The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

Inevitably the 'post-boom' era has changed the emphasis of many mining companies away from new project development and expansion to optimisation of existing operations. However, regardless of the project, high quality ore characterisation will remain of the utmost importance. In the case of new project development the need to understand the breakage characteristics will remain as important as it has always been. In optimisation projects, however, where it will be required to get the very best from existing comminution circuits, accurate geometallurgical modelling will take on an increasingly important role. However, these requirements, in both new development and optimisation projects, are likely to be at odds with budgets as these will be tight. Hence obtaining the best value for money will be essential. This paper discusses the elements that need to be satisfied for ore characterisation programs to be successful. Some of the issues covered will be: ore variability and sample selection, test precision, problems with the use of non-standard testing equipment, and the value of databases.

Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

At the Huasco Pellet Plant of Compa±fa de Aceros del Pacffico, Chile, the production of iron concentrate suitable for pellet feed from a low-grade iron ore was technically evaluated. In this study, three treating schemes including comminution, magnetic concentration and flotation in pneumatic cells were tested. The best results were obtained at the laboratory scale by flotation technique using Lilaflot D 817 M as the collector without using any depressant. The operational parameters were determined including pneumatic flotation, and three circuits, two including magnetic pre-concentration, with the low-grade iron ore. The best results were obtained by size reduction at 80 per cent under 325 Tyler mesh, three steps of magnetic concentration and three steps of flotation in pneumatic cells. The magnetic concentrate contained 63.02 per cent of iron and 6.6 per cent of silica, and after the pneumatic flotation the iron content increased up to 70.18 per cent and silica decreases to 1.07 per cent with 78.78 per cent of iron recovery at a weight recovery of 31.89 per cent. Therefore, it is possible to use low-grade iron ore to produce pellet feed from magnetic concentrates by using reverse iron flotation in pneumatic cells.

Many existing computer planning programs for the mining industry focus either on big mining enterprises with a high production rate or on smaller operations for high value minerals. Big mining enterprises, like the hardcoal company `Ruhrkohle AG' in Germany have their own R&D departments which develop powerful computer programs for planning purposes, partly in co-operation with mining universities. However, there is a remarkable number of small- scale mining operations which are either not able to buy expensive hard- and software or don't have the skills for the operation of extensive software programs. Partly there is also a trend in using rule of thumb calculations rather than computer programs which need a lot of - partly unavailable - data. For this reason a computer program was developed which does not need expensive hardware and software and which can help the planning engineer in the selection of a limited number of possibilities. Until this time the planning engineer established two or three different cases and calculated the results with a pocket calculator. This could last some hours or even some days. Now he or she can use the computer program with a normal PC to compare the cases. All activities are menu-driven. The basis for all, calculations are fixed and variable costs as well as average performance for special activities. The paper gives an example for a possible planning situation in fluorspar mining (originally this program was developed for the fluorspar enterprise Lengenfeld in Germany). It shows the initial situation, the main structure of the program, the input logic and the results. Benefits, limits and possible extensions of the program are discussed.

The air we breathe and both plant and animal matter consist largely of nitrogen, oxygen carbon and hydrogen; each of these elements has two or more isotopes, The rocks, soils and waters on which we live and from which we extract minerals and other resources are comprised of elements such as oxygen, silicon, hydrogen, sulphur, iron and magnesium; each of which has two or more isotopes. Since isotopes of an element behave identically in chemical reactions, they cannot be separated or analysed by chemical means. The different isotopes of a particular element, however, vary in mass, reflecting the variation in the number of neutrons in their nuclei, so that physical processes based on the relative atomic masses of the isotopes are used to separate and analyse them (eg, mass spectrometry). Many biologic, atmospheric and geologic processes alter the ratios of the different isotop1ees of many elements. The isotope ratios D/H and O/ O, for example, exhibit significant variations in natural waters because of isotope fractionation during evaporation and condensation. Isotope analyses of both naturally-occurring and synthetic isotopes in the near-surface and biospheric environments can be used to understand natural processes and predict the results of man's interaction with his environment.

The key concepts relating to the calculation of recoverable reserves for selective mining in open pit gold operations are discussed. Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.Recent increases in prices for iron ore, together with the potential to produce high iron and low contaminant concentrates, have resulted in a renewed interest in recovering magnetite from banded iron formation and other deposits.Geometallurgical evaluation of magnetite involves approaches to sample preparation, sample analysis and resource estimation that are different from the methods commonly used for haematite iron ore. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.The sampling protocol will typically include the use of Davis Tube analysis. The Davis Tube is a bench-scale test that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery.During resource modelling, the mass magnetic recoveries and concentrate grades may be assigned to a block model using regressions with other chemical constituents, or may be estimated directly. For estimation of the concentrate grades, a weighting can be applied to account for the different mass magnetic recoveries from each sample and the impact of these differences on the concentrate estimates.This paper presents an overview of the use of metallurgical test data in resource evaluation for magnetite deposits.

The mostly submerged New Zealand sub-continent has a complex geological history and an active oceanographic regime that provides opportunities and challenges for offshore mineral exploration. Known deposits include polymetallic Fe-Mn nodules and crusts, polymetallic massive sulfides, phosphatic nodules, titanomagnetitie ironsands and placer gold deposits. Currently exploration interest is high with some 3.5 per cent of the EEZ under prospecting permit or application.   Article 76 of the UNCLOS convention allows coastal states to have sovereign rights over areas of the seafloor that are natural prolongations of the landmass that constitute submerged parts of the continental margin as extended continental shelf. New Zealand has substantial areas of elevated ridges and plateaux beyond the 200 M EEZ that form extended continental shelf. New Zealand has nearly completed a ten year, $44.4 M programme to define its outer extended continental shelf. New Zealand will lodge its outer limits of the extended continental shelf with the UN-appointed Commission on the Limits of the Continental Shelf in 2006, which if accepted, will enclose ~1.8 million km2 beyond the existing EEZ. Ocean Survey 20/20 is a follow-on marine mapping programme to underpin resource exploration and environmental management of the EEZ and extended continental shelf.

The anticipated economic life of the mine, which defines the rate of mine production, is dictated initially by the design capacity of the mill/concentrator and the production capacity of the mine relative to the grade and tonnage of ore that can be encompassed by the pit design. A small pit will result in smaller investment and cash flow; in contrast, a larger size of pit will increase capital investment and annual revenue. Since open pit mine design and long-term production sequencing are essentially based on three-dimensional block models, changes in block dimensions leads to different mine sizes, and therefore changes in the mine life. The physical characteristics of the deposit, such as reserve tonnage and ore grade, affect the expected future revenues from the mining project, and consequently they affect the life of the mine. Large blocks will increase the recoverable ore reserves and production rates and hence increase the mine life. This paper discusses the effects of the block dimension on the commercial ore reserve, grade-tonnage curve and its effect on the production rate, ultimate pit size, mining cost and consequently the mine life. The result shows that block height is the most effective parameter governing the economical life of the mine.

The definition of the working sections that will be used in a mine is usually initially made in the field by the geologist supervising the drilling program. These initial definitions are often made on the basis of rules of thumb such as æcoal less than 30 cm thick cannot be mined separatelyÆ; æpartings more than 30 cm thick will be mined separatelyÆ; and æif a coal seam is less than 50 cm thick and the parting above or below is thicker than the coal, the coal will be wastedÆ. These decisions are also often made based on the requirement for a minimum sample mass for analysis, and the desire to collect data at the minimum resolution to conserve the exploration budget.In many cases the geological models based on this data are produced at a resolution that is inadequate to allow the mining engineer to produce a mine plan that will maximise project value. This problem is generally unrecognised.Where data is collected to a higher level of resolution the subsequent processes employed in the production of geological models and mine plans often discards the inherent value that is hidden in this data. Again this problem is generally unrecognised.This paper highlights this problem and then presents a methodology that ensures that the optimal working section is selected and compares the outcomes of applying this methodology versus adherence to the usual rules of thumb.

It is proposed to deal with those raw materials which are produced in South Australia to meet the needs of the country's steel industry. They are chiefly, iron ore, limestone and quartz.Iron ore and limestone are fed to the blast furnaces of Newcastle and Port Kembla together with coke to produce the hot metal charge for the open hearth steel furnaces.They are also qsed in the raw state in the steel furnaces to assist in the conversion of the hot metal to steel. The iron ore is quarried from' Iron Knob and shipped from Whyalla to Newcastle and Port Kembla, whilst the limestone is supplied from the deposits at Rapid Bay and shipped in the same manner.Quartz is used in the manufacture of ferro-silicon, an alloy which is added to the ladles of molten metal tapped from the open hearth furnace in the case of almost every grade of steel. It is obtained from a quarry situated between Iron Knob and Whyalla, and shipped to Newcastle.IRON OREWith the exception of several small quarries situated at Breadalbane, Cadia, Cowra, Crookwell, Michelago, Jerrawa and lerraama in New South Wales, the iron ore requirements of Australia's steel industry to date have been met from Iron Knob and the Middleback Range in South Australia.Several of the small deposits in New South Wales were worked during the war years of 1941-44 during the shipping emergency and produced 1,355,417 tons, compared with an output of approximately 43,000,000 tons from Iron Knob between 1901 and 1949.

Separation of fine and coarse particles as separate streams prior to flotation, and their differential treatments, could substantially increase recovery and reduce collector consumption. A series of simulations was carried out to quantify the benefits from plant scale implementation of such a treatment at the Ispat Inland flotation circuit (Minorca mine). The study involved detailed plant sampling and sample analysis to generate the data needed for simulation studies. Samples were taken from all the streams from flotation feed to final concentrate, as well as cell lips and cell pulp. Sampling was repeated for the second ore blend that was processed by the plant during different periods of a year. Sample analysis involved sieve analysis and size by size chemical analysis for total iron, magnetic iron and silica. Raw data were mass balanced, and flow rates within the circuit were calculated. Mass balanced data were used to calculate model parameters representing the existing conditions. Usim Pac was used for both mass balancing and simulation studies. Available pilot and bench scale data were utilised to define the modified flow sheet and expected performance. The simulated flow sheet included classification of flotation circuit feed by hydrocyclones. While the coarse fraction followed the existing flow sheet, the fine fraction was sent to a magnetic separator. Magnetic and rougher flotation concentrates were combined to form the final concentrate. Two simulations for each blend were carried out. The first one assumed that there would be no change in size by size kinetic behaviours of both gangue and magnetite due to this modification. This was named as the worst case scenario, in which particles had a longer residence time due to reduced flow rates within the flotation cells. The second scenario anticipated that there would be an increase in recoveries of gangue and magnetite going into froth launder due to more efficient use of collector in absence of fines. Results showed that pre-classification of flotation feed could improve the flotation recovery by 0.3 - 0.5 per cent, with the major benefit being significant reduction (40 - 60 per cent) in the amount of collector used.

A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. Traditionally, the term ætotal systemÆ design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal ætotal systemsÆ approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

"The development of a predictive geometallurgical model is a multidisciplinary and iterative task that involves both discovery and integration aspects. In this paper, the authors discuss the concepts of geometallurgical modelling in terms of the underlying relationships that are used to connect geology, metallurgy and economic value, and how the early-stage preparation of a spatial geometallurgical model enhances project value and provides a sound basis for future studies and test work programs.Hot Chili’s (copper-gold-molybdenum) Productora Project, which is located in northern Chile, is a porphyry-copper style deposit that can be exploited using open pit mining and preparation of a saleable concentrate from fresh ore, as well as heap leaching, solvent extraction and electrowinning (SX-EW) extraction of copper from oxide ores. To enhance project value in the Productora prefeasibility study (PFS), Hot Chili developed a geometallurgical model that was used to predict the process responses of both sulfide and oxide ores. The Productora model incorporates test results from mineralogical, metallurgical and comminution testing, as well as other studies completed on a suite of samples collected from the many geological domains of the deposit.Using Bond Work Index and Abrasion Index proxies in the geometallurgical model, Hot Chili estimated the variability of sulfide ore throughput and comminution costs. Heap leach acid consumption in oxide ore was estimated from drill hole calcium concentrations. The model was then used in mine scheduling to identify high and low throughput or high and low acid ore zones so that the processing of these zones could be advanced or deferred to improve net present value (NPV). Additionally, the cost benefits of preparing an early-stage geometallurgy model were quantified through a comparison to a conventional model that was based on test work averages.CITATION:King, G S and Macdonald, J L, 2016. The purpose of this research was to study the calcination of lead-zinc flotation tailings from the Angouran lead and zinc flotation plant in Iran as a pre-concentration step prior to hydrometallurgical processing of the oxidised tailings. There is an abundance of these tailings in the Angouran region and making use of these tailings would help preserve national wealth and also reduce the serious problems of environmental pollution caused by the tailings. At the optimal conditions of calcining at 750 - 800¦C for 45 minutes, the sample showed a mass loss of about 19 per cent. Mineralogical analyses showed that under these conditions the carbonate minerals including smithsonite (ZnCO3), calcite (CaCO3) and dolomite (Ca Mg (CO3)2) decomposed to their respective oxides. Hemimorphite (Zn4Si2O7 (OH)2.H2O) converted into willemite (Zn2SiO4) and this transformation postponed the formation of silica gel in the leach solution. The grade of zinc increased from 22.20 per cent to 29 per cent. These mineralogical changes resulted in desirable reactions in the acid leach process.

The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.
