Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

The phrase ?back to basics? is used to describe the fundamental principles and philosophies on which a successful mining operation is based. At Richards Bay Minerals (RBM), ?back-to-basics? (BTB) has been implemented as a continuous process to probe operational functions with a view to increase production without capital expenditure. It also ensures that the fundamentals of dredge mining are understood and adhered to. BTB is based on the principle that people drive organizations, necessitating an interactive implementation approach. At the RBM mine this entails a three-pronged approach, namely practical training, teamwork initiatives and the use of lean Six Sigma methodology. It is the latter on which this paper will focus. The lean Six Sigma methodology is successful in identifying, managing and documenting BTB projects, while team work initiatives are integral to successful project implementation. This paper describes two examples of how the Six Sigma methodology can be applied to a dredge mining operation. The first example focuses on the improvement of Mining Pond Echo (MPE) plant throughput by reducing the lost opportunity (non-production) due to tails downtime. The project was successful in increasing plant throughput by 4.5%. This was achieved by increasing the tails disposal system availability by running MPE as a four tails lines operation and focusing on causes of tails production downtime. Subsequently, the tails system at MPE is no longer the production bottleneck. Second, the Six Sigma methodology was successfully applied at Mining Pond Charlie (MPC) to increase the primary dredger throughput by 4.6% through focusing on the dredging technique and maintenance issues. This project highlighted the need for trend analyses to ensure an effective dredging technique, coupled with simple production documentation, which also ensures a focus on maintenance. Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

The variety and sources of sampling errors have been studied since the late 1800s, but the pioneering work of Pierre Gy in the 1950s provided insights into sampling as an error generating process. Total sampling variance is a measure of the total sampling error, but disaggregating the variance into its component parts is problematical. Ten sources of error and error generating processes have been identified, some of which can be eliminated through rigorous application of the principle of correct sampling. Others can only be minimized but never eliminated. Three principal questions relating to the appropriate mass of a sample, the fragment size of the sample and the size of the associated error are addressed. These questions relate principally to the Fundamental Error (FE), the only error that can be estimated before the sampling event. Aspects of constitutional and distributional heterogeneity are examined, as are the essential components of Gy?s formula including the shape factor (?), the granulometric factor (g), the mineralogical composition factor (c), and the liberation factor, l. Applications of Gy?s equation to the problems of sampling in the minerals industry are explained using real-life examples. The approach to sampling taken by Pierre Gy provides an excellent inferential relationship between the mass of material to be sampled, the size of the fragments being sampled, and the relative variance of the sampling error. It also provides solutions for three of the main problems associated with the Theory of Sampling.

"Penetration of matte into tap-hole bricks causes detrimental refractory wear, which can lead to furnace breakouts. The ability of the tap-hole clay to form a protective layer on the brick, thereby limiting matte penetration was investigated by examining the interaction between platinum group metal (PGM) matte, tap-hole clay, and alumina-chrome refractory bricks on a laboratory scale.Samples containing clay and brick as well as samples containing clay, brick, and matte were heated to different temperatures to establish the clay-brick interaction and the extent of matte penetration. The greatest degree of physical contact between the brick and clay was achieved at curing temperatures of 600°C. Poor clay-brick contact was observed in the sample that was heated to 900°C.Matte displaced the clay in the clay-brick-matte sample that was heated to 1350°C, with significant matte penetration into the brick. Less matte penetration was observed when the clay-brick-matte sample was heated to 1500°C. Less matte penetration was also observed in the claybrick- matte sample in which the clay and brick were pre-baked at 800°C, and the sample then reacted with matte at 1350°C. IntroductionFloatation concentrate from ore from the eastern Bushveld Complex of South Africa, specifically the Platreef, Merensky, and UG2 reefs, forms the feed to the Polokwane platinum smelter (Hundermark, De Villiers, and Ndlovu, 2006). The ore from the UG2 Reef has a high chromite content, which requires high operating temperatures (1500–1700°C) to avoid chromium spinel build-up in the furnace hearth. These high operating temperatures lead to matte superheats in the vicinity of 500– 600°C, which put increased demands on the refractory materials (Nelson et al., 2005).Upon tapping, the matte moves through the tap-hole, which consists of an aluminachrome refractory brick-lined tapping channel (Hundermark, De Villiers, and Ndlovu, 2006). The flow of molten matte is stopped by the injection of tap-hole clay to form a plug in the tap-hole. The tap-hole clay hardens and strengthens during curing to obtain the required hardness and refractoriness against penetration, corrosion and erosion (Nelson and Hundermark, 2014)."

The production of ferrochrome alloy from chromium bearing chromite ores is conducted at high temperature under highly reducing conditions. However, albeit completely unintended, it is impossible to completely exclude oxygen from all high temperature process steps, with the corresponding possibility arising for the generation of small amounts of Cr(VI) species. Certain Cr(VI) species are regarded as a carcinogenic, with specifically airborne exposure to these Cr(VI) species being associated with cancer of the respiratory system. With approximately three-quarters of the world?s viable chromite ore reserves located in South Africa, and annual ferrochrome production approaching almost half of total annual global output, aspects of Cr(VI) generation and control are of particular relevance and importance to the local industry, and naturally to the global industry at large. This paper seeks to examine theoretical and practical aspects associated with Cr(VI)generation (based largely on experience within the local South African industry, but considered to be generally encountered in the broader global industry context), together with mitigating measures that can be applied within the context of the production processes. From the discussions it is clear that significant improvements in various Cr(VI)-related aspects have been made by the South African ferrochrome industry. However, it is also evident that several areas of uncertainty still exist, which require further research in order to better quantify risks and enhance the efficacy of mitigating steps. "The synthesis of 3-hydroxy-2-naphthyl hydroxamic acid (H2O5) as a collector for bastnaesite is described. The flotation performance of H2O5 with respect to bastnaesite was investigated by flotation tests, measurements of the surface adsorption capacity, and polarizing microscopy. The results indicated that H2O5 exhibits superior collecting performance compared with direct flotation recovery of bastnaesite, with recoveries above 90% at pH 8–9. The adsorption mechanism of H2O5 on bastnaesite was studied by solution chemistry analysis and ?-potential tests. The results showed that the adsorption of H2O5 is associated with the types and concentrations of hydrolysis products of rare earth cations on the bastnaesite surface. At pH 8–9, the hydrolysis-dominant components RE(OH)2+ and RE(OH)2 + of the rare earth cations were adsorbed onto the bastnaesite surfaces, which were considered to be the major positive active points and were beneficial to chemical adsorption of the reagents. The pH range of 7–10 was optimum for bastnaesite floatability, and the adsorption of H205 on bastnaesite was by means of chemical adsorption through formation of a five-membered ring chelate. IntroductionThe rare earth elements (REEs) have long been known as ‘industrial gold’ and are widely used in the petroleum, chemical, ceramic, metallurgical, and permanent magnet material industries because of their special physicochemical properties (Chen, 2011; Krishnamurthy and Guptac, 2002; Esquivel, Bohe, and Pasquevich, 2002; Abrahami, Xiao, and Yang, 2015). Demand for REEs is growing in response to continuous advances in science and technology. Currently, most REEs are extracted from bastnaesite ((Ce,La)CO3F) (Chelgani et al., 2015; Yosry, 1990), which is recovered from rare earth ores by flotation. Typically, hydroxamic acids are used as bastnaesite collectors (Xu, 2015; Ren, 1997; Mousumi and Venugopal, 2016). Research into the mechanism of interaction between hydroxamic acids and bastnaesite is important for improving the recoveries of bastnaesite. Exxaro Sands KZN produces?among other heavy mineral products?high titania slag, which is used as feedstock to the pigment industry. The titania slag is produced from the smelting of ilmenite in two 36 MW DC furnaces. In this smelting process carbon monoxide gas is produced. This gas is cooled, scrubbed and washed to remove entrained dust. This paper provides details on the gas cleaning plant system and the chemistry, mineralogy and size distribution of the particulate material contained in the off-gas stream. Characterization of the dust shows that is consists mainly of ilmenite, but with relatively high levels of SiO2and MnO. Smelting of the dust in a 500 kW DC furnace was carried out to investigate the potential for recovering valuable elements from the dust.

"Historically, mining companies worldwide provided housing and developed towns to accommodate their employees. At the end of the 1980s this approach became less prevalent and attempts were made to mitigate the effects of mine development and mine closure on communities living near the mines. Permanent settlement in mining towns urgently needed to be minimized. Since the advent of democracy, South African policy has moved in the opposite direction, shifting the emphasis to creating integrated communities and encouraging home ownership. Despite this policy shift, however, mines continue to influence local housing conditions. One direct outcome has been the development of informal settlements. We surveyed 260 informal settlement households in Postmasburg, a small and remotely located town in the Northern Cape Province of South Africa. We found that because they employ contract workers and thus arouse expectations of employment, the mines here contribute extensively to the development of informal settlements. But local factors also contribute, and the functional role of informal settlements as a form of housing that supports mobility should not be underestimated. We also found that both municipal and mining company policies for informal settlements were inadequate. Finally, we found that low-income informal settlers not associated with mine employment suffered the highest levels of social disruption.IntroductionA mine generates demand for labour, which in turn generates demand for housing. When settlements spring up near a mine this often means poor housing conditions. In South Africa in the 1960s and 1970s mining companies invested heavily in company towns or mining settlements, but they have become increasingly hesitant to do so, for three reasons. First, declining resource prices in the mid-1980s and the 1990s compelled them to focus on core business interests and reduce the costs of peripheral activities such as housing (Bryceson and MacKinnon, 2013); second, at the turn of the 20th century they were often accused of taking over the role of local government (IIED, 2002) and consequently became hesitant to invest in developing mining towns; and third, changing labour regimes also curbed their investment in such towns (Haslam McKenzie, 2010). Increasingly, the companies began to endorse block-roster shifts, and outsourcing also became more common in the early 1990s. Block-roster shifts in Australia (together with improved technology) have meant that miners do not need to settle near the mines but can fly in and fly out and have their urban houses as their stable homes. This has had serious negative implications for housing in remote towns in Australia, particularly worker camps, large-scale renting out of available accommodation, and ‘hot-bedding’."

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

In this study, the possibility of beneficiation of chromite tailings in the Uckopru/Fethiye-Turkey region by a combination of hydrocyclone and multigravity separator (MGS) was investigated. The two significant operational parameters of hydrocyclone, which were diameter of the apex and diameter of the vortex, and the three significant operational parameters of the MGS, which were drum speed, tilt angle, and wash water, were varied and the results were evaluated with the central composite rotatable design. In order to produce a chromite concentrate by hydrocyclone and MGS, mathematical model equations were derived by computer simulation programming, applying the least-squares method using Minitab 15. Second-order response functions were produced for the grade and recovery of chromite concentrates.

In this article, a case is made for the importance of the transfer and management of tacit knowledge to ensure continued sustainable competitive advantage within the pyrometallurgical industry in South Africa. The state of knowledge management (KM) is assessed through a theoretical and empirical study. The empirical part of the study was conducted by means of a survey questionnaire. An important prerequisite within the research entailed determining the current state of KM within the pyrometallurgical industry, and the findings are presented throughout this article. The research argues for initiatives to address the high turnover of pyrometallurgical knowledge workers. This industry needs to entrench tacit knowledge and therefore address the problems associated with the continuous loss of inherent specialized knowledge. Appropriately, emphasis is placed on identifying initiatives required to embed and retain not only human capital lost through mobility, but rather retaining tacit knowledge through a practical KM framework.

Lonmin Platinum installed a concentrated mode dual-alkali scrubber at the smelter in Marikana in 2002. The dual-alkali scrubber was the technology of choice at that time as a sulphur fixation plant, due to the perceived benefits of handling both the high SO2 concentrations of converter off-gas and the swings in SO2 concentration that are linked to Peirce-Smith operation. Owing to current and impending legislative requirements for air quality and waste, Lonmin is currently considering additions to the dual-alkali plant, but is also evaluating alternative technologies for sulphur fixation. This paper reviews the decision of Lonmin to install a concentrated mode dual-alkali scrubber and presents plant performance achieved. It also describes the important control variables and sensitivities of the plant, and the final product that is produced by the operation of the plant. The legislative requirement that drives the Lonmin technology evaluation is also discussed.

A brief overview is given of the issues regarding the processing of waste electrical and electronic equipment (WEEE). The printed circuit board component of WEEE is an exceptionally complex feed to possible recycling processes. Scrap printed circuit boards were selectively smelted at 1 200°C to produce a metallic alloy. Iron and aluminium were found not to be part of the alloy. The alloy was characterized by SEM-EDS, and three phases were identified: alpha and delta bronzes, and a lead-rich phase. Calculations show that about 56 mass per cent of the alloy is the alpha phase, 35 per cent delta phase and 9 per cent lead phase. A simplified approach using appropriate binary phase diagrams was used to derive a phase composition for the alloy. This was further backed by FactSage calculations, which showed that the simplified approach was appropriate for this alloy. The experimental findings and theory were found to agree well.

This paper summarizes the works that the Research “Group of Ground Engineering”, belonging to the Mining Department of the University of Oviedo, Spain, has been developing in close cooperation with the Regional Mining Department, since 2001, in order to control and monitor an experimental underground limestone exploitation by the room and pillars method. The aim of the current research is not only the geotechnical characterization of the rock mass (by means of laboratory and site tests) or the instrumentation of its displacements and stress changes (using convergence meters, INCREX probe, extensometers and rigid inclusion cells), but, moreover, to undertake intensive monitoring and control of such pilot mine, which is mined exclusively in order to accomplish this research. The data transmission was made on line via Internet, to achieve a full understanding of the behaviour of the experimental mine, to access data from remote locations and to visualize results from a website. All the collected information becomes input data for several numerical models using finite differences under a program developed in the research Group, ALMEC. The simulation and a final economical analysis lead to a design of an underground exploitation, at production scale, for a resource that is traditionally mined by means of open-pit process methods that could be worked underground with less environmental impact. The main purpose achieved by this exhaustive analysis is the technical and economic viability of such mine, for their optimisation for a future productive exploitation.

Gas samples were taken from a wide range of target areas on dumps arising from coal mining activities. Some of the dumps had largely burned out, some were still burning, some were in the process of rehabilitation, and on others rehabilitation was essentially complete. It was found that rehabilitation was very effective in reducing emissions to tolerable levels. Even incomplete rehabilitation reduced the CO2 emissions to less than about 1 kg/m2/a, whereas some unrehabilitated areas showed emissions of over 100 kg/m2/a. Some areas where there was active combustion taking place were also sampled, and they showed as much as 7 000 kg/m2/a, but the areas concerned were very small and their total contribution accordingly low. Analyses were also made for SOx, NOx, NH3, and CH4, but these were generally (and unexpectedly) at very low levels. The mines sampled represented 53 per cent of all surface coal mining activity. Accordingly the estimated total emissions were scaled up, to arrive at estimates of 1950 000 ± 350 000 t/a C02, 2040 ± 580 t/a SOx, 306 ± 85t/a NOx, and 31 ± 9 t/a NH3 for all surface mines. Methane was detected only from burning coal, and due to the difficulty in sampling, no reliable estimate could be made of these methane emissions.

The structural design of a pavement relates to the ability of the road to carry the imposed loads without the need for excessive maintenance or rehabilitation. Current techniques for the structural design of haulage roads are empirical and based primarily on the previous experience of personnel assigned to pavement design, both in terms of the strength of the structure and the quality of the wearing course material. This has the potential for unwarranted expenditure on too thick a structure or, conversely, premature deformation leading to the need for excessive expenditure on maintenance. Furthermore, the effect of larger haulage vehicles on the structural performance of a pavement cannot be predicted. Thus, there is a need to develop a portable and practical method of structural design. This paper presents an overview of structural design methods for mine haulage roads and, through an analysis and quantification of the structural performance of existing pavements, recommends the mechanistic design procedure, together with a revised structural design and associated limiting design criteria. It is concluded that the application of the mechanistic method to a design project can reduce the costs of haulage roads construction and accrue additional benefit in terms of reduced operating and maintenance costs.

The utilization of centralized blasting systems is progressively becoming a feature of the South African mining industry, owing to increased pressure from the Department of Mineral Resources (DMR) to ensure safer blasting conditions. The purpose of a centralized blasting system (CBS) is to ensure reduced blasting-related incidents and to improve the underground working environment for the mine?s employees. The brief from Samancor Western Chrome Mines (WCM) pertaining to this study was to explore?at a conceptual level?all variables pertaining to the implementation of the CBS. Studies have indicated that Sasol?s SafeBlast? was preferred due to low overall risks and user-friendliness. Empirical observations, however, indicated that attention should be given to the current shaft-clearing procedure and to the installation of additional transformers. This is required to co-ordinate the power supply from 2 level to 10 level with the required supply of the network slave station. A cost analysis indicated that an electronically initiated CBS will result in a R24 cost increase per panel, which relates to a mere 1% cost increase per panel. This cost, in addition to the R1.1 million capital cost, proved to be negligible in comparison to the possible direct and indirect costs incurred by the mine in the event of a blasting-related incident. It was found that Samancor should conduct further studies incorporating the necessary requirements to ensure a successful transition, while considering all stakeholders on the mine. This study proved that the transition to a CBS would ensure safe and efficient blasting at Samancor?s Mooinooi Mine.
