The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown that operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5 to 9 dB at the operator’s left ear and 2 to 5 dB at the operator’s right ear while hammer-drilling. This paper briefly discusses the preliminary design of a cab and the testing of materials for construction of the prototype. An explanation of the ideas behind the prototype design and fabrication are covered. Finally, the field test method and results are discussed in detail.1

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. This work is both a revision and an elaboration of Bureau of Mines Bulletin 371, which was published in 1934 and included data available to October 1933. During the intervening years, a large number of new experimental, high-temperature, heat-content data have become available through continuous, systematic efforts of the Pacific Experiment Station of the Bureau of Mines and the Laboratory for Inorganic and Physical Chemistry of the University of Groningen (Netherlands), coupled with various individual investigations at many institutions. In addition, calculations from spectroscopic and molecular constant data have been extended and applied to a wide variety of gaseous substances. This bulletin purposes to collect and correlate all available high-temperature heat-content and specific-heat data for inorganic sub-stances and to formulate tables and algebraic expressions for their representation. It is hoped in this manner to remove some of the tedium of thermodynamic calculations for industrial metallurgical research workers and engineers who often have available only an inadequate library in this field. It is expected also that this bulletin will have value to those teaching courses in metallurgical and chemical thermodynamics.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

This report presents a discussion of perforance parameters for electronic or active hearing protectors that will meet the needs of underground coal miners. This information is incorporated into a proposed set of specifications that can be used to judge the suitability of a particular electronic hearing protector for the coal mine application. Acoustic and electrical tests were performed on a developmental model of an electronic hearing protector built by the U. S. Bureau of Mines. This model showed only a slight reduction in speech intelligibility which was traced to poorly matched components and in particular to the transducers. Tests of alternative components showed the Knowles BL-1671 microphone to be suitable for this application because of its performance and extremely small size. The Roan-well H-143/AIC earphone was found to have a good frequency response but has the disadvantage of being rather bulky which causes a slight degradation of a low frequency attenuation of the hearing protector. A satisfactory installation of these components in a hearing protector muff was demonstrated and tested. Results of tests of several methods of controlling the sound level under the hearing protector muff showed that a simple diode clipper circuit can be used with only a negligible loss in speech intelligibility for normal-hearing listeners. A commercially available active hearing protector, the British-built ACOS A-9000/2 was examined. This hearing protector provides sound level limiting through a saturating amplifier. Preliminary tests have shown that the performance characteristics of this commercial unit meet many of the proposed specifications so further testing and evaluation should be performed to determine its suitability for use 1n underground coal mines. The recommended test of intelligibility for electronic hearing protectors and other communication systems as used in a coal mine setting is the Modified Rhyme Test (MRT) developed by House et al. in 1965. The suitability and method of administering this test are discussed.

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests.

The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. 1. The investigation shows that the Coal Creek has been the most productive, bed in Campbell County and contains the largest recoverable reserves of coal. The Pewee, Red Ash, and Jullico have been relatively productive beds and contain appreciable recoverable reserves of coal. The Blue Gem also has been productive in the past, but available information indicates that most of the remaining coal is Less than 28 inches thick. The Big Mary has relatively large reserves over 28 inches thick, but the coal is high in ash and sulfur. Thick partings in the Windrock bed have discouraged mining in that bed. The Poplar Creek and Rex beds generally are below drainage, and large areas have been excluded from the reserve estimate, Reserves in the Walnut Mountain bed will be difficult to mine due to the irregu¬lar thickness and lack of continuity of the bed. Estimated coal reserves are- small in the remaining five beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-Foot of coal in place, are estimated to be 398 million tons as of January 1, 1953, o? this total, 267 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

This Bureau of Mines report summarizes the performance characteristics of a 30-day around-the-clock gasification-pelletizing test conducted in October and November of 1980 with North Dakota Indianhead lignite. Gasification was conducted in a commercial-size, 6.5-it-diam, Single-stage, fixed-bed, atmospheric pressure producer with a rated capacity of about 30 million Btu/hr. Iron oxide pellets made from a commercial hematite concentrate were fired with the low-Btu gas in a 2.8-ft-diam by 35-ft-long pilot plant rotary kiln at a rate of 900 lb of pellets per hour. Gasifier operations at fuel feed rates up to 3 tons of lignite per hour and hematite pellet induration with raw 160-Btu/std ft3 lignite gas are described.

The Geological Strength Index (GSI) is a system of rock mass characterization that has been developed in engineering rock mechanics to meet the need for reliable input data related to rock mass properties required as input for numerical analysis or closed-form solutions for designing tunnels, slopes, or foundations in rocks. The geological character of the rock material, together with the visual assessment of the mass it forms, is used as a direct input for the selection of parameters for predicting rock mass strength and deformability. This approach enables a rock mass to be considered as a mechanical continuum without losing the influence that geology has on its mechanical properties. It also provides a field method for characterizing difficult-to-describe rock masses. Recommendations on the use of GSI are given and, in addition, cases where the GSI is not applicable are discussed.

This report establishes a methodology for the evaluation of gas detection devices and is the result of a critical investigation into the basic principles defining gas detector performance. A scheme is presented to evaluate the performance of a test sample of gas detectors based on the detector type and intended application. Test procedures, worksheets, test apparatus, glossary and statistical methods for handling test data arc given. In addition, evaluation standards and test parameters are identified. It is intended that this report serve as a comprehensive framework for the eventual certification of all gas detectors for mine applications. A plan is proposed and recommended for the quantification and implementation of evaluation standards for gas detection device certification.

"INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. Lamp assembly should again be checked by the person using it immediately before he enters the mine.When not in service, methane indicators, flame safety lamps, and electric cap lamps should be in the custody of competent persons responsible for maintenance and testing."

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.
