India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

?ORE? is defined as ?mineral/s that can be mined at a profit?. So, what is ORE at 2,000 m water depth? Is it 5% Copper or 1.8% Nickel/Cobalt? One of the key factors that determine what is ORE, profitable or not, is the cost of mining and extraction. Therefore a determination of ORE requires a commercial and technical appreciation of both sea bed mining equipment and mining options. Perry Slingsby Systems (PSS) have built more remotely operated submarine work vehicles, including 900HP trenching machines, than any other company. With Nautilus Minerals, PSS have been studying a range of deep ocean mining solutions. This paper discusses the commercial and technical issues of various extraction techniques applicable to deep ocean mining from 1,500 m to 5,000 m water depth. Issues such as the rate of extraction, (i.e. tons per hour) is a key economic component and is often constrained by the design and horsepower of the miner. Likewise the design itself of the mining machine and cutting heads can determine the size of material produced which impacts on methods of lifting the ore to surface. Issues such as overburden, sea floor conditions, style of mineralization and physical properties of the ore, obviously affect the selection of appropriate mining machine configuration.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. Much of the aggregate that is being exploited at present from these areas is a ?relic? deposit. It was originally eroded from primary source rocks and transported to a depositional centre by processes that are now either greatly reduced in effectiveness or are largely absent at the present time. Following the retreat of the Devensian ice sheet, the subsequent rise of sealevel and the drowning of large areas of the continental shelf along with the lower reaches of many rivers, a fresh sequence of sediment sources, pathways and sinks now exist. Sediment is being eroded from several, pre-existing source areas and transported along different, well - defined pathways to a number of new depositional sinks. Some of the present, licenced, aggregate dredging areas lie close to these sources, pathways and sinks with the consequent dredging activity being perceived by some as interfering with the ?natural process? that links the offshore and the coastal / littoral zones. With this perception in mind, the principal, sources, pathways and sinks between Flamborough Head and Beachy Head will be highlighted and the relationship of dredging activity upon them, evaluated. It will be demonstrated that offshore dredging activity has no effect upon supplies of sediment to coastal beaches.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

Natural methane hydrate has been scientifically studied as a global carbon reservoir. However, in Japan, it?s potential as an energy resource has been industrially highlighted, because there are few domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in the sea around Japan. Less CO2 discharge from methane compared with coal, oil and conventional natural gas for the same calorie value is considered an advantage for its use as an energy resource. Because methane hydrate is distributed at shallow depth in sediments on the ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has a considerable impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate its behavior in the environment after leakage if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on the seafloor and in the water column can be studied through the analyses of natural cold seepages and hydrothermal activity.

Efficient and successful mineral processing is dependent on detailed knowledge of the materials and minerals that are to be separated and concentrated. Common bulk methodologies such as XRD and XRF are fast and easy, and can provide an overview of the mineralogy and bulk chemistry of the material. However, they will not provide any textural information. Knowledge of the often intricate interaction between minerals in seafloor massive sulfide deposits is crucial in plant design for mineral processing. Samples from the Loki’s Castle hydrothermal vent have been characterized by X-ray diffraction (XRD), X-ray fluorescence (XRF), optical microscopy, Scanning Electron Microscopy (SEM), QEMSCAN, Electron probe microanalyzer (EPMA), and Electron Backscatter Diffraction (EBSD). Processing experiments used froth flotation and leaching techniques. The typical line of operation in ore characterization is shown in Figure 1. Mineral processing may be commenced after any stage of ore characterization. However, it is ideal to have completed as many steps in the ore characterization as possible in order to have the most information of the initial feed material. The main economic minerals in the samples are isocubanite (CuFe2S3), chalcopyrite (CuFeS2), and sphalerite (ZnS), with minor galena (PbS) and trace amounts of Au and Ag. The minerals show complex intergrowth textures down to the nanometer scale. These samples exemplify the need for advanced microtextural analyses to adequately characterize ore material prior to processing. The complex textures hamper the use of flotation as an efficient technique, due to the inability to sufficiently liberate the different minerals and problems with selectively floating isocubanite. Thus, leaching was the preferred method for extracting metals.

Clark volcano is a large volcanic center on the active arc front of the intraoceanic Kermadec arc. It is one of the two southern-most Kermadec arc volcanoes (the other being Whakatane volcano) that sits on oceanic crust before the transition to continental New Zealand, and is underlain by the 17-km-thick Hikurangi Plateau, which is presently subducting beneath the southern section of the Kermadec arc. Unusual K-rich basaltic lavas have been recovered from Clark (1.5 to 2.25 wt.% K2O), together with more typical basaltic-andesite, andesite and dacite rocks. The total volume of the Clark volcanic center is ~90 km3, calculated from the summit of the volcano down to the 2,500 m contour (which marks the inflection point of the volcano flanks with the surrounding seafloor) and comprises two separate edifices similar in size; the northern one having a volume of ~4.57 km3 and the southern one 4.43 km3. The volcano has a maximum relief of ~1,645 m from the 2,500 m contour to the summit of the shallower northern edifice shoaling to 855 m below sea level. The northern edifice is comprised of twin peaks each consisting of a constructional cone, with evidence of sector collapse having occurred between the cones. A more recent, smaller cone again has grown on the eastern flank between these summit cones. Massive, blocky lavas and coarse talus dominate the summits of the cones, with finer-grained volcaniclastic material and sediments a feature of the volcano flanks. The southern edifice is noticeably more dissected than the northern one, having a pronounced horst in the centre of the volcano bounded by 5-6 km-long faults. There is no obvious constructional cone atop the southern volcanic edifice.

Hydrothermal activity is well known from many locations on most mid-ocean ridges, but no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27°51S / 63°56E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at a water depth of 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. Massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed; these chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground as well as pathways for the fluid circulation.

Recognizing that the planned commercial exploitation of polymetallic nodules in the deep sea should be accompanied by environmental studies in order to protect this largest and least understood ecosystem of our planet, the German Ministry for Research and Technology has since 1989 funded a longterm and large-scale disturbance-recolonization (DISCOL) experiment in the abyssal Peru Basin of the equatorial South Pacific Ocean. The circular study site is located at 4150m depths and encompasses about 10km2 of relatively flat, heavily sedimented sea floor with low (< 15%) nodule coverage near an existing German nodule mining exploration license area. The RV SONNE, a large and well-equipped multi-purpose research vessel, served as platform for all environmental cruises conducted to date. The initial DISCOL expedition (SO-61, Feb.-March 1989) was carried out in two legs. During DISCOL 1/1, a study site was selected, a pre-disturbance baseline assessment was undertaken, and sea floor disruption was begun using the "plow-harrow", a uniquely designed disturber device towed repeatedly across the circular study area. During DISCOL 1/2, disturber deployments continued until the device had created 78 criss-crossing and partially overlapping tracks along which nodules were essentially plowed under while sediment from up to 15cm below the seabed had been turned over and exposed at the surface. In addition to the obvious within disturber track impacts, sediment mobilized by plowing drifted off with the prevailing near-bottom current and redeposited downstream, blanketing nearby areas not directly disturbed. Immediately after the disturbance phase, an initial post-impact sampling series was performed. The DISCOL Experimental Area (DEA) was revisited about six months (DISCOL 2, SO-64, Sept. 1989), three years (DISCOL 3, SO-77, Feb. 1992), and seven years (ATESEPP SO-106, Jan.-March 1996) after disturbance to collect further post-impact samples, monitor changes in the benthic community and follow the recolonization process. In addition to benthic community studies, plankton investigations were initiated during the third DISCOL cruise (SO-77) and continued during three further cruises (SO-78, SO-79 and SO-80/2) in 1992.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. The interactions between hydrothermal fluids and seawater result in minerals that range in size from nano- to macro-scale and constrain mineral emplacement, whether in hydrothermal chimneys or metalliferous sediments. Although broad similarities exist, and sulfides are the most important component of seafloor massive sulfide deposits, the specific mineralogy, size and therefore reactivity of particles emitted varies between hydrothermal sites in the global ocean, and even at different sites within the same vent field. The oxidation of sulfide minerals results in one of the major impacts of terrestrial mining of volcanogenic massive sulfides as it creates acid mine drainage. At marine hydrothermal vents, the chimneys themselves, as well as the ‘black smoke’ begin to oxidize as soon as they are in contact with ocean water; the breaking of sulfide minerals during marine mining will expose further surface area to seawater and oxidation. Although the cold temperatures and circum- neutral pH result in oxidation proceeding less rapidly than in many terrestrial systems, there is limited data on the kinetics of sulfide oxidation in seawater. Here, the oxidation of sulfide minerals in seawater and the implications for marine mining will be discussed, with an emphasis on nano-ZnS and sphalerite, including reaction kinetics, processes, and oxidation products.

"Seafloor cobalt-rich ferromanganese crusts represent the most important yet least explored resource of ‘E-tech’ elements on the planet (Hein et al. 2003; ISA, 2008; Hein et al. 2010; Hein et al. 2013). These polymetallic deposits form a continuum from nodules rich in manganese and cobalt to crusts rich in tellurium and the heavy rare earth elements (HREE). It is this combination of traditional (base) metals and the extreme enrichment of ‘E-tech’ elements that makes seafloor ferromanganese oxide deposits particularly interesting to both science and society. Recent estimates of the global resource, based on the sparse data available, infers a dry mass of ferromanganese crusts on the seafloor of 35 x 109 tonnes (35GT). Of this, 3.7 GT is predicted in the Indian Ocean, 8 GT in the Atlantic, and 23 GT in the Pacific (Hein et al. 2013).At a global scale, the processes controlling the formation and distribution of ferromanganese (Fe-Mn) crusts are reasonably well understood (e.g. Hein et al. 2000; Verlaan et al. 2004; Cronan 2006; Halbach et al. 1989; Usui and Someya, 1997; Hein et al. 2000; Hein et al. 2003; Hein et al. 2009; Hein et al. 2010; Hein et al. 2013; Muiños et al. 2013; Marino et al., 2016). However, much of this knowledge is drawn from sparse sampling at a regional to ocean basin scale. As a result, there remains a fundamental gap in understanding of the role of local-scale factors, such as micro-topography, ocean currents and upwelling, sedimentation rates, micro-organisms, water mass composition and biological productivity, that are considered potentially crucial to controlling the growth and composition of Fe-Mn crusts. Indeed, quantitative, particularly temporal, information relating to these processes and their relative importance in deposit formation is almost completely absent. Hence, to make any significant advance in understanding these deposits require significant new research."

Core sediment samples collected from the KODOS area of the Clarion-Clipperton Fracture Zone in the NE Equatorial Pacific were analyzed for chemical and mineralogical compositions to investigate the depth- and time-related variation of paleoenvironmental and paleoceanographic conditions during their deposition. These core sediments are divided into three layers from top to bottom by its color; 1) brown layer (Unit I), 2) pale brown layer (Unit II), and 3) black brown layer (Unit III). Geochronology of 10Be indicated the depositional age of Quaternary for Units I and II and of late Pliocene for Unit III with a potential short hiatus between them. Analyses of interelemental correlation identified three major groups of elemental groups that show moderate-to-strong correlations: 1) Al, Ti, K, and Fe representing for terrestrial alumino-silicate fraction of sediments, 2) Ca, P, REEs, Cu, and Zn for biogenic apatite, and 3) Mn, Ni, and Co for hydrogenous Mn-oxide. With an exception, Fe content was very high and showed fair correlations with Mn, Ni, and Co in Unit III. Unit III shows high smectite but low quartz and illite contents compared to the overlying two units, indicative of reduced supply of terrestrial materials. In a meanwhile, major elements (Fe2O3, CaO, P2O5), minor elements (Cu, Zn) and REEs are highly enriched in Unit III compared to the upper two units. All these elements other than Fe reflect the fraction of biogenic apatite, which indicates higher fraction of biogenic components in Unit III. This is also supported by higher amount of smectite formed by the consumption of siliceous biogenic components. The reduced supply of terrestrial material and/or increased productivity of surface water at the time of Unit III deposition are attributed to Pliocene warming preceding Northern-pole glaciation during Quaternary. Unit III also includes clinoptilolite and unidentified 8Å mineral, likely amphibole, that are absent in Units I and II, suggestive of the possibility of different source region and/or materials during Pliocene. Higher contents of Mn and Fe in Unit III are likely due to the high fraction of Mn-oxide that was formed by diagenetic process after deposition.

A very extensive spatial and temporal database on benthic infauna and associated sediment metals has been collected for Island Copper Mine on Vancouver Island, B.C. Canada from 1969 (pre-discharge) to 1998 (3 years post-discharge). The tailings deposited as organically impoverished, copper-rich, clays, silts and sands distributed according to particle size, bottom turbidity currents and strong, vertically mixed tidal currents. In addition, a large deposition of coarser waste rock along the north shore of Rupert Inlet contributed substantial material in the shallower, near-field area.

Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

During the last few years autonomous underwater vehicle (AUV) technology has evolved from concept demonstrators towards commercial products. The driving forces are the move for energy exploitation towards deeper waters, naval applications and the Internet driven need for more intercontinental underwater communication cables. Other applications emerging for the future will be within environmental research and monitoring and deepwater exploration. Deepwater developments beyond the continental shelf will require the same level of survey data quality and intervention access as established for shallow water. The potential for cost savings is two folds. Firstly, there is a reduction in the survey cost it self and secondly there is a considerable cost saving by avoiding over design of subsea installations due to lack of sufficient documentation of the field. In this scenario, there is an increasing understanding that underwater robotics and in particular AUVs will play an important role in future survey and subsea engineering work. The AUV as a free swimming underwater survey sensor carrier has several advantages compared to cable controlled ROV?s and deep towed systems: The paper prepared for the ?Underwater Mining Institute 2003? on Jeju Island, Korea will focus on the HUGIN AUV concept and field results to date.

The Marine Minerals Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Arctic seas region. Recent research projects at the MMTC include, among others, application of a geographic information system (GIS) to the gold placer deposits offshore Nome, Alaska, development of a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using other estimation techniques. One such technique, the neural network, has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygonal, and inverse distance methods.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska.
