Mining fatality rates in many countries have not changed substantially over the past ten years. This demonstrates not only that there is an inherent risk in mining, but also that current approaches to improving safety need to be rethought. An analysis of productivity and fatality data in the United States, United Kingdom, and South 4frican coalmining industries shows that the impact of legislation on safety is overlain by other significant factors. Although improvements in safety and productivity usually occur together, the data warn that safety legislation can sometimes cause a significant reduction in productivity. Based on the data and experience considered, it is concluded that legislation should be aimed at creating a framework within which a positive attitude towards the implementation of more productive and safer mining methods, work practices, and technology can flourish, rather than attempting to enforce excessively prescriptive provisions. This later approach is even more problematic when safety standards and legislation are transferee from well developed to less developed countries. A legislative framework in which the mine manager is required to take al reasonably practicable measures to procure safe working conditions in accordance with mine-specific codes of practice is outlined. Within that framework, the value of adopting widely accepted standards is recognized. A performance-based external audit arrangement is outlined as a basis for ensuring that detailed attention is focused on those areas most needing improvement.

Currency fluctuations affect the rand revenues of all exports of mineral commodities, as well as influencing their price on local markets. Of the more than 50 mineral commodities produced by South Africa, about 75 per cent derive 40 to 100 per cent of their revenues from exports. . Although supply and demand are largely beyond its control, management can maximize its revenues despite fluctuating overseas prices and exchange rates by using the right market at the right time. Management can operate in the futures markets, which involve a specific commitment to deliver a specific quantity of a standardized commodity at a set time in the future and at a price that is determined on a futures exchange in open auction; or management can use the options market, in which a producer can insure against the risk of a falling price by taking out a put-option, which gives the holder the right (but not the obligation) to sell the commodity at a stated price at an agreed time in the future. In the forward markets, management has three available tools; forward currency transactions, trading of currency options, and money market hedges. Revenues, currencies of exchange earnings, purchasing power of the rand, and world price trends are shown in over 40 diagrams and tables for the main mineral commodities produced in South Africa.

Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. Samples (15 to 20 g) of pre-calcined Mamatwan manganese ore or pure Mn 304 smaller than 48 mesh were reacted at temperatures in the range 1000 to 1300°C with samples of spectrographically pure graphite smaller than 325 mesh. Samples (1 g) of ore or pure Mn02 smaller than 48 mesh were reacted at temperatures of 1000 and 1200°C with pure graphite fines in argon, with graphite in carbon, .'1onoxide, and with carbon monoxide alone. In each case, the loss of mass as a function of time was recorded with a hermobalance. The rate and degree of reduction were found to increase with additions of carbon and with increasing temperature up to 1300oC, when they reached their maximum. The shape of the reduction curves, together with the results obtained from examination of the products of reaction by microscopy and X-ray diffraction, were used as the basis for a postulated reduction mechanism. Some details are given of an initial kinetic model that was used to verify the proposed mechanism. It was found that the reduction of Mamatwan ore by graphite at temperatures in the range 1000 to 1300°C occurs in two stages: (i) an initial stage during which the higher oxides of manganese are rapidly reduced to MnO with concurrent formation of CaMn2O4 and (ii) a longer stage during which CaMn2O4 and MnO are reduced to carbides by carbon dissolved in the ferromanganese phase.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. For the past thirteen years, the Universities of Cape Town and Stellenbosch have hosted an annual symposium to discuss topics relevant to mineral processing. Since 1987, this Symposium has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has become one of the main events on the national conference calendar. In 1989 and 1993, the symposia took the shape of international conferences. This year the 13th Annual Mineral Processing Symposium was organized by the two universities, the Cape Technikon, and the local branch of the South African Institute of Mining and Metallurgy, and was held at the Van Riebeeck Hotel in Gordon's Bay.

Traditionally it has commonly been believed that the only problem with inductive reactance in a submerged-arc furnace is that it leads to difficulties with the electricity supply as a result of the Iow power factor. This paper sets out to show that inductive reactance can also give rise to the following problems in the metallurgical operation of a furnace: (i) dead and live phases (fairly well known in openarc furnaces), (ii) lack of sensitivity to electrode movement, (iii) interactions between electrodes. These problems increase with increasing inductive reactance relative to resistance, and thus they increase with furnace size. Each of these effects is discussed in detail, and suggestions are made for their alleviation.

It seems to me to be particularly appropriate that this topic should be discussed at the first prize-giving function of this kind. As you know, this presentation of awards to young mining engineers and metallurgists is to be an annual event, and never before in the dynamic and rapidly changing climate of the South African metallurgical industry has it been more necessary for young, and perhaps older, practitioners to consider the future of their profession and their role in the industry. I look forward with interest to the time, five to ten years from now, when I shall recall my crystal-gazing of tonight to see how far wrong I have been.

Measurements of the rates of penetration at various throttle air pressures are presented as a function of thrust for three different rockdrills when drilling quartzites with strengths of 45 000 lb/in2 and 39 000 lb/in2, The rate of penetration at optimum thrust is shown to agree well with the predictions of theory and curves of air consumption as a function of throttle air pressure are presented. Man-held machines are shown to be under-thrusted at throttle air pressures above 40 lb/in2g. Measurements of bit wear as a function of distance drilled are presented graphically and discussed in terms of the theory developed in Part 1.

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

The price received for a commodity decreases as the quantity sold increases. all other factors remaining the same. This has been the position with gold since it was demonetized in August 1971. The result is that the marginal revenue per kilogram of gold decreases steadily with increased production. If operating losses are to be avoided, the marginal cost of production must not exceed the marginal revenue. This requirement, although not seriously violated by most invididual mines, is not met by the industry as a whole, resulting in large losses of income to the State and the shareholders. These losses are increasing, and a way of curbing or reversing this trend is described.

The Past. In the past, large metallurgical companies (for example the mining houses) had the necessary infrastructure both to develop metallurgical flowsheets and to undertake the construction and project management of metallurgical plants. Effectively, the sole contribution by contracting companies was the supply, and possibly the installation, of specific items of equipment. OBITUARY: AUSTIN WHILLIER (1927 - 1981) On Thursday, 13th August, 1981, Dr. Austin Whillier passed away peacefully in Johannesburg after a long illness. This event has been a serious blow indeed, and its effects will be felt, not only by the Chamber of Mines of South Africa and the South African mining industry, but also throughout many scientific and technical spheres both in South Africa and further a field.

The Department of Mineral Resources of Thailand is organising, on behalf of the Government of Thailand and the International Tin Council, the Second Technical Conference on Tin. The Conference will be held at Sala Santitham, Bangkok from 18th to 22nd November, 1969. Papers will be grouped under three main headings: (i) Geology and prospecting; (ii) Mining and ore dressing; (iii) Miscellaneous, e.g. stimulating production, metallurgy, estimation of reserves etc. Pre-prints of papers will be circulated. A field trip to Southern Thailand has been arranged for 25th November to 2nd December, 1969. Details of the Conference and the field trip can be obtained from Mr. W. This paper deals with the development and evolution of room and pillar mining in the South African chromitite and platinum mining industry over the past sixteen years. The paper describes the need for cheaper, more effective and safer mining methods in hard rock mining. It also describes how a mining method traditionally only applied in coal mining in South Africa evolved into a method ideally suited to conditions in chromitite and platinum mines. The paper also touches on joint efforts from mining houses, mine management and equipment manufacturers to design and build mechanized equipment custom designed and unique to South Africa in order to overcome challenges presented by the harsh operating conditions encountered in the mines in the Bushveld Complex.

The International Solvent Extraction Conference takes place every three years, under the auspices of the international Solvent Extraction Committee. ISEC '96 held in Melbourne, Australia, in March 1996, was attended by delegates from 34 countries. South Africa was well represented, with delegates from Amplats, De Beers, Mintek, Western Platinum Refinery, and independent consultant Phillip Lloyd (who represents South Africa on the International Committee). The theme of this year's conference was 'Value Adding through Solvent Extraction'. Five plenary lectures were presented. Dr E. Blass of Germany gave the opening presentation entitled 'Solvent extraction-a historical review', which traced evidence for the use of solvent extraction (SX) from the time of the ancient Egyptians, through the Middle Ages and Renaissance, to the Industrial Revolution.

The relationships between backfill-transportation parameters (solids concentration, velocity, and pipe diameter) and the wear rate of backfill-transportation pipelines is well understood. However, the degree of wear experienced by a pipeline depends not only on the transportation parameters, but also on the characteristics of the solids making up the backfill, i.e. the particle-size distribution, hardness, shape, and sharpness of the particles. Therefore, unless data corresponding to the specific wear rate of the solids are available, the determination of the wear rate for pipes transporting an uncharacterized backfill is largely guesswork. This paper describes an evaluation of particle characteristics with special reference to particle sharpness so that pipe wear rates can be correlated with solids of different size distributions and sharpnesses.

Hydro-power-the use of high-pressure water as an energy source-offers tremendous benefits for environmental control in deep, hot mines. The extent of these benefits depends on the mining method, the selection of equipment to be hydro-powered, and the efficiency with which the coolth is extracted from the water and into the working environment. The engineering of hydro-power systems continues to receive much attention. However, this paper considers the environmental implications of using hydro-powered equipment, particularly with regard to positional efficiency. The integration of hydro-power with developments such as backfill, mechanization, and higher face-advance rates is discussed. Layouts are proposed that attempt to minimize the quantity of water in circulation by extracting the maximum coolth from the water.
