"A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."

One of the main problems related to mining investment decisions is the use of accurate prediction models. Metallurgical recovery is a major source of variability, and in this regard, the Chuquicamata processing plant recovery was modelled as a function of geomining-metallurgical data and ore characteristics obtained from a historical database. In particular, the dataset gathered contains information related to feed grades, ore hardness, particle size, mineralogy, pH, and flotation reagents. A systemic approach was applied to fit a multivariate regression model representing the copper recovery in the plant. The systemic approach consists of an initial projection of the characteristic grinding product size (P80), based upon energy consumption at the particle size reduction step, followed by a flotation recovery model. The model allows for an improvement in the investment decision process by predicting performance and risk. The final geometallurgical model uses eight operational variables and is a significant improvement over conventional prediction models. A validation was performed using a recent data-set, and this showed a high correlation coefficient with a low mean absolute error, which reveals that the geometallurgical model is able to predict, with acceptable accuracy, the actual copper recovery in the plant.

Refinement of design parameters and features has resulted in the development and commercialization of spiral separator models that offer enhanced performance for a number of application areas. Examples of recently developed spiral separator models include the enhanced performance (EP)spiral and the HC (high capacity) series. Comparative performance data for appropriate applications are presented for each of these new model spiral separators. The utilization of spiral separators providing improved performance offers significant cost and operational benefits for process plants. Examples of process flowsheet changes that have resulted from the incorporation of recently developed spiral separators include the reduction of the number of process stages and the achievement of high density tailings by the utilization of a dewatering arrangement in the spiral tailings splitter system.

The ConRoast process for the production of platinum group metals involves the use of a fluidized bed reactor for the removal of sulphur from ore concentrates by roasting prior to smelting in a DC-arc furnace. Test work was carried out in 2007 at Hazen Research in Golden, Colorado to provide the data necessary for a commercial roaster to be designed by Technip. This paper discusses the rationale behind the test work, the goals for calcine composition to be used as smelting furnace feed, the results of various roaster operating parameters in terms of calcine composition (particularly residual sulphur and the fate of trace elements), and the impact of the results in terms of a commercial roaster design.

"Coal mining is a thriving industry and 53% of the coal mined in South Africa is used for electricity generation. Mechanization has made coal mining more efficient, but fines generation has subsequently increased. Up to 6% of the run of mine material can report to the -200 µm fraction. Common problems associated with fines handling include dust formation, storage problems, and high moisture levels. A method to turn this material into a saleable product instead of stockpiling it can add value to a company.Briquetting is a pressure agglomeration method where loose material is compacted into a dense mass (FEECO International, 2014). The briquettes must be able to withstand rigorous handling and transport operations without disintegrating. This study aims to investigate the optimum binder and moisture conditions required to produce a mechanically strong briquette using two different binders - a PVA powder (binder A) and a starch powder (binder B).It was found that for binder A the optimum moisture level was 12% to 14%. At this moisture level the greatest compression strength gains were observed, and low amounts of fines produced in impact and abrasion tests. The minimum amount of binder added while still obtaining a strong briquette was 0.5% binder A. For binder B the optimum moisture level was also 12% and the minimum amount of Binder B to be added was found to be 1%. Briquettes that were dried outside reached their peak strength after about four days, whereas the briquettes that dried inside took about 20 days to reach their strength plateau. Hardly any degradation took place on the surface of the binder A film after exposure of 300 hours of artificial weathering. Thermogravimetric analysis confirmed that neither binder A nor binder B will add to the ash content of the coal fines, as both binders totally decompose above 530°C.Binder B yielded stronger briquettes after 15 days and also generated less fines. In past years, Chile has been the largest copper producer in the world and for 2002 mining represented country average of 10 % of the GDP, accounting for 47 % of the total exportation. As copper sulphides are the main mining resources in the country, the metal is produced using the classical processes of flotation and pyrometallurgical extraction. Seven copper smelter plants, which extends from the northern Atacama desert to the central part of the country produced1,522,000 metric tons of fine copper in 2002, approximately one half of total copper concentrate production, with a notorious environmental impact due to the great amount of slag produced during these extraction steps. In this work, a global characterization of copper pyrometallurgical slags produced and disposed of in Chile and worldwide is done, and the concept of total project development is considered to explain the scopes of the study, recovering different compounds and generating new activities around mining. The presentation is completed with the proposal of various methods and techniques being developed today in a joint project between smelter plants and the University of Concepción, with the support of the Chilean government and mining companies, addressed to generate new materials from copper slag. Recovery of copper, molybdenum, precious metals, silica and iron, that is the most abundant component of the slag, are the goals for this research. Metals, commercial compounds, alloys and different forms of iron oxides for steel industry are proposed products.

Steel is the most versatile material which has made the progress in every aspect on this earth possible. There are hundreds of varieties of steel because for each application it has to be made with specific properties to get the most optimum usage. It is well known that the basic constituent of steel is iron. But it is the proportion of other elements in it, which give each type of steel certain specific properties. These elements are added in liquid iron inform of Ferro alloys to get the desired composition and properties. Thus, Ferro alloys are important additives in the production of steel. It can be said that no steel can be made without use of one or more of the several Ferro alloys. They form the backbone of steel. Thus, the Ferro alloys industry is vitally linked for its growth and development to that of the steel industry. Ferro alloys industry in India has never been globally competitive, despite its rich ore deposits and low-cost manpower, essentially due to a) Insufficient availability and high cost of electric power b) Increasing ores and reductants cost c) Non-availability of low ash, low phos. coking coal in the country for the production of desired coke with low ash, and low phos. contents, making import of such coke at a high cost imperative d) High-cost and insufficient infrastructural facilities (both road and rail) for rapid transportation of ore from mines to plants e)Stiff competition from producers and exporters of Ferro alloys in other countries like South Africa, Kazakhstan, China, Russia, Australia etc. due to global trade agreement which has made drastic reduction in customs duty on imports necessary. f) Wide fluctuations in the International price of Ferro alloys depending on demand versus supply. To over come these challenges plus adhering to stringent pollution control norms innovations are inevitable in the process technology, and plant equipment design, along with frequent changes in product mix, to be more cost-effective. An attempt is made in this paper to address the innovations that took place in the past and those that further need to be made, considering the future of this industry.

This work analyses a new approach to estimates bubble size distribution of froth surfaces using artificial neural networks (ANN).Also, the robustness of ANN to interpret images with illumination perturbations, produced by light problems or dirt attached to the window of the video camera is evaluated. The experimental work was carried out in a laboratory flotation column, instrumented with an image acquisition system. The images were processed making use of a perceptron model with a hidden layer, sigmoidal transfer function and unitary bias, and the ANN trained with a back propagation algorithm. The results of validation show that ANN are reliable for learning and producing generalized predictions of the froth mean bubble diameter and bubble size distribution, when the model is trained using a database that contains information on the illumination intensity. Operation of large SAG mills requires a change in the conceptual approach to grinding processes. The traditional energy consumption criteria are now enhanced with new criteria derived from the mechanical dynamics of the mill load. This new approach demands instrumentation capable of providing accurate information about the load movement and the ratio of balls and ore inside the mill. This paper discusses two new performance enhancing tools available to meet these needs.

Slags have many useful functions in iron and steel making. In particular, slags are used to remove impurities such as sulphur, phosphorus and inclusions from the metal, and a large amount of research has been done in this area. Slags also insulate the metal thermally and form reactions with the atmosphere such as reoxidation and nitrogen pick-up. However, slags serve other more unique functions, several of which are reviewed in this paper. The role of slags in new iron smelting processes with regards to reduction of ore and gaseous desulphurization are discussed. In iron smelting processes, much of the reduction occurs by the reaction of carbon in the char and the metal suspended in the slag with iron oxide dissolved in slags. The slags also react with the gas resulting in sulphur removal from the process. The mechanisms of these reactions and pilot plant data for these processes are given in this paper. Slag formation within ferrous burden materials affects the cohesive zone and the performance of the blast furnace. Recent theoretical and experimental findings on this topic are presented. In the electric arc furnace, foamed slags are used to allow for higher power operation and productivity. Of particular interest, foaming in stainless steel production is more difficult than for normal steels. The foam index, or the ability of the slag to foam, for stainless steelmaking is similar to that for carbon steelmaking slags. The poor foaming is due to the lack of gas generation for the foam. Methods to increase foaming in stainless steelmaking are discussed.

Anglo Platinum commenced commercial underground borehole radar (BHR) surveys during 2006 following a series of trial surveys using both the ?slimline? Geomole and Aardwolf systems. Current borehole radar systems comprise radio frequency transmitter ? receiver antennae operating at 30 -100MHz that measure the time taken for a transmitted pulse to traverse a rock volume and be received (Fig 1). The time taken can be converted to distance if the transmission speed of the pulse through the rock volume is known. The transmitted pulse may be reflected off a suitably orientated geological reflector (in reflection mode) or may be recorded in receivers located in other boreholes (cross-hole tomographic mode). In the Bushveld Complex lithologies, these radar systems have ranges of 30-50 metres in reflection mode depending on the electrical properties of local stratigraphic units. Both the Merensky Reef (MR) and the underlying UG2 have been shown to act as reflectors, which offer the opportunity of using BHR as an imaging or mapping tool. Reflection of the radar signal occurs wherever a strong contrast in dielectric constants occurs such as between norite and harzburgite or where chromitite stringers are present. [ ] Fig 1 Main elements of a borehole radar system Much experience has been gained in the practical application of BHR surveys in platinum mining. The value of a BHR survey is that it provides a continuous line of information to ?connect the dots? rather than a few discrete pierce points. BHR surveys can be used to mitigate risk in three crucial areas: ? Mine planning at the strategic as well as tactical level ? geotechnical evaluation of proposed shaft sites, detailed profiling or mapping of reef and disruptions of the reef such as faults, rolls and potholes; ? Mineral resource classification ? identification of structural discontinuities in orebodies affecting resource classification e.g. potholes and reef facies; ? Safety ? identifying areas with poor ground conditions that are often associated with faults, dykes and potholes.

The fundamental challenge facing mineral and metal companies is how to create sustainable value while operating within mandated strategic bounds, identified constraints, and variable market and economic conditions. This can be achieved by allowing the fixed physical nature of the mineral asset to drive definition of the optimal technical solution to mining and processing activities, and developing and resourcing a strategically aligned portfolio of production entities that creates flexibility to near- and longer-term business environment shifts, i.e. a production mix that allows variation of output to respond to short term market variation, within a long term context. The practical achievement of this outcome is enabled by the concept of strategic long term planning. The core elements of strategic long term planning in the metals and minerals industry, and the relationship between them, are expanded. The strategic long term planning framework is a logic construct that enables delivery of an optimized, strategically-aligned business plan from the mineral asset portfolio using a set of tools and techniques with a common language, standards, systems and processes to align decisions and actions on a cyclical basis.

The relationship between neural network (NN) performance and the parameters that form the architecture of the neural network is complicated. This paper studies an issue that is still controversial—the effect of the number of neurons and number of hidden layers on NN performance. This paper tests if the above parameters affect network performance when the NN is trained according to the quick stop strategy. It was determined that the number of neurons did not have any effect on the NN performance for a single layer or a double layer network. It was also found that the training error and calibration error could be poor indicators of the prediction correlation coefficient.

This paper examines the occupational health and safety performance (OHS) of the South African mining sector against the backdrop of changes in the composition of the sector, international trends in OHS performance, and the agreement on OHS milestones and targets by mining stakeholders at the Mine Health and Safety Summit of 2003. Although OHS performance has improved, progress is slow and there is need for significant rather than incremental change if the targets are to be realized. Since 2003, fatalities and injuries are 20?25% short of annual milestones and not all commodities show consistent improvement. Statistics on occupational health impacts are unavailable, but noise and respirable dust levels are known to be high in mines, with much work lying ahead to address exposures at source. Trends in regulating and addressing OHS hazards are discussed with reference to the notion of ?systems-thinking? and the targets. Efforts to improve OHS and to respond to changes in the sector are constrained by a lack of training and consistency in risk management, guidance for junior, small and artisanal miners, and holistic approaches to risk. For example, treating risk holistically would involve taking proper account of contractors and women in the workplace, and attending to human factors and ergonomics.

A Seismic Hazard Scale (SHS) has been developed to provide a practical seismic hazard assessment tool applicable to mine site personnel. It has been applied to seismic data sets from numerous Western Australian mines. The SHS is applicable when quantifying seismic hazard on a mine wide scale, on a mining block scale, and on a local cluster-by-cluster scale. Spatial mapping of variations in seismic hazard is a particularly powerful application of the scale. The SHS is sensitive to temporal increases in seismic hazard. It has also been shown that the SHS can be applied to estimate seismic hazard when seismic monitoring data are not available. The SHS is a simple derivation of the Gutenberg-Richter relation. There are assumptions and limitations to the SHS that need to be considered when applying it to mine seismicity data.

Total milling cost is composed of energy, liner and grinding media costs. In primary high ball load milling, the grinding media play the biggest role in total milling cost. This cost can be drastically reduced by improving the impact condition inside the mill. The impact condition inside the mill is influenced by shell liner design (as well as feed end and discharge design) and the type of discharge. The improvement of the impact condition will result in a significant decrease in grinding media consumption. The softened impact condition allows for better alloy optimization, resulting in a further reduction in grinding media consumption. Optimized liner design can also improve energy consumption as less energy is wasted in the projection of the grinding media. Magotteaux utilizes tools to simulate and show the grinding media trajectories for shell and end liners. This paper will present some practical examples where the media and energy consumption can be or has been reduced by optimizing liner design. Over the past two years Anglo Platinum made use of the specialist skills of Cyest Corporation to develop a Mine Optimization Tool (MOT) to enhance the current suite of in house mine planning tools and processes. The application was built in a multidimensional modelling environment developed by Cyest called CarbonL. This has allowed complex modelling that is transparent to the business users and therefore is not prone to the ?black box? approach that generally exists with these types of complex tools. The purpose of the MOT is to have an integrated software tool that can schedule production activities by half level for a shaft complex, while at the same time integrating the economics concomitant with that schedule. The tool allows the user to configure all activities relevant to the selected mining method, define the mine design parameters and geological parameters, define scheduling rules and then schedule all activities. This allows the user to test various production strategies and schedules very quickly and easily in terms of shaft value, costs and revenue profiles, labour complement and production ramp up so as to determine the option that best fits the overall strategy. This allows assessments of multiple scenarios in a relatively short period of time, after which only the best option is taken forward for graphic design and scheduling. This paper discusses briefly the rationale behind the Mine Optimisation Tool and the underlying workings of the modules that comprise the tool. It also covers the life cycle of this tool from the original prototype through to the final Mine Optimisation Tool software and discusses the positioning of the final tool.

"*Paper written on project work carried out in partial fulfilment of B.Eng(Mining Engineering) degreeAfriTin Mining Limited plans to reopen the Uis tin mine in Namibia and establish a pilot processing plant for phase 1 of the Uis tin project, which is scheduled to commence in the last quarter of 2018 . A mining plan is required for phase 1 to supply the new pilot processing plant with 500 kt of run-of-mine ore per annum, for a period of 5 years. New geological mapping and three-dimensional modelling of the mining area were utilized to identify the most optimal mining locations that require low initial waste stripping. An open-pit mining method was selected to target the surface outcrops of the pegmatite orebodies. The mine design criteria were determined and used as input to generate the mine design by utilizing professional engineering software. The mine design was optimized and an overall stripping ratio of 0.81 was achieved. A 5-year production schedule was developed for the mine design according to quarterly periods of three months. A fixed production target of 125 kt of ore was assigned to the quarterly periods, and a ramp-up production target of 65 kt of ore was assigned for the first period. The mobile mining equipment requirements were calculated, and recommendations were made for implementing the 5-year mining plan. IntroductionAfriTin Mining Limited is the owner of the Uis tin project in Namibia and plans to reopen the Uis tin mine, which is located near the town of Uis, approximately 164 km north of Swakopmund. The Uis tin mine was owned and operated by Imkor Tin, a subsidiary of Iscor South Africa. Mining commenced in 1958, and the operation was closed in 1991. Steffen Robertson & Kirsten (SRK) defined the life of mine (LOM) plan for the historical Uis mine in 1989. The SRK report estimated the historical resources and reserves, which consisted of sixteen cassiterite-bearing pegmatite orebodies. SRK developed the most economical pit designs to provide the highest average tin grade at the lowest practical waste stripping ratio. Exploration data from the SRK report of 1989 was used extensively throughout this study, since no new exploration drilling has been conducted. The pegmatites are present as large, subvertical and outcropping veins up to 100 m in thickness. Once phase 1 is operational, mining will be conducted using conventional open pit mining methods. Initial production will be from exposed pegmatite veins in the old mine workings. AfriTin plans to establish a pilot processing plant by the end of 2018 to beneficiate run-of-mine ore at a rate of 500 kt per annum."

There has been disappointingly little development in the analysis of rock slopes in open pit mines over the past 30 years. A brief review of literature shows that the application of numerical stress analysis methods to open pit mine slope stability has become only relatively common in recent times, and that there are as yet no standardized approaches. The lack of development in general, and of robust, standardized approaches in particular, is surprising in view of the ?ultra? deep open pit mines that are being developed to depths in excess of 1000 m. In this paper, the results of a substantial programme of two dimensional and axisymmetric analyses of open pit slopes are described. Variations in the following parameters were taken into account in this programme: slope angle, slope height and horizontal to vertical in situ stress ratio. The evaluation of the data has concentrated on the tensile stresses and the extension strains in the slopes. This is believed to be the first publication dealing with strain distributions in slopes. The occurrence of zones of tensile stress was very limited. These zones occur in the crests of slopes, except in the case of low horizontal to vertical stress ratios, in which case the tensile zone is in the floor of the pit. In contrast, very large zones of extension strain can occur, and this finding represents a significant new aspect in slope stability that has not been considered before. The greatest magnitudes of extension strain occur near the toe of the slope, either in the slope itself, or in the floor of the pit. The magnitudes of the strains are considered to be large enough to result in fracturing of intact rock, and the fracture orientations predicted are adverse for slope stability. The large zone in which such extension failure could potentially occur in a 1200 m deep pit is typically more than 100 m horizontally behind the toe and about 400 m up the face from the toe. Fracturing that is extension in nature is common in competent, brittle rocks and often develops with some violence and little or no warning. Such ?strain bursting? produces easily measurable seismicity, events often being audible as well. In the slope situation, the expected physical manifestation of this behaviour would be popping off of rock slabs and plates of rock from slope surfaces and popping up of the pit floor, as well as the formation of new fractures within the rock mass. Such behaviour may cause overall slope failure, or may initiate failure, which may then be driven to overall slope failure by other influencing factors or combinations of factors. In addition to instability resulting from the fracture surfaces themselves, all induced fracture surfaces could interact with natural geological structures to facilitate formation of a significant failure surface. With suitably orientated joints, extension strains are likely to manifest themselves in the opening up of such joints and hence in the loosening of the rock mass in a preferential orientation, with potential effects on groundwater flow patterns.
