[Certain chapters of the tentative document entitled, "Test Requirements for instruments & Apparatus to be Considered for MESA Intrinsically Safe Certification" are evaluated and supporting data are presented on certain key issues with the purpose of helping the regulatory agency in improving the above document. The subjects discussed in detail are: hot wire ignition with W and BeCu wires; the most sensitive methane-air :and propane air ratio; the ignition limits for inductive-resistive circuits in 8.3°; methane-air mixtures in the 24-OV, 100 mH-2 [ ]H range, the resistive ignition limit as a special case when L ? 0; the capacitive-resistive ignition limit representing a four ,dimensional problem is analyzed and discussed in general and the variation of the ignition limit using Vo and/or r2 as a parameter are determined experimentally. The ignition limit is also determined for the [r1 ,~ r2] = 0 case ("capacitor alone") and for the most dangerous capacitive resistive circuit combination. The ignition limits are below the limits proposed in the document. A survey of the different factors influencing the ignition is made as to their suitability to provide a constant safety factor. It is shown that a constant safety factor cannot be achieved. The best method for applying a safety factor appears to be the increase of initial pressure or use of other gas mixture. The revision of the safety factor concept and ignition limit curves is recommended.]

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.

Sandstone, a widely distributed siliceous sedimentary rock, is the third most popular building stone in the United States. It is formed by the breaking down of preexisting rocks by weathering, subsequent segregation of the detrital quartz grains into discrete deposits by the sorting action of water or wind, and finally cementation of the quartz sand into a coherent rock. The homogeneity and resistance to weathering of the resultant sandstone make it suitable for exterior construction. Its excellent wearing properties explain its popularity for flagging and stair treads. However, quarrying and dressing methods and costs are adversely affected by the abrasiveness and hardness of sandstone especially as compared to limestone.

The brief resume of the activities of the Metallurgical Division that appears annually in its progress reports series serves a useful purpose by making available a rather comprehensive but concise recapitulation of the current work, and publications of the division. An unprecedented opportunity to attack the problem of producing ferro-grade material from low-grade domestic manganese ores effectively was provided by the act designated as Public 667 of the 76th Congress of the United States, approved June 26, 1940, which made available an appropriation for "Expediting Production of Equipment and. Supplies for National Defense." Although the funds were not immediately available to the division, good progress has been made in the, solution of the many and diverse problems presented in the studies undertaken to determine the best methods for the recovery of useful products from a wide variety of manganese ores.

In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

"INTRODUCTION The bottoming of the United Verde sulfide pipe has shortened the expected life of the United Verde mine to a matter of a few years. First located in 1876, this Arizona mine has had a long period of activity, having reached a peak production in 1929 of over 71,000 trans of copper. Through these many years of successful operation, a safety program has evolved in keeping with the proficiency developed in mining the ore body. It is the purpose of this paper to record the safety practices in effect at this mine so that others may have the benefit of lessons ,learned through experience 'and years of work toward an improved accident record.ACKNOWLEDGEMENTSAcknowledgment 'is 'made to ,the Phelps Dodge Corp. for its cooperation in making available data contained in this paper, and to C. The Asia and the Pacific region has large mineral resources of antimony, barite, bauxite, bismuth, copper, fluorspar, gold, graphite, iron ore, magnesite, mica, rare earths, salt, talc and pyrophyllite, titanium, zinc, and zirconium. The region overall lacks large resources of oil and natural gas, but it has large resources of anthracite and bituminous coal. In terms of exploitation, many minerals, metals, and fuel are produced in significant quantities in the Asia and the Pacific region as shown in table 1. Collectively, the area accounts for a substantial amount of the world production of antimony, barite, bauxite, fluorspar, gold, graphite, ilmenite and rutile, iodine, iron ore, lead, magnesite, manganese, nickel, salt, tin, tungsten, and zinc. Total coal production of the region exceeds 1.6 billion metric tons. The production of bituminous coal accounts for more than 80 % of the total output. China is the region's largest coal producer, with an output of almost 1.1 billion tons. Other major producers are Australia and India. The combined production by Australia, China, and India is more than 1.5 billion tons or 93 % of the area's output. The remainder of the coal output in the region comes from Afghanistan, Cambodia, Indonesia, Japan, the Korean peninsula, Malaysia, Mongolia, New Zealand, Pakistan, the Philippines, and Taiwan. The production of crude oil throughout the Asia and Pacific region is close to 2.4 billion barrels. China and Indonesia together account for 67 % of the total output. The remainder of the output is primarily from Australia, Brunei, India, and Malaysia. Indonesia is the largest producer of natural gas in the region with an output of close to 58 billion cubic meters, followed by Malaysia and Australia with 23 and 22 billion cubic meters, respectively. Other producers in the region of lesser stature by output include Brunei, China, India, and Pakistan.

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. In this U.S. Bureau of Mines study, four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner sections averaged 0.59 and 0.26 mg/m3, respectively. The stageloader-crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feeder-breaker contributed 0 to 0.2 mg/m3 of dust. A 1,000-ft increase in belt entry length or a 200- to 500-st-per-shift increase in production resulted in roughly a 0.1-mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

"INTRODUCTION The Warrior View mine of the Seaboard Coal Corporation is located in Tuscaloosa County on the Warrior River about 14 miles northeast of Tuscaloosa, Ala. The Brookwood bed at this point yields a coal with fair coking qualities, and the product from neighboring mines on this bed has been used for the manufacture of blast furnace coke. The output of the Warrior View mine, however, is used exclusively for domestic and steam-raising purposes.This paper continues the series° of reports on the washability of Alabama coals which are based upon the study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal mining companies. This paper contains screen-sizing and float-and-sink tests of a representative sample of run-of-mine coal, and flakiness and crushing tests on certain sizes.Published information on the Brookwood bed is very meager. Fieldner6 gives the proximate and ultimate analyses for a number of seam samples taken from representative mines working this bed. Gandrud and Britton7 show sections of this bed taken at Searles, Ala. They also give the specific gravities of the coal, the bone, and the shale partings.Table 1 give the proximate and ultimate analyses for the 3/4 to 3/16 inch size of raw coal. Table 2 gives the sulphur content and the ash fusibility temperatures of the float-and-sink fractions for this same size. The character of the coal is very uniform throughout the range of sizes produced and, as it was not convenient to have these analyses on all sizes, this size was chosen as being representative of the coal. From the information available it is evident that the coal preparation problem is restricted to one of ash reduction.SAMPLING AT THE MINEAt the Warrior View mine the run-of-mine coal is dumped from the mine cars upon a 3-inch grizzly. The oversize is crushed in rolls set at 24 inches and joins the undersize before being elevated to the raw-coal bin ahead of the jig. The sample was caught at the point where elevates discharges into the raw-coal bin, by taking a proportional amount of the coal at 10-minute intervals over the period of a day's run, The total sample amounting to 2.7 tons was shipped to the laboratory at Tuscaloosa for the washability studies."

In the summer of 1985, at the request of the U.S. Forest Service, the U.5. Bureau of Mines examined the 109,000-acre West Big Hole study area to evaluate its identified mineral resources. The study area is in Beaverhead County, about 50 mi west of Dillon, MT. Four lode properties within or adjacent to the study area contain an estimated 452,000 tons of identified subeconomic gold-silver resources. Resources ranged from 900 to 302,000 tons, with estimated grades between 0.02 and 0.23 oz/ton gold and as much as 4.8 oz/ton silver. Gold, silver, and base-metal content in samples of poorly exposed mineralized structures indicate that exploration may identify resources on 18 additional lode properties within the study area and 5 properties adjacent to it.
