Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

The North Fiji Basin (NFB) is delineated by the Vitiaz trench to the North (paleo sub duction zone, Brocher, 1985), the Vanuatu is- land arc (called before New Hebrides arc) to the West and South, the Hunter Fiacture Zone to the South-East and the Fiji islands to the East (Brocher, 1985 ; Larue et al., 1982 ; Carney and MacFarlane, 1982 ; Falvey, 1978). The NFB is characterized by shallow water depths (about 3 km) (Chase et al., 1982 ; Scla- ter et al., 1972 ; Karig, 1971), high heat flow (average of 2.29 HFC) (MacDonald et al., 1973 ; Halunen, 1979), strong positive free air anoma- lies (Worzel, 1965 ; Kogan, 1976 ; Luyendick et al., 1974 ; Solomon and Biehler, 1969) and a geoid anomaly (Malahoff and Larue, 1979) inter- preted as a geoid swelling. Few refraction data reveal a relatively thin crust and sediment co- ver, and the existence of low speeds in the up- per mantle beneath the NFB (between 7,1 and 7,7 km/s) (Larue et al., 1982 ; Raitt, 1956), which could indicate the existence of active spreading zone(s) in this area (Barazangi et al., 1974). Global seismicity of the SW Pacific clearly de- fines the.limits of the NFB, as well as the Lau basin (Sykes et al., 1969). But one can note the low level of shallow seismicity of the NFB (Ham- burger and Isacks, in press) which concentrates in three distinct trends :

One of the strategies introduced within Pasminco Mining to survive low commodity prices is to formally implement a `Quality Education System'. The net result has been a consistent approach to quality within and across mine sites. This `quality system' has been adopted in the technical computing environment and the immediate benefits have been: ò A clearer understanding of the systems, processes and relationships that involve technical computing. ò A re-focussing on customer (user) requirements. ò Inclusion of managers as customers with their own requirements of performance and quality, in addition to access to Executive Information. ò New ways to measure the `performance' of a technical computing environment which includes using maintenance costs. Observations are that there is an overlap between `traditional' information technology (IT) methodologies and quality systems being put in place in the broader workplace. This overlap is most apparent in the area of analysing customer requirements. In the IT environment customers are viewed as users, and their requirements determined by undertaking a requirements analysis. A data flow diagram traditionally used in the IT environment and not as a tool in quality systems, has been used in a novel manner to help identify the customers of the technical computing department. It has also been useful in illustrating the work processes and relationships between the entities in this diagram and in directing the future initiatives needed to fulfil the customers' changing requirements.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

A common and cost-effective method for post-mining landscapes is to construct linear hillslopes with a break in the hillslope at appropriate distances to reduce hillslope length and resultant erosion risk (Figure 1). The break in slope occurs at a point that has been found by local experience to be appropriate for the materials and climate. Further enhancement of the linear hillslope may be assisted by surface treatment such as ripping (Saynor, Lowry and Boyden, 2019) (Figure 1). Firstly, ripping introduces surface roughness which breaks up flow paths reducing flow velocity thereby reducing erosion potential. THE absence of any locality maps of the district of Morobe has been seriously felt by mining engineers engaged on the goldfields, and as it was evident at the beginning of operations that the administration would be unable to make good this deficiency, ascheme for making rapid traverses was worked out, and in all subsequent travelling the necessary records were kept for the construction of a reliable reconnaissance map of the Bulolo goldfield and its approaches (see Plate 1.). Since all the field work had tobe carried out without encroaching on primary duties, the compilation of sufficient data was a somewhat lengthy business. It was found that in this r;ough country a pedometer was useless, as it was impossible to calibrate it for the variation in length ofpace between climbing semi-precipices and walking over level country. Further, the native tracks "meander" so excessively that the only method of calculating air-line distance is by timing, and a knowledge of what the timing represents, and until a 10kg experience had been gained in the time taken to cover known distances in various types of-country, one could not feel competent to estimate sufficiently accurately. It was found that reliability could be attained only when walking at nearly top pace. Inregard to aeroplane traverses, results were reliable only when the air was fairly still.BEARINGSIn arriving at the bearing between main traverse points, the method used was to keep a "boy" about two chains- behind when marching and sight back on him, standing, at about two-chain intervals. The magmatic arcs of SE Asia and SW Pacific contain some of the worldÆs major magmatic-hydrothermal gold deposits. Most gold deposits in SE Asian and SW Pacific arcs formed during periods of plate reorganisation rather than during periods of normal or steady state subduction. These plate reorganisations were caused initially by the collisions of the Australian Craton with the Philippines-Halmahera Arc and the Ontong Java Plateau with the Melanesian Arc at ~25 Ma. A second Mid-Miocene period of mineralisation accompanied plate reorganisation following maximum rotation or extrusion of Indochina and cessation of spreading in the South China Sea at ~17 Ma. However, the vast majority of deposits from New Zealand to Taiwan formed since 7 Ma during an important period of tectonic reorganisation that accompanied and followed changes in the relative motion between the Indian-Australian and Pacific plates between ~8 and 3.5 Ma. Magmatism in unusual tectonic settings produced the most abundant and largest deposits with many deposits associated with high-K calc-alkaline, shoshonite, adakite and alkaline magmatism. In particular peak mineralisation appears related to melting of sub-arc lithosphere that has been previously modified by subduction. During large-scale plate reorganisation this can occur towards or at the end of a period of normal subduction, following arc collision or accompanying subduction reversal at approximately the same time in different parts of a complex system of arcs such as in SE Asia and the SW Pacific.

Most of the copper deposits in the Lachlan Geosyncline fall within areas having either a common host rock, mineral assemblage, form of ore body or time and method of emplace- ment. On this basis a Cobar-type ore has been recognised in the deposits of the Cobar -- Mt. Hope - Melrose region. The copper ores in the Tottenham-Girilambone area to the east have a different mineral assemblage. In the more rugged Central Highlands nearer the coast copper deposits are generally concentrated either in one of several Ordovician andesite belts, particularly between Wellington and Woodstock, or within Silurian acid volcanics developed in irregular fashion over a considerable portion of this region. In only a few instances is copper known in the granite batholiths which adjoin these volcanic belts. Native copper and magnetite are characteristic of the deposits of the andesite province and it is possible that future mineragraphic studies will indicate significant differences in the base metal sulphides of both the andesitic and the more acid volcanic belts. Ores having similar mineralogy and form to the Captain's Flat deposit are known at various localities in the eastern segment of the latter belt. In the Gundagai area several small copper deposits with associated nickel minerals have been developed in the Coolac Serpentinite belt.

Pintail Systems, Inc, a Colorado USA based company has developed and commercially applied bioremediation processes for biological detoxification of cyanide compounds in mine waste. Site-specific microorganisms are isolated from spent ore, tailings or process solutions and augmented in the laboratory for cyanide oxidation, denitrification and metal biomineralisation. Biological processes typically treat complex contaminants (cyanide compounds, soluble metals and nitrates) in a fraction of the time of conventional remediation processes. Cyanide is used in microbial metabolic processes as a carbon or a nitrogen source. Biological detoxification processes applied at the end of mine life can end long-term liability and perpetual monitoring and containment. Case studies from commercial application and demonstration programs for the US Environmental Protection Agency will be presented in this paper.

Direct ship iron ore (DSO) operations at Extension Hill in Western Australia’s Midwest region have commenced, with fi rst product railed to the port of Geraldton in July 2011. Reserves are 14.8 million tonnes (Mt) of haematite-goethite ore overlying an Archaean BIF-hosted larger magnetite deposit which Mount Gibson Iron Limited (MGI) sold to other parties in 2006.Some unique geological aspects of the deposit shape DSO mining and processing operations. Owner-operator selective mining, blending, crushing and screening on site will produce three million tonnes per year (Mt/a) of Lump and Fines product to be trucked 86 km to Perenjori, railed 232 km to Geraldton, and loaded aboard Panamax-sized ships through the dedicated iron ore shiploader at the Geraldton Port Authority’s Berth 5 facility.The statutory approvals process for this project formally began in 2004, dominating delays in a predevelopment phase which extended over a longer period than the likely life of DSO operations. The lack of transparency, uncertainties and costs inherent in state government processes have influenced decisions made by MGI while assessing other development opportunities in Western Australia. Potential for additional Reserves exists at Extension Hill, however MGI’s ability to extend the mine life will hinge on statutory approval to explore for and evaluate other DSO resources on surrounding granted mining leases.The nature of the resource and use of existing infrastructure for product transport have enabled MGI to keep operating costs and capital intensity of this project relatively low. A tenacious development approach by MGI and robust project economics have fi nally enabled this site to take its place as a revenue earner beside the company’s other DSO operations at Tallering Peak and Koolan Island.

Rampura Agucha Pb-Zn Mine (RAM) is located about 200 km to the south-west of Jaipur in the state of Rajasthan, India. Open pit mining operations commenced in 1988 and continued to 2018. RAM open pit footprint is the largest in India with length of 2000 m, width 1500 m and depth of 400 m. Development of an underground mine under the operating pit commenced in 2013, through trial mining longhole open stoping with cemented backfill was established as a preferred mining method. Nine years in operations underground mine has reached the production capacity of 4.5 MT, which represent more than 70 per cent of the ore volume mined by the pit. RAM is currently the world second largest underground Pb-Zn mine.

There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

CANMET-MMSL and Penguin Automation Systems Inc have been exploring how process simulation and ventilation modelling software, when combined, can be used to optimise hard-rock/metal mine ventilation systems. In combination, it is anticipated that this methodology will facilitate the exploration of mine design options that affect ventilation requirements and ultimately cost. Such integrated mine design could limit, and possibly reverse, the drivers that under current practices would generally dictate increased ventilation, power consumption, cost and greenhouse gas emissions. It is believed that the mining industry needs such process models to develop better business cases. For example, the implementation of optimised ventilation systems will undoubtedly require significant investment and mines are often reluctant to try such conservational measures unless they can be proven cost-effective. In general, Canadian hard-rock mines know their ventilation systems are providing too much air and consuming power unnecessarily. This is because their systems are designed to provide maximum production flexibility, based upon peak demand, which may be at some future time, and operated continuously at that level regardless of actual need. Simplistic analyses have shown electrical energy savings can range from 30 per cent through to 90 per cent (Hardcastle, Gangal and Leung, 1998). These savings depend upon such factors as the intensity and continuity of the production schedule as opposed to non-productive time. Where these savings occur is also important, if limited to either the primary or auxiliary ventilation systems, they could be negligible in a mineÆs total energy consumption. The problem these mines face is determining what level of ventilation is required in real-time and then the relative benefits. Such parameters as varying electricity costs, heating fuel options, different design criteria and their complex inter-relationship can effect the selection of an optimal system, depending on whether energy, environment or cost is the prime driver. The use of process simulators in underground mining is in its infancy; to date they have been used to show the benefits over the life of a mine under different mining methods, such as a comparison of tele-remote mining from surface against conventional manned operation (Baiden, 2000). This ongoing development advances the use of such simulators into a new and potentially important area, namely modelling the life-cycle ventilation requirements of a mine. This paper shows how such a life-cycle analysis as opposed to peak demand can provide the basis for optimising the design of ventilation systems and their control.

Willemite (Zn2SiO4) is one of the main zinc carriers in several Neoproterozoic carbonate-hosted non-sulfide deposits ofNamibia and Zambia. Willemite commonly replaces sphalerite, but it may also replace the carbonate host rocks. Fluid inclusions, cathodoluminescence petrography and trace element geochemistry are crucial to distinguish between hypogene, high temperature and low temperature (possibly) supergene willemites. A global period of willemite mineralisation, extending from Cambrian to Lower Ordovician has been proposed for the southern hemisphere. An EXTENDED ABSTRACT is available for download. A block model of the orebody is used to plan a mine. The first requirement is to identify ore to be extracted, discarding waste, so as to meet target grade, generally in multiple analytes. Commonly, cut-off values are set for each analyte, so as to distinguish ore from waste. It will be shown that, if more than one analyte is important, this procedure is wasteful of ore and a composite cut-off function is preferable.A second requirement is to sequence the ore extraction so that the variability in ore grade is controlled: failure to do so will result either in low-quality ore being marketed, or excessive re-handling being required to blend the ore to reduce the grade variability.A third requirement is that the extraction sequence should be such as to control the amount of equipment movement required, enhancing the equipment productivity.The overall objective, to optimise the Net Present Value (NPV) of the mined ore, is simply stated but complex in realisation, since so many factors, such as target grade, grade variability, equipment choice, equipment movement, and downstream blending all have alternatives which can be traded off against each other, and all of which contribute to the costs and benefits making up the total NPV.There exist commercial packages for ore selection and mine planning. However, they are often of a ‘black box’ nature, and users are sometimes not fully aware of the criteria being applied. In particular, the treatment of quality as a multidimensional vector may be problematic. The purpose of this paper is to discuss some of the issues involved and to suggest an alternative set of approaches, which should complement existing commercial treatments.The discussion will be illustrated specifically by reference to the mining of iron ore, but the issues are relevant to a wide variety of mining situations

Rock mechanics involves characterizing the mechanical properties and behaviour of rock material and the natural discontinuities of the rock mass, while rock engineering is concerned with specific engineering circumstances, for example, how much load will the rock support and whether reinforcement is necessary. Rock engineering models developed depend considerably on the input data such as boundary conditions, the properties of rock material and rock mass. Correct evaluation of these properties frequently requires laboratory and in-situ tests, supplemented with a high degree of experience and judgment. Accordingly, since 1974, the ISRM Commission on Testing Methods has spent considerable effort in developing a succession of the ISRM Suggested Methods (SMs) for different aspects of rock mechanics and rock engineering with the contribution of a number of working groups and cooperation of some other ISRM Commissions. This paper emphasizes the need and importance of standardization of rock testing methods within the context of the ISRM SMs, gives a guideline for developing ISRM SMs and finally discusses on some implementation and contractual issues associated with rock testing and experienced in practice, and briefly introduces main future trends in rock characterization, testing and monitoring. Flash flotation is a process that is included in many new mineral processing plants as part of the grinding circuit. Some of the valuable minerals can often be liberated at coarse sizes and will remain in the recirculating loads of the mill until they are reground small enough to report to the cyclone overflow. In addition, minerals of high density report to the cyclone underflow despite being fine in size. This can lead to overgrinding and makes the recovery of valuable fines by flotation difficult. Flash flotation is used to remove the readily floated coarse particles as early as possible and can therefore prevent overgrinding. It thus has the added potential to improve materials handling of the concentrates in such processes as filtration. The merits of including flash flotation within an integrated comminution-conventional flotation circuit is not easy to determine experimentally. Simple batch flotation tests are unable to provide any measure of the possible or probable improvements that are likely to occur from this circuit configuration. As a consequence expensive pilot plant programs are resorted to, to provide the information that will justify the inclusion of flash flotation into a comminution-flotation circuit. Those who have been involved in such pilot plant programs will know of the difficulty in stabilising the circuit as well as selecting the appropriate operating parameters (eg amount of concentrate to be removed in both the flash flotation and conventional flotation circuits). The interactive nature of this circuit (grinding, classification and flotation) is the root cause of these difficulties. Computer simulation, based on information derived from laboratory batch test work or plant and laboratory data, offers an alternative means by which an initial assessment of the merits of a flash flotation circuit can be determined. It can also provide the basis and focus for pilot plant testwork. Recently MacKinnon, Yan and Dunne (2003) developed a model that allows the performance of a flash flotation to be obtained within a closed circuit grinding operation. This paper provides details of an extension of this model to incorporate the interaction of flash flotation on the downstream conventional flotation circuit and allows æwhat ifÆ scenarios to be explored. Details of the laboratory batch test work methodology and the pertinent data derived from these tests that are used in the models and simulation are provided.

The Henty Gold Mine is a good example of a situation where conditional simulation and optimisation techniques may have useful impact on modelling of mineralisation distribution and ore definition. Much of the gold mineralisation at Henty is concentrated within an alteration zone which is both physically discontinuous and forms only a small fraction of the overall mineralised volume. The alteration units are mappable from diamond drill core and underground workings. Conditional simulation and optimisation techniques for ore definition have found considerable success in the open pit gold mining environment. For many reasons including computational efficiency, lack of consistent geological information, and lack of familiarity with ideas and methods among mine geologists, implementations of these methods in open pit mining have been comparatively simplistic. Modelling is commonly reduced to treating the sample data as a single geologic population. This paper discusses the application of the MP method (a particular implementation of conditional simulation and optimisation) to modelling the distribution of potential ore blocks in the Henty gold mineralisation. The approach allows the mine geologist to model both the spatial geometry of the alteration types and the gold grades associated with each alteration type in a single process. Options allow the geologist to include or exclude underground geological mapping and face sampling depending mainly on the abundance of drill hole sampling and the quality of the face sampling. An optimisation algorithm based on maximisation of profit from mining is used to assist in ore definition.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed.
