The National Safety Competition was inaugurated in 1925 by the Bureau of Mines, U.S. Department of the Interior, in cooperation with the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations for the year, the largest number of perfect safety records in the history of the contest.

The Bureau of Mines conducted a feasibility study and designed an operational system for consolidating waste coal sludge in a 110-acre pond by applying direct current between buried and floating electrodes. Consolidation would reduce the sludge to half its present volume, there-by extending the working life of the pond as well as creating a safe, stable impoundment. The project was conducted by the Bureau under an agreement with the Washington Irrigation and Development Co. (WIDCO), located near Centralia, WA. Part 1 of this report, published as Report of Investigation 8666 in 1982, covers the results of laboratory tests at the Bureau's Spokane Research Center and of a small-scale field test at WIDeO's coal preparation plant. Test results show the process is efficient and cost-effective when power is applied at low current density. Part 2 (this paper) describes a detailed design for an electrokinetic system to dewater WIDCO's 110-acre pond with a 27.4-acre electrode array. Densification of the inactive sludge pond will require 3.6 yr of treatment for a total cost of $1,450,000. The study and design are site specific, but design procedures and analyses are sufficiently detailed to serve as a guide for applying the process to any sludge pond.

In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers. A great deal of experience has been gained as a result of this contract. A final discrete potted printed circuit configuration has been arrived at that is now ready for field testing. After field testing, any desired changes should be incorporated into a final design. However, as a result of the current experience gained building and testing the production units, this printed circuit package together with potting procedure could be improved to reduce future costs. For example, the printed circuit board could be increased in size by 0.125 to 0.2 inches and all components could be mounted directly to the board eliminating costly hand stacking of components. A field operable, breadboard model, borehole radar was developed for the detection of hazardous geological anomalies in and above a coal seam in advance of mining. A four-inch diameter downhole probe was fabricated and tested in several environments. The radar transmitter was also employed in a cross-hole or through transmission mode to determine natural geotechnical and man-made conditions between boreholes. Sensitivity to underground conditions in both modes of operation were indicated.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. "INTRODUCTION The metallurgical-research program of the Bureau of Mines .for the past 15 years has emphasized the production of high-purity nonferreus metals through the utilization of our available resources, ores, reducing agents, fuel, and power.Ore dressing or concentration, has always been a vitally important part of nonferrous metallurgy, and the Bureau continues to give most of its attention to it. In the field of the traditional nonferrous metals, the Bureau staff has developed natural-gas reduction of zinc, the application of glomerule technique to preparing high-grade lead concentrates for Scotch-hearth smelting, the production of electrolytic antimony from precious metal-bearing ores, and the recovery of nickel from nickel-chrome-iron ores.In the field of light metals, the Bureau staff has developed several improvements in both magnesium and aluminum production and in alloys of these metals. In the so-called ""rare-metal"" field, Bureau activities have included the production of pure ductile titanium on a larger scale than heretofore attempted, the electrolytic production of cobalt, chromium, and manganese which may now take their proper places as bases for nonferrous alloys as well -as ingredients of special steels. The Bureau staff has investigated many of these new alloys. Investigations of methods of recovering vanadium from its low-grade domestic ores have given promising results. Methods for the preparation of metallic zirconium have been improved."

This Bureau of Mines report reviews the mineral industry of the Black Hills area, including Butte, Custer, Fall River, Lawrence, Meade, and Penning- ton Counties, S. Dak.; and Crook, Niobrara, and Weston Counties, Wyo. It includes discussion of geological occurrence, processing, and potential of 27 commodities that have been produced from the nine-county area. The value of mineral production exceeds $70 million annually. Gold and petroleum account for two-thirds of the total, followed by clays, cement, sand and gravel, and rock. The combined mineral industries annually consume 268 million kilowatts of electrical energy, 933 million Mcf of gas, and 2 million barrels of fuel oil. Water consumption is about 10,000 gallons per minute. About 2,700 persons are employed on a year-round or significant part-time basis.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

Over 1500 literature citations related to diesel exhaust sampling and analysis were obtained as a result of both computer and manual searches of nine data bases. Abstracts and hard copies of relevant citations were reviewed and those considered appropriate for evaluation were included in a bibliography. Based on the literature collected, available sampling and analysis methods for the following diesel exhaust contaminants were evaluated: CO, CO2, NO, NO2, Hydrocarbons, Particulates, PNA, S04, Oxygenates Emphasis was given to both laboratory and field methods for these species. Methods were evaluated on the basis of sensitivity, selectivity, accuracy and reliability and a selected list of preferred methods was developed for each compound/ class. The selected methods were additionally evaluated through communication with current investigators. Sampling and analysis methods for all compounds except CO and CO2 were observed to have some unreliability. Recommendations were made for future research to develop, improve, and validate methods.

A siphon-type laboratory airlift well was designed and operated by the Bureau of Mines to study the concurrent flow of air and oil in small-diameter pipes. Glass flowstrings ranging from to 1 inch in diameter and from L4 to 64 feet in length were equipped with various-sized air-entry jets. Liquid holdup volumes were used to correlate vertical-flow data, and empirical equations for computing gas requirements were derived. The effect of flowstring length on flow efficiency, oil- and gas-production rates, and gas-oil ratios was relatively minor at all flowing pressures. Air-jet sizes and flowstring diameters, however, had a marked effect on flow efficiency and oil- and gas-production rates. The small air-jet sizes increased maximum flow efficiency and its associated flowing pressures but decreased oil- and gas-production rates. An increase in flowstring diameter increased maximum flow efficiency with its associated flowing pressure and also increased the production rates of oil and gas.

A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to July 1, 1928, was published in Bureau of Mines Information Circular 60772. The present list includes practically all equipment tested and, approved by the Bureau, up to and including Jan. 1, 1929. It covers electric air compressors, coal drills, mining machines, loading machines, conveyors, mine pumps, room hoists, mine telephones, rock-dusting machines, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamps, methane indicators and detectors, blasting units, storage barrery locomotives, tandem locomotives, power trucks, concrete mixers, self-contained oxygen breathing apparatus and gas masks. The system under which those devices were tested permits the manufacturer, after his equipment has passed certain tests prescribed by the Bureau of Mines, to mark his equipment with a seal shoring that it has been "approved" by the Bureau. These tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the Bureau in making such tests and pub- lishing lists of permissible equirment is to safeguard the lives of workers and to help lesson the hazards of mining.

"INTRODUCTION The mineral found in natural-chromite deposits is never pure Fe0.Cr203, but rather one in which the Fe0 and Cr203 are in part replaced by Mg0 and A1203, respectively. The purest gravity concentrates from many domestic de¬posits consist of a mineral referred to as ""picotite,"" in which this isomorphous replacement is such that the ratio of chromium to iron is low. The Bureau of Nines has investigated methods of chemically beneficiating ores that contain too much iron to be classed as ""high-grade"" chromite 3/ Early investigations 4/ demonstrated that high-iron chromite or picotite ores can be roasted with carbon to obtain selective reduction of the contained iron, and that most of this reduced iron can be removed by acid-leaching the roast products to produce residues of higher chromium-to-iron ratios. tests 5/ indicated that commercially acceptable reaction rates cannot be obtained at roasting temperatures below 1,3000 C., using solid carbon as reducing agent. By this high-temperature reduction and subse¬quent acid-leaching, however, all ores investigated, regardless of the original composition, readily yielded residues considerably better than the minimum specifications for high-grade chromite.In an effort to obtain satisfactory reduction of chromite at lower temperatures, liquid and gaseous seducing agents were tested with varying success. Of the several reducing agents used, methane appeared to be the most promising and was shown to be highly effective at temperatures between 1,000º and 1,100º C., roughly 300º below the roasting temperatures necessary in solid carbon reduction. Further experiments indicated that mixtures of methate with some diluent (hydrogen or other nonoxidizing gas) gave better reduction than did methane alone."

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

"Purpose of InvestigationThe process of removing solid material from liquid suspensions has been studied at the Northwest Experiment Station, United States Bureau of Mines, in cooperation with the University of Washington, as part of a general program to investigate the dewatering of Pacific Northwest plastic kaolins, which is difficult by ordinary filter-pressing methods. The present paper is a progress report of the work began by Vance S. Cartwright in 1928 and continued in 1931 and 1932. Spray evaporation is believed to be valuable for the following classes or grades of clay and clay mixtures:(1) Highly colloidal, plastic-type clays, which release their mechanically attached water with difficulty; (2) clays prepared for shipment in pulverized or powdered condition; and (3) synthetic, ceramic, porcelain, and tile mixtures prepared as aqueons suspension, dried and pulverized before molding. Dilute suspensions can be dewatered by spray evaporation to produce concen-trated casting slip or plastic clay with a lower water content.The most common dewatering method used in preparing powdered kaolin for the market comprises the following steps: Reduction of the water content by filter-pressing from approximately 75 percent in the thick ""slip"" condition to about 30 percent in the condition; further reduction of the water in the filter-press cakes by heat to about 5 percent; and pulverization of the dried cakes in hammer or dust. These three steps can be simplified to a single process by spray evaporation."

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Diesel-powered haulage equipment has recently been tested and approved for permissibility by the Bureau of Mines for use in mining in the United States. Achievement of this advance in safety involved extensive studies, both in the testing station (2, 3, 20, 21, 22, 23, 24, 25, 26, 27)3/ and in the field 1, 4, 13, 30), of the operating characteristics of diesel engines in relation to the toe of such engines underground. The results of these studies formed the basis for establishing the requirements that should be met by diesel-powered haulage equipment approved for permissibility. Considerable interest has been manifested in the development of diesel-powered haulage equipment fur mines. The purpose of this paper is to retrace briefly the course of this development and to answer such questions as: What is the history of the use of diesel engines underground? Why has the Bureau of Mines been interested in the development of diesel-powered haulage equipment for use in mines?
