"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

The most common methods of processing of uranium ores is sulfuric or carbonate leaching with conversion of hexavalent uranium to uranyl carbonate or sulfate anionic complexes followed by sorption of the later by strong base anion (SBA) exchange resins. It is known that chloride anion has high affinity for SBA resins so that it depresses sorption of anionic complexes of uranyl. Application of the SBA resins becomes impractical for recovery of uranium when chloride concentration in pregnant leach solution exceeds 3-5 g/l [1-3].

MSHA has promulgated a rule to limit the exposure of underground metal/nonmetal miners to diesel particulate matter (DPM). In May 2008, the final personal exposure limit will be lowered to 160 µg/m3 total carbon. To comply with this rule, mine operators are implementing a variety of control technologies. In this study two types of control technologies (ventilation and cabs) which are being implemented in limestone mines were investigated. Two stone mines in this study use large diameter propeller fans for main mine ventilation and direct the air to the faces using auxiliary fans, stoppings, and long pillars while bypassing the old mine workings. NIOSH measured for sub-micrometer elemental carbon (EC) using SKC DPM cassettes (analyzed using NIOSH 5040) and a near real time instrument. With the present ventilation and the number and type of vehicles used, the concentration of EC from DPM at the working areas was at or below 400 µg/m3 for both mines and about 166 µg/m3 and 251 µg/m3 at the returns. The real time data showed that the ventilation was reaching the working areas and effectively diluting the DPM. Environmental cabs were also used to reduce DPM exposures in three underground limestone mines. Using NIOSH method 5040 and near real time EC instrumentation, NIOSH sampled inside and outside of a loader cab at one of these limestone mines to determine the effectiveness of the cab. The cab was found to be over 90% effective in removing DPM as long as the cab system was properly maintained, and doors and windows were closed.

INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

Markets and Production Beryllium (Be), an extremely light metal, is used in many specialty applications. It the lightest element in Group 2A of the periodic table, with a specific gravity of 1.85 gm/cc, and a high melting point of 12850C (Calvert, 2004). The functional properties of beryllium are stiffness, strength, dimensional stability, resistance to corrosion from acids, and electrical and thermal conductivity. The ability to reflect neutrons and transmit x-rays, makes beryllium irreplaceable in uses such as precision optical components, inertial guidance systems, and in nuclear reactors (Anon, 1993). Beryllium is used in Cu alloys to strengthen and reduce corrosion in copper wire, and in lightweight oxide ceramics that are used as heat sinks, and as electrical insulators. The market revenue of beryllium can be broken down into the seven major groups below, and are plotted on the pie chart in Figure 1 (Anon, 2005). 1.) Telecommunications & Computer 2.) The MIDAS project is funded by the European Commission (DG Research) and began on the 1st November 2013. The project will investigate the environmental impact of deep-sea mineral and energy extraction: specifically, polymetallic sulphides, manganese nodules, cobalt-rich ferromanganese crusts and the potential mining of rare earth elements. As deep-sea mining becomes ever closer, and the International Seabed Authority begins to develop its regulatory framework for exploitation of deep-sea minerals, MIDAS is well timed to provide fundamental scientific information. The MIDAS partnership represents a unique combination of scientists, industry, social scientists, legal experts, nongovernmental organisations and small and medium enterprises. MIDAS is carrying out research into the nature and scales of the potential impacts of mining including 1) physical disturbance of the seabed by mining, the creation of mine tailings; 2) the potential effects of particle-laden plumes in the water column, and 3) the possible toxic chemicals that might be released by the mining process. Key biological unknowns, such as connectivity between populations, impacts of the loss of biological diversity on ecosystem functioning, and how quickly the ecosystems will recover will all be addressed. The plan is to use this information to aid development of recommendations for best practice in the mining industry. A key component is the involvement of industry within the project and through stakeholder engagements to find feasible solutions. The project will work closely with European and international regulatory organisations to take these recommendations forward into legislation. A major element of MIDAS will be to develop methods and technologies for 1) preparing baseline assessments of biodiversity, and 2) monitoring activities remotely in the deep sea during and after exploitation, including ecosystem recovery. To carry out this work MIDAS is conducting a number of research cruises to examine the above issues at potential sites for exploitation of SMS and nodule deposits. This talk will present some of the recent findings of the project.

A major spontaneous combustion incident occurred in the sealed goaf of the SL3 Panel; Southland Colliery in 2003 resulting in the loss of a longwall and sealing of the mine. The most important issue for the new owners, Yancoal Australia Pty. Ltd, was to effectively manage the atmosphere in the fire affected sealed area. This atmosphere comprised of flammable gases, the products of combustion and excessive levels of oxygen due to pressure differentials across the panel isolation seals with a potential ignition source associated with the residual spontaneous combustion event. The challenges were met in the first instance by the erection of pressure balance chambers with limited success. The problem was not solved until the pressure chambers were pressurized using a Floxal Nitrogen Plant supplied by Air Liquide Australia. Given the success of this approach on a small scale, a higher capacity Air Liquide Floxal Unit was acquired to manage spontaneous combustion at the recommencement of longwall mining operations. This provided the ability to pressurize pressure chambers that were installed in the Maingate Seals behind the face of the adjacent Longwall Block effectively preventing the ingress of oxygen and permitting the goaf to self inert in a reasonable time period. This paper summarizes a new proactive method of mitigating the risks associated with active and sealed goaves. Proactive management of these areas using low flow nitrogen into pressure chambers to maintain a positive pressure has eliminated typical reliance in explosion proof or explosion resistance seals as the primary control.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

In 1994, the East Bay Municipal Utility District (EBMUD) commenced a system-wide Seismic Improvement Program to protect their facilities from catastrophic damage. A primary focus of this program has been on retrofitting the 75-year old Claremont Tunnel, which crosses the active Hayward Fault zone. A large earthquake on the Hayward Fault could generate enough right-lateral fault slip to effectively sever this important lifeline. The retrofit project involves construction of a new bypass tunnel through the Hayward Fault zone, together with systematic contact grouting and localized structural repair of the existing concrete liner. Several innovative design measures have been incorporated into the seismic retrofit design, including an oversized tunnel cross section, backfill concrete side drifts, seismic isolation of an internal structural pipe, and shear fuses in the final lining.

Methylisobutyl carbinol (MIBC) and methoxy polypropylene glycol (Dowfroth 250) bubble thin films were characterized by composition and thickness determinations, using FT-IR spectroscopy and UV-Visible spectrophotometry, respectively. The infrared investigation indicates that the role of frother molecules in creating bubble thin films is based on their effectiveness in inducing H-bonding reorganization of the surrounding free water molecules into a coherent network. From UV-Visible interference patterns, it is found that MIBC forms films with a measured critical end thickness of less than 160 nm, compared to 612 ± 30 nm for Dowfroth 250. The observed values of the free water layer thickness are comparable at 5.65 ± 0.28 µm for MIBC and 6.75 ± 0.34 µm for Dowfroth 250. A higher stability of an MIBC bubble over a Dowfroth 250 bubble is related to the different polarization and orientation of the molecules sustaining the boundary surface water network. The findings are used to explain the different action and associated froth characteristics of the two common industrial frothing agents.

A conveyor belt fire presents a serious safety hazard in an underground coal mine. A review of underground coal mine fires involving conveyor belts which occurred within the past two decades was made by the Mine Safety and Health Administration (MSHA). Belt fires that occurred during this period of time have burned as much as 610 m of belting before the fire was extinguished. In an effort to improve safety, MSHA has undertaken a program to study the flammability of conveyor belts in large and small-scale tests. Large-scale tests were conducted on various types of mine conveyor belts using a range of airflows from 0 to 6.1 m/s. Data were obtained to evaluate the effect of airflow on flame spread and other combustion properties of the conveyor belts. The results from the large-scale tests were utilized to develop a new MSHA laboratory-scale test for evaluating the flame resistance of conveyor belts used in underground coal mines. Agreement of results based on a pass/fail criterion was obtained between the large-scale test and new laboratory-scale test. A summary of test results from the new test is shown for different conveyor belt formulations. MSHA also performed a series of fire tests with wood samples using the new laboratory-scale tunnel apparatus. These tests were conducted at airflows from 0.5 to 5.1 m/s to determine the effect on flame spread and burn damage. The data were also analyzed to determine if wood could be used as a calibration standard. The results indicate the flame spread behavior of the wood follows trends similar to results obtained with conveyor belts. The data did not show the precision needed to use wood as a calibration standard. MSHA intends through rulemaking procedures to replace the "20g" conveyor belt acceptance test with the new laboratory-scale test. MSHA also plans to implement a voluntary acceptance program. Under this program, a. conveyor belt manufacturer could obtain an MSHA acceptance for belts meeting the new test criterion. A belt accepted under the voluntary program could then be used underground. Use of conveyor belts meeting the new test would limit the propagation of fire and reduce the probability of igniting other combustibles in the belt entry.

The link between artificial ground freezing and the mining industry stretches back more than 140 years, and across an ocean. Patented by the German scientist F.H. Poetsch in 1863, the technique is reported to have first been used circa 1862 in the coal mining valleys of South Wales. In the United States, the first ground freezing application, to a depth of 30 m (100 ft), occurred in 1888 for the Chapin Mine Co. in Iron Mountain, MO. In England in 1901, the Poetsch method was used for the first time to successfully sink two shafts through 24 to 27 m (80 to 90 ft) of wet sand and boulder clay at the Washington Glebe Colliery, near Sunderland. British mining engineer T.H. Cockin, in his 1905 Class-Book of Practical Coal-Mining, noted that, ?This method of sinking through thick beds of very wet quicksand has met with great success; it is one of the recognized methods of sinking on the Continent.? Mine shaft freezing soon became relatively common in Europe where the project could bear the cost of a major refrigeration plant construction. However, it was not until 1952 that the second North American ground freezing project was completed to facilitate the sinking of a 4.5-m- (15-ft-) diameter, 233-m- (765-ft-) deep shaft at a Potash Company of America (PCA) mine in Carlsbad, NM. Nowadays, ground freezing is used worldwide for both mining and civil applications. In small mine shafts of 3 to 6 m (10 to 20 ft) in diameter, excavations have been carried out to depths of more than 820 m (2,700 ft) within the protection of unbraced or unlined frozen walls. In fact, for deep mines, no better method has yet been established for sinking production shafts through deep, water-bearing ground. Major deposits of coal, potash and salt would still be inaccessible if not for artificial ground freezing. There are several advantages of ground freezing unique to the construction of shafts. Proper instrumentation can provide complete assurance of the integrity of the freeze to full depth prior to excavation. The frozen wall allows construction to be scheduled without evaluating the in-shaft time necessary to probe ahead, place additional sup-ports or deal with ground water. The freeze can be implemented perfectly through the soil/rock interface, which is often the most difficult geology in which to create a ground water cutoff by other methods. Newmont roasting plant in Carlin, Nevada commenced operating in December 1994. Over the years, refractory ores and pyrite concentrates from different gold deposits constituted the feed to the facilities. Historical plant performance indicated that the roasting temperature was the main variable that affected the structural characteristics of the calcine which, in turn, affected the recovery of gold by cyanidation. Gold recovery as a function of roaster temperature was closely monitored since October 2000. Original design temperature was 550oC. Lower roaster temperatures of around 500oC resulted in gold recovery increase by more than 6 percent. This increase was directly related to an increase of the surface area of the calcine. The implementation of an “intelligent” process control system helped significantly in achieving steady low roasting temperatures thus achieving high gold recoveries between 92 and 93 percent. Under those conditions, several roasting campaigns with high-arsenic-containing ores were conducted, which resulted in a significant decrease of gold recovery. The reduced gold recovery was caused by the loss of surface area (e.g. porosity) of the calcine as the arsenic content of the roaster feed increased.

Super Cycle future The final topic is mining?s future. The most important questions are ?How much longer is the Super Cycle going to last? What should we expect to see going forward? How will the Super Cycle end?? Three possible scenarios follow. Scenario one: Super Cycle has peaked Kathy Casey-Kirschling is officially the first Baby Boomer. She was born Jan. 1st, 1946. If you google ?first baby boomer,? she?s the one that shows up. A Baby Boomer is anybody born between 1946 and 1964. In the United States, it represents about a quarter of the population ? approximately 76 million people. The Baby Boomer generation is going to change the economics of the world because there are so many in the generation. A review of spending patterns indicates that the largest amount of discretionary spending occurs between the ages of 49 and 52. Retired people tend to live on fixed incomes so they have less discretionary income. They also tend to downsize their house, which may contribute to the housing glut and the need for a lot less metal. Therefore, the upcoming retirement of the Baby Boomer generation could result in a massive shift in economic spending resulting in the peaking of the Super Cycle. Figure 1 is an index graph from the Toronto Stock Exchange (TSX). The index has recently peaked. A lot of people see that as a sign that bad things coming our way. A careful review of different commodity prices also suggest that the peak has occurred and it does not seem to matter which commodity prices are considered. Copper prices have seen a peak as have nickel prices. Nickel and molybdenum displayed the same trend with a peak in 2005 as did zinc. Uranium, which has single-handedly tried to behave like the dot com craze, has also peaked.

Color enhances expression and communication in all physical objects experienced in life. Pigments provide color and in some applications have a specific additional function. Natural iron oxides are widely distributed throughout the world but only a few deposits are sufficiently pure and possess acceptable color and brightness properties to merit their processing into pigment form. Ochre, the common name for goethite ore, is the best and most under used material in the buff colored pigment market. The geological occurrence of ochre in the basal Shady Formation of the Cartersville Mining District (Georgia) is described. Exploration, processing, and product applications of New Riverside Ochre Company, Inc. are discussed. An overview of the worldwide pigment market is presented with emphasis placed upon the North American activity in iron oxide production and application. The purpose of this paper is to increase the awareness of ochre and its potential market in the colored iron oxide pigment industry, encourage research on the origin of ochre deposits, and stimulate interest in new applications of this unique substance.

The early part of the decade was marked by world-wide problems and economic difficulties. In 1980, President Jimmy Carter ordered the failed military mission to rescue hostages in the U.S. Embassy in Iran, Mt. Saint Helens, WA erupted killing 60 people and the Soviets and Mujaheddin guerrillas clashed in Afghanistan after the Soviet invasion. Later in the year, Ronald Reagan was elected president, defeating Carter. The first launch of a space shuttle (Columbia) occurred in 1981. Also in 1981, the first IBM-PC’s begin to roll off the lines. In 1982, Argentina invaded the Falkland Islands and Mexico’s economy was in collapse. In 1980, the U.S. unemployment rate stood at 7.1 percent, and by 1982 the rate increased to 9.7 percent. 1980 marked SME’s first full year in its new office building in Littleton, CO. The new facility was dedicated in November 1979. Claude L. Crowley was executive director of SME in 1980 and remained in that position throughout the decade. SME’s membership stood at about 26,000 throughout this period (1980-1982).

Currently two of the most important characteristics of construction aggregates are (a) the particle size distribution (psd) and (b) the “shape” of the aggregate particles. The long established test methods and standards for these properties require substantial resources and most suppliers can take samples and conduct tests at intervals measured in days (psd) or even months (shape). Furthermore these tests require time: so the results are available only after material has been stockpiled or shipped. In the rare cases where problems are found the out-of-spec material has often been shipped to points unknown. There are substantial advantages to be obtained if the psd and other geometrical properties could be obtained from the material as it moves through the production processes and if the results could be reported back within seconds or minutes to Plant Control Managers. This paper describes a single on-line system used to evaluate production of crushed material in a production quarry. The system consists of an enclosure (containing the camera and lighting etc.) mounted over a production belt. Images are fed by fiber optic cable to a nearby control room where the data are analyzed; stored; displayed; and made available for integration into a process control system. Numerous forms of display can be created according to the needs of the producer. Once programmed by an automation engineer all functions of operation are fully automated. The system has permitted over 400 tests per hour with a feed back time less than 2 seconds. Sufficient geometrical measurements are made so that many different “shape” factors can be computed on a similar time scale. The paper summarizes the results from approximately 100 shifts of about 8 hours each and compares the imaging method with the current standard hand methods. Study of the data generated showed that, when combined with additional plant information, the system can be used to generate additional useful control information.

Large amounts of limestone fines coproduced during the processing of crushed limestone may be useful in the sequestration of carbon dioxide (CO2). Accelerated weathering of limestone (AWL) is proposed as a low-tech method to capture and sequester CO2 from fossil fuel-fired power plants and other point-sources such as cement manufacturing. AWL reactants are readily available, inexpensive, and environmentally benign. Waste CO2 is hydrated with water to produce carbonic acid, which then reacts with and is neutralized by limestone fines, thus converting CO2 gas to dissolved calcium bicarbonate. AWL waste products can be disposed of in the ocean. Feasibility requires access to an inexpensive source of limestone and to seawater, thus limiting AWL facilities within about 10 km of the coastline. The majority of U.S. coastal power generating facilities are within economical transport distance of limestone resources. AWL presents opportunities for collaborative efforts among the crushed stone industry, electrical utilities, cement manufactures, and research scientists.

ASFINAG is responsible for the construction and operation of the Austrian highway system. It is approx. 2,400 km of highways and 65 tunnels with a total length of 200 km including the Tauern Tunnel. In order to improve the documentation of the tunnel construction, ASFINAG chose to use a state of the art tunnel scanning system to record the various stages of construction: excavation, initial shotcrete lining, smoothing layer and final cast in place concrete lining. The geometric and photogrammetric documentation is provided on a daily basis to all par-ties involved. This innovative concept provides accurate & complete information in real time. The tunnel scanner documentation of the 2nd tube at the 6.4 km long Tauern Tunnel will be presented in this paper as a part of the survey contract.
