Mineral processing plants require a storage buffer to bridge differences in production rates between mining and processing. Where coarse ores are processed, such as coal or hard rock, this buffer may be an ore stockpile or silo. For wet-mining processes, eg dredging or hydraulic mining, or where fine ores are slurried close to the mining face, a surge-bin is used to contain the plant feed and smooth out the variations in mining rates. These bins have gradually evolved from simple storage vessels to units that are now frequently part of the mineral separation process itself, such as providing a desliming function to remove deleterious ultrafine gangue. This feed conditioning is often essential to achieve the levels of plant performance required in times of declining ore grades and or where inherent ore characteristics make separations harder to achieve. To achieve these dual roles requires careful consideration of bin design factors such as geometry and lining selection and increased use of instrumentation and advanced, or remotely supervised, control systems. All this ensures they provide capacity to smooth out variations in mining rates and guarantees that when conditioning ores or adjusting slurry densities ahead of the plant it is achieved without loss of valuable minerals. This paper examines the evolution of the modern surge-bin from a simple, so called, constant density tank with its inherent mass-flow compromises, limited feed preparation and beneficiation abilities, and footprint penalty, to a current state-of-the-art surge-bin, the LFCU, with a control system which provides demonstrable steady outputs, while conditioning and in some cases beneficiating the ROM material and all from a highly compact unit. It further discusses their use in other applications around the world, for example providing the necessary security for long distant high-density pumping systems; constant high density, low water usage, tailings disposal pipelines and high capacity ultrafine iron ore beneficiation.

This paper covers period from 1973 through to 1988 and the mines of West Coast Mines, Elur Mine, North Mine and Risdon Zinc Smelter, now all part of the Pasminco Group. During this period, optimisation started with one mine (West Coast Mines) producing four Product concentrates with constant steady feed to the smelter and progressed to three mines producing eight products and a smelter varying feed inputs to maximise benefits. The initial optimisation was done manually using a desk top calculator and hand drawn graphs. This ultimately advanced to the use of PC plus linear programming software and spreadsheet generating relevant graphics. The financial benefits were achieved with no capital expenditure and increased from an initial $0.5 to $1.0 M/year (1973 $'s) to $5 to $10 M/year (1988 $'s).

The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

The paper summarises the theoretical and experimental studies which led to the development of new industrial equipment designed to recover liberated gold from placer gravity concentrates. The new technology is based on environmentally clean magnetic methods, which avoids use of mercury in the production process and obtains higher gold recoveries compared to the amalgamation technique, and which can reach 98.6 - 99.5 per cent. The complex of equipment thus developed is now commercially used at nine Russian gold mining operations. Six more such complexes are due to come on stream in 1993, some of them outside the CIS. The new technology appears to hold much promise for the recovery of precious stones (diamonds, rubies etc) semi-precious stones (pyropes, chrysolites etc) and also artificial diamonds, for which case there are encouraging laboratory results.

In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

The non-metallic minerals, excluding the construc- tions and fuel materials have for long been the "poor relations" of the Mining Industry of New South Wales. The State is self-sufficient in only a few of the industrial minerals and is almost completely lacking in any of the essential fertilizers. The deficiencies must be met by imports from overseas and interstate and in fact New South Wales imports some quantity of every one of the non-metallics. For the year 1967 the value of non-metallic mineral production amounted to only $9,390,000 or less than 3.5% of the States total of $275,900,000 for all classes of mining and quarrying. In roughly the same period, the 1967-68 financial year, New South Wales imported non- metallic materials, valued at well in excess of $22,000,000 from overseas and over $2,000,000 from interstate sources.

Nickel and cobalt mineralisation at the Murrin Murrin deposits, in the North Eastern Goldfields region of Western Australia, occurs within laterites developed on Archaean serpentinised peridotite units. Lateritic weathering of the peridotite has produced a resource of 116.8 Mt at 1.10 per cent Ni and 0.082 per cent Co (resource at May 1996 with a 0.8 per cent Ni cut-off; see Fazakerley and Monti, this volume). The mineralogy of the Murrin Murrin laterites was investigated to identify the minerals hosting significant Ni mineralisation. Laterite profiles were studied using X-ray Diffraction (XRD), impregnated polished thin sections, and Energy Dispersive Spectroscopy (EDS) Electron Microprobe analysis, of RC percussion drill chips. This paper summarises the results of these studies, and briefly discusses the nature of the minerals hosting Ni mineralisation.

"Recent underground coal mine incidents have again raised the issue of: under what circumstanceis it safe for personnel to re-enter the mine? Mine rescue guidelines make recommendations aboutthe limits in terms of the circumstances, lives at risk, no lives at risk and training exercises. Theseare based upon percentages of the upper and lower explosive limits. Many factors infl uencesett ing limits for safe re-entry. These include: the representativeness of the sampling location(s),the rapidity of gett ing an underground sample analysed and the rate of change of the atmospherebeing monitored. Value judgements based upon these parameters will then infl uence the sett ing ofa trigger point based upon per cent explosibility. This raises the question of how the percentage ofthe lower or upper explosive limit is established. It is easy to defi ne this when the sampling pointdata sit on the fresh air limit line. However - what value is used when the sample sits somewherein the body of an explosibility diagram? This paper explores the various options and illustratesvarious pitfalls and problems that are faced in making such a determination. These include howthe data are represented and the assumed knowledge of those doing the interpretation."

"Screw press technology is an innovative approach to tackling the growing pressure to conserve water and minimise the environmental impact of mineral tailings disposal. The principles of the technology have been known for a considerable period of time in non-mining applications such as water treatment, wastewater (municipal sludge), as well as in the paper and chemical industries for dewatering solids, particularly those containing clays.The screw press represents a viable niche technology for filtering fine and high-clay tailings, without the prior thickening stage, and is capable of producing a filtered product that is sufficiently consolidated and dry enough to provide a product suitable for conveying and dry stacking.The Ishigaki screw press was introduced in 1990 and key features are: continuous operation and excellent availability low wear to plant acceptable flocculant consumption low carbon footprint and low noise levels fully automatic.These features lead to simpler plant layouts, easier maintenance, smaller spares inventories, reduced wear, smaller footprint and overall lower capital and operating costs.The amenability of a particular tailing stream to treatment by screw press technology may be determined by test work. Two pilot plant studies are described where this technology has been applied in the mineral industry being flotation tailings from a rare earth (RE) mineral concentrator and coal tailings. Gekko Systems Pty Ltd have developed the Python Underground Processing Plant for the concentration of gold and sulfide ores. The Python plant has an established flow sheet including fine crushing, screening, gravity separation and flotation which aims to concentrate the valuable minerals (gold/sulfides). The aim of the plant is to achieve high valuable recovery into a mass yield of 10 - 30 per cent to reduce the amount of material that is needed to be taken to downstream processing. This paper examines the test work protocol for testing an ore to assess its suitability for the Python flow sheet. This paper will discuss the test methods employed to determine crushing requirements, continuous gravity recovery and flotation performance and how the results relate to Python design for the comminution, gravity and flotation circuits. Results from past test work will be discussed.

PT Freeport Indonesia is completing the first underground gyratory crusher excavation at their Deep Mill Level Zone (DMLZ) mine located in the mountains of Jayawijaya, District of West Papua, Indonesia. DMLZ is an underground block cave mine with an expected output of 80 000?t/d and a scheduled production start in 2015.In order to deliver crushed ore to the mill through the existing conveyor belt, the DMLZ block cave mine will construct two 1000?kW 1.6?×?2.3?m gyratory crushers with their own respective ore flow conveying systems underground. Each crusher is composed of top, middle, and bottom chambers with an ore bin. This system includes a series of high capacity conveyors approximately 5 km in length including transfer stations and support facilities.The development methodology required a combination of lateral development by jumbo drilling machines and vertical development by mechanised raise climbers (MRC) due to the complexity of the chamber design.This paper will discuss the project scope, design and development methodology, ground conditions, innovative survey controls, and the challenges faced due to the remote location.CITATION:Hernandez, E, Kusumohastuti, W and Agustian, I, 2014. Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

"Wet-weather or 24×7 wet-trafficability is a commendable design objective for unpaved mine haul roads, but practically often difficult to achieve, due both to the road sheeting material selected, and also its breakdown under the action of traffic and environment. Accidents allied to wet-trafficability issues, either due to rain or often more commonly, over-watering of mine roads, is increasing and especially the loss of control or uncontrolled vehicle movements categorisation. The dominant system failure is that once vehicle control is lost, control cannot be regained.The friction supply, or ‘skid resistance’ of a mine haul road sheeting is critical to the safe operation of the road and data has to be collated concerning the variation of friction supply with sheeting material engineering or indicator properties. In the light of the paucity of data existing in this field, this paper presents the contributory research that informs the development of improved and validated unpaved mine road friction supply estimates, based on a number of mine site evaluations across a range of sheeting material types and characteristic parameters, leading to improved predictive models of friction supply.Results from this preliminary review will enable operators to assess their road sheeting materials, improve and validate unpaved mine road friction supply estimates. The Broken Hill Exploration Initiative (BHEI) is a collaborative venture between the Australian Geological Survey Organisation (AGSO), Mines and Energy South Australia (MESA) and the New South Wales Department of Mineral Resources (NSWDMR) to provide a new generation of geoscientific information to promote and enhance the exploration for, and discovery of, new deposits in the Broken Hill region. The area under investigation (Figure 1) exceeds 150 000 square kilometres on either side of the NSW-SA border and is centred on the city of Broken Hill. N.T. I I OL n. WA 8A I Maw. A major impediment to the exploration for, and to the understanding of, the genesis of the world-class Broken Hill Pb-Ag-Zn deposit is the structural and metamorphic complexit\ of the region. Important objectives of the BHEI are therefore: I. the definition of the three-dimensional structure of the province, 2. the deformation history, and 3. the stratigraphic and age relationships of the rock units. Early discussions between the BHEI partners and industry scientists revealed that new geophysical surveys would be a key requirement to help advance the understanding of the province, especially a contiguous high resolution airborne geophysical dataset covering both outcrop and areas of shallow surficial cover. The purpose of this paper is to draw attention to the new high resolution airborne geophysical data and to discuss their interpretation and potential for enhancing the knowledge of the Willyama Supergroup geology.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

"All underground coal mines in Australia are required to develop a Spontaneous CombustionManagement Plan (SCMP). The New South Wales Government has developed a guideline (MDG1006) to assist operations to comply with this requirement. A reference document is alsosupplied with the guideline that describes the type of information that is needed for input to theplan, including identifying possible tests that can be used for propensity assessment. However,there is no clear indication of what program of sampling and testing is suffi cient to provide adefi nitive assessment of spontaneous combustion propensity prior to and during mining. This paper reviews the existing methods available for quantifying spontaneous combustion propensity and discusses the sampling requirements that are needed from exploration to mining. A new, more defi nitive method of spontaneous combustion testing is also presented that benchmarks coal self-heating performance from mine ambient temperature to thermal runaway. Examples of the eff ectiveness of this new test method for identifying and quantifying reactive pyrite in coal as well as quantifying the diff erence between dry and wet season conditions are provided in the paper."

Marcobre SAC (Marcobre) is developing the Mina Justa copper mine project, located in the Ica region of Peru. The Mina Justa IOCG orebody comprises of a sulfide mass overlain by an oxide cap with a sharp transitional zone between the sulfide and oxide masses. The primary target metal is copper, but there are minor amounts of gold and silver. The oxide will be treated by HPGR, crushing and vat leaching, whereas the sulfide will be treated by HPGR, milling and froth flotation. The processing selections are due to some unusual ore characteristics which have required relatively unconventional solutions.Vat leaching was chosen over heap leaching and other processes after detailed trade-off studies found it to be the most attractive, primarily due to the high acid consumption of the ore. The sulfide flotation produces a wide range of concentrate grades due to the complex nature of the mineralogy. The selection of HPGR circuits for both the oxide and sulfide ore is due to the extremely hard and competent nature of the deposit. A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. A gold mine in southern China has transitioned from an open pit operation to a fully underground mine. An overhand mining method is used which requires the mined stopes to be filled with backfill having an unconfined compressive strength of at least 0.35MPa. Tailings from the process plant is deposited into separate flotation and Carbon in Leach (CIL) tailings storage facilities. The tailings has a high fines content and the thickener on site could only produce a dilute flotation tailings at a solids content of about 30 wt%. This resulted in two undesirable outcomes: the density of flotation tailings in the Tailings Storage Facility (TSF) was significantly lower than planned so that the TSF could not store the life of mine tailings and that the backfill product had to include a high percentage of manufactured aggregate and increased cement content to achieve the required strength. This paper presents results of a tailings study which identified that the flotation TSF would be capable of storing the remaining life of mine tailings if an amended backfill product made up of 100% of flotation tailings could be introduced. A 100% tailings backfill with the addition of 8% cement was developed by classifying the tailings and using the coarser fraction in the backfill. This backfill allowed 60% of the flotation tailings to be placed underground and only the remaining 40% in the flotation TSF. A new thickener was designed and installed to thicken the tailings and rheological testing of the tailings, using a closed loop pilot plant, provided parameters to upgrade the underground reticulation system to deliver cemented backfill to stopes throughout the mine and to deliver thickened tailings to the TSF.
