"The Whitehorse Mining Initiative (WMI) brought together all of the key stakeholders in Canada's mining industry to develop a framework whereby the industry can meet the challenges that it faces into the 21st century. The WMI Accord7 which was signed at the annual Mines Ministers Conference in Victoria, British Columbia, on September 137 1994, touches all of the important issues that confront the industry, including taxation. IntroductionSeptember 13, 1994, was a historical day for Canada's mining industry. On that day, on the occasion of the annual Mines Ministers Conference in Victoria, British Columbia, the Whitehorse Mining Initiative (WMI) Accord was signed by the leaders of the five principal stakeholders in the industry: industry; government; labour; environmentalists; and aboriginals. The Accord is the culmination of two years of hard work and intense collaboration by these stakeholders. But, the Accord is not the end result. The Accord can better be described as a springboard to a prosperous future for mining in Canada.The WMI had its beginnings at the Mines Ministers Conference in Whitehorse, Yukon, in September 1992 (hence, the name of the initiative). At that time, the mining industry was well aware of the serious challenges facing the industry, including significantly increased competition for mineral investment from other mining countries, coupled with an atmosphere of uncertainty surrounding land access, environmental regulations, and taxation. "For the last 700years of recorded economic history, man has been subjected to alternating inflationary and deflationary patterns. Through this period of time, a severe deflationary pattern has developed approximately every 55 years, creating 12recordable occurrences. Through the last two centuries, this severe deflationary phenomenon has come to be known as a depression. As these depressions have repeated themselves regularly, they are cyclic. This in turn leads to the question of whether the 13th cycle will also repeat itself in the form of a depression. As this cycle is now 51 years old, we must consider the possibility at about 1984.In analyzing a 700-year record of consumer prices in Southern England, the 55-year cycle appears to vary in shape and intensity. This varying phenomenon is due to the effect of longer cycles upon which each one ""rides "". Because each cycle effectively rides on the next largest, which in turn rides on the next largest and so on, the combined measured effect of all cycles together at any point in time is always unique. This means that anyone cycle can never repeat itself in an exact identical manner. The combined effect therefore is what we observe in the form of prices and, as cycles interact, variations in deflation are produced . The ""science"" of economics attempts to quantify and develop theory on situations which are never identical and hence can be conservatively classified as a useless predictive tool.This means that more unconventional approaches may be required to predict our economic future. In looking at previous depression cycles, it is possible to recognize similarities in human behaviour patterns and hence the resulting economic movements. These behaviour patterns create major events or influencing factors which set the scene for a major deflationary condition. The way in which these factors occur, however, is not predictable. As more and more of these similar events are identified in each cycle, we can increase our confidence on the probability of the last event occurring (a depression). By also unravelling the set of larger cycles, we can determine the potential combined effect at any point in the future.This paper presents a system of cycles ranging from 800 years to 3 years which appear to operate in our economic system. By so doing, a long-term projection into the next century can be made. Finally, the paper deals with the main controlling similarities within the depression cycle, to show that a comparison with our current cycle implies that a major deflationary collapse in the mid 1980's is virtualy inevitable."

"Exploration work in the Beardmore - Tashota area has led to a reinterpretation of relationships between gold mineralization and the geologicalevolution ofthe area. The host volcanic rocks form two parallel volcanic belts connected by a much smaller cross-cutting band, which trends northeast from Beardmore to Tashota. This connecting band consists of mafic and felsic volcanic, plus clastic sedimentary rocks in a sequence conformable with the contact of the Onaman Lake Batholith to the east. A metamorphic aureole or incorporated xenoliths are lacking along this major contact and the only intrusive relationship observed is chilling between mafic dikes and a cold host granite in proximity to it. Granite dikes are totally lacking in the volcanic succession, or the overlying sedimentary sequence. A major part of this sequence consists of a polymict basal conglomerate with granite boulders and volcanic clasts in a fine-grained chloritic matrix. The nearest source for these boulders is the Onaman Lake batholith.Gold mineralization in significant economic quantities (+ 50 000 ounces) occurs at the top or above the mafic volcanic succession as quartz bands. In the Northern Empire Mine, the band is conformable, folded, boudinaged and the mineral zoning shows a relationship to variations in the host rock, not structural overprinting. In general, where the host mafic tuff is medium-grained, the quartz band is thicker, up to a metre wide, and carries economic grade; where the tuff is finer-grained and bedded, the band is very thin and low grade.Stratigraphic control and metal zoning shows that the mineralization formed as part of the development of the volcano- sedimentary succession. The other major deposits in the area (Leitch and Sturgeon River) have a similar structural history suggesting that they are also syngenetic in terms of the stratigraphic development. Regionally, these deposits were emplaced prior to any significant tectonic deformation but at the end of the mafic volcanic event.The mafic activity was related 10 a period ofextension which caused the volcanic troughs to develop along centres of rifting. The hiatus at the end of this event permitted extensive hydrothermal systems to form and deposit siliceous exhalite bands within sedimentary or terminal mafic volcanic environments in promixity to major thermal sources. Subsequently, the Kenoran Orogeny deformed the entire succession into upright folds with a sub-vertical schistosity. Evidence shows that the deposits have remained intact since deposition."

These rocks are known to host occurrences of labradorite, a semiprecious gemstone known for its beautiful play of colours (chatoyance). Test blocks that contain 5% to 18% chatoyant labradorite were extracted from three prospects south of Nain. These have been slabbed and polished for further evaluation.Second-grade labradorite stockpiled around the Grenfell quarry on Tabor Island is also being evaluated as a potential source of aggregate for use in terrazzo tiles, precast concrete and epoxy-backed wall panels.IntroductionThe Nain anorthosite complex consists of approximately 10000 km2 of anorthosite and related basic rocks , which are well exposed along the coast of Northern Labrador (Fig. 1) (Emslie et al., 1972). These rocks have been known for centuries to host deposits of gem-quality labradorite. The chatoyant nature (i.e. the play of colours or labradorescence) of this semiprecious feldspar has been utilized mostly in the making of jewelry and other polished, handcrafted products. In the early sixties, Brinex Limited (now Brinco Limited) attempted larger scale commercial exploitation of labradorite, including use 'as building stone and in polished precast concrete for facings on buildings' (Brummer, 1984). After six years of work, which included market studies, Brinex decided that, at that time, the demand did not warrant further production.In recent years, there has been a dramatic increase in the markets for dimension-stone. In the period from 1980 to 1985, the demand in the United States for granite, much of which is imported, has increased 1735070 (Marble Institute of America, 1986). The dimension-stone industry's remarkable growth rate has, in part, resulted from new technology that makes it easier and faster to quarry and cut stone. This has allowed natural storie to compete with other building materials. Now, it is not only used for exterior cladding and walkways, but also on interior walls and floors, and in home and office furnishings, such as countertops for kitchens and bathrooms, table and desk tops, stairways, window sills, and fireplaces."

The Magdalen Islands archipelago, a cluster of fifteen islands, is located near the centre of the Gulf of St. Lawrence on the thickest portion of the Carboniferous Fundy Basin of the Maritime Pro vinces. The bedrock of the Magdalen Platform includes a thick succession of evaporites of Visean Age, occurring as a series of thickenings, ridges, domes and diapirs reaching a probable vertical thickness of close to 6000 m. The emplacement of 1hese salt structures by flowage has much dislurbed 1he SlrOligraphic sequence of the rocks of the Windsor Group, particularly 1he Havre-aux-Maisons Formation. Subsequent tectonic movemenl has broken the overlying Cap-auxMeules Forma1ion info an assemblage of panels and blocks now slightly tilted. Following detailed gravimetric surveys and more than 30,000 m of diamond drilling, SOQUEM has discovered, at various dep1hs, seven salt domes on four of 1he main islands of the archipelago. These evaporite bodies generally are localized near the cemre of complex anticlinal struclUres where diapiric movements and faulting have disturbed the original stratigraphic succession. At Rocher du Dauphin near Grosse 1/e, in 1he northern part of the archipelago, Seleine a SOQUEM subsidiary is developing a mining complex with an annual capaci1y of 1,250,000 1onnes of deicing salt for 1he Canadian and Eas1ern United Swtes marke1s. The stan of operations is scheduled for April 1982.

Process water from production of concentrates in Meydook copper sulfide mine is transferred to the 8.3 million m3 tailings dam and a water retention pond after initial thickening. Elevated concentrations of heavy metals, sulfate, and TDS and decrease in pH as well as seepage into the aquifers have been the concern of the regulatory agencies since the start of activities. In this paper the results of a 6-month monitoring program from 4 wells are presented. The wells were located approximately 1.5 km from downstream of tailing dam (0.4 km from water retention pond) as well as upstream background well (2.28 km from water retention pond and 1.27 km from tailings dam). The objective was to study possible effect of accumulated tailings on the groundwater resources. Water levels in sampled wells were on average between 20 and 40 m. Results showed high levels of lead (5 ppb), copper (0.17-0.46 ppm) and selenium (73.1- 29.1 ppb). High levels of selenium and lead were partly due to natural geological settings of the area with high levels present in unaffected soils in the vicinity including water wells of villages upstream of mining operations. High copper levels were attributed to both mining operations as well as deposition from particulate air deposition onto the soil and transport to ground water by rain.

Introduction Between 1903 and 1905, W. Mclnnis, of the Geological Survey of Canada, made a micrometer traverse of the Kawinogans (Crow) river from Kapkichegimaga lake to its junction with the Otoskwin river. He reported that a belt of Keewatin rocks, 1 to 4 miles wide, was exposed along the course of the river for 17 miles east of Kapkichegimaga lake. Prospectors and exploration companies paid little attention to the mineral possibilities of this belt until the summer of 1928 when, with the adoption of airplane transportation, the area became readily accessible. Within a short time widespread interest was aroused by the announcement of attractive finds, and a mild rush followed. During the winter months, hundreds of claims were staked on either side of Crow river for 12 miles east of Pickle lake. In the summer of 1929, much of this ground was systematically explored and a considerable amount of development work was done on the known deposits.

During linear friction welding of titanium alloy Ti-5A1-5V-5Mo-3Cr (Ti-5553), the weld zone exhibits beta (B) grain refinement and alpha (a) phase depletion that have the combined effect of deteriorating the mechanical performance of the weldment. In this work, linear friction welded Ti-5553 was subjected to pre- and post- weld heat treatments in order to determine the conditions under which a phase depletion could be mitigated in the weld zone and thermomechanically affected zone (TMAZ). The mechanical response of the welded samples to the heat treatments was determined by performing tensile testing at room temperature. While the pre-weld heat treatments had no significant effect, the post-weld heat treatments were instrumental in restoring the strength of the starting (heat-treated) material.

"The strength and mechanism of Portland cement prepared from stone coal vanadium slag were studied in this paper. Initially, the slag was used as silicon raw materials to prepare clinker. By blending the prepared clinker with gypsum, waste, and fly ash, a series of different grades cement got well prepared. All of performances of the cement were up to the requirements of China’s national standard. The hydration products and microstructure of cement were identified and analyzed by X-ray diffraction and scanning electron microscopy. With the comparison of cement hydration characteristics at different ages, the strength formation mechanism of cement was clarified. The experimental results suggested that adding the fine materials (mainly waste and fly ash) to replace part of clinker would accelerate cement hydration, as it provided additional surfaces for the nucleation and growth of hydration products. And the hydration products were similar to ordinary Portland cement, mainly containing the amorphous calcium silicate hydrates (C-S-H), acicular ettringite (AFt) and portlandite (CH). With hydration time increasing, the hydration products continuously covered the cement particles, resulting in a thicker surface layer. As a result, it gradually condensed into a dense structure block with small pores and smooth surfaces, which led to higher strength. In conclusion, using the vanadium slag to prepare Portland cement can realize the utilization of solid mineral wastes, which will bring huge ecological and economic benefits.INTRODUCTIONWith the development of China’s mining industry, more and more mineral waste residue is discharged every year. These solid wastes cause varieties of resources and environmental problems on people’s living area. While at the same time, the demands of cement are increasing with the remarkable development of the construction industry. "Recently, vertical-type high-speed twin-roll casting (HSTRC) has been developed. The HSTRC shows extremely high cooling rates over 1,000 K/s even at the mid-thickness area. The fabricated strip has many metallurgical characteristics; super-saturation of alloying elements, fine solidified structure, and homogeneous distribution of fine constituent particles. In Al-Mn based alloys, the Mn alloying element can be supersaturated in the a-Al matrix and also form Mn-containing constituent particles during solidification. The Mn supersaturation and the distribution of primary/secondary particles in cast products affect the metallurgical behavior in the down-stream processing and can improve mechanical properties of the final products. In this study, Al-Mn based alloy strips were fabricated by HSTRC with various Mn contents. The solidified microstructure, constituent particles and its distribution, and Mn solubility were investigated in the as-cast condition. Due to the high cooling rate of HSTRC, fine constituent particles were homogeneously distributed, and coarse intermetallics were not observed. Mn solid solubility was estimated by electrical conductivity. The estimated Mn solubility was equivalent between strip surface and mid-thickness area.INTRODUCTION Al-Mn based alloys, as non-heat treatable wrought aluminum alloys, are widely used in packaging and heat exchanger for automobile industry. Besides Mn, Al-Mn based alloys often contain Fe and/or Si as alloying elements or natural impurities. During solidification, Mn can be super-saturated in the Al matrix, and also form Mn-containing constituent particles. Additionally, in the subsequent thermal-mechanical processes such as homogenization, rolling, and intermediate annealing, Mn in solid solution precipitates out of the Al matrix as secondary particles. The size, distribution, type, and the amount of dispersoids including constituent particles affect to texture evolution, recrystallization behavior, and final mechanical properties of wrought Al-Mn based alloys (Huang et al., 2016; Huang & Marthinsen, 2015; Engler et al., 1995; Muggerud et al., 2013). Therefore, controlling the initial level of Mn super-saturation and the distribution of constituent particles are important in the cast Al-Mn based alloys."

"The Gorleben salt dome has been investigated since 1979 for its suitability as a repository for the disposal of high-level radioactive wastes. The geoscientific surface exploration was followed by underground exploration of the site beginning in 1983: underground excavation work included the sinking of two shafts from 1986 to 1994, the excavation of the infrastructure area and of drifts located in the first exploration area EB1 within the following years. The exploration was interrupted for ten years from 2000 to 2010 as part of a moratorium. After the expiry of the moratorium in March 2010, the geoscientific underground exploration at the Gorleben site was resumed. The investigations were interrupted again in autumn 2012 due to a political decision. The exploration programme included extensive geoscientific investigations: geological exploration, geophysical investigations, mining exploration and mining observation, laboratory tests, in-situ geotechnical measurements, geological modelling and numerical model calculations. To analyse and interpret the results of the in-situ measurements and mining observation geomechanical, thermal and thermo-mechanical model calculations were carried out. One of the main elements of the in-situ geotechnical investigations were high-resolution geothermal measurements performed in boreholes used for geological exploration and geotechnical tests.The geothermal measurements are used to evaluate several geotechnical findings, e. g. drift closure, rock deformation, stress change, and are completed by thermal model calculations to analyse and interpret the results of in-situ measurements and mining observation. The model calculations have been carried out using the special purpose JIFE code. To consider the whole exploration mine with the adjoining host rock as well as the successive excavation of drifts and boreholes in detail a three-dimensional finite-element model was developed. The model calculations are used to analyse the cooling-off of the surrounding rock of the drifts caused by ventilation. The cooling-off of the surrounding rock is an ongoing process affecting the results of further geotechnical measurements in the near field of the drifts. To predict a realistic time and space dependent distribution of the temperature field of the host rock within the exploration area which is influenced by ventilation thermal model calculations are necessary. Comparing the calculated temperature field with the in-situ determined rock mass temperature field within the exploration area EB 1 the results show a sufficient agreement. Furthermore there is very good correspondence, both qualitatively and quantitatively, between the experimental and the calculated findings regarding the temperature profiles including the effects of excavation and ventilation of the drifts."

The Mildred Lake Settling Basin (MLSB) is the largest disposal site for mature fine tailings (MFT) at the Syncrude Canada Ltd. oil sands plant. Over the past years (since 1996), there has been a marked change in the densification behaviour of MFT in the MLSB. Methane-producing microorganisms, known as methanogens, have become very active, and large amounts of biogas (mainly methane) have been produced. Continued field monitoring of the MLSB has provided convincing evidence of the rapid densification process (rapid water drainage from the tailings) at the area with intense microbial activity. This rapid densification has caused pumping challenges in the transfer of fine tailings from the Mildred Lake Settling Basin for the creation of composite tailings. It may also have potential positive effects in accelerating the reclamation of the oil sands fine tailings. A field and laboratory research program was carried out to study the mechanism leading to the rapid densification phenomenon. A review and discussion of the research program is given and some results from the field investigations and small-scale column tests are presented in this paper.

"Surface changes in naturally occurring metal sulfides (pyrite, arsenopyrite, sphalerite, chalcopyrite, galena, and molybdenite) due to treatments from high-power electromagnetic pulses (HPEMP) at varying times were studied using X-ray photoelectron spectroscopy. Analysis of the obtained results revealed common patterns and differences in surface transformations. The transformations were found to include two main stages. The first stage was observed at low treatment intensities (up to n ~103 pulses). At this stage, formation and accumulation in the surface layer of the nonstoichiometric sulfide phase, oxides and hydroxides, as well as elemental (polysulfide) sulfur and/or metastable sulfur species (thiosulfate, sulfite) was observed. The second stage (N = 3·103 pulses) is characterized by thermal removal of sulfur species and renewal of the mineral surface (sulfidization).It was found that the chemical changes of the sulfur on the surface layer of pyrite, arsenopyrite, chalcopyrite included accumulation/formation of S0 (Sn 2-) at the first stage of the transformation, followed by its removal. An increase in the surface concentration of elemental sulfur for pyrite and chalcopyrite was 10–12% while arsenopyrite was approximately 5%. A more complicated chemical change was observed for sphalerite and galena, that included formation/accumulation of metastable sulfur species (thiosulfate, sulfate) at the initial stage (up to 103 pulses) and during longer treatment times, the sulphur is reduced back to its initial state (sulfide or disulfide). The increased concentration of S0 sulfur, compared to the original sample, was only 3% in galena and sphalerite.The application of HPEMP treatment to improve flotation selectivity is supported by singlemineral flotation tests. Changes in flotability as a result of HPEMP treatment are principally explained by surface phase changes that resulted in higher adsorption activity."

"This paper presents the results of an investigation into the level of radon, as against the natural background, at the Vicary Creek coal mine in Alberta. The concentrations of radon and daughter products detected in the mine were considered to be insignificantly higher than the concentrations of naturally occurring radon and thus do not constitute a health hazard to the miners.INTRODUCTIONTHE HIGH INCIDENCE OF LUNG CANCER among miners exposed to radon was established some thirty years ago. The presence of this gas in mines is primarily associated with pitchblende extraction operations, al-though coal contains detectab`e quantities of U30s. A previous study bas shown that coal from southwestern Alberta (Exshaw and Banff) contains lower than average concentrations of this element (1).As part of a general investigation into the occupational health environment of coal miners in Alberta, field measurements were made to establish the level of radon and to investigate the natural background radiation in the Vicary Creek coal mine, located some 16 miles north of Coleman, Alberta, on the easternmost slopes of the Rocky Mountains."

In this research, the effects of rare earth elements addition on thermal fatigue behaviors of AZ91 alloy were studied. Repeated heating and cooling cycles were applied on the samples at 170°C and 210 °C to develop thermal fatigue cracks, Crack growth mechanisms and microstructural influences were investigated by optical and scanning electron microscopy (SEM) as well as energy dispersive X-ray spectroscopy (EDS), Thermal fatigue behaviors were improved successively by addition of up to 2-wt% RE, This improvement is attributed to consummation of the aluminum of the melt by precipitation of the needle shape Al 11 RE3 phases, This process reduces the volume of Mg17Al12 phases and consequently decreases the brittle Mg/Mg17Al12 interfaces which are the main reason of weak thermal properties of the alloy at rather high temperatures, Further additions of RE, however, reduced the thermal shock resistance of samples by increasing in the mean length of the brittle needle shape phases.

This paper deals with the problem of caving, which occurs in varying degrees in blast holes before loading. It is shown that the distribution of the amount of caving in materials may be described by a gamma density function. A decision model to determine the optimal depth of over-drilling 'in order to minimize the expected additional cost per hole is described. Two different policies are discussed. In addition, charts which permit the mine operator to realize significant savings have been drawn for different actual situations.

The Akita Zinc Company is the only refinery which produces hematite from the iron content in the zinc leach residue. The Akita Hematite Process consists of five stages, which are SO2 pressure leaching, the first neutralization stage, the de-arsenic process, the second neutralization stage and pressure hematite precipitation. In order to strengthen its cost competitiveness and stabilize its operation, the Akita Hematite Process has been modified continuously. Most recently, two process modifications were carried out. The first was an improved ability to maintain a lower arsenic concentration in the de-arsenic process, and the second was an increased throughput in the hematite precipitation autoclave. The details of these recent changes in the Akita Hematite Process are presented in this paper.

Current industrial compacting and briquetting practices are largely based on trial-and¬error techniques. This paper introduces a two dimensional finite element model of compacting/briquetting process in the roller press. Compared with other modeling techniques used in the past, finite element method offers the most versatile approach because it incorporates adequate information about powder behavior, geometry and frictional conditions and offers predictions for the density distribution, velocity field, stress distribution, roll force, roll torque and other important process variables. More over, when the model includes elasticity, it offers predictions on the internal stress state in the briquet after its exit from the pressing zone. This enables to perform realistic computer experiments which are helpful for establishing the pressing system design, forming cavity geometry and process conditions necessary to produce compacted or briquetted product with the desired properties.

The aquatic hazard classification system of the OECD and EU requires that sparingly soluble metal substances (SSMS) be tested using the OECD Dissolution/Transformation protocol in order to quantify the release of the ecotoxicological relevant species (dissolved ions). The SSMS category contains massive forms of metals, which due to their low solubility and slow transformation characteristics are a special case. The main factors that produce the release of metal into solution are exposed surface loading, pH, and stirring rate. The classification system at present prefers the use of mass loading as opposed to surface loading, in which case the amount of metal released will primarily be a function of the pH, and mass loading. Within the framework of the European Copper Voluntary Risk Assessment, coordinated by the European Copper Institute, we have proposed and developed a methodological procedure in which we demonstrate that surface area is an intrinsic property of a SSMS and we link the exposed surface loading to the toxicity reference value in order to obtain an aquatic hazard classification for massive metals. As example, the aquatic hazard classification for copper massive will be discussed. This approach is recommended for metal massives and metal powders.
