Capital expenditure on sampling and blending is often very difficult to justify. The costs are easy to estimate but the benefits likely to be obtained by constructing good sampling and blending facilities are generally difficult to estimate. For instance, improving blending of the ore feed to a smelter would improve throughput, yield and controllability ... but by how much? Similarly, better sampling would allow processing conditions to be dynamically adjusted and would improve extraction ... but by how much? Predicting benefits often requires the use of simulation models which carefully distinguish between true grades, predicted grades and observed grades. The parameters of these simulation models must often be estimated from rather inadequate information. These difficulties are illustrated using three scenarios.

Cerro Matoso (CMSA) in Colombia produces ferro-nickel from lateritic ore containing approximately three per cent nickel, using a Rotary Kiln - Electric Furnace (RKEF) process, in which the calcining of the mineral within the kiln is second in importance only to the smelting of the mineral in the Electrical Furnace. This article discusses the installation and operation of an expert system to control the kiln of CMSA. In the CMSA process, the run-of-mine ore is crushed, homogenised, dried and mixed with a small percentage of coal, before being heated up to 900¦C in a rotary kiln in the presence of natural gas mixed with air in a controlled proportion (air/gas constant ratio). The final objectives of the process are the following: ò To reduce to a minimum the iron and nickel oxides in order to convert these into metallic ions; this is a reduction process to facilitate largely the smelting in the electric furnace. Since the reduction is made with natural gas, it is much more economical than the subsequent complete reduction in the electric furnace, since electrical energy is much more expensive by unit of processed mineral. ò To heat the mineral as much as possible to facilitate the subsequent smelting. ò To eliminate totally the moisture content of the ore. An expert system with fuzzy logic was commissioned in 1994 for the control of the kiln and it has operated with good results ever since.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.

A large amount of Be2C and BeO is formed during the Cu-Be alloy production process, because beryllium is a highly reactive element. Carbide and oxide formation impairs the production yield and the quality of the Cu-Be alloy products, and therefore should be minimised. As a first step for solving these problems in the process, the following thermodynamic properties of the Cu-Be-C-O system were investigated. Based on the results, the equilibrium relations of the Cu-Be-C-O system were clarified and the operational conditions of the current Cu-Be alloy production process were also examined and discussed.

During devolatilisation, physical behaviour of coals was investigated in horizontal electrically heated furnace with an inert gas atmosphere, and gasification rates of four coal chars and coke were measured thermogravimetrically in a carbon dioxide atmosphere at temperatures in the range 1100oC - 1500oC. The volume change of chars was also measured in horizontal electrically heated furnace at various temperatures. Both reactivity and the activation energy for the gasification of coal chars were found to be strongly influenced by pore structure and the carbonisation conditions employed during preparation. CO2 reactivity of chars increases with increasing reaction temperature, and particularly increases more rapidly over 1300¦C. CO2 reactivity of coke is lower than that of non-coking coal chars in the range of 1100¦C to 1500¦C. CO2 reactivity of chars with smaller pore area and bigger pore diameter is less than that of chars with bigger pore area and smaller pore diameter. During gasification, the volume of chars did not change significantly at the lower temperatures of 1100¦C and 1200¦C, but at the high temperatures, 1300¦C to 1500¦C, the volume of chars quickly decreased due to ash softening and melting. The CO2 reactivities of the chars are controlled by the mixed control of chemical reaction and pore diffusion in the temperature range 1100¦C to 1300¦C, and by bulk diffusion in the temperature range 1400¦C to 1500¦C.

The Prospero orebody is a part of the Helene mine at Cosmos and was scheduled to begin production in March 2008 after the exhaustion of the Tapinos orebody in the same mine. Treatment of the Tapinos orebody was challenging and it was envisaged that Prospero would have similar properties given that it was also anomalous in deleterious elements and would be of a similar mineral hosting. It was deemed necessary to undertake a metallurgical test work program to identify any potential processing issues, complex mineralogy or significant metallurgical domains. The paper discusses the processes which were employed to undertake the metallurgical test work program and describes the aspects that can be employed by other developers to quickly and effectively assess potential future orebodies. It will demonstrate that the work was successful at determining expected metallurgical behaviour, providing direction for mining operations and highlighting areas for more extensive research.

Anglo Platinum recognised with its expanded operations the need to change its evaluation strategy due to increased sample volumes and the pressure it created at laboratories. The sender/receiver analytical scenarios had to change in order to curb costs and to prevent substantial investments in new sampling and analytical facilities. Given the high cost associated with correct sampling systems and sampling protocols and the shortage of technical resources a strategy of single point sampling and analysis was introduced. The analysis was then done at an ISO17025 accredited laboratory with ten per cent checks, subjected to careful statistical scrutiny. Logistical problems increased with respect to weighbridge congestion, maintaining sampling quality, throughput of samples in the sample preparation areas, manual quality control systems in place, audit trails and analytical capacity throughout all operations. This required the expedited improvement of existing sampling practices and the development of new sampling methods and equipment. Anglo Platinum is classifying and standardising sampling equipment, sample preparation and analytical procedures for all process streams with the view to minimise overall uncertainties. Major investments were made into a customised LIMS and automated equipment for data management, reduction of manual transcription errors and streamlining of sample processing. Anglo Platinum is committed in rolling out the enhancements to all sites as priority dictates.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

There are a number of methodologies which can be used for the preparation of environ- mental impact statements. Selection of a method depends upon the type of project and the environmental characteristics of the area where it is to be built. Most methods are satisfactory for assessing impacts on the physical environment but less so for the biological. Major problems may arise in deal ing with sociological issues because value judgements are involved. Several methods of approaching problems of this nature have been tried with some limited success.

Gold recovery by catalytic copper ammonium thiosulphate solution has been studied. Such a process strategy is very attractive for leaching certain difficult-to-treat ores and presents lessened lixiviant toxicity compared to cyanide. Newmont Gold Company has evaluated the ammonium thiosulphate heap leach process for gold recovery from low-grade carbonaceous sulphidic refractory ores following biooxidation. The ammonium thiosulphate leach process has been studied in laboratory, pilot plant and demonstration scale. Satisfactory test results support the continuation of process development. However, the thiosulphate leach chemistry was found to be very complex. Maximum control of the stability of the leaching system is a key factor for success, especially for the heap leach process. Important solution chemistry is discussed in this paper.

BlIP Minerals is a large, diversified, international mineral producer. This paper describes the company's operating strategy, and identifies the role of mineral processing in this strategy through three examples: the column flotation installation at Escondida in Chile, the leach-SX-electrowinning plant, proposed for Escondida, and the whole-ore roasting process being constructed for the Syama gold operation in Mali. It is concluded that the application of appropriate and sometimes novel mineral processing technologies can achieve significant benefits in reduced operating cost, improved product quality, and in some cases the exploitation of previously uneconomic deposits, thereby providing strategic advantages to the company.

The determination of the "optimum pit limit" of a mine has long been considered as a fundamental problem of mine planning. A number of mathematical techniques have been proposed to solve this problem some of the more elaborate ones posing considerable computational difficulties for their implementation. Barnes and Johnson recently introduced "bounding techniques" to ease the computational effort required for determining the optimum pit. The aim of this paper is to point out and correct some errors in their techniques. A presentation of a general bounding algorithm is given.

The information requirements of the Australian Stock Exchange Ltd for listing and reporting seek to ensure that the market is fully and correctly informed in a timely manner. This discussion confines itself to the technical reports from mining companies required for prospectuses, information memorandum, quarterly, annual reports and any other announcements to the Exchange. The Exchange requires that technical reports are produced by suitably qualified and experienced personnel and, in the case of a company listing, that these personnel have no interest in the company to be listed. Further, the Exchange has draft prospectuses reviewed by other independent suitably qualified and experienced personnel.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Based on the stiffness theory, the stiffness difference and energy supply of surrounding rocks are important inducing factors for strain burst. However, due to the lack of multi-level low stiffness testing machine, there are few experimental studies on rock failure mechanisms under the influence of loading stiffness. This paper introduced a self-developed rock testing system with changeable stiffness. The main testing machine of this system is a combined structure of inner and outer frame. The change in the loading stiffness is achieved by using a stiffness servo control system to control the energy accumulation in the inner frame. The tests of the sandstone specimens under three different loading stiffnesses in the testing system showed that the loading stiffness did not significantly affect either the uniaxial compressive strength or the Young’s modulus of the rock. However, the post-peak stress-strain curve of the rock became smoother and steeper when the loading stiffness was decreased, and the stress drop rate increased. It is shown that the stress drop rate had a power function correlation with the loading stiffness. After the peak load, the inner frame of the testing system rebounded several times at high speeds. The magnitude of the instantaneous rebound speed and the rebound duration increased with the decrease of loading stiffness. Both the mean rebound velocity and the total rebound deformation had power function correlations with the loading stiffness. The loading stiffness has limited effect on the energy storage and energy dissipation characteristics of the specimen, while the released energy of the testing machine increases as the loading stiffness decreases, which is the key factor affecting the failure mode of the specimen. According to the test results, a rock burst mechanical model considering the stiffness is established, and the energy supply mechanism of rock burst is quantitatively explained.
