OxianaÆs Sepon Copper Operation (part of the combined Sepon Gold and Copper Operation) is located in Savannaket Province, in southern central Lao PDR. The site is relatively remote, being some five hours inland from the Laos/Thailand border crossing on the Mekong River. The copper processing plant was designed to treat 1.3 Mtpa ROM ore to produce 60 000 tpa of copper cathode. Commissioning of the processing plant was completed in mid March 2005 with ramp up completed in January 2006 with 5260 tonnes of cathode harvested in this month. The focus of this paper is on SeponÆs unique grinding circuit. The entire grinding circuit is operated at highly acidic conditions, adding a number of different operational issues over and above those normally associated with grinding circuits. It became evident early in the ramp up, that reaching design mill throughput of 170 dry tonnes per hour with the original design would be challenging, coupled with the realisation that ceramic grinding media consumption had been underestimated. In order to lift the overall throughput of the processing plant, a significant continuous improvement process has been implemented within the grinding circuit to lift this key unitÆs production capacity. This presentation will focus on the key areas that have been addressed in the 12 month ramp up period and highlight areas for future work. Results to date have shown this improvement process to be very successful, with throughput rates in excess of 200 tph regularly achieved.

AngloGold Ashanti Australia Ltd operates an underground mine below a large open pit at the Sunrise Dam Gold Mine near Laverton in Western Australia. Operations are based on an extensive mineralised zone which has very complex geometry, has a high ‘nugget effect’, and is difficult to interpret and model. Initial underground ore was produced from relatively narrow orebodies dipping from 15º - 70º. Open stopes aimed to selectively extract high-grade ore, using methods including jumbo stripping and longhole drilling and blasting. The complex geology makes it difficult to accurately locate development and stopes in the positions required for profitable production. In narrow stopes, rock mass damage and overbreak dilute ore grades and increase the cost per ounce of gold poured. In flat orebodies, several different techniques have been used to recover blasted ore but overall productivity is low. Thus selective mining can also be slow, costly and recovers only a portion of the available mineral resources. Large longhole open stopes with cemented paste backfill are used to extract multiple zones of mineralisation from the Cosmo and GQ orebodies. Bulk emulsion explosives and electronic detonators are used in all large stope blasts to reduce the risk of misfires and to accurately control blasthole initiation sequences and delay timing. Larger stopes improve productivity and significantly reduce direct mining costs, enabling the use of lower economic cut-off grades which increase the overall recovery of mineral resources. This paper reviews the evolution of open stoping at Sunrise Dam, the various mining methods and drilling and blasting practices used, the results achieved, and the lessons learned.

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

Spiral concentrator is one of the most commonly used gravity concentration devices in mineral processing. The particles are classified based on their specific gravity and size. The present work analyses the experimental and numerical investigations of the water flow field, such as fluid depth and free surface primary velocity of two high gravity spiral concentrators at different flow rates. The measurement techniques use a flow depth gauge and flow visualisation technique adapting lycopodium powder as the tracer. Flow features in terms of liquid depth and primary velocity at the free surface of the flow are captured across the trough in two different high gravity spirals. A highspeed motion camera with an imaging frequency of 5400 frames per second and 768 × 768 pixel resolution is utilised to track the tracer particles in the liquid flow on the dark surface background. Further, the two-phase flow is studied numerically on high gravity spirals based on the volume of fluid (VOF) approach utilising the RNG k-ε model and Reynolds Stress Model (RSM) for predicting the fluid flow on trough surfaces such as water depth and free surface primary velocity. The CFD predictions of the flow field for the two spirals are attempted to validate against experimental data. The high gravity spiral concentrators show lower flow depths and free surface primary velocities but steep velocities on the outer trough zone compared to that of low gravity spiral concentrators (conventional coal spirals). Among the computationally tested high gravity spirals, higher pitch and higher secondary slope design shows greater flow characteristics.

Tracking plant and personnel in mining operations provides multiple potential benefits for a mine including improved safety, better monitoring of production, traffic control and, in the future, monitoring and control of autonomous vehicles. The main techniques currently proposed and used for wireless tracking are radio frequency identification (RFID), signal strength based techniques and time of arrival (TOA) based techniques. RFID provide poor accuracy in the complex radio propagation environment present in mines and does not provide continuous tracking and signal strength techniques. TOA based techniques are potentially the most accurate, however, most current equipment has not realised the potential of the technique. CSIRO has been developing the Wireless Ad hoc System for Positioning (WASP) system for wireless tracking in a range of challenging environments including underground mines and surface operations, where GPS reception is compromised by depth. The system utilises a number of ‘anchor nodes’ that are placed at fixed and known locations within the mine and tags attached to the plant or personnel to be tracked. The system provides an ad hoc data communication network, thus, wired data connections are not required to the anchor nodes. WASP uses transmissions in the 5.8 GHz ISM (instrumentation, scientific and medical) frequency spectrum to perform highly accurate ranging between nodes, hence tracking of tags. The localisation performance of the system depends upon the radio propagation environment, ranging down to 0.1 m in low multipath conditions. In this paper we describe the WASP system and provide results of testing in underground and surface operations showing the system achieving high ranging, hence localisation, accuracy.

Changes in the stress field around faults due to the excavation of underground space or the extraction of underground resources induce fault reactivation. To understand the mechanism of fault reactivation, it is important to observe the deformation and sliding processes of the asperities, which is regionally contacted areas at the fault planes. In the laboratory, triaxial compression tests are commonly conducted to reproduce the stress conditions around faults and study their mechanical behaviours. The conventional measurement devices for triaxial compression testing (eg load cells, local deformation transducers, and piezoelectric sensors) uses sensors to measure changes in the physical properties of rocks, but the direct visual information for the sample condition inside the pressure vessel is limited and can only be estimated from the sample after the experiment. We recently developed a direct visual measurement system to observe the slip behaviour of rocks from the inside of the pressure vessel of a triaxial test apparatus. This paper introduces this visual measurement system and presents some preliminary experimental results. The visual measurement system consists of a steel housing with a built-in commercially available digital camera. The triaxial compression tests were conducted to visually observe the sliding behaviour of the pre-cut specimens and to measure its behaviour through the digital image correlation (DIC) method. The captured images and the DIC results show the displacement field of the specimens for different confining pressure. We verified the sliding behaviour and the failure at/around the triangular asperity under at different confining pressure.

Digital photogrammetry is revolutionising the task of geotechnical mapping of jointed rock masses and has greatly increased in popularity and sophistication in recent years. Modern commercially available digital photogrammetry software systems can provide geotechnical practitioners with a user friendly tool for rapid data acquisition. The data can be acquired remotely from large exposure areas, some of which may be otherwise out of reach due to restrictions on time, access or safety.Photogrammetry is a complimentary technology to discrete fracture network (DFN) modelling because it can provide the large, statistically significant, spatially located geotechnical data sets required to produce the most robust results. It also provides the flexibility to selectively map structures at a range of scales, depending on the focus of the DFN modelling.Integration of the interpreted rock structure data derived from photogrammetry with modern DFN modelling methods really advances the rock engineering process. The ability to generate 3D fracture models driven by the statistical structural data and conditioned to the features observed by the photogrammetry yields a synthetic rock mass on which improved design methods can be applied. The generation of multiple equi-probable conditioned DFN models allows the use of probabilistic methods for assessing kinematic stability, rock block size distribution as well as a range of other applications.CITATION:Rogers, S F and Booth, P W, 2014. Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government&apos;s role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

Laboratory investigations have been carried out on direct leaching of lead-zinc complex sulphide ore and zinc concentrate using ferric chloride. From the investigation it was observed that the use of 0.15 M and 2 M FeC13 gave an optimum dissolution of metal ions from ore and concentrate respectively. The kinetic studies conducted showed that the leaching reaction followed a shrinking core model for galena and sphalerite. The presence of impurities such as pyrite had increased the dissolution rate and reduced the consumption of ferric chloride. Further, the studies were conducted to recover dissolved zinc from the chloride solution by selectively precipitating it as zinc ammonium chloride.

In some deposits valuable heavy mineral quality is poor due to increased mineral surface coatings from higher slimes and more competent sand orebodies. Mineral surface coating can include silica or aluminium rich clay minerals and iron based minerals that render the final product quality off-specification, in this case specifically ilmenite and zircon. Conventional physical beneficiation processes such as magnetic separation, electrostatic separation and gravity separation are not able to remove these surface coatings. Surface dependent separation techniques such as electrostatic separators are affected by these coatings which hinders the rejection of non-valuable mineral from product. Attrition scrubbing is the most commonly used technique to reduce surface coatings, using mechanically induced particle to particle interaction, abrasion and shearing.In many cases it is a challenge to measure the surface removal efficiency of these scrubbing units. Elemental analysis techniques (ie X-ray flourescence) (XRF) in a multi mineral environment are unable to measure surface impurity reduction with enough precision. Mineralogical analysis (in this case Qemscan®) has constraints in terms of sample preparation with highly coated particles being plucked out during block polishing. This paper suggests a combination of laboratory separation techniques coupled with elemental analysis to evaluate the surface removal efficiency. Three different types of feed materials were used to analyse the efficiency of surface removal using production attritioner scrubbers. This approach relates the downstream beneficiation plant’s expected performance with that of the attrition scrubber’s scrubbing efficiency.

The integration of economic, cultural, social and environmental decision-making has increasingly become globally recognised as the only acceptable way of doing business consistent with sustainable development. This concept requires a move to a new economy, where environmental, cultural and social issues are accounted for and integrated in business decisions and practice. There has been much discussion on sustainability and sustainable development, but organisations are still grappling with what this means in reality for their business and how they should respond. The challenge is to take the way we do business to a new paradigm and make solutions relevant to business. This paper will look at some of the strategies and programs being adopted or considered by resource companies as they move towards a more sustainable future. These include defining a sustainability framework for their organisation, developing the business case and planning approach. Also included is a brief overview of some of the new approaches to environmental management, such as reducing materials and energy intensity, minimising or eliminating impacts through better waste and emissions management and process control, taking a whole of life approach to products and conserving resources. The concepts of Product Stewardship, Eco-efficiency and Cleaner Production will all be discussed.

It is possible to use compacted anodes formed at low pressure for the direct electrowinning of lead from sulphide concentrates. An anode containing 5.5 per cent graphite, formed into a compact at 34 MN m-2, enables lead to be won at a current efficiency of about 80 per cent; the power consumption .at 150 A m-2 current density being 0.4 kWh per kg lead. It would be necessary to use diaphragm cells to obtain a sufficiently pure product. A conceptual design for a full-scale plant is presented, together with a cost estimate for the production of lead by a process based on direct electrolysis of compacted concentrates. It is unlikely that the proposed process will be economically competitive with the conventional lead smelting.

The correct design and effective operating strategies of metallurgical plants require a constant analysis of data gathered for process control, or for due accountability. Conventional, oldfashion statistical tools often fall short of helping management, either because they are too complicated and ambiguous, or because they fail to address structural problems leading to causes of setbacks. This paper focuses on three statistical tools known for their practicality and the in-depth perspective they offer in attempts to retrieve important information from existing data. These tools also provide a better appreciation of the importance of carefully selected data quality objectives. Chronological data are meticulously gathered and stored at considerable expense: They have value, and it is the duty of management to take full advantage of them. These three selected tools are the variogram and its auxiliary functions, the moving average and its auxiliary functions, and the relative difference plot. This paper offers solutions, and a reference for managers to optimise metallurgical plants.

The provision of electrical power is an important consideration in project develop- ment. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of taking a supply from a power authority or providing local generation can then be considered. This requires additional definition of the prob- able characteristics of the supply. The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was possible pre- viously. The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for a number of development projects illustrate some of the aspects which influence the decisions on power supply.

The use of computational simulation to predict the performance of existing equipment or for the design of improved mineral processing equipment will be referred to as Computational Mineral Processing (CMP) in this paper. The emphasis will be on solving the governing equations for liquid solid flows in complex geometric domains to obtain, typically, the three-dimensional distributions of velocity and pressure for the liquid phase and the velocity and concentration for the solid phase. The underlying technology, computational fluid dynamics (CFD), is very well-developed in other industries (aircraft, car and chemical) and forms a vital part of product design and analysis. The subsequent design of improved mineral processing equipment may also involve finite element structural analysis (FESA). Computational fluid dynamics (CFD) and finite element structural analysis (FESA) are part of the generic discipline of Computational Engineering and Science (CES). Ciment and Scherlis (1993) define CES as `The systematic application of computing systems and computational solution techniques to mathematical models formulated to describe and simulate phenomena of scientific and engineering interest&apos;. Increasing computer power (Kaufmann and Smarr, 1993), is a dominant factor determining the rapid growth of industrial utilisation of CES. This increase is happening at both the supercomputer and the workstation level. Indeed, today&apos;s typical workstation, a Hewlett-Packard 735, is as powerful as a CDC 7600, the leading supercomputer in 1970. Future computer architectures are expected to become increasingly parallel (Gartner Group, 1990) allowing a sustained performance of a teraflop (a million megaflops) to be achieved well before the Sydney Olympics in the year 2000. It is recognised that the modem development of most disciplines in the physical sciences rests on the three complementary strategies of experimentation, analysis and computational simulation. As the 21st century is approached the volume of computational simulation, both fundamental and applied, is growing dramatically and the role of experimentation is diminishing. In the area of equipment design, CES provides the following advantages over experimental testing and measurement: 1. lead time in design and development is significantly reduced; 2. CES can simulate conditions not reproducible in experimental tests; 3. CES provides detailed and comprehensive information; and 4. CES is more cost-effective and time-efficient. The ultimate benefit for industry is greater productivity and hence greater profitability. The broader issues in relation to CFD are discussed by Fletcher (1993b). In the five- to ten-year time frame, growth in computer power will make it practical to combine CFD and FESA with optimisation procedures to produce a design process that is almost fully computerised. The successful `marriage&apos; between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other&apos;s needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

Computers are playing an increasing role in the management of technical data in mines. Companies are re-assessing the role of their data processing departments as users demand computer resources in non-accounting areas. Data of all kinds is now being seen as a, company resource, and the role of computing professionals is to help to manage the data flow, not merely to manage computers. The concept of distributed data bases puts the responsibility for data entry, editing and updating with the user. This challenges conservative views of centralized control of computing, suggesting, instead, centralized co-ordination. A survey of the possible applications of computers in technical areas points up the special requirements of handling raw, processed and consolidated technical data. Technical data bases have become flexible as mini- computer hardware and software have rapidly developed. Management has the ultimate responsibility for efficiently administering corporate data bases, and it must ensure suitable policies are developed for this purpose, with enough flexibility to cope with the impact of fast changing technology.

Diversification has characterised the mining industry in this country and globally in recent decades, and in Western Australia in particular. One of the most obvious aspects of diversification is technological change which continues at a rapid and sometimes bewildering pace. A function of technological advances is the increased capacity to further diversify the range of minerals which can be identified in economic concentrations and profitably extracted. This broadening of the total base of the industry has a synergistic effect on its further development by extending its geographical spread and increasing scope for decentralised infrastructure. Another aspect of diversification is the corporate thrust towards establishing overseas mining bases for a variety of reasons. Off-shore (sea bed) mining is a further manifestation of increasing diversity, although very much in its infancy.
