallurgical column tests. A novel interpretation approach is introduced to extract the necessary hydrodynamic parameters from typical hydrometallurgical data sets. Results from the application of the approach to standard metallurgical test data will be presented together with a discussion of the application of information gained to the design and operation of a heap.

This paper presents the use of non-parametric approach (i.e., data envelopment analysis, DEA) for the development of environmental sustainability indicators in mineral processing using environmental, economic and/or integrated indicators (i.e., indicators that interrelate two dimensions of sustainability). A case study based on real publicly available data is presented to illustrate how the proposed approach can be implemented in practice. The merit of this approach, which is based on the productive efficiency framework, is that it provides environmental sustainability indicators that can be used internally for benchmarking purposes and externally for sustainability reporting.

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." Stillwater Mining Company is currently developing a second underground palladium and platinum mine approximately 21 km (13 miles) west of their existing Nye operation in the Bear tooth Mountains of southern Montana. Portals for the two access tunnels required at the new site were excavated in limestone talus to accommodate4.6 m (15 feet) diameter tunnel boring machines. A review of the technical design, field conditions and construction of the portals is presented.

Cominco Metals, in cooperation with two Canadian Universities and the Government of Canada, is developing applications for column flotation in the treatment of lead and zinc ores. Plant scale results at Polaris and pilot plant studies of Sullivan, Pine Point and Red Dog ores show column flotation to have significant advantages over conventional mechanical flotation for lead and zinc cleaning. Results from these ongoing studies are discussed in relation to ore texture, mineral recovery, impurity behaviour, scale-up and control.

The Midvale Slag Site covers 300 acres in Midvale, Salt Lake County, Utah. Midvale (population 10,000) is part of the Salt Lake City metropolitan area (population 936,000). Between 1902 and 1971, United States Smelting, Refining and Mining Co. smelted ores on the site to produce copper, gold, lead, and silver. Figure 1 shows a picture of the historical Midvale smelter operations. [ ] When operations ceased, the site was estimated to contain 2 million tons of slag from these operations. The smelter no longer exists. In 1971, Valley Materials, Inc., acquired the site to process the slag into materials for railroad beds and asphalt highways. During the 1980s, the U.S. Environmental Protection Agency (USEPA) raised concerns regarding environmental impacts associated with the historical site operations. The Midvale Slag Superfund Site was listed on the NPL in 1991. The Site consists of two Operable Units (OUs): OU1 covering the properties north and adjacent to former ore smelting operations; and OU2 covering the smelter site itself. OU1 had historically been affected by wind blown slag dust and stack emissions occurring on OU2 and the Sharon Steel site further to the south. These emissions resulted in elevated levels of arsenic and lead in the native soils. The EPA issued the final Record of Decision (ROD) for the OU1 Site in 1995. The OU1 ROD required the implementation of institutional controls for the undeveloped portions of OU1 in order to restrict future land use to commercial/industrial purposes unless additional remediation was performed. Hence, the land comprising OU1 was originally considered in the ROD to be suitable for commercial or industrial purposes without the need for remedial action. However, development of OU1 for other land uses, including residential or recreational, would require additional assessment and probable remediation. The OU2 parcel was remediated by EPA to allow future land development, and the Sharon Steel site was remediated by EPA and deleted from the NPL. PROPERTY TRANSACTION AND REDEVELOPMENT In February 2006, a private development company, Mercer Bingham Junction, LLC. (MBJ) purchased 130 acres of the OU1 property for the purpose of performing environmental remediation, and developing mixed residential and commercial real estate. Development of the property was conducted in cooperation with USEPA Region 8 (EPA), the Utah Department of Environmental Quality (UDEQ) and Midvale City. The guidelines under which residential development could occur were defined by EPA. The 130 acres was to be developed for open space, residential and commercial use as part the Midvale City Bingham Junction development. Figure 2 shows the general layout of the proposed land uses. [ ] In May 2005, MBJ began pre-acquisition due diligence activities to purchase the 130 acres of OU1 north of 7200 South Street, which now comprises the Bingham Junction Development. This included the completion of Phase I and limited Phase II investigations. The Phase II investigations were performed to evaluate arsenic and lead concentrations in the planned residential areas of the site, and to explore the contents of the historic landfill on the property. The historic landfill area was on the far west side of OU1, adjacent to the Jordan River. Soil samples collected during the Phase II investigation showed that the planned residential parcels did not currently meet the criteria established in the Tech Memo and that additional placement of fill or soil excavation would be required for residential development in this area. An evaluation performed by the previous owner of the property, Littleson, Inc., showed similar results.

A gravimetric method for measuring rates of capillary rise in powders was explored. Methods to improve reproducibility and consistency of the results were investigated. In particular, the effects of particle size and packing uniformity were addressed. Studies of the wetting behavior of both spherical glass beads and irregularly shaped synthetic graphite particles by various organic liquids were carried out. Standardized procedures for bed preparation are described. The applicability of the Washburn equation for surface energy evaluation in such systems is discussed.
