"INTRODUCTION At 9:12 a. m. on April 16, 1947, the ammonium nitrate cargo in hold 4 of the S. S. Grandcamp, a 7,176 gross-ton Liberty ship owned by the French Government, detonated at pier 0 of the Texas City Terminal Railway Co., Texas City, Galveston County, Tex.This detonation was the first of a series of explosions and fires that took the lives of approximately 600 persons, injured 3,000 other persons, and caused a property damage and business loss that will exceed $58,800,000. It has been estimated that the life, accident, and workmen's compensation insurance loss will be $8,200,000.At 1:10 a. m. on April 17, 1947, the ammonium nitrate cargo in hold 5 of the S.S. High Flyer, a 6,214-gross-ton Liberty ship owned and operated by the Lykes Bros. Steamship Co., Inc., detonated at pier L. This explosion materially increased the property damage caused by the first explosion, in between 50 and 100 persons, and is believed to have taken the life of only one person.The exact number of casualties resulting from the Texas City disaster may never be known. Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

Jets of hot gases issuing into explosive gaseous mixtures are efficient agents of ignition . The ignition temperature is defined as the temperature of the jet as it enters the cold explosive mixture which is just high enough to produce ignition . Such data have been published recently.5/ The investigators note especially that no correlation seems to exist between hot - gas ignition temperatures and spontaneous ignition temperatures , although there is a rather loose relation with limit flame temperatures . Before a more quantitative theory of the hot - gas ignition process can be attempted effectively , several questions must be answered : ( 1 ) Can the reactions leading to ignition be described by an Arrhenius type activation energy? ( 2 ) Is ignition preceded by an induction period ? ( 3 ) What is the rate - determining process of the ignition ? (4) And how does turbulence affect this type of ignition ?

A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use, in a helicopter. Tests showed that EM signals from lightweight (3/4 lb) transmitters could be detected both on the surface and from a helicopter through as much as 4450 ft of relatively high conductivity (2 X 10- 2 mhos/m) overburden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

Volume I of this report described the demonstration of cross-ridge mountaintop coal mining. This document, Volume II, is intended for use as a supporting document to Volume I. This report describes the MATHMINE Mine Simulation System, a modularized software system used to support the demonstration of cross-ridge Mountaintop coal mining. The MATHMINE Mine Simulation System was used to generate mine plans for coal extraction at lowest cost. The functional details, data requirements and output of the software system are detailed here. The computer program was written in FORTRAN. One module which generates resource location data required the use of SAS?.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

This paper has been written to describe briefly the mining and milling of gold and silver ores in the Black Canyon and neighboring mining districts in Yavapai County, Ariz. The description of present operations is the result of a 10-day visit to the region by the writer in March 1936. Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

There has been a substantial increase in the use of rubber-tired front-end loaders in the mining industry in recent years. Concurrent with this increased usage, in the period of 1966 to 1970, there were at least 74 mining industry fatalities involving front-end loaders, or (on the average) in excess of one fatality per month. When the usage of front-end loaders by the construction industry and other industries, organizations, and agencies, such as the Government (i.e., Department of Defense), along with the uncounted numbers of serious, but non-fatal accidents, are included in the picture, the safety record for front-end loaders, of necessity, becomes a serious subject for study. There is an urgent need for attempts to be made to eliminate or reduce the number of safety hazards; to decrease the confusing diversity of controls designs found on present front-end loaders; to improve the maintenance and operating procedures; to formulate better personnel policies; to increase management and official awareness of the extent of the problem, in both industry and the Government; etc.; in order to decrease the number of accidents. Part of the problem may be traced to the fact that the operator of a front-end loader is frequently designated a "heavy equipment operator." This implies that he is automatically qualified to operate any model, of any manufacturer's, wheeled or tracked, front-end loader as well as many other types and classes of heavy equipment. Contrary to automotive practice, the complement of primary operating and emergency controls varies widely from model to model, as well as from manufacturer to manufacturer. Not only are certain controls present on one front-end loader model and absent on others, but there are significant differences in the modes of control operation, in the functions performed by superficially similar controls, in the location of the various controls, etc.

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

Potash is riot only an important ingredient in the manufacture of many products of modern industry, such as chemicals, explosives, medicines, paints, soap, matches, glass, paper, aniline dyes, bleaching agents, and a host of others, but is indispensable in agriculture. Justus von Liebig is credited with being the first to discover, about 1858, that potash salts in the soil constitute an essential plant food which is not replaced by nature when exhausted through continued cultivation, that this exhaustion results in a decreasing yield of crops, and that the virgin productivity of the soil may be restored, and indeed even increased, by the addition of suitable potash fertilizers. The fact is now well established that wherever intensive cultivation is employed, whether for the raising of cereals, cotton, tobacco, fruit, or garden truck, the replenishment of the potash content of the soil is essential to the maintenance of production. Hence potash is of primary importance in modern life, not only for the economic welfare of industry but for the production of valuable raw materials and the very food supply of the nation itself. SOURCES OF POTASH The main sources of commercial potash are: (1) The solid deposits of soluble potash minerals, such as carnallite, sylvinite, and kainite; (2) sea water, brines, and salt-lake deposits containing appreciable amounts of potash salts associated with sodium salts; (3) vegetable substances, such as wood ashes, bee sugar residues, seaweed, and sunflower stalks; (4) animal material, such as wool washings; (5) products resulting from the decay of organic nitrogenous matter, such as Indian niter; (6) dust in flue gases from cement kilns or in the top gases of iron blast furnaces; and (7) insoluble potash minerals, including alunite, feldspar, leucite, muscovite, and glauconite, all of which contain a considerable quantity of potash.1

The operation of electric face equipment in underground coal mines has proven to be extremely hazardous to mining personnel, including equipment operators and others working in the vicinity of active equipment. Recent industrial engineering studies* of accidents and fatalities indicate that a major contributor to this hazardous situation is noncompliance with modern principles of human engineering, particularly lack of standardization of control configurations. Control configurations differ not only among different machine types, but also among the same machine types produced by different manufacturers. This lack of standardization can produce a high incidence of error in the operation of electric face equipment, thus creating a potential source of accidents. Other examples of non-compliance with human engineering principles are the widespread use of identical black, round control knobs (regardless of the function being performed), and the inappropriate location, spacing, and labeling of controls. Any or all of these factors may place the operator in a "negative transfer" situation, which means that control manipulations appropriate for one type of machine are different from (or even the reverse of) the control movements required to produce the same effect on other machine types. This situation increases the accident potential to the operator, as well as to others in the vicinity. Accident potential is further increased by circumstances which do not allow for large error tolerance-specifically, emergency procedures. Reports of accident statistics cite operator inexperience as a primary cause of most accidents involving underground electric face equipment. Several factors contribute to operator inexperience, including: 1. High personnel turnover 2. Employee absenteeism 3. Current union practice of bidding for jobs.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

This paper describing the mining practices at the Magma mine, Superior, Ariz., is one of a series being prepared by the Bureau of Mines on mining prac¬tices, methods, and costs in the various mining districts in the United States. At present (1929) practically all the mineral production in the Superior district is from the Magma mine of the Magma Cooper Co. The ore is mined for its copper but contains associated silver and gold. Both direct smelting ore and ore of concentrating grade are produced. The mining methods now in use at the Magma mine were adopted or developed as knowledge was gained of the physical condition of the ore bodies and the inclosing formations; the wall rock is soft and crushed and the ore is relatively hard. In general, existing methods have been adapted to fit local conditions, but some of the mining practices used were originated at this mine. Most of the ore is mined by a combination of rill stopes and pillar stopes. The pillars are extracted by underhand mining.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

The owner of minerals in land can not be barred by laches for failing to assert his ownership where his title had not been ques- tioned and his right invaded. No lapse of time bars one's right to property and it is only in case his right has been invaded that it can be barred by laches.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.
