The paper briefly discusses the benefits to proponents of a formal environmental assessment process. It is argued that any process should be fair, cost effective and efficient, involve all affected parties, and should identify important issues at an early stage. The paper outlines the procedure used in Victoria, and the ways in which it attempts to address the above criteria.In conclusion the paper discusses progress towards a national approach to Environmental Impact Assessment. This is currently being pursued by the Australian and New Zealand Environment and Conservation Council.

The installation of on-line analysis systems in the open-pit mines of the Public Power Corporation SA (PPC, the state-owned electricity entity of Greece) is considered to be the key-parameter for performing improved quality control and blending/homogenisation of the produced lignite. In order to investigate the accuracy of these systems under the site-specific conditions of the Greek lignite deposits, a research project was carried out. This was necessary since there is lack of experience in using on-line analysers in mines that produce a fuel of such a poor and largely fluctuating quality. After thorough market research, a dual energy gamma ray transmission on-line ash analyser was installed in Kardia mine of Ptolemais û Amynteon Lignite Centre, which is located in West Macedonia, Greece. The initial results obtained after the realisation of a series of dual-comparison trials (ie using two series of reference values that allow three-way comparisons) pointed out several problems that obstacle the achievement of high accuracy on-line measurements. More specifically, the measurements obtained by the analyser were higher than the concentrations determined by the two laboratories when the ash content was lower than 12 per cent (in wet basis). On the contrary, when the ash content was higher than 12 per cent, the measurements of the on-line analyser were lower than the concentrations determined by the laboratories. In other words, the range of the measurements obtained by the analyser was narrower than that corresponding to the lab analyses results. Therefore, the use of this on-line analysis system under the site-specific operating conditions of Kardia mine does not guarantee improved quality control of the lignite fed to the mine-mouth located power plant. Most probable reasons that explain the above-mentioned problems are the following: The frequent and widely ranging fluctuations of the chemical and mineralogical composition of the lignite transported by the conveyor belt, especially as far as its calcium content is concerned. This result from the nature and the origin of the mineral matter co-excavated with the lignite, which varies from calcareous marls to sands and clays rich in aluminium and silica minerals. The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.

The Department of Mineral Resources is the lead agency in mine site environment management and control in New South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Geophysical borehole logging, which measures various in situ petrophysical parameters, can be used not only for qualitative interpretation such as strata correlation, but also for geotechnical assessment through quantitative data analysis. It can play an important role for safe and productive mining operations. Here we provide various applications of geophysical logs such as the estimation of the strength of intact rock or unconfined (or uniaxial) compressive strength (UCS), automated lithological/geotechnical interpretation, geophysical strata rating and orebody delineation and grade estimation. These derived parameters could provide input to control of geological and geotechnical models. This could assist site geologists and planning and production geotechnical engineers to predict and manage mining conditions on an ongoing basis. Both conventional logs such as density, natural gamma and sonic, and less common logging data such as full waveform sonic and televiewer data are examined for different applications. Although the examples used here are mainly for coal mining applications, but they can be equally applied to hard rock metalliferous mining such as iron ore mining.

The development plan (long-term plan) of El Teniente Mine, Codelco-Chile, includes 100 per cent primary ore, located at increasing depths, which may involve several difficulties related to the application of the current panel caving method, such as a high seismicity level, a coarse fragmentation and ore pass damage. Therefore, it is a strategic priority for the El Teniente mine, to design and to test alternative mining methods, at similar or lower costs to ensure an efficient and safe ore extraction. In this context, the Macrotrench method is developed, as a competitive alternative to the current method. The document describes the panel caving method, the experience achieved in the primary ore exploitation from the geomechanical point of view. It also describes the æmacrotrenchÆ method as an alternative to the current exploitation method. Finally, the comparative advantages of macrotrench in relation to panel caving are presented. The results obtained during the engineering stage include the following aspects:the mining design, the material handling, a geomechanical evaluation of the method, and a comparative analysis.

"The mine geologist’s role in classifying ore from waste during grade control represents a critical link in the mining value chain. Any improvement in the ore/waste selection success rate (thus reduction in misclassification) which can be delivered by the mine geologist represents a value proposition. Improvement achieved without additional operating cost (for example extra drilling and sampling) will directly and immediately add value to the mining operation and therefore clearly must be pursued. Such improvement may be leveraged from existing resource drilling data which are typically less numerous but better quality than the grade control data. They are usually excluded from grade control estimates (termed the ‘base case’ approach here) because of the differences in quality.Various specialised geostatistical tools are available to account for differences in precision and accuracy between data sources during spatial estimation. This paper uses a conditional simulation (CS) case study to assess the benefit of integrating resource data into grade control estimates through ordinary kriging (OK) of pooled data sets, cokriging (CK), and ordinary kriging with variance of measurement error (OKVME) when the grade control data are:unbiased but increasingly imprecisebiased and increasingly imprecise. The premise assumed is that the resource data are unbiased and precise.The paper demonstrates that, if appropriately handled, resource data may be used to improve grade control estimates and thus improve ore/waste selection success without additional operating cost. Where grade control data are imprecise but unbiased it is recommended to integrate resource data using OKVME. This re-appropriates kriging weights from less precise to more precise data locations and improves the grade control estimation precision compared to the base case; it consequently provides an improvement in the grade control selection success rate. If grade control data are associated with significant bias, integration through CK is recommended as the biased data are zero sum weighted. CK consequently provides an unbiased estimate with some improvement in estimation precision compared to the base case and consequently improvement in the ore/waste selection success rate.CITATION:Cornah, A J, 2014. During the last two decades, restrictions on access to land for mineral exploration and development in Australia have intensified. State and Federal legislation relating to Aboriginal land rights, national parks, marine parks, wilderness areas and other conservation areas, the surface rights of farmers in New South Wales and Western Australia, national, State and world heritage, urban developments and acquisition of land by governments for other purposes have all placed limits on mineral exploration and mine development activity. More than 20% of Australia's land area is now either unavailable for mineral exploration or available only under severe constraints. Access to this land is denied at a significant economic cost to the Australian community. There have been few attempts to quantify this cost. More importantly these restrictions have developed on an ad hoc basis promoted by single interest government departments often with little regard for rational land use planning. The mining industry has embraced the community's conservation ethic and accepted that conservation areas should be set aside and that within those areas mineral activity should be restricted. In some cases the restrictions on exploration near areas of outstanding scientific, historical, archeological or scenic importance may amount to an effective prohibition. The industry has vigorously opposed the exclusion of mineral activity in conservation areas on purely emotive grounds, unsupported by scientific evidence and in disregard of land use potential, consideration of multiple use potential or consultation with existing or potential land users likely to be effected.

The Hellyer and Mt. Chalmers deposits are mound-style volcanic-hosted massive sulphide (VHMS) deposits in Australia. Textural, petrographic and microthermometric investigations of fluid inclusions in the Hellyer stringer system indicate that Type I, primary, liquid-vapour inclusions are 10-15 pm in size, and yield homogenisation temperatures of 170-220¦C in early 2A veins, 165-322¦C in main-stage 2B veins and 190-256¦C in late-stage 2C veins. These data suggest a waxing and waning thermal history. However, the average salinity remained between 8-11 NaCl equiv. wt % in all Stage 2 veins. At Mt. Chalmers, Type I inclusions up to 20 ¦m are found in quartz from the mineralised zone, and these inclusions yielded homogenisation temperatures of 160-268¦C and salinities of 5-8 NaCl equiv. wt %. Examination of wastes aimed at evaluation of their usefulness for utilisation needs applying modern chemical testing methods. The XRD-XRF-ICP-GC/MS set of test methods constitutes an integrated testing system enabling ecochemical examination of wastes. As far as the problem of time-consuming operations is concerned, the offered system fits in a market-oriented field of activity of accredited chemical laboratories. Within a reasonable period of time, it allows to obtain information about mineralogical and chemical properties of wastes. It provides full range of information beginning from mineral composition (XRD) through chemical composition including the number of elements and organic compounds (XRF-ICP-GC/MS) up to the contents relating to the amounts of ingredients, both organic and inorganic in the leaching tests (ICP-GC/MS). The XRD-XRF-ICP-GC/MS testing system proves to be of particular importance in obtaining reliable results enabling to perform precise assessment (from ecochemical point of view) of wastes to evaluate their usefulness for utilisation in building materials, in civil engineering and reclamation works.

During a mineral exploration programme in an environmentally sensitive area near Mount Painter in South Australia, a helicopter was used to position, construct and service drilling rigs in order to avoid the need to create new access tracks. The drilling programme was designed to optimise the advantages of natural landforms in order to minimise the environmental impact of site construction and drilling activities. This minimisation of land disturbance reduced the required amount of rehabilitation measures to the extent where all impacts of the helicopter-supported programme had disappeared within twelve months of completion of work.

The aim of this paper is to present a concept or model regarding a particular geological environment where gold orebodies occur in the Pine Creek Geosyncline and indeed in many other pans of the world. The name GIGIACS (an acronym for Gold In Greywacke In Anticlinal CrestS) is proposed to label this concept or model. The name Saddle Reefs (which has been in use for many years) is used for gold-bearing quartz veins which often occur in conjunction with Gigiacs. Simple patterns formed by this type of mineralisation at the surface due to different configurations are illustrated. Some examples of Gigiacs and associated saddle reefs are presented from the Pine Creek Geosyncline together with examples from other parts of the world. This concept has been used successfully as an exploration tool and five examples are given. The terms Gicsiacs (for Gold In Carbonaceous Shale In Anticlinal CrestS) and Giliacs (for Gold In Limestone In Anticlinal CrestS) are also used.

The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF hatching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid hatching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically rccmer isolated pillars and realise positive returns on their investment.

One of the fundamental requirements for being able to optimise blasting is the ability to predict fragmentation. An accurate blast fragmentation model allows a mine to adjust the fragmentation size for different downstream processes (mill processing versus leach, for instance), and to make real time adjustments in blasting parameters to account for changes in rock mass characteristics (hardness, fracture density, fracture orientation, etc). A number of blast fragmentation models have been developed in the past 40 years such as the Kuz-Ram model (Cunningham, 1983). Fragmentation models have a limited usefulness at the present time because:The input parameters are not the most useful for the engineer to determine and data for these parameters are not available throughout the rock mass. Even if the input parameters are known, the models still do not consistently predict the correct fragmentation. This is because the models capture some but not all of the important rock and blast phenomena. The models do not allow for ætuningÆ at a specific mine site. This paper describes studies that are being conducted to improve blast fragmentation models. The Split image processing software is used for these studies (Kemeny, 1994; Kemeny et al, 1999).

The Metropolitan Rapid Transit Authority (MRTA) Initial System Project (ISP) - Underground Structures North, UGN, is the northern section of the blue line, which is the first stage of an underground mass transport rail system of 77 km to be implemented in the central area of Bangkok, Thailand. The UGN section (Huai Kwang - Bang Sue) consists of approximately 8 km of twin single track bored tunnels, nine underground stations and some short cut and cover tunnel sections. The paper focuses on the main issues involved in the structural design of the precast concrete lining, which is the definitive structural support of the bored tunnels. It includes an overview of the site and geotechnical conditions, specific properties of precast concrete linings, ground-structure modelling, approach for the assessment of load conditions and respective sectional forces and particulars of the detailing of the reinforcement and the segment testing program.

Australia's ilmenites, rutiles, and synthetic rutiles are of vast importance in the world of titaniferous ores, and Australia has been the world leader in the field, and continues to adapt to new demands with alacrity. These materials enter a world titanium dioxide market that will exceed three million tonnes in 1990 at an expected growth rate of 2.3%. Many experts place current use in excess of 2.5 million tonnes of contained Ti02. Here we have a slide that illustrates projected growth rates in consumption, in SCM's view.

Mineral resource classification is essential because it is required for public disclosure. The resources must be binned by a qualified person into measured, indicated and inferred categories using an appropriate methodology. The classification methodologies used have long been a topic of research and discussion. There are various traditional and geostatistical methods used in practice. Some are more popular than others. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for mineral resource classification. Therefore, some experts have adapted the methodologies tailored for the deposits they are working on, but many simply use the methods they and their clients understand and are comfortable with. In this paper, a new approach is presented to classify the mineral resources using a data geometry index. This index combines both traditional and geostatistical aspects of resource classification based on the data configuration around the block interpolated. It is a function of several variables such as kriging variance calculated for a block, distance from the block to the nearest sample and the average distance of all samples used to interpolate the block. Thus the approach using this index takes into account the spatial data configuration around the block being estimated, as well as the traditional distance criteria. The data geometry index and how it is calculated is explained. A case study for a gold deposit is presented to see how the classification based on this index compares to the existing methodology used in this deposit for mineral resource classification.
