With increasing demand for real-time monitoring of mine parameters, the requirement for appropriate data management in many mining applications is also increasing. This includes atmospheric monitoring in underground coal and metal mines. Although a number of different (real-time) monitoring systems have been installed in underground mines, they all typically share the same systems or sub-systems, where each sub-system may include both custom hardware and / or software components. In addition, monitoring components installed in underground coal mines in the USA should also be intrinsically safe and approved by the US Mine Safety and Health Administration. Real-time analysis adds complexity to the system since data validation and storage should be completed independently of filtering, data reduction operations, or visualization. Real-time processing may include statistical evaluation, trending, cross-correlation, and real-time alarm or warning generation. This paper presents the concept and design of an integrated system under development for atmospheric monitoring in US coal mines.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

The use of differences in specific gravity between minerals to separate them has long been utilized in the extractive industries. The environmental and cost benefits of the commercialized forms of these processes are well understood and widely used. Gravity concentration is used inter alia in the primary beneficiation of gold, diamonds, coal, tin, ferrous metal ores and andalusite. The potential for economic loss due to poor performance of these gravity processes is significant, but diverse in manifestation and regular process monitoring can prevent or at least reduce these losses. The measurement of performance of gravity processes has always presented a challenge, due primarily to the masses of material involved and the physical nature of the processes, generally typified by long reporting time, and hazardous materials (such as Tetrabromoethane) for float and sink type tests. The development of density tracers has improved this situation, however recovery of these tracers from the process streams created the next set of challenges, requiring significant manpower to physically remove tracers from product dewatering screens. Additions to these tracers (magnetic or x-ray fluorescent) eased the recovery mechanism issues but made them much more expensive to produce, hence operators became concerned about losses during process testing. In addition, magnetic recovery of smaller size tracers by a magnet suspended above a loaded screen panel is still problematic. The development of new low cost magnetic tracers has improved statistical significance of tracer tests, as the tracers themselves can be bought and used in much larger quantities, whilst still remaining economically viable. Coupled with the development of effective magnetic recovery technology, such as the Gekko MagScreen, for even fine sized tracers, on-line, continuous tracer testing is now becoming a reality. Whilst the development of high technology radio frequency detection tracer systems continues, enabling the real time measurement of the process and interpretation of results, miniaturization and recovery of these tracers, which is critical given their costs at present, remains an issue. Application of Gy?s formula is appropriate for calculation of the Fundamental Error (FE) prior to samples being collected at any stage of the minerals process, provided that sampling parameters K and a (alpha) have been determined by calibration of the ores. Two types of calibration procedure are well established in the industry, the Hetrogeneity test and the 32-piece sampling tree experiment. The sampling tree experiment uses the variance and average grade of metal analyses from four series of samples at different nominal fragment size, as the basic input data. Pierre Gy suggested the cube as an appropriate exponent of the nominal fragment size for use in his equation. More recent work suggests that this exponent is variable and characteristic of specific ores and therefore requires calibration. The method described here explains the experimental procedure of the calibration. It is then possible to calculate a sampling nomogram using the sampling parameters K and a. This allows the sampler to determine a suitable protocol for the sampling event that will ensure that the FE does not exceed a predetermined precision at any point in the sampling procedure.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

An original concept of JRC-diagram that can evaluate JRC and its size-effect by using a fractal model was proposed. In order to confirm the applicability of the JRC-diagram, first, JRC of the tensile fracture surfaces of a granite and a sandstone were evaluated by both the JRC-diagram and Barton's JRC-profiles, and then, it was compared with the JRC inversely calculated from the peak shear strength that is obtained from the shear test for each fracture using Barton's empirical equation. As a result, JRC evaluated by the JRC-profiles was much smaller than the inversely calculated JRC. On the other hand, it became clear that JRC evaluated by the JRC-diagram is almost the same with the inversely calculated JRC, if the size of interlocking is evaluated correctly. Therefore, for the JRC evaluation, it is thought that the JRC-diagram is more applicable than the JRC-profiles. Als ein neues Verfahren zur Bewertung des Rauheitsindexes JRC für die Bruchfläche von Felsenschichten anhand eines fraktalen Modells, wobei auch der Maßeffekt berücksichtigt wird, wird ein JRC-Diagramm vorgeschlagen. Um die Angemessenheit der Bewertung vom JRC mit diesem JRC-Diagramm festzustellen, wurden die JRC-Werte an einer Bruchfläche zwischen Granit und Sandstein sowohl mit dem JRC-Diagramm als auch mit dem herkömmlichen JRC-Profilverfahren bewertet. Anschließend wurden die durch die beiden Verfahren ermittelten Werten mit den JRC-Werten verglichen, die von den Schertestergebnissen mit Hilfe von Bartonschen Erfahrungsformel zurückgerechnet werden können. Daraus ergab sich, daß das JRC-Profilverfahren ziemlich kleinere JRC-Werte gibt als bei der Zurückrechnung, während die JRC-Werte durch das JRC-Diagramm unter entsprechender Bewertung des Ineinandergreifungsmaßes an der Bruchfläche beinahe gleich sind wie die zurückgerechneten Werte. Diese Tatsache weist darauf hin, daß das JRC-Diagramm eine bessere JRC-Bewertungsmethode als das JRC-Profilverfahren darstellt. Nous avons proposé le diagramme JRC, nouvelle méthode d'évaluer JRC qui est un indice de rugosité superficielle d'une fracture de roche à l'aide du modèle de fracturation, compte tenu de son effet d'échelle. Pour vérifier la validité de JRC évalué au moyen de ce diagramme, nous avons évalué JRC d'une fracture de roche, granite et grès, par le diagramme JRC et le profil JRC, méthode conventionnelle, et les résultats ainsi obtenus ont été comparés avec la valeur de JRC calculée en sens inverse à l'aide de la formule empirique Barton sur la base des résultats de l'essai de cisaillement des fractures. Il en résulte que la valeur de JRC obtenue par le profil JRC était assez faible en comparaison avec la valeur calculée en sens inverse alors que celle de JRC obtenue par le diagramme JRC correspondait approximativement à la valeur calculée en sens inverse à condition d'évaluer l'échelle d'endentement d'une fracture. Par conséquent, nous considérons que le diagramme JRC est une meilleure méthode d'évaluation de JRC par rapport au profil JRC.

Discharge vessels of advanced light sources are made of translucent polycrystalline Al2O3(PCA).These tubes contain salt mixtures, which essentially consist of metal halides. The salt mixture is present as a melt at the coldest spot of the vessel under operating conditions and vaporizes partly. The temperatures of the coldest spot range between 1200 K and 1300 K, depending on the lamp performance. The maximum wall temperatures range up to 1500 K and for special purposes up to1700 K. Important constituents of the melt are alkali halides AX (A = Na, Cs, X= Br, I) and rare earth metal halides LnX3(Ln = Dy, Ho, Tm). Severe corrosion attack on the wall material is observed in the PCA discharge vessels. The aim of this work is to elucidate the corrosion mechanism. Annealing experiments under well defined temperatures were carried out in order to understand the complex chemical corrosion processes. Two different annealing vessels were used, one for experiments under isothermal conditions with a temperature of 1473 K and one for experiments with a linear temperature gradient from 1450 K to 1600 K. The vessels were filled with salt mixtures of different compositions and annealed for 1000 h. The corrosion attack was characterised by XRD, analytical electron microscopy, high temperature mass spectrometry, and chemical analysis of the salt melts. The results of our investigations show that the corrosion attack is caused by vapour species and by the salt melt. The most severe corrosion is observed in vessels filled with mixtures of alkali halides and rare earth metal halides. No corrosion of the alumina is practically observed if pure alkali halides or pure rare earth metal halides are present in the annealing vessel. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

Dowding, Reynard and Associates Mineral Projects (DRAMP) was approached by the ARM/Lion Ore JV during July 2006 to conduct a feasibility study and control budget estimate for a new greenfield project for their NKOMATI Nickel mine 45 km east of Machadadorp. The scope included the evaluation and review of previous studies as well as a techno-economic trade-off on four possible comminution circuits ranging from conventional crushing and ball milling to fully autogenous milling. The following document encapsulates the thought process, decisions and the references used in selecting the final comminution route for the new 375 ktpm MMZ concentrator. Apart from the pilot test work performed, design simulations from a number of sources, performance results from a recently commissioned 100 ktpm MMZ concentrator, together with an understanding of the geology and mineralogy of the orebody and possible variations in the characteristics of the orebody over the life of mine were assessed. The results from all the above-mentioned work indicated that it would be possible to treat the MMZ ore at the desired throughputs to the desired grind sizes in a fully autogenous grinding (ABC-type) circuit. Autogenous milling is generally considered to be one of the higher risk milling circuits. This is mainly due to the fact that the ore, which is utilized as the grinding media, could be variable in terms of hardness and mineralogy/geology. Nevertheless, it is a very popular route as the cost benefits, more specifically the operating cost, are normally very attractive. This is especially the case when large low grade orebodies are evaluated. In North/South America, autogenous and semi-autogenous grinding circuits have been successfully employed during the past 20 years on large scale low grade operations. Taking all the above factors into account, the DRA/Nkomati project team recommended an autogenous circuit with the option to add steel to both the primary and secondary mills (if required) for the new operation in order to create the opportunity for significant operating cost savings. One has to bear in mind that all the new design simulations and decisions are based on previous work and potential unknown variations within the orebody will never be fully understood until the pit is operational for some time.

In the present study, the production of low carbon ferrochromium (LC-FeCr) from chromite concentrates containing 55.09% Cr2O3 and 13.06% Fe via metallothermic process was investigated. For this aim, in the experiments, the aluminothermic reduction method was applied in an open crucible. 10% CrO3 + 10% NaClO3, 15% CrO3 + 5% NaClO3 and 20% CrO3 by weight of concentrate were added to the charge, respectively and the charge was reduced with aluminium. The experiments were done with the additions of 90, 100, 110, 120 and 130% of stoichiometric requirement of aluminium. The highest Cr content in alloys was found as 71.7% at 120% of stoichiometric Al whereas the highest Cr recovery in alloys was found as 71.8% at 130% of stoichiometric Al when the both charge contained 15% CrO3 + 5% NaClO3 by weight of chromite concentrate.

Viscosities of quasi-ternary CaO-SiO2-CrOxmelts in contact with metallic chromium were measured by the rotating cylinder method up to 1750ºC. Twelve slag compositions were selected in the composition range 20–55 wt% SiO2, 10–45 wt% CaO and 10–60 wt% CrOx. Estimation of the amounts of CrO and Cr2O3was made by regression analysis based on the earlier data. Professor Iida’s (Osaka University) viscosity model was applied and model parameters (0CrO,CrOand Cr2O3) were evaluated. The Iida model gave good consistency with the measured viscosity values.

Rock engineering plays a crucial role in contributing to sustainable development in South African mining. A framework for this has been created through legislation and structures to encourage the mining industry to have a long and prosperous future. However, rock engineering input is an essential element to achieving success. The most accessible deposits have been mined in South Africa and although large reserves still remain, many of these are difficult to access and will require excellent rock engineering knowledge and skill in the future. This is borne out by the fact that more than 50 % of fatal accidents are related to rock engineering issues. Many of these may be addressed with rock engineering solutions which are not beyond current rock engineering technology. A reduction in fatalities and injuries contributes to a sustainable mining industry.

"This investigation consists of a numerical and physical modelling exercise on flow patterns, mixing, solid-liquid mass transfer, and slag-matte phase distribution in a 0.2-scale cold model of an industrial Peirce-Smith converter (PSC). Water, kerosene, air, and sintered benzoic acid compacts were used to simulate matte, slag, injected gas, and solid additions into the PSC. The 2D and 3D numerical simulations were carried out using volume of fluid (VOF) and realizable k-e (RKE) turbulence models to account for the multiphase and turbulence nature of the flow respectively. These models were implemented using the commercial computational fluid dynamics numerical code FLUENT.Numerical and physical simulations were able to predict, in agreement, the mixing and dispersion characteristics of the system in relation to various blowing conditions. Measurement of mass transfer indicated that fluid flow in the PSC is stratified. Blowing configurations and slag volume both had significant effects on mixing propagation, wave formation, and splashing.As a potential process alternative to increase conversion efficiency, we propose a combined blowing configuration using top lance and lateral nozzles. The numerical simulations were conducted on combined as well as lateral blowing conditions, and the results of the combined concept are encouraging."

Up to now, Topsøe WSA (Wet gas Sulphuric Acid) plants have been in operation for almost 30 years, and close to 80 plants have been sold. In spite of its unique features and ability to treat gases without any prior drying, the WSA technology has had certain restrictions with regards to SO2 concentration in the feed gas, and the overall conversion of SO2 by catalytic means has been limited to approx. 99.7%. In commercial scale sulphuric acid production on the basis of elemental sulphur and metallurgical off-gases, there is a demand for higher SO2 conversion and treatment of gases with a higher content of SO2. Therefore Topsoe has further developed its WSA technology to cope with these demands. This paper will explain more about the principles of such new development and leave the delegate with a better understanding of the potentials of the new generation of the WSA technology from Topsoe.

Eutectic freeze crystallization (EFC) is a novel technique for the recovery of pure salt and pure water from hypersaline waste brines. It is therefore a promising technology for the treatment of industrial waste waters. The impurities caused by crystallizing salt out of multi-component brines by EFC have not yet been investigated, however. To these ends, the selenium impurity found in sodium sulphate, produced from the waste brine of a platinum operation, was investigated. It was believed that the similarity between sulphate and selenate ions allowed isomorphous substitution of selenate ions into the sodium sulphate crystals, which was the likely cause of impurity uptake. It was found that the presence of sodium chloride in the industrial brine promotes the uptake of selenium, while ionic strength of the brine and mass deposition rate of sodium sulphate did not have a significant effect on the selenium uptake. Isomorphous substitution is predicted to be the most significant mechanism by which all impurities will be taken up when applying EFC to other industrial waste brines.

The Hoek-Brown failure criterion is often applied to a wider range of rocks than the isotropic rock masses to which it is strictly applicable. This paper evaluates the patterns of defects in rock masses using spherical projection contour plots of samples of randomly-generated orientations and datasets from mapping of New Zealand closely-jointed greywacke rock masses. Two indices from the contour plots - the area within the 1% contour (A1%) and maximum concentration (Cmax) are introduced for distinguishing uniform (isotropic), random or regular defect patterns. The indices provide a potential extension to current guidelines on the use of the Hoek-Brown failure criterion. The paper also outlines kinematic checks to assess the influence of defect clusters on rock mass strength. Das Hoek-Brown Bruchkriterium, das strikte nur fuer isotrope Gefuege gilt, findet oft einen viel weiteren Anwendungsbereich. Diese Arbeit bewertet diverse Dispersionsmuster der Defekte einer Gesteinsmasse. Wir vergleichen in sphaerischer Projektion (1) Beispiele zufaelliger Orientierung von Defekten und (2) Felddaten ueber neuseelaendisache engstaendig geklueftete Grauwacken. Die Projektionen werden durch die Indices A1% (Flaechenanteil des 1%-Bereichs) and Cmax (Hoechstkonzentration) gekennzeichnet, welche isotrope, zufaellige und regulaere Muster unterscheiden und die aktuellen Richtlinien zum Hoek-Brown Kriterium ergaenzen. Wir testen ferner Defektgruppen der Gesteine kinematisch auf ihren Einfluss auf Massenfestigkeit. Le critère de rupture de Hoek-Brown est souvent utilisé sur une variété de roches plus étendue que les masses rocheuses auxquelles il est strictement applicable. Ce travail évalue la distribution des défauts au sein d'une masse rocheuse en utilisant une projection sphérique des contours d'échantillons d'orientations générées aléatoirement et de données de cartographie provenant de greywackes à joints rapprochés de Nouvelle Zélande. Deux indices de cette projection - la zone des contours en dessous de 1 % (A1%) et celle de concentration maximum (Cmax) sont introduites pour distinguer les répartitions uniformes (isotropes), aléatoires ou régulières. Ces indices fournissent une extension potentielle aux règles d'utilisation du critère de rupture de Hoek-Brown. Ce travail utilisent également les contrôles cinématiques pour évaluer l'influence des groupes de défauts sur la résistance de la masse rocheuse.
